The chairman called the meeting to order at 10:35 am with a word of prayer from Mrs. Jedida Khisa

KML/NG-CDFC/MIN. 2/4/8/2017: PRELIMINARIES.

The chairman formally welcomed members to the meeting and thanked them for punctuality.

KML/NG-CDFC/MIN. 3/4/8/2017: READING AND CONFIRMATION OF PREVIOUS MINUTES.

The secretary read the minutes of the previous meeting which were proposed by Mr. Amos Juma and

seconded by Mrs. Jedida Khisa as a true record of the proceedings.

KML/NG-CDFC/MIN. 4/4/8/2017: MATTERS ARISING.

A member sought to know as to who is authorized to issue completion certificates for projects thus

between the public works officer and the clerk of works. The member was advised accordingly. The

same member also requested to know if the FAM had addressed the issue of sourcing for additional

funds for the proposed Lutonyi sports ground, the member was informed that the FAM was yet to

provide her input.

The ACC Kimilili confirmed that he had visited Kibunde secondary school in company of the sub-

county Education officer and had addressed the land issue. He indicated that the landlord had

confirmed selling two acres of land to the school. A surveyor had surveyed the land and is preparing a

report.

A member from Kamukuywa confirmed that the PMC of Chesamisi AP/Administration camp had so

far purchased ¼ of an acre of land and have also identified another ¼ of an acre from the

neighborhood.

KML/NG-CDFC/MIN. 5/4/8/2017 CIRCULAR FROM THE NG-CDF BOARD

The NG-CDFC secretary read a circular Ref. NG-CDFB/CIRCULARS VOL. 1(121) dated 25th July, 2017.

The circular highlighted areas to be observed as regards submission of project proposals. The

secretary took time to clarify the areas that had been stressed in the said circular.

An allocation schedule to the constituencies from the NG-CDF Board regarding the funding per

constituency of Kshs. 101,416,090.34 was also read to the members.

KML/NG-CDFC/MIN. 6/4/8/2017: PROJECT PROPOSALS FOR FY 2017/2018

Based on the above referenced circular, the FAM appealed to the members to prioritize ongoing projects

before considering any new project. She tabled to the members a list of the ongoing projects which had been

initially forwarded to the NG-CDF Board.

After a lengthy deliberation, members finally agreed to fund all ongoing projects as per the tabulated list

and a few new projects as highlighted in the CDF Board circular then finally from the report on ward clinics

done in April 2017.

The project proposals approved by the members from the allocation of Kshs. 101,416,090.34 for FY

2017/18 are as tabulated below:-

The FAM informed members that the financial report for FY 2016/17 which she did not have during

the last meeting was available and she read the same to the members.

A member from Kamukuywa informed members that the tender committee at Kamukuywa AC

primary school was doing the evaluation for Renovations of two classrooms.

A member sought to know if there were any bursary cheques that were due for cancellation. The

chairman responded that the FAM will give an advice in due course.

Another member sought to know if the NG-CDF secretary had written Contract renewal letters to the

NG-CDF employees whose contracts had expired on 1st August, 2017.The secretary confirmed that he

had done so.

There being no other business, the meeting ended at 12:15 pm with a word of prayer from Mrs.

WARD CLINIC REPORT ON PROJECT IDENTIFICATION

Introduction or Background

About CDF

The Constituencies Development Fund was created by the Constituencies Development Fund

Act, 2003 with the primary objective of addressing poverty at grassroots level by dedicating a

minimum of 2.5% of the Government ordinary revenue to grassroots development and the

reduction of poverty

About Kimilili

Kimilili Constituency is one of the nine constituencies that form Bungoma County in Western

Province. It covers an area of 181.20 km2, with a total of 130,907 persons in the constituency of

whom 63,434 are males and 67,473 are females. The constituency has four administrative wards

namely; Kamukuywa, Maeni, Kimilili and Kibingei.

The NG-CDF chairman informed the community members that it is his mandate as per the NG-

CDF Act 2015 to convene public meetings in every ward in the constituency to deliberate on

development matters basing on education and security sectors in the wards and constituency at

large. This was done in all wards as follows:-
