Street - Site 1 (the Site as a potential support site for the construction of the Westridge Marine

Terminal expansion. The proposed scope of work for the Site includes; site preparation, construction

laydown, security fencing, parking stalls, site offices, and temporary marine structures.

This memo is intended to provide an overview of the scope of work associated with the western portion

of the Site, designated as Site 1 and Waterlot 1 in Appendix A, in support of our application for a

Category C permit, as described in the PER Application Guide.

East Vancouver Port Lands

The Site is located in the western end of the East Vancouver Port Lands (EVPL) region, ithi A ea as

shown in Figure 8 of the EVPL Plan. Commissioner Street and a CP Rail ROW separate the site from the

surrounding residential community.

The East Vancouver Port Lands Area Plan was approved by the City of Vancouver, the Vancouver Fraser

Port Authority (VFPA) and the Burrardview Community Association in 2007 to guide future development

and Port operations. As part of the EVPL, the East Vancouver Port Lands Liaison Group was established

comprising of representatives from Burrardview Community Association, City of Vancouver, CP Rail and

the VFPA to advise on issues of mutual interest. KLTP comprehends the potential community impact of

the project operations and will comply with the guidelines to minimize impact on noise, views, air

quality of the area.

We have reviewed the East Vancouver Port Lands Area Plan and anticipate the planned use for the site

to be a mixture of Green - Marine Taxis, and Yellow - Works Yard, uses as defined in Appendix B of the

Area Plan.

Green Uses – Marine Taxis

A moderate amount of marine transportation services will be required throughout the operation of the

Site. A combination of large and small marine taxi will pick-up and drop-off employees on the Flexi-Float

platform at the start and end of shift. A portion of the parking stalls will be allocated to the marine

workers and each stall will be painted and numbered.

Yellow Uses – Works Yards

The Site will be used for storage and assembly of construction materials and supplies throughout the

duration of the Project. The majority of the lot space will be occupied with equipment and fabricated

materials required to support the construction of the Project. An extensive list of equipment and

materials can be found in the Operations section of this memo.

Key Impacts

KLTP recognizes the importance of the preserving the mountain and water views to the surrounding

communities. As per the EVPL height guidelines, the proposed site falls under A ea 1 ith a recommended maximum height of 13.7 m (45 feet). The two mobile cranes on site will exceed the

maximum allowable height for structures resulting in the potential obstruction of the views over the

Port Lands of the Burrard Inlet and North Shore mountains.

The Liebherr LR1300 crawler crane will have a maximum boom height of 240 feet (73.0 m). However,

the width of the boom of the crane is approximately 2.5 m, much less than the limit considered in Policy

H5 of the EVPL Plan. Likewise, the Tadano Rough Terrain GR-1000XL crane has a maximum boom height

of 150 feet (45.7 m) and boom width of approximately 0.6m. The cranes will used in a variety of

locations throughout the site and thus will not cause a permanent obstacle to the eside ts a d pu li s panoramic views.

The two proposed cranes will be used to load and offload large and heavy materials from trucks and

barges, as this work cannot be safely completed with other material handling equipment such as

forklifts. The cranes will also assist in the fabrication and assembly of materials and equipment within

the Site.

Description of Physical Works and Construction Activities

In general, our intended purpose for this site is a marine off-loading facility and laydown yard for the

project.

In order to prepare the site for the intended use the following activities, as shown in Appendix A, will be

undertaken on the property:

- Minor clean-up and site grading including:

o Removal of any debris left onsite

o Filling in of pot holes

- Upgrades to existing ground, as required to support the mobile cranes. This may include:

o Milling or removal of existing asphalt.

o Temporary removal of the top 300-600mm of gravel.

o Placement of Geotextile grid or fabric

o Replacement, compaction and grading of gravel previously removed.

o Import and placement of additional gravel required to achieve design capacity and

grade.

- Installation of 630 m of 1.8m high standard chain link fence, with barb wire above the top

bar.

- Installation of two 10m wide, double swing gate for vehicle and personnel access.

- Placement of 55m of precast concrete barricades to delineate the Old Wharf.

- Installation of a 300T crawler crane (Liebherr LR 1300 or equivalent)

See Appendix D for the preliminary design of this trestle.

Pipe piles will be installed as far as possible via vibratory method. Where necessary

the installation will be finished using a diesel impact hammer.

