Broadband Overview
▲ Definition of Broadband
•Internet connection with download speeds faster than traditional dial-up
connection
•Local Access Link of which the performance is not a limiting factor in a
user’s capability for running today’s applications (OECD)
•OECD set the minimum threshold at 256 kbit/s
•Includes DSL, Cable, Fibre-optic cable, Wireless Broadband

Economic Impact of Broadband
▲ Direct Effects
•Progression from “e” (electronic) to “u” (ubiquitous) access
Omnipresent, always on, and always aware of the user’s location
Higher connection speeds → Spread of IP networks
Enhanced cross-platform security → protect private communications & critical data
Enhanced multimedia applications
•Increase investments in the technology & enhance the infrastructure
▲ Indirect Effects
•Increase firm efficiency and productivity
e-Business : e-banking, e-commerce
•Increase public sector interoperability & online government service integration

e-Government
Phase 1InformationPresence of basic information
Phase 2One-way InteractionOnline forms, communications, downloadable forms documents
Phase 3Two-way InteractionElectronic forms
Phase 4Online full transactionHigh-security on delivery & payments
Phase 5Integrated phase (Seamless)Full integration of e-services
Emerging (Presence): an official government online presence is established. Static Content & Not in response to citizen expectation
Enhanced(One-way): Information dynamic & updated regularly. There are downloadable forms, documents and features like site
search
Interactive (two-way): Users can download forms, e-mail officials and interact through web.
Transactional: Users can pay for services & other transactions online. Secure access for online payments, email confirmation &
receipt.
Integrated (Seamless): All services & links accessed through single central portal, all transactional services offered through single
integrated site.

U-City
▲ U-City
• WHAT : to overcome the limitations of traditional cities and to build
sustainable cites
• HOW : combining the world's best information and communications
infrastructure with cities
• by WHOM: central, local governments and the private sector
▲ 『 Act on the Construction, ETC. of Ubiquitous Cities 』

U-City
▲ U-City projects in collaboration• the central government has:
☞ made R&D investments in U-city integrated platform and construction, ICT fusion
technology development
☞ worked to prevent overlapping investment between ministries and local governments
• local governments are providing:
☞ various ubiquitous service infrastructures
• the private sector is taking its part to promote the industry:
☞ by developing and providing diverse ubiquitous services
▲ brief overview• Hwaseong Dongtan, the first smart city in Korea, constructed in Sep. 2008
• 39 local governments, 52 U-city projects
• U-Safety, U-Environment, U-Transportation, and U-Media are the services provided in
Hwaseong Dongtan U-city

E-Learning: Broadband-based Education
▲ Significant Growth of e-Learning
•72.0% of elementary or secondary school students
•80% of schools
•97% penetration rate of high speed Internet (above 2Mbps)
→ multi-media lectures and HD contents
▲ Providing Popular On-line Education Contents
•EBS(Educational Broadcasting System)
•Local District Office(Gangnam-gu)
→ Fast Growth of e-Learning Industry in Korea

Information Network Village
▲ Information Network Village• AIM: providing local residents with access to information
• HOW: by establishing broadband in rural areas
• launch in May 2001
• now: 363 information network villages across the nation
▲ What is INV?• offer an opportunity to access information for residents in farming or fishing villages
• by laying an information foundation such as broadband network, community information
centers or web sites
• connecting consumers and producers
☞ to promote the sales of specialties, agricultural and marine products
• sales of agricultural or marine products: $13,394,000
• farm tourism: $7,531,000 (2010)

Information Network Village
▲ Korean broadband establishment project• the government: focused on attracting private investment through facility-
based competition
• the private sector: led the investment and development of broadband
▲ Why Important?• reduced the information gap of rural areas with cities
• played a key role in improving the quality of life of residents in farming and fishing
villages
• in promoting active involvement of local residents by minimizing marketing margins
through e-commerce-like direct sales
"enhancing citizens' rights to access information and narrowing the
urban-rural information gap"
Korea Information Society Development Institute16
Information Network Village
▲ The project won:
• the first prize in PSA (Public Service Awards) of UN, 2010
• e-government forum prize, 2010
"Since 2001, about 2,500 government or relevant officials from 103
