JOB SUMMARY
Under the supervision of the Kitigan Zibi Band Council, the Community Services Director will be responsible for the planning, directing and controlling of community services programs, human resources and administration.
KEY DUTIES The Community Services Director will have:
the responsibility for the supervision of personnel in the community services sector;
the overall management of programs and services;
monitoring and compliance with terms and conditions of funding agreements;
the preparation of quarterly, semi-annual and annual reports as required by funders;
monitors department spending and recommends corrective actions as necessary;
monitoring that programs and services are administered within approved budgets;
handles grievances and complaints in relation to the Community Services Sector;
prepares and receives tender documents and contracts;
plans and coordinates various programs and projects;
may be required to represents the KZA on various boards/committees;
prepares proposals for projects and funding requests;
provides leadership by delegating tasks, responding to staff inquiries and providing overall direction to section employees as assigned

ACCOUNTABILITY
The Community Services Director reports directly to the Band Council and is responsible for assisting in the fiscal management of funding agreements, human resources, technical services and administrative functions. This includes but is not limited to the supervision of all programs and projects within the Sector.

The ability to communicate orally in the Algonquin language is an asset, may be required to take additional training.
Negotiations will be required to negotiate service agreements and contracts. Training keeps abreast of all Federal and Provincial Regulations;
keeps current of all other legislation and policies that are required for employer compliance.

Mental and physical effort
The incumbent must spend long hours in intense concentration.
Fluctuating stress levels may be in the medium high to high range from the constant demands;
Physical effort is limited to outdoor walking in forestry areas, water & sewer systems operational areas, gravel pits and community buildings.
Working Conditions mainly indoor work but will be required to visit and/or examine work areas under Community Services sector;
hours and/or days may fluctuate to accommodate specialized reporting and analysis requirements.

QUALIFICATIONS REQUIRED
Education and Experience
A University Degree issued by a recognized University in Business or Public Administration with a minimum a two (2) years experience in management;
OR a College Diploma in a Management Field with five (5) years experience in a management position;
OR a combination of experience and education with a minimum of five(5) years experience in a management position in the administration of programs and services
Skills and knowledge
Knowledge of the Indian Act;
Knowledge of various federal and/or provincial standards for programs under the community services sector;
Excellent communication skills in both English and French;
Excellent writing skills in the English language;
Knowledge of the Algonquin language is a definite asset;
standard office computer literacy, instant messaging and use of the Internet;
Ability to multi-task and deal with high stress levels;
Maintain professionalism with diplomacy, tact and discretion.

JOB SUMMARY
Under supervision of the Construction Repairs Officer, the Construction and Repairs Assistant is responsible for providing technical and administrative support to all construction KZA repair and extension contracts, including;
Responding to KZA members’ questions and conducts on-site inspections, and; Liaises with Algonquin Anishinabeg Nation Tribal Council (AANTC) and contractors,
suppliers.
RESPONSIBILITIES KEY DUTIES
Assists in the project management for KZA housing repairs
Assists in the management of the housing repair projects undertaken by KZA Community Services Sector;
In conjunction with the Construction Repairs Officer, assists in the preparation of work schedules for construction crews;
Prepares price quotes for ordering and requesting materials for KZA construction and repair projects;
Requests technical lay-out drawings for repair projects; Reviews plans and specifications of building modifications are to
be performed or when problems encountered.
Assists in monitoring repair budgets, plans and coordinates all repair projects
Assists in the monitoring of repair budget estimates and expenses and within authorized budgets;
Verifies estimates submitted by contractors for constructions;
Provides estimates for materials and labour costs;
Contacts off-reserve contractors and provide terms of reference for specialty work.
Responsible for assisting in providing inspection services on all KZA construction projects
Inspects construction and repair projects to ensure that the work by KZA carpenters meets National Building Code and CMHC regulations specifications and standards;
Assists the Construction Repairs Officer with construction remediation in a timely manner;

Meets with homeowner to explain work plan and approved budget plan.
Responsible for assisting in the administration of the Residential Rehabilitation Assistance Program (RRAP) and other construction duties
Assists in the preparation of budgets and reports as requested by Canadian Mortgage and Housing Corporation (CMHC) for eligible funding recipients;
Prepares construction estimates;
Prepares ‘change orders’ as required for repairs;
In the absence of the Construction Officer supervises Carpenters and Construction labourers;
Provides information to community members concerning the Repair (RRAP) program and repair projects;
Assists in the accountability process for RRAP program expenditures through relevant documentation;
Records timesheets of KZA construction employees.

