RAYER is a lonely experience for many of us. PAlthough we have been

taught that it is important to pray, we have been so disappointed and frustrated that our prayers have not been answered, we have almost given up on it.

Understanding The Power Of PrayerDOES PRAYER REALLY WORK? We may have prayed when we

are scared or sick, but it is not a regular practice in our lives. Outwardly we agree that prayer is worthwhile, but secretly we wonder if; Does God really hear me when I pray? Why does it seem as if my prayers just hit the ceiling and bounce back to me? Is God mad at me? Is that why he does not answer me? Why is prayer so boring and fruitless for me? Unanswered prayer isa major obstacle that standsin the way of a life of true faith.

Certain people have lost their faith altogether because of unanswered prayer. Some have turned to other things to find answers to life's questions and problems. Confusion about prayer also affects those who are committed Christians. Even believers who pray regularly with conviction and obtain some results have doubts about certain aspects of prayer. For example, what they are supposed to ask for, how long they should continue praying for something?

In general, there is a lack of teaching, interest and understanding about prayer in the church. Our disappointing experiences with prayer have caused us to question, “Will God's Word do what it says it will do”? We are not sure anymore. We still read the Bible and listen to preaching and teaching from the Word

We expect things to wok if God said they are supposed to work. Therefore, when our prayer s seems to go unanswered, what effect does this have on us? The spiritual and emotional pain can be deep and devastating. It can lead to sorrow, despair, bitterness and rebellion. It can damage the foundation of our faith and lead to these results: (i) we feel abandoned and isolated from God. (ii) We question God's character and integrity. (iii) We feel as if our lives are very unsettled and unstable. (iv) We come to premature conclusions about ourselves and our prayers.

Many Christians today are experiencing powerless-ness, lack of direction, little victory over sin, poor spiritual progress, unfruitful ministry, poverty and other challenges simply because we don't know how, when and why to pray. Others do know some of the principles of prayer but are not fulfilling their full potential as intercessors because they don't understand certain key aspects of prayer. The power of prayer is the inheritance of the believer. Prayer is meant to be answered or God would

Forgive us for leaning on our own understanding when it comes to prayer.

Heal us from the spiritual and emotional effects that unanswered prayers have worked in us. Give us open minds and hearts to hear Your Word and to allow the Holy Spirit to teach us Your purposes and truth. We pray this in the name of Jesus, our Wisdom and our Strength, Amen

n Friday 1 June 2015, the District Mayor Cllr M. ONhlabathi presented his

2015/16 budget vote which had a projected view into 2018. During his speech, the Hon. Mayor reinforced that freedom should mean that people are free from poverty, unemployment, racism, sexism and other forms of discrimination.

He expressed concern that poverty and discrimination continues to exist within women and children, elderly and people with disabilities within our society.“Our beloved District is predominantly a rural District Municipality yet one of the centers that hold the economy of our country “South Africa” due to its mineral resources, a vast tourism attraction and agricultural activities.” Said Mayor Nhlabathi.

Mayor Nhlabathi assured the house that much has been done under the ANC Government to better the lives of the people of Gert Sibande District since 1994. “The National Development Plan (NDP) has confirmed that indeed much has been achieved in 21 years than it has been in 102 years.

In its Manifesto, the ANC, on whose mandate we stand before this house as messengers, made a commitment that it is determined to make local government work in ensuring that:·No community will still be using the bucket toilet system or VIP system in our district·That all communities will have access to clean water and decent sanitation·That all our houses will have access to electricity·That there is a universal provision of free basic services.

As a district we have continued to implement both

funded and unfunded mandates in the name of service delivery as enshrined in Schedule 4b and 5b of our constitution read together with Section 84 of Local Government Municipal Structures Act No 117 of 1998.” He recapped.

The District together with the Provincial Government and local Municipalities has improved a great deal in particular with regard to integrated planning which is aimed at avoiding duplications of projects and programmes by the three spheres of government. This includes the level of participation by communities in the affairs of the District Municipality.

The District Municipality continues to provide financial and technical support to local Municipalities towards sound financial management and better audit opinions in the footsteps of the District as such a foundation translates into a meaningful and lasting improvement on the people's living conditions.

“I wish to thank our communities, councillors, our local municipalities, traditional leaders, business and national and provincial governments and all stakeholders for their support and joint effort in striving to make Gert Sibande District a better place to live in.” said Mayor Nhlabathi.The tabling of the Budget speech happened 32 days before the beginning of the New Financial Year, and Mayor Nhabathi presented the 2014/15 Reviewed Integrated Development Plan (IDP) and Budget for Gert Sibande District Municipality.“It is evident that to us, Public Participation is not just a formality but a revolutionary mandate based on the Freedom Charter principle

that says;“The people shall govern”As the district municipality in consultation with our local municipalities and communities, we have strived to ensure that this is the people's budget which is pro-poor and seeks to achieve the objectives of National Development Plan vision 2030 as enshrined in the ANC Manifesto.” He said.

