Technical Working Groups
• Five TWGs were formed based on thematic areas/topics:• Infrastructure, Connectivity and Devices• Content, Applications and Innovations• Capacity building and Awareness• Policy, Legal and Regulatory Issues• Finance and Investment
• Goal of TWGs was to develop understanding of the core issues,concerns, needs, and opportunities for enhancing broadband Eachgroup concentrated on its key focus area/topics, with the aim ofproducing specific action-oriented recommendations to includewithin the overall, integrated Broadband Strategy.
• TWGs addressed basic questions in relation to their focus areatopics.
• TWGs were allowed to modify or expand these questions as internaldeliberations proceeded, to cover all relevant issues and ideas.
Technical Working Groups
• Each group addressed the following basic questions:• Status: What is the current status of broadband-related deployments, investments, market
development, and/or policy frameworks in the topic area in question?• Trends: How fast or effective have broadband-related developments been advancing in
Kenya? What is the near-term outlook for further progress?• Needs: What are the most critical gaps or needs that must be addressed to accelerate
broadband growth?• Constraints: What are the main constraints that inhibit more rapid or widespread
broadband development in Kenya? How could these constraints be overcome?• Stakeholders: What are the stakeholder entities, public and private, are in the best position
to take effective steps to promote broadband growth? What could/should they do ashighest priority actions?
• Linkages: What are the key areas of interdependence and mutual cooperation that shouldbe explored among stakeholders?
• Economics: What are the key economic characteristics of the needs, opportunities, andinitiatives identified: what will they cost, how will they affect market demand and theeconomy as a whole?
• Recommendations: What specific projects, programs, policies, or other initiatives shouldbe carried out to achieve maximum impact?
