The Applicant in this cause states that there is currently pending before the Commission in Cause CD No. 201408712-T an application of Applicant requesting the Commission to approve the multiunit horizontal well involved herein and to establish a proper alloca-tion factor for allocating the cost of and the production and proceeds from such multiunit horizontal well to each of the units affected thereby.

The Mississippian and Hunton common sources of supply are conven-tional reservoirs and for a conventional reservoir the completion interval of a horizontal well drilled in a horizontal well unit shall be located not less than 660 feet from any unit boundary. Resources Center, housed at Oklahoma State University, recently organized a sym-posium with the Arkansas Water Resources Center to discuss water quality advancements and future research, outreach and ed-ucation needs in the Illinois River watershed.

Sponsored by the Cher-okee Nation Environmental Programs, the symposium took place in West Siloam Springs. The approximate-ly 75 invited participants learned about projects that have been conducted or are still underway in the water-shed by agencies, university researchers and cooperative extension personnel in Okla-homa and Arkansas.

“While water quality has been reported to be improv-ing in the watershed through additional treatment of point source discharges, poultry litter management educa-

tion and litter export, much of the research presented highlighted the importance of legacy phosphorus stored in the watershed, includ-ing phosphorus stored in streambed and streambank sediments,” said Garey Fox, OWRC interim director.

The watershed is the source for water supplies used by the city of Tulsa and it contains many of Oklaho-ma’s scenic rivers, which are treasured resources for both recreation and tribal use.

“The importance of the Illinois River watershed to both Arkansas and Okla-homa was evident from the meeting’s attendance and lively discussion,” Fox said. “The facilitated discussion at the end of the program generated important infor-mation on future research and extension needs in the watershed as we move for-ward.”

There is no doubt the qual-ity of water from this water-

shed is of utmost importance. The representatives from the OWRC, AWRC and other agencies identified three primary research needs for the future.

A top priority was to identify and reduce legacy phosphorus sources. The other need was to better un-derstand the impact of urban development and withdraw-als on streamfl ow in the wa-tershed. Economic studies also are needed on optimiz-ing the implementation of best management practices (BMPs) in the watershed.

Three primary extension needs also were identifi ed. The group expressed a need for a report card on the cur-rent water quality status of the watershed developed collaboratively by all agen-cies, youth education on valuing and understand-ing natural resources and increasing the visibility of county extension offi ces in the watershed.

Oklahoma Water Resources Center addresses Illinois River watershed issues By Sean Hubbard

Oklahoma hunters have been checking their trail cameras, climbing into their blinds and slinging arrows at deer since archery season began Oct. 1.

While avid hunters are eager to get out in the wild, there are several safety issues they should consider as hunt-ing season ramps up, said Dwayne Elmore, Oklahoma State University Cooperative Extension wildlife specialist.

“Always wear a fall re-straint harness when using an elevated stand,” he said. “This includes climbing into and out of the elevated stand as an estimated 75 percent of accidents occur when climb-ing into and out of stands. Many accidents occur when people are simply ‘checking on’ a stand but are not pre-pared with a restraint.”

It is not just deer hunters in tree stands who should take precautions. Waterfowl hunters should always wear a personal fl otation device

(PFD) while on the water.Sometimes hunters ignore

this precaution because they are already wearing bulky clothing. However, if you are wearing heavy clothing, it is all the more reason to wear a PFD.

“Even an experienced swimmer has little chance of making it to safety in bulky clothing and cold water. Also, waders quickly fi ll with water pulling the person un-der,” Elmore said. “For this reason, either cinch the top of the waders to minimize water intake or wear tighter fi tting neoprene waders.”

Before shooting, hunters should be sure their target is in full view with a clear back-stop. Bird hunters are partic-ularly at risk, as they tend to hunt in groups in dense cover for fast moving birds going in random directions.

“Make sure you know where your entire hunting party is at all times, avoid shooting at lowbirds, and wear an orange hat as that

may be the only part of you above tall cover,” said Elmore.

Always tell someone where you are hunting and what time to expect you home. If something hap-pens to you, at least there is someone who knows where to send assistance. Do not count on your cell phone for rescue. It likely will not have coverage and you may be unconscious.

Also, exercise extreme caution when cleaning and processing game.

“This is best carried out with a helper in case of acci-dents,” Elmore said. “Do not cut toward your body and al-ways use sharp knives. Dull knives require more physical force, which will increase the likelihood of the knife slip-ping and injuring yourself.”

A few safety precautions can go a long way in en-suring a safe and successful hunting season, at least for the hunters.