“The Gert Sibande District Municipality unlike other districts is not a Water Services Authority and therefore is only dependent on grants as a source of revenue and income. In order to move closer to creating the

Gert Sibande District Municipality as the home of excellence and opportunities for a better life with the limited resources at our disposal, we are here today tabling before council a Total Budgeted Revenue for 2015/16.” He said.In his tabling of the budget for 2015/16, Nhabathi allocated R460 million to Financing, and the Capital Budget received R12.5 million.

Local Municipality Grands were allocated as follows:Albert Luthuli – R12,350,000. R5 million going to the upgrade of Council chambers

Msukaligwa – R20,500,000. A large portion going to maintenance mainly roads, bulk infrastructure and elec networks.

Govan Mbeki – R6,257,570. R2.2 million going to the upgrade of Sports fascilities.

Mkhondo – R13,061.076. R6.7 million going to operations and maintenance support and R4 million going to the provision of water supply to rural communities.

Lekwa – R8,200,000. R3.4 million going to Operations and maintenance support and R3 million going to Water conservation and demand.

Depaleseng – R9,200,000. R2 million going to Reg Bulk infrastructure Balfour, R3.5 million going to the upgrading of sports fascilities.

Each Municipality received R1 miilion for boreholes maintenance and R500,000 for VIP's.

pumalanga Premier David Mabuza has Mexpressed his gratitude

on Innibos Management's keenness to partner with the provincial government by hosting an all inclusive arts festival in Mbombela.

Premier Mabuza was speaking at an executive council meeting yesterday [Tuesday, 09 June 2015] after the Innibos Management came to make a presentation committing itself to respond to the call by the provincial government to ensure that the festival was inclusive to all citizens.

The Premier said he was “impressed” by the keenness of the Innibos Management to partner with the provincial government in developing, supporting and promoting cultural excellence in Mpumalanga.

Innibos is an arts and culture festival held annually in Mbombela, at Hoerskool Bergvlam, which boasts with almost a weeklong non-stop entertainment, music productions, art exhibitions with stalls presenting arts, food, restaurants and children's entertainment areas.

The provincial government threatened to pull out its 10-year long support for the festival after an unfortunate incident where one of the invited artists, Steve Hofmeyer, sang “Die Stem” causing an uproar making the festival to be viewed as not contributing to nation building, non-racialism and social cohesion but perceived as promoting apartheid.

After some interactions

between the provincial government and Innibos Management, there was a consensus that moving forward, there was a need to promote social cohesion amongst the citizens. The Innibos Management committed to adhere fully to the processes and activities that would assist realize social transformation and nation building.

Briefing the executive council yesterday, one of the founders of the festival Ms Sandra Jacobs said partnership between Innibos and the provincial government would create a platform for “greater mutual understanding” between the cultural groupings in Mpumalanga.

She added that Innibos Festival was a strong brand, not only in Mpumalanga province but also nationally.

“Through a strong partnership, Innibos and Mpumalanga Provincial Government can create numerous platforms which will promote and develop the arts on all levels in our province and it will certainly be a great contribution towards creating a more cohesive society,” said Ms Jacobs.

She apologised before the

executive council about the unfortunate incident that transpired at last year's festival, saying it was not part of the rehearsed programme.

“Innibos would like to state categorically that the unfortunate event of Steve Hofmeyr singing the

old national anthem at Innibos in 2014 did not meet with the approval of the management and board of Innibos.

“It was not part of the approved and rehearsed programme. Mr Hofmeyr abused our platform for his own political agenda. His

conduct was in direct conflict with the Innibos vision and mission. It created division amongst cultural groups and even within the Afrikaans community.

“This is a regrettable situation that has broken down good relationships built up over many years in 45 seconds. We commit ourselves as the management of Innibos and as loyal South Africans to ensure that this incident will not be repeated. As such, Mr Hofmeyr is no longer welcome to perform at the Innibos festival grounds,” said Ms Jacobs.

Making your bed in the morning is one of them. The experts say it leads to a greater purpose and sense of order through the day, and better sleep at night. (I bet 99% of mothers preach the power of a tidy bedroom, without having to do any research into it.)

Exercise is another example. If you do regular exercise you enjoy, at a level that's exactly right for you, the effect can snowball.

I've not suddenly turned this post into a lifestyle magazine. But making your bed and doing exercise are called keystone habits. The thing about keystone habits is that they leave us feeling more in control, more empowered. (And you don't have to do them all -- each one works on its own!)

