    Planning Application: Erection of two restaurant/takeaway unitsincluding a KFC on the Land Between 2 and 6 Tallys End (Adjacent To

    McDonalds) Barlborough Chesterfield Derbyshire, planning number07/00515/FUL.

    We have a number of concerns about the above application and would kindlyrequest that they be considered when you review this application.

    1. The junction of Chesterfield Road/Tallys End is dangerous and hasbeen the site of numerous accidents. We feel that the current estimateof 200 to 300 vehicles per day visiting this site is an underestimationand in reality will be considerably more. This will increase the risk ofaccidents and poses further difficulties for people who access the site

    on foot. Further information should be submitted by the applicant tojustify their estimates for vehicle movements.

    2. As yet, the second takeaway unit has not been allocated. If it is (assome people suspect) going to be a Pizza Hut Express, then thedelivery service will further increase the traffic movements in and out ofTallys End. This will have a significant impact on the highway safetyissues at that junction. Planning permission should not be granted forthe second unit until is clear whether it is going to provide a deliveryservice. The Highways Department should then review the proposalstaking this factor into account.

    3. The site makes provision for 40 cars. 15 of these spaces will be takenby employee vehicles. This leaves car parking spaces for 25 cars. Thiscar parking provision is inadequate bearing in mind that the applicantexpects most of its customers to access the site by car because of itsproximity to M1 J30. We would request that a travel plan is submittedwith this application.

    4. Tallys End already has significant parking issues with just one fastfood outlet, these problems will increase significantly with three outlets.

    of the business park trying to access their place of work. Tallys End isalso used as overnight parking for HGVs. Quite often there are HGVsparked nose to tail each night on this road. Steps should be taken byDerbyshire County Councils Highways Department to prevent TallysEnd been used as an overnight lorry park.

    5. The proposed operating hours are 9.30am to 12 midnight 7 days aweek. The operating hours should be reduced to 11pm (in line withMcDonalds). We feel it is insensitive to suggest that the residents ofChesterfield Road who overlook the site cannot expect to enjoy thesame living standards as those residing in purely residential estatesAnd that there is unlikely to be any change to their living standards,particularly given that they will have become accustomed to the levelsof activity generated by the adjacent McDonalds and other commercialtraffic using Tallys End. Supporting Statement Page 4. Greaterconsideration needs to be given to those residents who overlook this

    site. They are entitled to a decent environment and steps should betaken to minimise additional impacts.

    6. The applicant has not submitted the plans for lighting the site. Thelighting will affect the houses on Chesterfield Road and these plansshould be submitted prior to the application being considered. Thelighting should also be turned off out of operating hours.

    7. There is no litter management policy submitted with the application.This should be submitted prior to the application being considered.Fast food outlets generate an enormous amount of litter, not just in theimmediate vicinity but further a field. This is evident from the existingMcDonalds. Litter is strewn on a daily basis on the lay-bys near the M1and along the length of Oxcroft Way. Do the applicants propose tohave a dedicated litter picker (as do McDonalds)?

    8. Contrary to the consultants report, pedestrian access to the site is notgood. Pedestrians have to negotiate traffic travelling at speed whencrossing from the top of Slayley View Road onto Chesterfield Road.The crossing point is wholly inadequate, with many residents opting todrive the short distance to McDonalds rather than trying to cross the

    road, particularly when they are with children and pushchairs. Similarproblems exist when crossing Tallys End. There is poor visibility forpedestrians crossing Tallys End because of the curvature of the road.In addition traffic exits Chesterfield Road at a high speed making itdifficult for pedestrians to cross safely at this point. Further highwaysimprovements should be sought in this area to improve pedestrianaccess. Otherwise the vehicle movements to this site are going to beincreased unnecessarily.
