1 INTRODUCTION
The Kincardine Township Tiverton Public School, owned by the Bluewater District School Board
(hereinafter called the Board), is located in Kincardine, Municipality of Kincardine. The school has an
average daily enrollment of 207 students and has approximately 19 staff members. The school, which is
approximately 50 years old, receives its raw water from a well on the site. This facility meets the definition
of a “Designated Facility” under Ontario Regulation 170/03 as the water system serves a school.
The Board has retained the services of WSP Canada Inc. to prepare the Annual Compliance Report for
Tiverton Public School's Water Treatment System. The Waterworks Identification Number is 260010088.
The water system was operated by the Bluewater District School Board staff. Collection of regulatory
bacteriological and chemical samples is completed by licensed Drinking Water Operators employed by
WSP Canada Inc.
The objective of this report is to comply with the mandatory requirement for an Annual Report under the
Ontario Regulation 170/03, Section 11. The annual report covers the period from April 1, 2016 to March 31,
2017.

2 DESCRIPTION OF WATER WORKS
The Kincardine Township Tiverton Public School's raw water supply is provided by a 125 mm (5") diameter,
84.4 m (277') deep drilled groundwater well.
The well is equipped with a 40 L/min (8.9 IGPM) capacity raw water submersible well pump. The pumping
system operates with two (2) hydropneumatic pressure tanks. The water treatment system is provided with
two (2) sampling points, one for raw water and the other for treated water. It is also equipped with a water
meter to measure the amount of water entering the distribution system.
Water treatment equipment is comprised of water softeners, a cartridge filter, an ultraviolet (UV) water
sterilizer followed by the injection of chlorine. Treated water is then distributed to the school. A schematic
flow diagram of the Kincardine Township Tiverton Public School Water System is provided in Figure 1
overleaf.
Piping after the water treatment equipment enters the ceiling above. It is unknown if all the piping in the
school is in the ceiling and not under the floor of the school.

MONITORING
4.1 WATER TREATMENT EQUIPMENT OPERATION MONITORING AS PER SCHEDULE 9.0 OF O. REG. 170/03
4.1.1 FREE CHLORINE
From April 1, 2016 to March 31, 2017, a total of 130 samples were collected and analyzed for free chlorine
residual. The analyses results ranged from 0.21 mg/L to 2.20 mg/L. Refer to Table 2.

4.1.2 TURBIDITY
A grab sample of the raw water was collected once per month and analyzed for turbidity. The cartridge
filter is used solely as a pre-treatment device for the UV unit as per manufacturer’s requirement. Turbidity
monitoring is not required on treated or distribution samples. Refer to Table 3. An extra sample was
collected in November following AWQI No. 131871.

4.2 MICROBIOLOGICAL SAMPLING AS PER SCHEDULE 12 OF O. REG. 170/03
As per Schedule 12 of O. Reg. 170/03 a raw and distribution sample was taken once per month. The
distribution samples were tested for E. Coli, Total Coliform, and Heterotrophic Plate Count (HPC). Raw
water samples were analysed for E.Coli, and Total Coliform.
The Ontario Drinking Water Quality Standards (ODWQS) have set a Maximum Acceptable Concentration
(MAC) of 0 cfu/100 mL for Total Coliform and E.Coli. The November 2016 distribution sample was found to
have a Total Coliform count of 56 cfu/100mL. This was reported as AWQI No. 131871. Additional samples
were collected and analyzed in May 2016 due to an operational AWQI and in August 2016 following
construction of a new washroom. The monthly raw water samples appear to be free of Total Coliform and
E.Coli.

Microbiological sampling results for the treated and raw water are summarized in Table 4. Results of the
microbiological sampling of the treated and raw water are provided in Appendix B.
O. Reg. 170/03 requires the collection frequency of “monthly” samples to be at least 20 days and not more
than 40 days after a sample was taken for the same parameter in the previous “month”. The samples
collected on June 22, 2016, were collected outside of the prescribed sampling period, 41 days following the
collection of the previous month’s samples. WSP has reviewed sampling requirements and a sampling
schedule has been created.

4.3 CHEMICAL SAMPLING AND TESTING AS PER SCHEDULE 15 OF O.REG. 170/03
4.3.1 INORGANICS AND ORGANICS (SUBSECTION 15-2)
Treated water samples were collected by licensed operators and submitted to the laboratory on March 27,
2012 for the once in 60 month chemical analysis. All parameters were found to be within compliance.
Parameters as listed in Schedules 23 and 24 were sampled and analysed in April 2017.
4.3.2 LEAD (SECTION 15.2)
Ontario Regulation 243/07 deals with lead in school water systems and requires flushing of the school
water systems in order to remove any lead that has accumulated in the plumbing after a period of no use.
Annual lead testing is required, along with the weekly flushing and record keeping. Flushing requirements
should be reviewed annually following receipt of lead results. Lead testing is to be performed between
May 1 and October 31.

