Regional Conditions and Overview• The maritime system in the Greater Dubuque region is underutilized 1.1% of tonnage by water region compared to ~5% nationally
• A Dubuque/East Dubuque Area Marine Terminal was evaluated with the aim of enhancing facilities to: Build on what the Eight County regional does well (manufacturing), and Shift road/rail freight to the region’s Marine Transportation System
• Market analysis showed “something there” to be explored Truck capture potential for key river-
served markets Positive Benefit-Cost Analysis results

Goals for the Regional Port Expansion Study
Build on the ECIA Eight County Freight Study findings to:
Provide more multimodal transportation options for regional shippers to connect to national and global markets
Catalyze economic development in Iowa, Illinois, local region
Evaluate potential demand for Mississippi River freight
Define success factors – logistics, access, infrastructure, etc. – for sustainable port operations
Identify port expansion opportunities to capture demand, drive economic benefit, and meet study objectives
Pre-position port expansion projects for grant funding
Support regional and local plan development

Overview of Workplan
10 E C I A P o r t E x p a n s i o n S t u d y
Task 1: Stakeholder Outreach
1.1: Establish study group1.2: Identify up to 20 interview targets representing public agencies, transportation service
providers across modes, shippers and third-party logistics providersAdditional marketing interviews in Market Demand task
1.3: Participate in additional meetings and coordinate with other tasks, including market research interviews in Task 3

Task 2a: Data Collection, Ports2a.1: Work with ECIA to
determine the port sites to be studied.
2a.2: Conduct a 3 to 4-day site tour, meet with operators, and prepare high-level evaluations of facility conditions.
2a.3: Utilize WSP’s proprietary PRIME planning tool to create functional layout diagrams of each port location
2a.4: Utilize information from the Army Corps, operators and/or other data as available to profile water conditions at each location
2a.5: Develop a concise inventory of planned port improvements upriver and downriver
• Graphical analysis and planning system with modules for different port terminal components, highways, rail, buildings
• Draw facilities and get instant readout on performance: acreage, berths, throughput capacity, trip generation, capital and operating costs
• Quickly summarize facility attributes, then test and refine alternatives

Eight County Freight Study
3.2: Summarize current and historic marine freight traffic
3.3: Describe primary market drivers
Competitive Market Assessment3.4: Perform market-focused
stakeholder Interviews
3.5: Total Logistics Cost Analysis using Martin Associates’ model
Identify Potential Cargo Opportunities3.6: Estimate region-level port market
demand
3.7: Consider the changing competitive landscape

Tasks 4 and 5: Capacity/Program and Needs by Port Location 4.1: Review and compile port
capacity analyses from prior tasks
4.2: Compare the capacity estimates against the regional-level market forecasts
4.3: Develop a recommended area-wide port program solution to address capacity deficiencies and capture forecast volumes
5.1: Prepare SWOT Analysis for each port location
5.2: Allocate the regional-level wide improvement program (from Task 4) to individual port locations (alternative concepts)
5.3: Create plans and layout diagrams for improved marine terminals and access at individual port locations, using PRIME to test alternatives
• Ability to compile region-wide port performance data, identify cargo capacity shortfalls, quantify the needed improvement program, allocate the program to one or multiple alternative locations, and test resulting performance and cost – in real time
