1. Introduction

Noise levels were recorded at Kingspan Insulation Ltd, Castleblayney during day, evening and night time hours between 21st–22nd November 2016. The objective of the noise survey is to fulfil the requirements of Condition 6.14 of the Company’s IED licence. The site manufactures insulated boards and currently (November 2016) operates two shifts, working 8am-4pm and 4pm-12am. The factory is located in a mixed industrial and residential area. Day, evening and night time noise levels were measured at Kingspan Insulation Ltd by Q.E.D. Engineering Ltd. Four locations outside the boundary of the site were monitored to represent the noise level at noise sensitive locations. The daytime survey took place between 11.00 and 15.00 on the 21st November; the evening monitoring took place between 21.30 and 23.00 on the 21st November and the night time survey took place between 23.00 and 00.30 on the 21st-22nd of November 2016, when all normal operations were functioning at the site. A map showing the sampling locations for 2016 is presented in Figure 1. Note that NSL1 is normally located along the row of houses near NSL2-NSL4. However it was changed to the location shown in Figure 1 in this survey only as a new piece of plant (the RTO) was installed near this location in 2016 and it was decided to assess the noise impact if any, of the RTO for dwellings in ‘The Willows’ located towards the north west of the site.

2. Methodology and Instrumentation Noise monitoring was carried out by Patricia Murtagh, BSc, MSc, AMIOA of Q.E.D Engineering Limited, following the EPA ‘Guidance Note for Noise: Licence Applications, Surveys and Assessments in Relation to Scheduled Activities (NG4) 2016’. Noise monitoring was carried out using two noise meters and a calibrator as follows;

1. Rion NA-27 Real Time 1/1, 1/3 Octave Band Logging SLM, Serial No. 00380685. This meter was last calibrated on 25/5/16.

2. B&K 2238 Mediator - Class 1 Integrating Sound Level Meter, Serial No. 2343753 with Microphone 4188 Serial No. 2555128. The instrument was last calibrated on 22/01/2015.

3. A GA607 Dual Level Calibrator, Serial No. 036341 was used to calibrate the sound level meters and this was last calibrated on 25/5/16.

Both instruments were calibrated before measurements to 94dB and checked after measurement and were found to be satisfactory. Certificates of calibration for both instruments are provided at the end of the report. Weather conditions during daytime and night time monitoring were cold and dry and the wind direction was from the north-west. The average wind speed was 3m/s during the day and 1.8m/s during the evening and night. Weather conditions were recorded during the survey using a portable Kestrel 3000 Weather Meter (Serial No. 1637619). A standard windshield was used on both instruments during the survey. Measurement periods were appropriate to establish a typical noise level reading at each location. During the day and evening, the measurement duration was 30 minutes as specified in Schedule B.4 of the licence. During daytime, 3 x 30minute readings and during the evening, 1 x 30minute readings were made at each sensitive location. During night time 2 x 15minute readings were taken at each location. Monitoring results are given in Leq i.e. continuous equivalent sound level. In addition, the LA90 and LA10 are also given. LA90 is the noise level exceeded for 90% of the measurement time and the LA10 is the noise level exceeded for 10% of the measurement time. The LA90 is generally indicative of the background noise level. The LA10 is generally indicative of intermittent noise (e.g. traffic). 1/3 octave readings were also taken at noise sensitive locations to measure any tonal component to the noise. The presence/absence of intermittent noise was noted by the surveyor.

4. Discussion A housing estate is located across the road from the site at the eastern side and three noise measurements were made here at NSL2, NLS3 & NSL4. NSL1 for this survey was at the northern end of the factory along the entrance to the industrial estate near the N2, which lies in the direction of the Willows Housing estate. Looking at each individual noise sensitive location and the results of the LA90 [noise level for 90% of the time] and LA10 [noise level for 10% of the time], the following was found: NSL1 had a daytime average LAeq reading of 60dBA. The difference of 11dBA between the average LA10 reading of 61dBA and the average LA90 reading of 50dBA indicates the presence of a lot of intermittent noise at this location, provided by N2 road traffic primarily and also lorries entering the industrial estate close to this monitoring location. This location has an evening time average LAeq reading of 56dBA. The difference of 9dBA between the average LA10 reading of 56dBA and the average LA90 reading of 47dBA again indicates the presence of intermittent noise at this location, provided by N2 road traffic primarily. The night time average LAeq reading was 50dBA. The difference of 7dBA between the average LA10 reading of 52dBA and the average LA90 reading of 45dBA again indicates the presence of some intermittent noise at this location, provided by N2 traffic noise primarily. Given the proximity to this noise measurement location to the N2, the LA90 background reading is a more realistic indication of noise emanating from the factory in the absence of traffic noise Therefore the daytime average LA90 reading of 50dBA is within the 55 dBA daytime noise limit set in the IPPC licence. The evening LA90 noise reading of 47dBA is within the 50dBA evening noise limit and the night-time average LA90 reading of 45dBA is also within the 45 dBA night-time noise limit set in the IPPC licence. No impulsive or tonal noise from the factory was audible at this location. At the 2016 location NSL1 it is not a noise sensitive location but a factory boundary location and the measurement was taken here to assess the background noise from the new RTO installed in 2016. No noise issues were identified with the RTO. NSL2 had a daytime average LAeq reading of 57dBA. There is very little noise in the housing estate during the evening and night measurements so the overall LAeq readings are within evening limit of 50dBA and night the night limit of 45dBA. No impulsive or tonal noise from the factory was audible at this location. NSL3 had a daytime average LAeq reading of 59dBA. 5. Conclusion The noise levels at Kingspan Insulation Ltd, Castleblayney are not excessive. Background noise levels from the factory in the absence of external traffic noise from the N2 and the housing estate traffic are within limits specified by the IPPC Licence P0057-03.