A Lead sample was collected on July 19, 2016, and was found to be within compliance. This parameter is
to be sampled and analysed again between May 1 and October 31, 2017. Refer to Appendix C for
laboratory results.
4.3.3 NITRITE AND NITRATE (SUBSECTION 15-4)
Samples were collected in June, September and December 2016 and again in March 2017. All four (4)
sets of analysis results were found to be within compliance. Both Nitrite and Nitrate are required to be
sampled again in June, September and December 2017 and March 2018. Refer to Appendix C for
laboratory results.
4.3.4 SODIUM (SUBSECTION 15-5)
A Sodium sample was collected on March 27, 2012, and was found to have a Sodium concentration of
126 mg/L. It was resampled on April 17, 2012, and had a concentration of 105 mg/L. A raw water sample
collected at the same time reported 38.6 mg/L. It is suspected that the use of a water softener contributes
to the elevated Sodium level. The ODWQS have set a MAC of 200 mg/L for Sodium and require that the
Medical Officer of Health be notified of any concentration >20 mg/L. This analysis result was reported as
per Schedule 16, Section 16-3 (8). This parameter was collected and analyzed in April 2017.
4.3.5 FLUORIDE (SUBSECTION 15-6)
A Fluoride sample was collected on March 27, 2012, and was found to have a concentration of 2.0 mg/L.
The ODWQS have set a MAC of 1.5 mg/L for Fluoride. A resample collected on April 17, 2012, confirmed
the result of 2.0 mg/L. This adverse result was reported as per Schedule 16, Section 16-3 (9) ii. This
parameter was collected and analyzed in April 2017. High Fluoride concentrations appear to be a
characteristic of the raw water supply.

5 COMPLIANCE OF WATER SYSTEM
The MOECC conducted a Drinking Water System Regulation 170/03 Inspection on May 19, 2016.
There were no cases of non-compliances. There was one (1) Best Practice Recommendation for the
development of a Standard Operating Procedure to ensure the scheduled review of daily logbooks and
maintenance records and to ensure any issues identified in the logbook are addressed on a timely basis.
Refer to Appendix D for the Inspection Report.
During the period covered by this report, there were two (2) non-compliance issues, notices were submitted
in accordance with Schedule 16, of O. Reg. 170/03.
AWQI No. 129378 – Reported May 9, 2016
A newly installed water softener did not have correct computer set-up and was forcing the UV into alarm.
Computer adjustments were required.
AWQI No. 131871 – Reported November 17, 2016
A distribution system sample demonstrated a Total Coliform count of 56 mg/L. The system was flushed
and resampled.

7 RECOMMENDATIONS
Operators collecting Schedule 12 and 15 samples should review sampling frequency requirements to
ensure all samples are collected within the allotted time period requirements.
O. Reg. 170/03 requires specific sampling procedures following shutdown periods, which are defined as
seven (7) or more consecutive days during which the water system is shut down or closed. Prior to the
2017 summer holiday, it is recommended that the procedures are reviewed and a sampling schedule is
organized with the operators.

Comments:According to the water well record, it was determined that the well is a 130 mm in diameter and 84.4 m deep drilled well. The well pump capacity is 40 L/min. The well was installed in October 1965. Upgrades to the well in 2002 consisted of the removal of the existing well pit, extension of the casing, addition of a pitless adaptor, provision of a clay seal around the existing casing, addition of a new Interpump cap with rubber gasket and well vent with screen.

Site (Name): TREATMENT ROOMType: Treated Water POE Sub Type:Comments:The treatment equipment consisted of water softening system, filter cartridge, U.V. water sterilizer and a chemical disinfection system. The water softener reduces hardness and removes some iron. The softener system is not alarmed although the custodian keeps records of when salt is added and the quantity of salt added to monitor the system's performance. The filter cartridge provides pretreatment to reduce turbidity to less than 5 NTU. This ensuresproper disinfection by the U.V. unit. The U.V. unit is a Sterlight model designed to disinfect water with a flow no greater than 150 L/min. The chemical disinfection system consists of a 20L tank of premixed 4% sodium hypochloriteand a chemical feed pump. The chemical disinfection system provides multi-barrier protection as well as secondary disinfection for piping burried in the natural environment.

INSPECTION SUMMARY:
Introduction
• The primary focus of this inspection is to confirm compliance with Ministry of the Environment and ClimateChange (MOECC) legislation as well as conformance with ministry drinking water policies and guidelines during the inspection period. The ministry utilizes a comprehensive, multi-barrier approach in the inspection of this drinking water system focusing on the water source, treatment components, applicable distribution components, sampling and monitoring programs, and response to adverse water quality incidents.
This drinking water system is subject to the legislative requirements of the Safe Drinking Water Act, 2002 (SDWA) and regulations made therein, including Ontario Regulation 170/03, "Drinking Water Systems" (O.Reg. 170/03). This inspection has been conducted pursuant to Section 81 of the SDWA.
This inspection report does not in any way suggest that all applicable legislation and regulations were evaluated. It is, and remains the responsibility of the owner, to ensure compliance with all applicable legislative and regulatory requirements.
On May 19, 2016, Provincial Officer Matthew Shannon inspected the Kincardine Township Tiverton Public School Well Supply with assistance provided by Eric McFadyen, BWDSB.

