1. This report relates the activities and accomplishments of the PMIC Team for the month of November 2016. It also discusses the issues and concerns encountered and suggested solutions.
A. Consultants Mobilization
2. The initial mobilization of PMIC was on 15 February 2016 following the request of the Executing Agency (EA) during the signing of the consultancy services contract on 29 January 2016. For the month of November, the composition of consultants on board was as below:

4. Activities for this period are following: For PC:
Assist hydrographic survey team in conducting survey of Basac and Dauntri reservoirs.
Supervise earthworks - Clearance, grubbing, scarifying and compaction.
Supervise the improvement works of existing structures - Off take type II (1 Cell box)
Supervise the new construction works - Off take type II (2Cell Box) - Cross Drainage - Foot Bridge
Review and evaluate all test results of materials submitted by contractors.
Review and evaluate the work plan and program submitted by contractors
For TK:
Assist TK topographic survey team in conducting TK-Tipou (CW02) topographic survey.
Supervise earth works - Excavation on the both sides of the main canal: (PK: 2+800- 4+200
and PK: 5+200 – 5+400). - Excavation on left side of the side drain: (PK: 14+000- 14+100). - Backfill both sides of the embankment (PK: 8+200- 12+600; PK:
2+100-5+400).
Supervise the improvement and construction works of structures: - New Cross Regulator PK: 13+050 and PK: 18+475 - Existing Cross Regulator PK: 15+730 and PK: 10+310. - New Offtake PK: 2+990, PK: 14+100, PK: 15+980, PK: 16+100. - Foot Bridge: PK: 3+000 - Concrete Slop: PK: 18+100- 18+300. .

Submit OKN Feasibility Study Report to PMU and subsequently to ADB for review and approval.
Complete topographic survey of Tipou subproject.
Complete hydrographic survey of Basac and Dauntri reservoirs.
Finalize required maps as needed.
Complete Preliminary Environmental Assessment of OKN FS.
Bidding for EMA- environment monitoring is ongoing.
Bidding for FWUCs formation and capacity building is ongoing.
Technical bide evaluation of companies for construction of Korkoah and Chroab subprojects was completed and approved by PRC.
Price bid evaluation of CW03 and CW04 is also completed and waiting for approval by PRC for contract award.
Submitted the developed web-site to PMU for review and approval. Second round of review and improvement is underway.
Received confirmation from MEF on the payment of IPC No.2 for CW06.
Submitted the summary sheet for IPC No.3 for CW01 and CW06 to PMU
Received 3rd replenishment for ADB imprest account and request for the 4th replenishment.
Submitted payment documents for full payment of office equipment (IT office equipment) under PMU-OE-02 to PMU
Submitted the payment of consulting service Oct 2016 to PMU

D. Current issues and concerns 7. Runoff accumulates in the main canal during and after rainfall occurrence caused to hamper earthworks, improvement and construction activities.

Prepare Fourth Quarterly Progress Report (4QPR).

II. Summary
The Taing Krasaing core subproject is located in the Tipo, Chroab and Korkoah Commune, Santuk district, Kampong Thom Province in the upland part of the Kampong Thom province in approximate distance of 17 km east of the Kampong Thom municipality.
The contractor has successfully bid competition, UNG SIM SIA Construction Co., Ltd..
The schedule of implementation work activities a whole project according to contract 18 months and starting from March 2016 – August 2017. The contractor has mobilized materials and staff on site 15 Feb 2016.
III. Summary Progress Activities Works The contractor have continued activities works and starting some more works locations on
a long Main Canal including Earthworks and Structures.

1. Sub-Project Location The Irrigation system of Prek Chik in Battambang province is located about 250 km from the capital city of Phnom Penh, south of the provincial capital Battambang. It is accessible through National Road No. 5. Between Pursat and Battambang at the District of Muong Russei. The distance from Battambang city to Prek Chik headworks is about 50 km.
2. Introduction
This progress report summarizes the work completed, ongoing and planned up to ending
30 November, 2016.
3. Project Background
The total irrigable area of Prek Chik is 20,800 ha. The system is supplied from Bassac
reservoir – 14 km away to south-west – at present empty and whose dam at present is
completed repairing. The Secondary and Tertiaries system is basically non-existing. All area
is rain fed, with 90% on left side, and only some 10% on right side, as system slope right-to-
left from main canal flow viewpoint.
4. Project Description
Rehabilitation and improvement of Prek Chik include:
a) Rehabilitation of head works (including raising of spillway by 0.5 meters)
b) Rehabilitation of 27.6 kms Main Canal and installation of all structures for water
control and distribution, and provision of all drainage works
c) Secondary and Tertiary Canals - Part 1 – for a length of 70.2 km, to be able to
cover 10,400 ha of net irrigated lands in Phase I.

d) Increased focus and associated training in Joint Reservoir Operations for
Bassac reservoir, to improve on water sharing and water scheduling
arrangements between linked systems.
e) Supply and installation of Hydro-Met stations for water resources monitoring (assisted
by the ADB Flood and Drought Management Project.
f) Provision of training to the PDWRAM, FWUCs and the appropriate government
agencies on Water Management, including planning for implementation.
g) Organization, mobilization and training of FWUCs in the command area.
h) Provision of Project Implementation Management Consultants to manage all activities
under the the project and provide on-the-job capacity building for PMU and
MOWRAM personnel.
5. Summary of Progress work and Activities
5.1 Main Canal Rehabilitation
5.1.1 Earth Work
- At the left hand side start from PK 4+700 to 10+545 will be a clearance, grubbing,
scarifying and compaction works. According to field report Ref: 04/PC-UIWRMSP
submit on 21 September 2016 this section has been cancelled and replaced this
amount by adding the laterite on embankment at right hand side from PK 0+000 to
6+600 because of redundant work with Rural Road Improvement Project II under
MRD.
- Earth Clearance and grubbing from 0+000 to 6+225 on Embankment at LHS
- Earth Scarifying, Compaction works on Embankment at RHS from 0+000 to 0+500

10. The Issue
Since the earlier of November-2016 it was hard raining from day to day and farmers
started harvesting paddy rice so they need to release water from their paddy rice field to be
accessible and moving of harvesting equipment and machinery. The volume of water in the
Main Canal was increases because of water discharge flowed directly from Reservoir and
rice field so main canal has been stored in full level since the earlier November 2016 until to

11. Solutions
Only some of existing structures which is not affected to the water that we considered to
keep on going. Even if the water was stored yet in the canal but can start to continue on
earth works by improving of Embankment at Left hand side which is not affected by water.
