Higher Education in Malta• There is one public university in Malta: the University of Malta• There are 4 private (foreign) universities: American University of Malta, Barts

and the London School of Medicine and Dentistry, European Graduate School, Middlesex University Malta

• The Malta College of Arts, Science and Technology (MCAST), primarily a vocational education and training institution, has become increasingly involved in research projects over the last years

• UoM is the most prominent research performer in the higher education sector; the only university offering Maltese doctoral & post-doctoral research positions

• UoM has 14 faculties, 8 institutes, 13 centers and 3 schools

• UoM hosts ca. 11,500 students with ca. 1,000 international students and 450 visiting overseas students; around 3,500 students graduate annually

• There is 1 public research organisation: Malta Aquaculture Research Centre

• Malta signed 2016 May Conclusions of the Competitiveness Council on OA• Malta has an active (largely green) open access policy since 2016

• MCST is an important actor in OA landscape• Malta has not implemented a funder Open Access/Open Science policy yet

• UoM is the only publicly financed university with research activities • UoM launched an Open Access policy in 2017 to mandate submissions onto

OAR@UoM (Green OA) while supporting OA publishing (Gold OA)• The UM Library established an Open Science Department in 2017 promoting

OS and supports processing and uploading the research output on OAR@UM• OAR@UoM is the first & only institutional repository and therefore also

serves as national repository, for both books and articles; launched in 2014

Open Access in Malta in a glance…• The UM library is member of OpenAIRE, Liber, but not of ICOLC which

implies that there is no consortium in Malta

• The UM library functions as National Contact Point. It acts as the national point of reference for OA within the EU

• UoM is participating in pan-European projects such as OpenAIRE2020 and PASTEUR4OA

• There is also the National Archive & National Public Libraries Department in Malta • There is no inclusive data strategy & no research council in Malta

• The University of Malta is participating in 34% of Horizon2020 projects and therefore indicates a very high level of participation in terms of scientific and innovation output

• UoM’s institutional repository: an online archive that collects, preserves and disseminates a variety of scholarly material produced by UoM’s researchers

• OAR@UoM aims to increase the visibility of research carried out at the UoM

• Research material: monographs, books, scholarly journal articles (both preprints and postprints) undergoing peer review, electronic theses, dissertations, conference proceedings, audio visuals

• National intellectual output and cultural heritage is also accepted for submission into OAR@UoM

• The material uploaded on OAR@UoM will be available in Open Access

• Who can deposit: academics, support staff and students

• At the end of August 2016, there were a total of 9,885 items available on OAR@UoM:• >2,000 articles• 1,500 recordings• 165 books• >3,100 undergraduate dissertations• ~1,700 postgraduate dissertations• Over 8,000 different authors deposited items with over 16,000 different subject

classifications

UoM Open Access policy• The aim is to support UM researchers in providing Open Access to their

peer-reviewed research publications through their deposit in OAR@UoM• UoM researchers are encouraged to deposit all research produced in

OAR@UM• Researchers are encouraged to deposit a copy of all peer-reviewed

research publications as soon as possible upon publication

• Researchers are free to publish in journals of their own choice• In all cases, the necessary metadata of all peer-reviewed research

publications is to be made immediately openly accessible at the moment of deposit

• The researcher as author is the copyright owner of the research output
