Registration and Data CollectionThe process of data collection on-going in all major IDP campsthat are under the Kenya Red CrossNakuru Showground Camp has been registering new IDPscoming from Londiani, Laikipia and Uasin Gishu who are fleeingtheir homes because of unprecedented conflict in their area andcases of cattle rustling in Laikipia.A complete register for 4 districts i.e. Ekerenyo, Bondo Siaya,and Gucha has been released by the Nyanza regionKRC is working closely with UNHCR, DCs, DOs, chiefs and sub-chiefs to be able to identify those who have gone back to theirvillages and give them assistance especially foodIn Eldoret, IOM and KRC are working together to harmonize theregistration figures

Community Participation andCamp Committees

A camp committee is already in place in all the major campscomprising of partners and IDP representatives.Plans are underway to set up and strengthen IDP committees incamps to assist in screening/ registration of IDPs, and monitoringof distributed food.Camp committees have ensured harmony between KRC andIDPs – but have also been instrumental in negotiating returns ofIDPs to former places of displacement and livelihood support toreturnees

EducationThere is a high enrollment and turn-up of IDPs in emergencyclassroom tents donated by UNICEF in major camps. Some IDPcamps are nonetheless under-served with schools i.e. the Korucamp in Nyanza has one IDP school onlyRecreational and educational kits have been issued out invarious schools that accepted to integrate IDPs into their learningprogram.Many of the students due to register for their O-Levelexaminations have filled the KNEC examination forms but havenot submitted the forms as they do not have the registration feesThe challenge remains in terms of examination fees, limitedschool facilities in some camps and food for IDPs enrolled innearby schools. KRC requests help in exam fees

Distribution of FoodFood distribution is on-going targetting IDPs in camps andreturnees in the host communityThe food distributions are either one-month or two-week rations.The dispatches were from WFP, KRC and GOK comprising ofcereals, pulses and cooking oil.Food has been distributed in various schools that have absorbedIDPs pupils and students in liaison with the GOK i.e. the Ministryof Education.Some well-wishers are donating fresh vegetables for vulnerablegroups such as nursing mother, peole on ARVs and childrenunder 5Distribution is being hampered by population movement e.g.Endebess

Health Care and Health EducationMinistry of Health has been working had in hand with KRC healthteam in all the camps in ensuring good health to the IDPs.The diseases recording higher morbidity rates are malaria, upperrespiratory diseases, and diarrheaPreventive action by KRC and partners in camps has beendeworming of children, immunization/ child care, nutrition tolactating mothers and children, distribution of sanitary towels,general inspection of the sanitary facilities, nursing careSome camps have reported cases of chicken pox, dysfunctionaluterine bleeding, pelvic inflammatory disease, missed abortionand lymphoma.Cholera outbreak has been reported in Nyanza and a number ofdeaths confirmed. Mobile clinics have been set up in the region

NutritionNutrition is an aspect that is being covered by KRC health teamand other partners such as; MoH, World vision and A.A.H.A screening exercise for children under five years old wasconducted in the South Rift region, where their weights andheight were recorded. Nutritional food supplement (unimix) wasgiven to children who turned up for screening, especially tomoderately and severe malnourished childrenThe Nyanza regional activities on the other hand were focusedon nutritional care and support targeting children for malnutritionand providing children and people living with HIV/Aids withnutritional food supplementsNursing mothers and expectant women were also screened.Health education was also given on importance of breastfeeding, weaning and proper food handling.

Shelter and Non-Food ItemsContingency plans for shelter are underway with thecollaboration of implementing partners to mitigate the effects ofthe rains.UNHCR has pre-positioned tents and tarpaulins in all the majorcamps in the North Rift region. Leaking or weak tents andtarpaulins shall be replaced.Tarpaulins shall also be distributed to the IDPs in camps, startingwith the most-vulnerable groups, to secure the floors of the tentsagainst wetness.There is need for poles to strengthen existing shelter structures.Vulnerable groups shall also require additional blankets andmattress in the camps with the on-set of the rainy season.

Water, Sanitation & HygieneWater trucking, garbage collection, latrine unblocking formed thebulk of the activities by the WatSan teams in the IDP campsIn most of the major camps, the stable water, sanitation, andhygiene has allowed for good observance of standards includingcleaning of latrines/ bathrooms and collection of garbage.In some camps, the onset of rains has prompted the digging ofdrainage channels, expansion of sanitation facilities and constanthygiene educationSome camps such as Bishop Muge camp has no bathroomsPit latrines now need to be emptied frequently because of therains – but the challenge still remains with IDP discipline in theuse of toilets

TracingActive tracing and follow ups has been going on in all majorcamps and children homes as well as registration andinterviewing of the children.In the early days of the post-election violence emergency, thetracing team was able to help in donating coffins and transportingbodies to burial placesAfter the situation calmed, the tracing teams have been helpingin restoring family linksMost of the tracing requests have been resolved successfully

ProtectionKRC together with UNICEF has been working together inensuring protection of children in all the camps.UNHCR is conducting workshops on the Guiding Principles onInternal Displacement targeting GOK, KRCS, UN and NGOrepresentatives.KRC is the only organization mandated by the ProvincialChildren’s Office and the District Children’s Office in registrationof un-accompanied minors in order to avoid double registration.

