This chapter provides a look at the longͲterm facility needs for the district by comparing the 10Ͳ year enrollment projections to the current capacities of Klein I.S.D. school facilities. The Most Likely Growth projections are compared to the facilities’ capacities to illustrate areas of the district that may be in need of additional capacity in future years. Transfers The data that PASA generates for long range planning purposes represents the number of students projected to live within each attendance zone (resident students or geoͲcoded students) and doesn’t necessarily indicate the number of students projected to attend each school due to interͲ and intraͲDistrict transfers. For these purposes, transfers are defined as any student attending a school other than his/her school of residence for any reason (voluntary transfer requests, children of district employees, programmatic transfers, etc.). The transfer patterns of the current students in the 2014Ͳ15 school year are included in tables in this chapter and can be used in conjunction with the resident student projections for shortͲterm planning purposes. However, PASA does not typically use these transfers in long range facilities plans, due to the fact that the transfer patterns in any district can change markedly over a short period of time. Elementary Long Range Planning The first maps show the projected future student population, based on the 2014Ͳ15 Elementary School attendance zones. These maps show how many students are projected to live in these attendance zones in Fall 2015, 2019, and 2024. Overall, the District is projected to have about 31,310 Elementary students by 2024. With a combined capacity of the current schools of 24,567 (plus the EEͲPK center, which can house 500 students in the morning and 500 in the afternoon), there will be approximately 5,700 Elementary students for whom additional facilities will be needed in the next decade – if every seat could be filled in every classroom in every facility. 3RSXODWLRQ DQG 6XUYH\ $QDO\VWV 'HPRJUDSKLF 8SGDWH 2FWREHU

This chapter provides a look at the long term facility needs for the district by comparing the 10year enrollment projections to the current capacities of Klein I.S.D. school facilities. The MostLikely Growth projections are compared to the facilities’ capacities to illustrate areas of the districtthat may be in need of additional capacity in future years.

Transfers

The data that PASA generates for long range planning purposes represents the number of studentsprojected to live within each attendance zone (resident students or geo coded students) anddoesn’t necessarily indicate the number of students projected to attend each school due to interand intra District transfers. For these purposes, transfers are defined as any student attending aschool other than his/her school of residence for any reason (voluntary transfer requests, childrenof district employees, programmatic transfers, etc.). The transfer patterns of the current studentsin the 2014 15 school year are included in tables in this chapter and can be used in conjunctionwith the resident student projections for short term planning purposes. However, PASA does nottypically use these transfers in long range facilities plans, due to the fact that the transfer patternsin any district can change markedly over a short period of time.

Elementary Long Range Planning

The first maps show the projected future student population, based on the 2014 15 ElementarySchool attendance zones. These maps show how many students are projected to live in theseattendance zones in Fall 2015, 2019, and 2024. Overall, the District is projected to have about31,310 Elementary students by 2024. With a combined capacity of the current schools of 24,567(plus the EE PK center, which can house 500 students in the morning and 500 in the afternoon),there will be approximately 5,700 Elementary students for whom additional facilities will beneeded in the next decade – if every seat could be filled in every classroom in every facility.

PASA typically recommends the need for additional capacity (a new school) when an existingschool reaches 120% of its capacity. This is usually about the point at which the core facilities(cafeteria, gym, etc.) cannot accommodate the additional students that could otherwise be placedinto portable classrooms.

Even with the recent opening of Bernshausen, the northern portions of the District are expected tocontinue to need capacity. Approximately 5 7 additional elementary schools will be needed in thenext 10 years, depending on the exact attendance zones that are designed at the time of theopening of the new schools.

PASA will continue to work with K.I.S.D. administration to assess the exact timing and need forfacilities throughout the school year. Based on these current projections, however, additionalschools will be needed in the northern, northeastern, and northwestern portions of the Districtduring the next 10 years – with some potential need for realignment elsewhere in the District toensure maximum use of existing facilities.

Secondary Long Range Planning

The intermediate schools are all projected to be within 206 students of their capacities for the Fall,2015. Hildebrant is expected to need relief by the Fall, 2017, with Krimmel and Schindewolfneeding relief in 2018. Doerre, Ulrich, Wunderlich, and Klein are all projected to need at leastsome relief by the end of the projection period. Each intermediate could be operating with atleast 102% of capacity by the Fall, 2024. Space for an additional 3,579 intermediate studentsshould be needed in the above mentioned schools by the end of the projection period. Thisequates to approximately 3 additional schools.

High school growth is similar to what was expected last year, with relief needed in the next severalyears for Klein and Klein Oak. Klein Collins is also expected to need relief toward the end of theprojection period, as its attendance zone is also likely to become more dense with students overthe next 10 years. In all, the District could need extra capacity for over 4,800 high school studentsin the next decade, were all high schools to be kept at or below their practical capacities. Oneadditional high school will certainly be needed, and the District might begin to consider a 6th highschool that could open towards the end of the projection period, or just beyond.
