Preface
To facilitate in the assessment of (FYC) programs of public and private institutions, in smoother
way with effectiveness and efficiency, the Accreditation Committee of Cambodia (ACC) has
revised and updated the manual on “Foundation Year Course Assessment Processes for External
Assessors”. This new updated guideline is conducted in response to the reality and growth of
higher education institutions in the Kingdom of Cambodia. It aims at ensuring the assessment
processes on Foundation Year Course with transparency and fairness.
This revised guideline has been prepared via two mechanisms. First, it is based on the result of
the consultative workshop with HEIs, external Assessors and all representatives from relevant
stakeholders who are the parent ministries of the HEIs such as Ministry of Health, Ministry of
Religions and Cults, Ministry of Agriculture Forestry and Fisheries, Ministry of Culture and Fine
Arts, Ministry of National Defense, Ministry of Interior and especially Ministry of Education
Youth and Sports. Second, it is based on the result of the study impact of the implementation of
Foundation Year Program from 2005 to 2008.
In addition, this revised guideline focuses on modifying some indicators in the six criteria,
evaluation methodologies, scoring system, and assessment procedure.
This new guideline consists of the description of criterion and indicators for issuing Foundation
Year Course Certificate (FYCC), the process of site-visit, accreditation provision, evaluation
methodology and assessment instruments. It also provides a Sample Formats for Assessor Team
Reports and Schedule for FYC assessment 2009-2010.
This manual aims at providing both guideline of the accreditation process and procedure in
institutional assessment as well as facilitating the external assessors and team leader in
undertaking assessment on FYCP with effectiveness and productiveness.

Foundation Year Course Assessment Processes
I. Introduction
ACC is an educational body that accredits, assures and improves quality education for all HEIs
which offer Bachelor degrees and/or higher degrees in the Kingdom of Cambodia in an attempt
to reach international standards. FYC program is the first year academic program of Bachelor
degree study or equivalent part-time study. After completing Foundation Year Course, student
shall be granted with a foundation year course certificate (FYCC). To obtain the privilege to
issue the FYCC, each institution shall undergo an assessment by ACC external assessors
concerning indicators of all six criteria as stated in Foundation Year Course Manual on
“Foundation Year Course for Higher Education Institutions.”
II. Criteria for issuing Foundation Year Course Certificate
Based on the Circulation No. 02/04 ACC/SSR, dated March 22, 2004, regarding “Criteria for
Issuing Foundation Year Course” and in order to be legally granted the privilege to issue FYCC,
all HEIs that offer FYC shall fulfill the criteria and other indicators detailed in FYC Manual on
the Criteria for issuing FYCC for HEIs. The criteria are as follows:
1. Department of Foundation Year Course (DFYC):
HEI that offers FYC shall have DFYC with precise organizational structure of whom
responsible for the process of FYC,
2. Strategic Plan:
HEI that offers FYC shall have at least a 3-year Strategic Plan which shows its ability
to intake a minimum of 500 students in full time or part time students in equivalent
number,
3. Curriculum of FYC:
HEI that offers FYC shall have Foundation Year Course curriculum with thedetails of its
content, structure and course outline of each subject. The FYC's curriculum

implementation and management on teaching, learning, researches and student's
performance evaluation shall be focusing on student's learning outcomes,
4. Teaching Staff:
HEI that offers FYC shall have qualified teaching staff, sufficient in size, with
relevant background and experiences to support the institution's FYC,
5. Facilities:
HEI that offers FYC shall have sufficient physical facilities such as classrooms,
laboratories, books, study materials, and other necessary facilities to support the study
and research for both students and teaching staff of the institution's FYC,
6. Student admission:
HEI that offers FYC shall have clear and transparent student admission process, which is
based on existing legal framework of Ministry of Education Youth and Sports. In
principle, student admission for FYC shall be based on the result of baccalaureate or
other equivalent degrees. In addition, HEI could have supplement student admission
requirements which comply with its mission and goal.
III. Evaluation Process
To accredit the FYC program, assessment shall be conducted based primarily on the six
aforesaid criteria. It is the best way to enable HEI or Department of FYC to assure and gradually
improve all the detailed instrument of the six criteria for issuing FYC certificate. It has dual
aspects: Internal assessment and external assessment.
Internal assessment is an accreditation process which HEI regularly reviews all the six criteria in
order to ensure that teaching, learning and researches as well as other FYC perspectives have
been met. External assessment is conducted based on FYC Self-Assessment Report (SAR) on the
process of FYC's implementation that HEI submitted to ACC.
Accreditation Committee of Cambodia has the obligation and responsibility to carry out the FYC
assessment processes for all HEIs. Having been legally permitted to run the DFYC by the