Accountable to the Construction and Repairs Officer and Community Services Director for upholding the professional code of conduct and employee code of ethics;
Accountable to follow and enforce all KZA Human resource policies, workplace legislation for the construction department, Health and Safety guidelines and Privacy laws;

JOB SUMMARY
Under the direction of the Director, the Human Resources Advisor (HRA) conducts research in the fields of occupational classifications, current salary settlements, legislation and regulation applicable to human resource administration and management, human resource planning, job opportunities, human resource management information systems, and current trends in HR training and development. Will provide information and assistance on request to member communities and to the AANTC management and staff. The HRA will sit on selection committees, develop job descriptions, job postings and interview questionnaires as requested by member communities while exercising confidentiality, tact and diplomacy.
RESPONSIBILITIES

Advises Directors on implementation of HR policies/amendments.
Reviews, writes, recommends and implements HR policies and associated procedures.
Conducts research and analysis of best practices on labour related policy and provides recommendations.
Provides advice and support to directors, managers and supervisors on managing employee performance.
Provides support to management to implement remedial action for employee performance.
Ensures labour standards compliance and verification.
Actively participates in Selection Committees.
Performs all other duties assigned to them, from time to time, by the Director.
Staffing and Recruitment
Coordinates recruitment by assisting Directors in reviewing and preparing job descriptions, developing statements of qualifications, determining salary levels, developing interview questionnaires, coordinating interviews and may sit on interviews boards.
Advertises job vacancies using internal and external methods and to general inquiries for information regarding job postings.
• Prepares documentation and correspondence such as employee contracts and letters of offer related to staffing positions.

• Registers new employees for payroll and benefits prior to starting work.

Monitors and updates centralized confidential personnel records including staff qualifications, certifications, medical attestations and driver’s licences, annually and as required.
Gathers data, including input from sectors, and provides ongoing and regular reports to Directors and Council on HR issues, including statistical data on employee matters.

JOB SUMMARY
Under the direction of the Director General, and in accordance with the policies orientations and priorities adopted by the Algonquin Anishinabe Nation Tribal Council (AANTC), the Secretary/Receptionist greets visitors, answers and forwards telephone calls and performs various secretarial and clerical tasks for the AANTC.
RESPONSIBILITIES
KEY DUTIES
Performs various secretarial and clerical tasks
Greets visitors who come to the office, inquires on the purpose of their visit, gives general information and directs them to the appropriate person.
Answers all incoming telephone calls, takes messages and forwards them to the appropriate person.
Keeps track of the presence and absence of employees, and their location when they are out of the office.
Keeps an inventory of office supplies and places orders when required.
Performs all other duties assigned to them, from time to time, by the Director General.
Document management Receives, registers and distributes incoming mail and records all outgoing mail.
Receives and transmits fax documents, operates the photocopying machine.
Maintains the office’s filing system.
ACCOUNTABILITY
Accountable for providing support and assistance for the efficient management and administration of the AANTC Office.
Must maintain an excellent attendance record including punctuality.

QUALIFICATIONS
Education and Experience
High School Diploma or equivalent and Secretarial training and/or 2 years’ experience in a related field.
Skills and Knowledge
Ability to work with Windows, Microsoft Word, Excel, Power Point and any other related software.
High degree of confidentiality and discretion.
Knowledge and understanding of the Algonquin and First Nations issues, concerns, needs and priorities.
Ability to communicate in the Algonquin language would be an asset.
Ability to communicate orally in both English and French.

Wanaki Center – Five years Strategic Planning – Request for bids
The Wanaki Center offers a residential wellness program to support those with substance abuse
disorder, it was established in 1991. Our services are offered to adult First Nation People from
across Canada. The Center is owned and governed by the Algonquin First Nations of Quebec.
We are a 12 bed residential treatment facility that provides holistic substance abuse treatment
services in both English and French.
The governing body of the Wanaki Center consists of nine Board members. The Board of
Directors are seeking an individual or entity to guide the Wanaki Center through a comprehensive
five year strategic planning process.
Project description:
The Wanaki Center is seeking bids to carry out the development of a five year strategic plan
2021-2026. The work to be completed includes a review of the Wanaki’s mission and vision
statements, SWOT analysis, gap analysis, environmental analysis, initiatives and organisational
structure. Other tasks include;
- Meeting with Wanaki’s key players to discuss the community members treatment
needs.
- Collect information from staff and board of directors, Algonquin community
members and the NNADAP network to develop a five year strategic plan.
- Identify and evaluate external factors that may impact the Wanaki Center;
- Evaluate the five week program and its impacts according to activity reports,
program evaluations and surveys.
In addition to creating final document (Strategic Plan 2021-2026) for approval deliverable June
1st, 2020, the chosen individual will be expected to present a June 17th, 2020 at the Wanaki
Center’s Annual General Assembly.

Request For Proposal Mandatory Requirement The deadline for submitting a project bid proposal is the close of business on January 17th, 2020.
Work on the project is expected to begin January 27th, 2020 with completion not later than June
1, 2020. Individuals or entities interested in pursuing this project are to send a detailed proposal,
including but not limited to:
- Name and contact information
- Demonstrate experience within Aboriginal communities and alcohol and substance abuse and recovery.
- Experience and qualifications and their roles and responsibilities in the project. - Price quote (fee schedule for the work) including travel - Proposals shall include a list of three references including names, position, telephone
numbers and E-mail addresses for which the Bidder has performed similar work. These references might be contacted during the proposal evaluation phase to determine their satisfaction with the work carried out.
- Preference will be given to Algonquin owned business / individuals who can demonstrate that they have met all the mandatory requirements and have the professional experience to carry out the work.
- The candidate should have a thorough knowledge of financial accounting and business management practices to be able to provide the financial projections. Any bid that does not include all the information listed above will not be considered
