It is not only financial capital but also human capital that needs to be built up in the development of European – investment in life-long training, education and knowledge development makes the difference in SME and destination performance
(Life-long) Learning Needs are best met through the application of the Tourism Knowledge & Innovation Community concept. European tourism administrators, work-forces and SMEs need to belong to either a Destination Knowledge & Innovation Community or a Topic Tourism Knowledge & Innovation Community:

A Destination Knowledge & Innovation Community Example La Palma Biosphere Reserve
The DestiNet Toolkit has been developed in the FAST-LAIN project to meet the needs of destination administrators who wish to develop knowledge network-driven innovation processes to improve their tourism offer. Using the FAST-LAIN ‘from research to market place’ approach, La Palma has: • brought together many stakeholders and businesses from its 14
municipalities, and a comprehensive listing of information sources, publications, tools and events…
• set up the La Palma Club as self committed platform for knowledge networking and exchange on the island and with stakeholders and other Spanish biosphere reserves that are part of the “Biosphere Reserves Tourist product Club”,
• identified good practice examples and mapped them on the DestiNet market place.
• La Palma now will continue and further strengthen their initiative and innovation processes through using DestiNet for local to global knowledge exchange, networking and collaboration for making tourism more competitive and sustainable.

• A Quick Tour of the tool to see how it works can
take 5 - 30mins.
• You can build a workshop of 2hrs to 1 day to use the tool with a team or with other stakeholders.
• If you wish to make full use of the tool and use it in conjunction with the on-line DestiNet contributor and administrator folder system, you might take several days or weeks to run through everything. This may best be done as a small project in its own right.

Summary
• The FAST-LAIN project has developed a tourism observatory concept for the Commission, alongside a series of tools to develop tourism sector competitiveness and sustainability through knowledge networking.
• A method to set up networks and clusters called tourism knowledge and innovation communities is the key output of the project.
• The DestiNet portal is an online tool kit for setting up these tourism knowledge networking processes, oriented to sustainable and responsible tourism development at the European level.
• There is a Tourism KIC Guidebook on the portal to take you through the tourism knowledge networking process.
• The innovation stimulation tool can be run as an informal or formal exercise to develop innovation in your destination or region.
• Use www.destinet.eu to make full use of these networking tools and where you will find more tools, news, market services and information.
