– For the senior managements of governments and local government where the nuclear power plant siting plan exists

Support of making roadmap of Capacity Building or HRD in newcomer countries
• Some proposals on roadmap of capacity building or HRD have been proposed or prepared by Japanese side according to the requests
• In these proposals, not only new comer country and Japan, but possible supports given by international organizations like IAEA and by other vendor countries are also considered

Tokai University Vietnam Nuclear Power Project Personnel Development Program
• Purpose
– Long and Mass Education to fulfill long term Human Resources and Capacity Building
– Education and training in the practical fields including internship
• Contents
– 15 Trainees ( 1st Group From Sep. 2012 to Sep. 2014)
9 Trainees (2nd Group From Sep. 2014)
– Not for degree, but for personnel actually working at plant sites in future
– To grow Leaders who can work as bridges between vendor and emerging country
– For first 6 months education of Japanese only
– Later education of nuclear engineering in parallel with Japanese
– Lectures by both professors and veterans from industries including Japanese style management
– Internship at NPPs (3 weeks x 3),

Summary
• Japan has restarted NPPs and is providing various kind of supporting activities for newcomer counties to develop knowledge and become knowledgeable customer
• More systematic cooperation in coordination with related organization both in Japan and in newcomer countries , international organizations and other vendor countries is required
• Effective networking both in vendor countries and in newcomer countries with the aid of IAEA can be the solution for developing knowledge timely

Role of JICC:
- JICC is designed as a contact window for newly nuclear power
introducing countries.
- JICC is also cooperating for infrastructure development with high
nuclear safety in these countries based on lessons learned Fukushima NPP accident
- JICC is keeping close tie with international organization like IAEA
