EVENT OVERVIEW Know the Code - A Life Safety Joint Training for Nursing Homes is a one-day intensive training with Agency for Health Care Administration (AHCA) representatives that will give administrators, maintenance and operations staff a more detailed review of current Life Safety Code and survey issues.

Eddie Alday, Life Safety Code Lead for the AHCA Bureau of Field Operations, together with other Field Operations staff, will highlight the most common life safety and federal emergency preparedness citations. Strategies for maintaining older facilities for Life Safety Code compliance and meeting the NFPA 99 and Chapter 13 Security Management requirements will be addressed, along with a special presentation on the challenges of effective firestopping and the elements of Fire Protection Ratings and inspections. Attendees will also receive a comprehensive review of the many upcoming changes to the Florida Building Code for 2021, with discussion focused on revisions to the code, as well as resulting impacts on inspections, testing and maintenance.

This presentation will outline the current top five K-tags and top five federal E-tags to help centers improve their compliance and ensure better survey outcomes.

9:45 to 10:45 a.m. Keys to Maintenance of an Older Facility George Gay and James Stuckey, both with Agency for Health Care Administration

Has your building given its best years to serve your residents? Staying in compliance in an older building requires specific knowledge about the common issues and how to appropriately correct them. This presentation will highlight the common issues in managing and maintaining an older building and the best practices for better compliance.

Effective firestopping and fire penetration systems are critical for all long term care centers. This session will discuss how to assess and improve existing firestopping systems and maintain integrity of fire-resistance rated construction. Internal inspections provide quality control and assurance that your systems meet the required building and life safety codes.

1:30 to 3:00 p.m. Just in Time: Understanding the 2021 Florida Building Code Changes Skip Gregory, Health Facility Consulting This important session will outline the revisions to the 7th edition Florida Building Code (FBC) that will directly affect nursing center design and construction in 2021. Revisions to Chapter 4, with emphasis on Section 450, Nursing Homes, and Section 467, Assisted Living Facilities, will be highlighted. The revisions to 2018 edition of the FGI Guidelines for Design and Construction of Residential Health, Care, and Support Facilities, which has been adopted as the design standard for all new nursing centers, will be reviewed. In addition, significant revisions to the Florida Fire Prevention Code and the NFPA 101 Life Safety Code, 2018 edition, both of which directly impact nursing center design, will be discussed.

MEET THE SPEAKERSEddie Alday, Life Safety Lead, Agency for Health Care AdministrationEddie Alday has been with the Agency for Health Care Administration (AHCA) since December 2012. Currently, Eddie is the Bureau of Field Operations Life Safety Code Lead. He is responsible for providing oversight, instruction and development of quality assurance activities for the Life Safety Code program within the Bureau of Field Operations. Eddie served 24 years in the U.S. Army as a Combat Engineer; he has degrees in Business and Construction Management.

Donah Heiberg, Government Analyst II, Agency for Health Care Administration Donah Heiberg, MSW, works within the Bureau of Field Operations with the Agency for Health Care Administration. Donah has worked with AHCA since 1995, holding positions within the agency in both training, course development, and quality improvement. Donah has served as AHCA’s State Training Administrator, Informal Dispute Resolution Coordinator, Complaint Unit Manager and has held management positions in both the Miami and Tallahassee field offices. Donah is a subject matter expert in several survey areas, including nursing homes, intermediate care facilities for the intellectually disabled, end stage renal dialysis, residential treatment centers for children/adolescents and psychiatric residential treatment facilities.

George Gay, Fire Protection Specialist, Agency for Health Care AdministrationGeorge Gay is a Fire Protection Specialist with the Agency for Health Care Administration, Areas 1 and 2 in North Florida. Prior to joining AHCA, George retired from the Marianna Fire Rescue as a Captain/Fire Marshal with 26 years of service. George is a State of Florida licensed Fire Inspector, is a certified Fire Instructor and Live Fire Instructor and is an FAA licensed drone pilot.

James Stucky, Fire Protection Specialist, Agency for Health Care Administration Since 2006, James Stuckey has served as a Life Safety Surveyor for the Agency for Health Care Administration. He currently serves in the Area 8, Fort Myers office. Previously, James served the public as Fire Fighter, Paramedic, Safety Instructor and Inspector for 28 years. He holds an AA degree in Fire Science and also served as a United States Marine, 1972-1975.

Skip Gregory, Consultant, Health Facility Consulting A highly respected and experienced consultant, Skip Gregory is an expert in the review of the design and construction of hospitals, nursing homes, ambulatory surgical centers, and other similar health care facilities, to meet various codes and standards. He serves on many national code writing committees and advocacy groups for the advancement of health care facility design. He is a dedicated advocate for resident-centered care, household designs in nursing homes, and patient-centered care in hospitals. Skip served as Bureau Chief of the Office of Plans and Construction at the Agency for Health Care Administration from 1993 to 2010.

Aaron Miller, Vice President - Firestop Division, Wal-Mark Contracting Group, LLCAaron Miller is the Vice President of the Firestop Division with Wal-Mark Contracting, LLC. Aaron is a UL Qualified Contractor and previously served as the Senior Fire Protection Specialist for Hilti, Inc., Director of Technical Sales for Rectorseal Firestop, and Balco Expansion/Photoluminescent markings. A Certified Fire Protection Specialist, Aaron has a wealth of experience as a contractor and consultant, is a frequent speaker at life safety industry events and leads fire and code trainings.