LogisticsThe Logistics Cluster plans to deactivate on 3 April. WFP trucksin Nakuru, Eldoret and Kisumu will pull out by the end of March.M6 trucks are in operation deployed to assist in food distribution.Operational and service issues have also meant that some trucksare grounded awaiting repair.KRC shall continue to work with partners in logistics in allregions. Following the logistics cluster meeting held on 25thMarch 2008, the agencies in South Rift agreed to share vehicleswhenever there is a need. UNICEF has allocated a 4 metrictonne truck to assist in relief movement for KRC.Plans are underway for additional warehouse for NFIs at NCPB;this is following the need for repositioning of NFIs fromheadquarters to Nakuru.

Prevention of Gender-BasedViolence

The Kenya Humanitarian Update Vol 12 reported that cases ofSexual and Gender Based Violence at Ekerenyo camp in Kisiiwere confirmed. KRC has established that women wereparticularly vulnerable to SGBV when going to fetch wateroutside the Ekerenyo campAt the 12th Stakeholders’ Meeting held on 25th March 2008 atKenya Red Cross regional office in Nyanza, the UNHCR reportedthat their team had visited the camp to investigate the allegedsex for food scandal. However, the team discovered that neitherthe Kenya Red Cross Staff nor its volunteers were found to haveengaged in the alleged malpractices.

Prevention of Gender-BasedViolence

It was also reported that there were allegations that somemembers of the IDP committee could have been involved in suchsexual malpractices with other IDPs. However there was noevidence on this and it was therefore recommended that a jointmission between KRCS, UNICEF and UNHCR be held to tacklethe situation.UNICEF organized a Training of Trainers (TOT) on GBV andProtection against sexual exploitation and abuse in Nyanzaregion. The training is meant to build the capacity of trainers whowill reach out to humanitarian workers in IDP camps and otherpeople in the community to stop Violence and sexualexploitation.

Camp SecurityDistrict and Provincial authorities in the GoK have beeninstrumental in providing security in new locations e.g. the newTarigo camp emanating from Timboroa camp has been allocated15 admin police by the DCThere is nonetheless need to increase number of securitypersonnel at some of the IDP camps to tackle consumption ofillicit brews and substance abuse.Security in all camps needs to be beefed up, especially at nightthrough electrificationThere are allegations of police stationed at the IDP camps areusing excess force on the IDPsIn some camps, equipment such as taps and water pipes havebeen vandalized and some tents found missingIn Molo camps there are no reported cases of insecurity eventhough tension is still high in the outskirts of Molo i.e. Njoro andMau summit.

Youth and RecreationThere is an existing Youth Resource Centre at the Nakuru ASKShowground IDP camp that keeps the youth’s busy.Eldoret ASK Showground IDP camp and Timboroa IDP camphave recorded ongoing football and volleyball tournaments forboth boys and girls.

Psychosocial CarePsychosocial support continues to be given to the IDPs incamps, together with counseling sessions.Group therapy sessions have been held for traumatized victimswho had witnessed the killing of men in their home area whilethey were fleeing for their lives.Most of the clients have lost property and are reported to beangry and bitterOne of the main concerns raised during the session was securityand their future.Some of the patients have received one-on-one counseling abouttheir personal needs and requirements

Peace-building andReconciliation

The GoK has been making initiatives in organizing forums toreach out to community members in promoting peace andreconciliation.The KRCS Nyanza Region and the stakeholders organized agrand cleanliness exercise to help bring the community togetherfor peace and reconciliationMost of the Peace-building and Reconciliation initiatives havebeen conducted by the DCs. Some IDP efforts have beenwitnessed especially in Uasin Gishu

Camp coordination and campmanagement

Camps currently having tents are kedong, Naivashastadium, Baraka, Sawmill, Showground, Londianiand Afraha but the challenging bit is insufficientspace to pitch tents at showground. Besides,Londiani, Baraka and Sawmill all other camps arefully set with adequate tents in place, water supply,drainage and security.At the new campsite in Londiani 250 tents werepitched in the course of the week and people movedfrom Londiani Catholic church and Londiani policestation to the new site. However the relocation is stillunderway.

Why IDPs had to be relocatedAs expected, Site A (The Arena) is flooding even as the drainageefforts are underway.The plan is to move all the IDPs in Site A to an alternate reservesite within the showground (see attached Contingency PlanImage).Initially the IDPs were afraid to have tents at the alternate site forfear of attacks. But this was before the power-sharingarrangement.Now three factors have informed the decision to move to thealternate site

There is stability and relative peace after the power-sharingagreement,there are 50+ regular police and paramilitary deployed to thecamp daily, andmovement to the alternate site would allow the Oxfam andUnicef team an easy time to properly address the drainageissues in the Arena.
