It was an exciting time as Community Action Agencies from across the United States converged on Washington, DC for the 50th Anniversary of Community Action Partnership Convention. Although each year Community Action holds a national meeting this year was special as the convention was held in the city where it all began. ….Washington D.C. It was also unique as the opening session was held on the very day, Wednesday, August 20th , when the late President Lyndon B. Johnson signed into law the Economic Opportunity Act of 1964 which created the national Network of Community Action Agencies!

50 Years of Moving Forward……..

President Lyndon Baines Johnson is shown signing the Economic Opportunity Act of 1964. This historic signing not only started “The War on Poverty”, but created the national Network of Community Action Agencies!

My fellow Americans: On this occasion the American people and our American system are making history. For so long as man has lived on this earth poverty has been his curse. On every continent in every age men have sought escape from poverty's oppression. Today for the first time in all the history of the human race, a great nation is able to make and is willing to make a commitment to eradicate poverty among its people. Whatever our situation in life, whatever our partisan affiliation, we can be grateful and proud that we are able to pledge ourselves this morning to this historic course. We can be especially proud of the nature of the commit-ments that we are making. This is not in any sense a cynical proposal to exploit the poor with a promise of a handout or a dole. We know--we learned long ago--that answer is no answer. The measure before me this morning for signature offers the answer that its title implies--the answer of oppor-tunity. For the purpose of the Economic Opportunity Act of 1964 is to offer opportunity, not an opiate. For the million young men and women who are out of school and who are out of work, this program will permit us to take them off the streets, put them into work training programs, to prepare them for productive lives, not wasted lives………… President Lyndon B. Johnson

It was also an exciting time as Community Action Pioneers were recognized for their many years of service to Community Ac-tion. Our own KI BOIS Community Action Board Member Kenneth “Kenny” Monroe was one of the few who stood during this

Attending the opening session on the very day, Wednesday, August 20th 50 years ago when the late President Lyndon B. Johnson signed into law the Economic Opportunity Act of 1964 were left to right, Linda Love, Larry Hall, Kay Box, Carroll Huggins, Ken-neth “Kenny” Monroe and Mr. Monroe’s wife, Catherine.

special recognition. Mr. Monroe started his service to Community Action serving on the board of the LeFlore County Community Action for approximately four years and when the counties of LeFlore, Haskell and Latimer Counties joined forces to form KI BOIS Community Action in 1968, Mr. Monroe continued his service. One of the highlights of the whole evening was when The Chair of the National Board of Directors, Mr. Thomas Tenorio, presented Mr. Monroe a plaque for his many years of dedicated service.

Pride also was abounding as KI BOIS Community Action staff Pamela Harless, John Jones, Shaunda Noah and Kelly Thomas received the recertification as Community Action Professionals.