Ministry of Education, Youth and Sports not longer than three months, HEI shall prepare
required documents described in FYCG and submit to the Secretariat General for preceding the
FYC assessment processes. Based on SAR from HEI, ACC shall designate team of external
assessors to coordinate the processes of the FYC assessment as follows:
ACC designates team of assessors consisting of the following beings: - 1 External Assessor: as a Team Leader
- 3 External assessors: as Members
- 1 Supporting staff/technical assistant: as a Member
- 1 Technical assistant to analyzes, synchronize and writes report: as a Member
The Secretariat General prepares necessary documents to facilitate monitoring and
evaluation of FYC of each HEI,
Prior to visit, team leader calls for meeting to delegate tasks and responsibilities for
external assessors and for technical assistant,
Assessor team studies SAR in the wake of site visit, Assessor team visits HEI, Team leader conducts meeting with all members to conclude the findings of assessment
and collect all documents from assessors in order to file the report and submit to ACC via
the Secretariat General, ( See the team report format in the appendix) Based on the report from the team leader, the self assessment report from HEI and other
relevant reports of HEI, the department of Standards and Accreditation will prepare the
report and give comments to ACC through Secretariat for final review and endorsement
(See the diagram below).

IV. Accreditation on FYCP
A. Full Accreditation:
HEI, which fulfill all the requirements and criteria stated in this manual, shall obtain the Full
Accreditation Status for 3 years from ACC and is privilege to issue the FYCC to student who has
successfully completed the FYCP from his/her respective HEI. With this full accreditation status,
ACC shall conduct a midterm review on HEI during this 3 year period. This review is a quality

assurance mechanism which aims at assessing accredited HEI's FYC performance whether it has
been able to maintain, perform better or worse than the stated requirements and criteria.
Department of Standard and Accreditation is responsible for conducting the review process on
FYCP.
B. Provisional Accreditation:
HEI, which partially fulfill the requirements and criteria set forth in this manual, shall obtain the
Provisional Accreditation Status. This means that there are certain requirements and criteria
which HEI shall have to fulfill in order to obtain Full Accreditation Status. In this case, HEI can
obtain the privilege to issue the FYCC to student who has successfully complete the FYCP for 1
year term and shall prepare SAR for re-assessment on FYCP from ACC once again.
If HEI is not able to fulfill all requirements in CFYC approved by ACC such as number of
credits, teaching hour for each subject or number of subjects, HEI shall have it completed within
a certain period of time. After having completed all the requirements and criteria, HEI shall
prepare and file the report and submit to ACC for the next review.
C. None Accreditation:
HEI, which is not able to fulfill all the requirements and criteria set forth in this manual, will not
only obtain None Accreditation Status, but also will not obtain the privilege to issue the FYCC.
HEI, moreover, will not obtain the privilege to conduct the FYC program in the following
academic year, unless HEI fulfills all the requirements recommended by ACC and needs to be
re-assessed within a certain period of time.
The re-assessment shall be conducted in the same academic year and implemented according to
the procedure and assessment method listed in this manual. The re-assessment focuses solely on
the HEI's incomplete requirements and criteria. HEI shall prepare SAR, which reports about its
accomplishment on incomplete requirement and criteria, and submit to the Secretariat General
for the FYC re-assessment. The re-assessment is conducted merely on HEI that obtained the
Total General Average below 2.50 from the first assessment. For this matter, HEI shall be clearly
informed in advance by the Secretariat General.

After having gone through the re-assessment, if the HEI has been able to fulfill incomplete
requirements recommended by ACC, HEI will obtain the Provisional Accreditation Status on its
FYCP. If HEI has still not been able to fulfill the requirement recommended by ACC and the
incomplete requirement has brought about serious harmful effect on the institution's quality of
education to the students, ACC will provide the None Accreditation Status on that particular
HEI's FYCP.
For none accredited HEI's FYCP, who wish to re-conduct FYCP, shall be legally permitted by
the Ministry of Education, Youth and Sports and ACC once again.
D. Score and Privilege to Issue FYCC:

V. Evaluation Methodology
A. Scoring System:
FYC program assessment is divided into six aspects which align with the six criteria for issuing
FYCC as shown in the following assessment instruments. Scoring on each criterion shall be
based on points set in the scoring table. (See the scoring system listed below)
In order to achieve fairness and accuracy in scoring on any indicator, prior to scoring assessors
shall not only verify on documentation check, visit to facilities and relevant department, and
make use of interviewing technique or observation-which is trustworthy, but assessor shall also
exchange ideas, share evidence and check judgment among members. After assessing each

criterion, assessors shall summarize the evaluation by raising the strong points and weak points,
and give personal recommendation on the weak points.
FYC accreditation scoring system shown in the following rating scale from 0 to 5:

Eg: For HEI branch, it is not requirement to form a separate
curriculum development committee from the main HEI. In

Criterion 1: Department of Foundation Year Course (DFYC) HEI that offers FYC shall have DFYC with precise organizational structure of

Indicators:
Department of Foundation Year Course plays an important role in leading and managing
Foundation Year Program. To achieve this criterion, HEI shall fulfill the indicators as follows:
HEI shall have DFYC officially permitted by MoEYS,
HEI shall set up clear procedures in recruiting DFYC employees,
Head of DFYC shall have at least Master degree with minimum 2 (two) years
experience in management related fields or Bachelor degree with minimum 5 (five)
years experience,

