Support to Knowledge Production Knowledge Sector Initiative KSI supports the availability of high quality and relevant research which informs the policy-making process. The Knowledge Sector Initiative or KSI is a joint commitment between the governments of Indonesia and Australia that seeks to improve the lives of the Indonesian people through the implementation of better quality public policies that make better use of research, analysis and evidence. KSI seeks to achieve this by supporting the capacity building of policy research institutes, improve the quality of their research to meet policy maker’s needs, improve systems and regulations in government to support research-based policy making, and to develop effective models for procuring and using research to strengthen policies that will benefit the country’s poor. The program will also be working with various organisations involved in making research-based evidence accessible to policy makers and used by civil society organisations, advocacy networks and the media. KSI also provides workshops and clinics on research design, develop- ment of policy briefs and use of multi-media approaches to commun- ciate research findings, and business development and fundraising for sustainability. Individualised technical assistance is provided to mentor and coach partners on key activities included in their strategic plans. In addition, KSI has launched a local knowledge grants scheme to capture experiences of local communities in policy making. The most recent discussion theme was, Dialog Hukum: Pekerjaan Rumah di bidang hukum pemerintahan Jokowi-JK, held on Wednesday, 19 November 2014 , inviting expert resource panels. This event is collaborative work between the Centre for Legal Study and Democracy (PSHK), Komisi Hukum Nasional RI (KHN), Ikatan Alumni Fakultas Hukum Universitas Indonesia (ILUNI FHUI), Hukumonline.com, Indonesia Jentera School of Law (IJSL), and Kantor Berita Radio (KBR). KPPOD On 15 January 2015, KPPOD organised a public discussion on regional levy in relation to Law no. of 28/2009 on regional taxation and levy. KPPOD present- ed the findings from its research on the topic. In the research, KPPOD researchers used regulatory impact assessment method, the training of which was held under KSI core funding. Meeting with the Minister for Village Affairs Marwan Djafar, Kementerian Desa In February 2015, IRE handed policy inputs and recommendations on the implementation of the new Village Law, including amendments recommen- dation on PP no. 43 on village and no. 6 on village budget. activities and networking. KSI also supports a grants scheme supporting innovative research projects on current policy issues faced by national and local administrations. Activities related to knowledge production are also an integral part of communicating research through intermediaries. KSI links these two functions with support to institutions that publish journals, organizing trainings for journalists / media on evidence based reporting, and supporting policy coalitions that link research institutions and intermedi- ary actors with policy makers.

Scope of Support for Knowledge Sharing

Learning is also conveyed using infographics, podcast interviews, video documentations, speed drawing and through thematic discussionsand a lecture series.

KSI also organises regular knowledge sharing events to stimulate discussion on various topics about the knowledge sector of relevance and importance to the Indonesian context. These events provide opportunities to engage with different actors in the knowledge sector and raise awareness of the importance of knowledge to policy processes.

Other activities as part of the knowledge demand and use component include support to strengthen the role of policy analysts at national and subnational government institutions that are considered important in the process of policy making as mandated by the Indonesian Civil Service Law. KSI is also in close collaboration with Bappenas to organise a Knowledge Sector Conference in 2015. Best practices in the knowledge to policy process will bethe main theme.

“ KSI supports the Policy Analysis Team (TAK) of Bappenas in a strategic partnership that will strengthen Bappenas’ role as a government think tank. The re-positioning of Bappenas under the President’s Office as a think tank calls for rethinking Bappenas’s role in producing, communicating and using research-based evidence to influence policy-making. ”

KSI support to this work includes capacity building, institutional strengthening and building a support network that will help to address Bappenas’s priorities and knowledge needs. Capacity building activities focuses on strengthening TAK’s capacity in producing and communicating quality research that responds to Indonesian government development priorities.

Institutional strengthening focuses on providing tools for effective knowledge management and monitoring and evaluation that the TAK has successfully applied to identify learning from its research procurement process. Building a support network includes expanding Bappenas’s ‘knowledge suppliers’ to improve the use of research-based evidence in policy dialogue. KSI has also developed a working paper on regional models of government think tanks.

In addition to working with selected intermediary organisations and actors, KSI will work in facilitating and strengthening linkages between research producers and policy makers.

Scope of Support to the Indonesian Academy of Sciences (AIPI)

The Knowledge Sector Initiative or KSI is a joint commitment between the governments of Indonesia and Australia that seeks to improve the lives of the Indonesian people through the implementation of better quality public policies that make better use of research, analysis and evidence.

KSI seeks to achieve this by supporting the capacity building of policy research institutes, improve the quality of their research to meet policy maker’s needs, improve systems and regulations in government to support research-based policy making, and to develop effective models for procuring and using research to strengthen policies that will benefit the country’s poor. The program will also be working with various organisations involved in making research-based evidence accessible to policy makers and used by civil society organisations, advocacy networks and the media.

“ KSI supports the Indonesian Academy of Sciences (AIPI) to strengthen its capacity to influence the role of science as a driver of innovation and development progress. ”

AIPI is an independent institution which brings together Indonesia's leading scientists to provide independent, objective advice to the nation on matters related to science policy. KSI is currently providing technical and organisational support to AIPI, including the establishment of the Indonesian Science Fund (ISF). The ISF will be autonomous and provides block grants on a competitive basis to directly assist Indonesian scientists to undertake world class research and contribute to the nation’s competitiveness.

Other activities as part of the enabling environment component include efforts to encourage private sector participation in funding research. As well, KSI is funding diagnostic studies on the critical barriers to the use of evidence such as university policies, procurement regulations, civil service regulations, and donor practices. The intent is also to support change in the enabling environment so research can be more effectively used.