Making small changes to the way you spend or save is also a keystone habit. Believe me I know -- I'm far more concerned about other people's money than my own so although I know the theory, my spending patterns can get haphazard.

A young friend and I had a ritual of buying coffee at work: he would buy for both of us one day, and I would return the favour the next day. But he wanted to save for a bicycle and I needed to reduce expenses, so we decided to cut out the coffees. It was hard for a few days, not really because I missed the taste of good coffee but because it was a ritual and we bonded over it. For positive feedback, I had a glass jar at home and every day I put in a scrap of paper with R20 written on it -- the cost of a cup of coffee plus tip. And very soon the attachment to the ritual fell away and I got a bit of a kick from finding other ways to stuff the jar with savings made in the supermarket

and for things I was very tempted to buy but decided against because I was in savings mode. (For convenience I wasn't putting real money in but that might work for you.) I got more budget conscious and my friend did eventually get his bicycle, which has brings him huge pleasure.

To change your behaviour, you'll need to get co-operation from your spending partner. But go gently with yourself and others in this; find happy alternatives (like a diplomat) rather than be a dictator. 3. Once a habit is broken, a new positive feeling can develop (the pleasure of accumulating savings and of having power over your habits). 4. Change works better if your progress is measurable. 5. It helps if you can share your progress and commitment with someone else.

he Department of Water and Sanitation will be Tconducting a planned

maintenance outage of the Heyshope system for 10 days starting from 12 to 21 June 2015. This planned outage is meant for the Department to undertake maintenance work and rehabilitation of the infrastructure in order to ensure sustainable supply of bulk water for the future.

The planned outage is necessary for conducting maintenance work on the canal, valves and the bulk pipeline that transfers water from the Heyshope Dam to the Driefontein Water Treatment Works.

The planned outage will interrupt the normal water supply to the communities of Driefontein, Kwa Ngema and Dirkiesdorp in Mkhondo Local Municipality for a period of approximately 10 days.

Contingency plans have been put in place in consultation with the affected stakeholders to ensure that communities experience minimal negative impacts of the outage and maintenance of the scheme.

During the outage, communities in the affected areas will be supplied water through water tankers strategically at close proximity for convenient access to minimise the impact of the outage.

The affected communities can contact their respective municipality and the Department for updates relating to the outage.

The Executive Council received progress report on youth development programmes that were announced during the State of the Province Address by the Honourable Premier this year.

These programmes are an effort to transform rural economy and expand agricultural production in the province.The Premier announced that the

provincial government would develop the young incubator programme, to empower youth-owned small medium enterprises, and youth-owned cooperatives. The objective of the

programme is to integrate the youth into the agricultural sector and make agriculture to be more attractive to young people thereby creating economic opportunities.It will further provide technical

agricultural and business management training opportunities to the youth through the Services

SETA, while preparing the youth to benefit meaningfully as part of the land reform turnaround strategy. Youth Business Portal

The Executive Council received progress report on Youth Business Portal, which is a web-based business directory service for the youth who are in business.

The Portal will allow youth suppliers, government, private sector and potential clients to connect and share information. The project will be implemented in partnership with the Youth Chamber of Business. Fly Ash brick making incubation centre

The Executive Council was briefed on fly ash brick making incubation centre at Govan Mbeki Municipality. Mpumalanga province has an abundance of discarded fly ash from power stations and SASOL.

Numerous studies done, indicated beneficiation potential into final products from utilizing fly ash. The provincial government is eager to engage youth cooperatives into projects utilizing fly ash. The fly ash brick-manufacturing Youth

incubator in the Govan Mbeki Municipality was conceptualised after the Youth Summit to create job opportunities for the youth to utilise to existing fly ash generated by Sasol and Eskom.

The project is anchored around the provision of bricks and other products for the construction industry, including government's human settlements programme. Further, the operation of the plant would be used as a training incubator or skills development platformEnergy saving bulb-manufacturing plant

The Executive Council was briefed on the state of readiness on the implementation on the energy saving bulb-manufacturing plant coordinated by the Department of Economic Development and Tourism.

The establishment of the energy efficient bulb manufacturing plant targets youth cooperatives and is linked to the green economy. The site has been secured within the Govan Mbeki Municipality. This is part of reviving the township establishment economy.

friends, got to meet and play a game of KFC Mini-Cricket with Proteas player Temba Bavuma, thanks to the “Join the Proteas Family with KFC” competition.

The Bethal based Sibande family, are the lucky winners of the second phase of the competition which also saw two families head down under to support the Proteas in Australia.

The game was held at Sakhisizwe Primary School in Mzinoni Township, Bethal where the schools headmistress Mrs Mbingo was presented with KFC Mini-Cricket kit so the school can introduce the sport to the school.