Criterion 3: Curriculum of Foundation Year Course
HEI that offers FYC shall have Curriculum of FYC (CFYC) with the details of its
content, clear structure and outline of each subject. There are at least 10 subjects with a
minimum of 30 credits in the CFYC in according with the skills and majors offered in
Bachelor degree program. The implementation and management of CFYC such as
teaching, learning, research and student assessment shall be focusing on student’s
learning outcomes.
Indicators:
In order to ensure the proficiency in preparing and implementing the CFYC, HEI shall fulfill the
indicators as follows:
HEI shall have a curriculum development committee for FYC, with the emphasis of
procedure and processes of it’s formation. The branch of HEI, which utilizes the same
CFYC as its main campus, is not required to have a separate CFYC development
committee,
CFYC shall be approved by ACC,
CFYC shall be extensively disseminated to relevant teaching staff, students, and
involved HEI members,
HEI shall implement this CFYC as approved by ACC and CFYC shall be complied
with the Circulation No. 04/04 ACC/SSR, dated November 19, 2004, regarding Credit
System and Credit Transfer. HEI, where required if necessary, is able to conduct a 7
to 8-week-course per semester for some FYC subjects. Those subjects, however, must
be taught in chronological order as approved by ACC,

HEI shall include extra curricular courses on traffic, drugs abuses, HIVs, and other
social issues/challenges in the CFYC,

Criterion 4: Teaching Staff
HEI that offers FYC shall have qualified teaching staff, sufficient in size, with
relevant background and experiences to support the institution's FYC.
Indicators:
In order to ensure the effective and efficient practice of FYC, with quality education, HEI shall
fulfill the indicators as follows:
HEI shall have adequate teaching staff for all subjects in FYC and shall make written
employment contract with all teaching staff. For public institution, written
employment contract can be solely made with part-time teaching staff or those who
are none-government officials of the institution,
Each individual teaching staff shall be permitted to handle maximum three subjects
within an academic year. Those subjects shall be of his/her specialty. Teaching load
for each individual teaching staff shall be aligned with the regulation or guideline of
the government or the Ministry of Education, Youth and Sports ( not more than 24
hours per week),
Teaching staff shall have pedagogy and hold at least Mater Degree of qualification.
For those who hold Bachelor Degree of qualification shall have at least three years
working experience on higher education. Bachelor degree holder, however, without
working experience, shall only be a co-teacher,
HEI shall set a clear stated policy and criteria for recruiting, evaluating and promoting
such as pay rise, bonus, promotion, and incentives,

HEI shall avail and promote training and development programs for building teaching
staff’s capacity, skills and knowledge especially FYC teaching staff,

Criterion 5: Physical Facilities
HEI that offers FYC shall have sufficient physical facilities such as classrooms,
laboratories, books and other necessary study materials to support the study and
research for both students and teaching staff of the institution's FYC.
Indicators:
Teaching and learning resources are very important parts in supporting FYC and teaching,
learning and researches of teachers and students. To achieve this criterion, HEI shall fulfill the
indicators as follows:
HEI shall have adequate classrooms and physical facilities equipped in the sense of
pedagogy to enhance teaching and learning of all subjects in the FYC with safety
and good environment,

Criterion 6: Student Admission
HEI that offers FYC shall have clear student admission process which is based on
existing legal framework of Ministry of Education Youth and Sports. In principle, student
admission for FYC shall be based on the result of baccalaureate or other equivalent
degrees. In addition, HEI could have supplement student admission requirements which
comply with its mission and goal.
Indicators:
Student admission, with accuracy and transparency, is an important approach towards the quality
education. To achieve this criterion, HEI shall fulfill the indicators as follows:
HEI shall have clear policies and requirements for student admission, whether full-
time or part-time, into FYC program. The stated policies and requirements shall be
complied with legal framework of MoEYS and relevant institutions as well as ACC
Circulation No. 04/04 SSR/ ACC, November 19, 2004, on Credit and Credit Transfer
Program,
HEI shall disseminate stated policies and requirements extensively to students and
relevant stakeholders,
Student enrolment shall be carried out accurately in accordance with the existing

2. The Schedule for Site Visit
Schedule for FYC Assessment 2009-2010
The schedule is set out in three stages for FYC Assessment 2009-2010.
Stage 1: It consist of 2 days on which assessors have to study materials/read thoroughly the HEI's SAR and other relevant documents
prior to the site visit.
Stage 2: It is a 3 day-site visit where assessors visit to facilities and relevant department in order to clarify the issues, seek
explanations and confirmation, justifications and further information from HEI.
Stage 3: It is a 1 day work which all assessors responsible for commenting on the HEI's assessment and writing wrap-up assessment
report in order to submit to ACC secretariat general for final review and endorsement.