Underwater noise and pressure will be monitored and mitigated as detailed in the

CEMP, provided in Appendix H-1.

- Installation of ten temporary 1000W flood lights on the existing wooden poles along

Commissioner Street.

o These lights will be designed and installed based on the PER Guidelines for Lighting.

o Specifically, they will be installed to improve safety and security on the site, without

creating nuisance lighting for the neighbouring community or marine vessels.

o Appendix F shows the detailed site lighting plan prepared by a qualified lighting

professional.

o We have confirmed the capacity exists within the network and will coordinate the

light installation with BC Hydro. Necessary approvals and permits will be obtained

prior to any installations.

The e te po tio of the site, desig ated as the Old Wharf i Appendix A, will be barricaded and

fenced off due to various structural deficiencies.

Construction for site setup will begin after issuance of the Permit and will take 6-8 weeks to complete.

The anticipated construction start day, if the permit review takes the full 120 days, is Monday, January

29th, 2018. Table 1 below provides an approximate schedule for permitting, construction and operations

based on accelerated and full-term review periods.

Our intention is to complete with work between 7:00 AM and 8:00 PM, Monday to Saturday. If any work

is required outside of these hours, we will submit a Request for Amendment to Port of Vancouver. We

understand that it may take up to 30 days for this amendment to be approved.

During construction KLTP and its subcontractors will access the site to complete the aforementioned site

preparations. We anticipate 1-2 contractors will be onsite each day, each having crews of up to 10

people, arriving in personal and/or company vehicles.

Marine contractors involved in the dock construction may also access the site via water.

We currently anticipate the necessary pile for the trestle to arrive on barges and the structural steel to

be delivered by truck. Further details on this will be provided as the design and planning progresses,

prior to the issuance of this permit.

Studies and Reports

Final Structural and Geotechnical Design for the Trestle will be provided to VFPA for review and

assessment prior to the issuance of this permit. These will be sealed by a Professional Engineer

registered in the Province of BC. KLTP will also provide VFPA intermediary design drawings for review, as

construction of any crane working surfaces will also follow the aforementioned policy.

The final design and construction requirements of the trestle and crane working surfaces will be

determined following a geotechnical site investigation. The Category A permit application for the

completion of this investigation was recently approved and KLTP plans to complete the work in July and

August, 2017. Appendix J is provided with this application as a preliminary assessment of the

geotechnical site conditions and the work necessary to complete the geotechnical design for the site.

The operational activity noise was considered and assessed in accordance to the PER guidelines. Upon

completion of the project noise screening, the total weighted project score determined was 28.2. A copy

of the Project Noise Screening Worksheet can be found in Appendix I. A record of any noise complaints

received by KLTP during construction or operations will be submitted to Port of Vancouver.

Appendix K is provided as a Traffic Impact Study for the construction and operational use of the site. The

study was prepared by a qualified Professional Traffic Engineer registered in British Columbia.

Appendix H-1 through H-5 provide our Construction Environmental Management Plan (CEMP) and the

following supporting documents:

- Stormwater Pollution Prevention Plan

- Spill Prevention and Emergency Response Plan

- Terrestrial and Aquatic Bio-physical Survey Reports

- Soil Management Plan (Part of the CEMP)

As discussed in the Bio-physical Survey Reports, there is no planned tree or vegetation removal for this

site.

Prior to the issuance of this permit, KLTP will conduct the following studies in support of the application.

- Site Utility Verification

- Site topographical and legal surveys.

o A preliminary site grading plan shown in Appendix G-1 Site Drainage Plan.

- The aforementioned geotechnical investigation

Operations

Once construction is complete, we will commence using the site for construction laydown and loading /

offloading barges. Material expected to be handled and stored in the yard includes: steel pipe pile, steel

sheet piles, steel beams, rebar, forms, lumber, beams, nuts and bolts, pipe modules, anchors, buoys,

wire rope, skip boxes, piping spools, electrical components, and insulation. This storage and handling

will continue until the completion of the Project, currently scheduled for May 2020.

We anticipate approximately 50 vehicles will access the site each day during the operations period.

These vehicles will mainly arrive at the site between 0600 hrs and 0700 hrs, and leave the site between

1530 hrs and 1800 hrs, Monday through Friday. The site will also be operational on Saturdays. We

anticipate approximately 40 vehicles per day on Saturdays, arriving and leaving at similar times as during

the work week.