• The drinking water system was registered with the Ministry and the required notices containing informationabout the system have been provided to the Ministry.
• All changes to the system registration information were provided within ten (10) days of the change.
• The owner was maintaining the well(s) in a manner sufficient to prevent entry of surface water and foreign materials.
Treatment Processes
• An Engineering Evaluation Report was prepared as required by Schedule 21 of O. Reg. 170/03.
The Engineer's Report was prepared by Henderson Paddon in December 2002.
• The system is capable of providing the required minimum level of treatment, as confirmed by a statement prepared by a licensed engineering practitioner.
• Records indicated that the treatment equipment was operated in accordance with O. Reg. 170/03 at all times that water was being supplied to consumers.
• Records indicated that the treatment equipment was maintained in accordance with the requirements of Ontario Regulation 170/03.
Logbooks
• For every required operational test and every required sample, a record was made of the date, time, location, name of the person conducting the test and result of the test.

• The system was shut-down/closed for seven or more consecutive days and microbiological sampling was conducted and the results were received before drinking water was supplied to consumers after that period.
• Records confirmed that chlorine residual tests were being conducted at the same time and at the same location that microbiological samples were obtained.
• All inorganic and organic water quality monitoring requirements prescribed by legislation were conducted within the required frequency.
Inorganic and organic water quality parameters were last sampled in March 2012. They are due to be sampled again by March 2017.
• All nitrate/nitrite water quality monitoring requirements prescribed by legislation were conducted within therequired frequency.
• All sodium water quality monitoring requirements prescribed by legislation were conducted within the required frequency.
Sodium was last sampled in March 2012 (126 mg/L) and resampled in April 2012 (105 mg/L). Sodium is due to be sampled by March 2017. The Kincardine area has naturally occurring sodium concentrations above the Ontario Regulation 170/03 reporting requirement of 20 mg/L. The results, however, are below the Health Canada drinking water aesthetic objective for sodium of 200 mg/L.
• All fluoride water quality monitoring requirements prescribed by legislation were conducted within the required frequency.
Fluoride was last sampled in March 2012 (2.0 mg/L) and resampled in April 2012 (2.0 mg/L). Fluoride is due to be sampled by March 2017. The Kincardine area has naturally occurring fluoride concentrations above the Ontario Drinking Water Quality Standard of 1.5 mg/L.
• Water samples were taken at the prescribed location.
• The owner and operating authority had ensured that the UV system was equipped with an alarm or shut-off,and maintained to ensure adequate primary disinfection.

Water Quality Monitoring
• Chlorine monitoring for secondary disinfection was being done in accordance with regulatory requirements.
• Chlorine monitoring was being done with an appropriate device.
Water Quality Assessment
• Records show that the water provided by the system did not meet the requirements of the prescribed Ontario Drinking-Water Quality Standards.
A 2012 sample had a fluoride concentration of 2.0 mg/L. The Ontario Drinking Water Quality Standard (ODWQS) for fluoride is 1.5 mg/L. The area is known for naturally occurring fluoride just above the ODWQS.
Reporting & Corrective Actions
• All required notifications of adverse water quality incidents were provided to the Spills Action Centre, the Medical Officer of Health and the operator of each designated facility served by the system.
Since the last inspection, March 14, 2012, there have been two adverse water quality incidents (AWQI). The first inMarch 2012 was due to a fluoride and sodium exceedances. Corrective action was taken in accordance with Ontario Regulation 170/03. The second AWQI occurred in May 2016. The new water softener was not working properly and caused the UV to alarm and lock out. The operator by-passed the UV equipment to provide water to the toilets. The fountains were bagged and bottled water was provided to all users. Once the softener and UV were operating properly and two clear microbiological samples were obtained, the system removed the bags on the fountains.
• Corrective actions (as per Schedule 18) had been taken to address adverse conditions, including any other steps as directed by the Medical Officer of Health.
Corrective actions and all notifications were provided as required for the two AWQI's noted in the previous question.
• The following issues were also noted during the inspection:
A review of the log books for the drinking water system revealed an entry on July 21, 2015 by a licensed operator claiming that due to lack of foot valve in place in the chlorine tank, that it was "impossible to have got any chlorine readings since mid May". A review of both the daily logs and microbiological sampling data indicated a chlorine residual above the minimum regulatory concentration was measured in May, June and July, 2015. The residuals were measured by two independent licensed operators.As well, the inspector consulted with other licensed drinking water operators and was informed that a foot valve is not required to maintain suction in the chlorine line.The issue is that the claim in July 2015 was not followed up with or investigated to the validity of the claim.The owner should develop a standard operating procedure to ensure daily log book and maintenance logs are reviewed by managers of the system of a frequent basis ie. monthly or quarterly. As well, communicate to all operators working in the system (and other BWDSB systems) that log book entries such as the July 21, 2015 need to be addressed on a timely basis.
