What do we mean with E-
Government?
electronic-government or "Digital Government
"The employment of the Internet and the world-wide-web for delivering government information andservices to the citizens." (United Nations, 2006; AOEMA, 2005).[1]
Henceforth, "Electronic Government" (or in short "e-Government") essentially refers to "The
utilization of IT, ICTs, and other web-based telecommunication technologies to improve and/orenhance on the efficiency and effectiveness of service delivery in the public sector." (Jeong, 2007).[2]
E-government uses technologies to facilitate the smooth operation of government functions, and thedisbursement of government information and services to the people.
Modern public sector, e-government has essentially enhanced office automation, through the utilizationof the Internet and wireless technologies, whereby, the telephones, fax machines, and printers, areinter-connected via Internet cables and wireless technologies. This is especially relevant, when some
public officers are constantly on the move, such as, police officers and project managers.

South Korea leads global trend
for e -government system
For the 2012 edition of the E-Government Development
Index, the Netherlands (second), UK (third), and
Denmark (fourth) joined Korea among the top ranks, and
the U.S. came in at fifth.
For the E-Participation Index Korea ranked first with
Netherlands followed by Singapore, Kazakhstan (tied for
second), and the U.S. and UK (tied for third).
United Nations Public Administration Networkthe
extent of service delivery in top performers in fourstages, emerging, enhanced, transactional, and
networked. Korea marked the highest overall score of
87% utilization in evaluation of the last stage, networked

To achieve this, the government began
laying the foundation for computerizing itsadministrative system in the 1970s,
computerizing the national basic databases
in the 1980s, and constructing a high-speed
information and communications network in
the 1990s.

In the second stage the government expanded and improvedservices for citizens and businesses through the digitalization ofoverall government business processes.
It also enhanced administrative efficiency and transparency
through reform of the government's working methods.

Digitalizing documentprocessing procedures, and realizinglocal e-Government and real-time management of the national
agenda.
The innovation of public service was also executed byimproving Internet-based civil services, developing a "single-window" business support service, and increasing online citizenparticipation.
Establishing a government-wideNational ComputingInformation Resources Administration (NCIRA), building aninformation security system, and restructuring informatizationorganizations and personnel.
Lastly, innovation of the legal system was supported throughreform by e-Government for additional security.

Comprehensive Tax Service" (www.hometax.go.kr) enables taxpayers
to handle tax affairs online at home or at work without visiting tax
offices or banks.
"Internet Civil Service" (www.egov.go.kr), people can use administrativeservices anytime, anywhere on the Internet.
People can find what they need by searching through the 5,300 services
available, and get detailed information.
Patent Service" (www.kiporo.go.kr) allows patent applications and progress checks online.
Procedures for patent application, review, and judgment
. Services such as application for certificate issuance, verification and commission payment
are also provided.
The "E-People, Online Petition & Discussion Portal" (www.epople.go.kr) facilitates people'sparticipation in policy-making by processing complaints and suggestions via a single window.
. At the same time, they can check the results online.
Shared Use of Administrative Information" (www.share.go.kr), civil service officers can
process requests by checking the administration networks without requiring the applicant to
submit required documents. Information inquiries are only conducted with the consent of
the applicant, who can check this procedures history at anytime