Buses will also be used to transport workers to sites throughout the project. This will require 1-2 buses,

each making one trip at the start (~0630 hrs) and end (~1730 hrs) of each shift.

Materials will be delivered to and hauled from site on road legal trucks. We anticipate up to 10 trucks

per day will access the site.

Appendix K is provided as a Traffic Impact Study.

A 300T crawler crane and 100T rough terrain mobile crane will be stationed onsite to load / offload

material from barges and road legal trucks in the laydown areas. Additional material handling

equipment, such as forklifts and wheeled loaders will be onsite during the operational stage of the

project. The equipment at Site 1 will consists of:

- Liebherr LR1300 300T Crawler Crane

- GR1000XL Tadano 100T RT Crane

- Cat 966 Loader

- 10 Ton Forklift

- 20 Ton Fortlift

- Welders

- Air Compressors

- Mechanics Truck

- Portable Generators

- Pile Driving Equipment (storage between season)

Marine Traffic

We anticipate up to two barges being moored at site at any time and for barges to be brought to site, or

hauled away from site approximately once per day. All barge moves will be controlled by tug boats with

certified personnel. Appendix C shows our Marine Staging Plan. The anticipated draft of the barges and

tug boats will vary between one and three meters. KLTP recently conducted a Bathymetric Survey of the

area which confirmed that there is sufficient water depth to operate all our vessels as planned,

regardless of the tide.

Transit of Marine vessels will be conducted following the practices and procedures outlined in the Port

Information Guide, particularly those regarding the MRA-2 area as the Second Narrows Railway Bridge is

located between the 2115 Commissioner Street site and the Project site. This bridge provides 10.8m of

vertical clearance at higher high water. We anticipate that the majority of our vessels will have an Air

Draft of less than 8.8m, allowing for 2m of clearance under the structure. Communication of transits will

be made with the Marine Communications and Traffic Services, per the MRA-2 Communications

protocol.

For vessels with an Air Draft of greater than 8.8m, marine transits may require special planning and

consultation with BC Coast Pilots and Pacific Pilotage Authority.

The water taxis will transport 50-60 workers daily to the marine facility located approximately 5 km east

of the Se o d Na o s B idge. This ill e ui e -3 water taxis, each making one trip at the start (~0630

hrs) and end (~1730 hrs) of each shift. One of these vessels will carry ~40 passengers and will measure

10.7m long x 4.8m wide. The other 1-2 vessels will carry 12 passengers and will measure 8.8m long x

3.4m wide.

One of these water taxis will be on-call throughout the shift providing site access to supervisors,

inspectors and other personnel.

Aboriginal Consultation

Consultation with Aboriginal groups has not been undertaken with regard to this site-specific project to

date. KLTP understands VFPA will undertake an assessment to determine whether any of the proposed

work could adversely impact asserted or established Aboriginal or treaty rights and to avoid, mitigate, or

otherwise accommodate those impacts. KLTP will provide information requested by VFPA to inform its

assessment as part of the application review. It is understood final determination of the legal duty to

consult, scope of consultation, potential impacts to archaeological resources, participation funding and

general timing will only be made upon review and consideration of a complete Project Application.

Public and Stakeholder Consultation

The proposed project site is completely located within the jurisdiction of the VFPA. KLTP recognizes the

longstanding and respectful relationship the VFPA has established with the communities adjacent to

port lands; represented locally by the East Vancouver Port Lands (EVPL) Committee. KLTP has reviewed

the EVPL Area Plan and acknowledges the efforts made by the community and the Port to balance the

needs of residents and growing port trade.

Consultation with the local community will be undertaken subject to guidance from the VFPA on their

consultation requirements for this site-specific permit review. KLTP recognizes the proposed Project site

was occupied by the original tenant for over 85 years. As such KLTP is respectful of local resident

concerns to what changes of activity could be on site, including any changes to viewscape and marine

activity to service the site. Consultation will help to refine project plans as the project undergoes project

and environmental review; however, should the project be approved, ongoing communication with the

community will remain an important element to supporting a collaborative working relationship

between the VFPA and the community to address operational issues should they arise.

End of Project

At the end phase of the project, KLTP will remove all temporary structures, materials, and debris on site

and perform a full site clean up to restore the premises back to its original state. Specifically KLTP will

remove the trestle dock, flexi-floats, access ramps and any buildings brought onto site during the

operations. Removals will follow similar means & methods to the early phase of construction.
