About Karnatak University :

Karnatak University was established at Dharwad in the Indian state of

Karnataka in October 1949. It had its official inauguration on March 1950. It was

established to cater to the needs of higher education of people of this region. It is

spread over vast area of 888 acres and has its own ambience with a sylvan setting

of undulating greenery. The rapid development of the institution is credited to

Wrangler Dr. D.C. Pavate, the then Vice-Chancellor of Karnatak Univesity,

Dharwad from 1954 to 1967. Karnatak University is the second oldest University

in the Karnataka state. It has 48 PG Departments, 3 PG Centers, 5 Constituent

Colleges, 275 affiliated colleges. 223 PG and 2780 U.G Teachers are working

under P.G. Departments, Constituent and Affiliated Colleges. Around 7726 PG

and 82,938 UG Students are persuing there studies. Various traditional and need

based courses are offered to prepare the students to face the larger challenges of

life. The University has been accredited with 'A' grade by National Assessment

Accreditation Council. The excellence in teaching, research and academic

performance has earned the prestigious tag of 'University with potential for

Excellence' by the UGC in 2014 which speaks of its academic excellence with its

70 years of fruitful existence.

Department of Dr.B.R.Ambedkar Studies – A Profile:

The Department of Dr. B. R. Ambedkar Studies was established in the year 1988. Prior to this Karnatak

University holds the credit of being the pioneering institution of higher education to start Dr. B. R. Ambedkar

Chair in the department of Political Science headed by late Prof. A.M. Rajashekhariah, who obtained his Ph.D

on Dr. B.R. Ambedkar. He was instrumental in establishing the Ambedkar Chair with the help of UGC grants.

Department of Dr. B. R. Ambedkar Studies offers Post-Graduate Diploma in Ambedkar and Open

Elective Courses which helps the students to understand the life and philosophy of Dr. B.R. Ambedkar. Every

year around 500 students study Dr. B. R. Ambedkar Thoughts. The department has organized Dr. B.R.

Ambedkar memorial lectures by inviting eminent jurists like Justice P.B. Gajendragadkar the then, Chief

Justice of Maharashtra, Justice A. Varadaraja, Justice A.R. Krishna Iyer, Justice O. Chinnappa Reddy and

Justice M. Rama Jois who had delivered special lectures on Dr. B. R. Ambedkar's Thoughts and Contribution to

society. The department offers courses in Dr. Ambedkar's life and mission, social and economic philosophy,

religious philosophy and political thoughts of Dr. B. R. Ambedkar. The department has been instrumental in

organizing conferences, seminars, workshops, special talks on various aspects of Dr. B.R. Ambedkar's

contribution to the world at large and oppressed people in particular.

Now the department has set out to organize a National Seminar on the

theme on Scheduled Caste and Scheduled Tribe Prevention of Atrocities rd th

Act : Issues and Challenges on 3 & 4 November 2019 for two days in a

befitting manner on the campus.

ABOUT : KARNATAKA STATE TRIBAL RESEARCH INSTITUE PROFILE:

Karnataka State Tribal Research Institute, Mysuru is sponsored by Ministry of Tribal Affairs, Government of India and functioning under the social welfare Department, Government of Karnataka. The Institute has been established in July 2011 at Mysuru. It conducts various Programmes such as Research, Ethnographic Study, Evaluation, Training, Seminars, Workshops, Conferences, Production of Documentary Films on Tribal Life and establishment of tribal museum and library.

A National Seminar Theme: SC / ST Prevention of Atrocities Act (POA): Issues and Challenges: India is witnessing uproar over the issues concerning SC / ST Prevention of Atrocities Act and the Supreme Court verdict of 2018 and reconsideration of POA recently by the Apex court. The country divided over this issue into pro Act and opponents on the other side. It is pertinent to evaluate the basic issues concerning POA and the constitutionality of ensuring protection and security to the socially backward, economically dependent, political unorganized and educationally most backward oppressed bottom classes i.e. Scheduled Castes and Tribes. The protection of so called Scheduled Castes and Tribes, who constitute one third of the population, is the prime concern of the state and in a bid to provide protection to SC's and ST's and as a constitutional obligation it has enacted the Prevention of Atrocities Act ,1986. Recently there was hue and cry that the legal provisions are misused by people, but before prosecuting any individual it has to be investigated by no less than a Sub Division Police Officer and the Apex court reversed the provisions and ordered that before filing criminal case under this Act against perpetrators it is mandatory to conduct an investigation and enquiry prior to filing FIR. Hence 2018 order. The Apex court again revised and restored the original POA by squashing 2018 order. Despite existence of various provisions that ensures protection of civil and human rights the Scheduled Castes and Tribes are targetted and tortured by the dominant upper castes in the contemporary India. Atrocities against these marginalized groups normally end up in rape, arsoning, thrashing, termination of all basic needs, excommunication, social ostracism, beating, killing and murdering and all these crimes are on the rise in the contemporary India. Mob lynching of Dalits in various parts of the country is an indicator of social conflict or unrest arising out of status-quoits upper castes and resisting lower castes fighting each other.

The Supreme Court verdict to recall March 2018 court order is a landmark judgement. It is welcome move as caste discrimination and untouchability continue to exist even after six and a half decades of legal abolition of untouchability. There are no legal safeguards for the downtrodden who are subjected to cruel acts such as arsoning rape, death, excommunication, thrashing, threats of criminal intimidation etc. The inaccessibility of basic infrastructure such as village water tank, temple, barber services etc and basic facilities such as education, shelter, potable drinking water, housing, health care, electricity and nutrition plagues these communities. Even drinking potable water, a basic necessity, is kept at a bay from SC's and STs in many villages and no one complains about it or register cases under POA, by the affected downtrodden marginalised groups. Most of the booked cases under POA are genuine. There are exceptions, but they should not be given prominence. The Apex court while passing order rightly observed that the constitutional provisions to safeguard depressed classes cannot be taken away on the perception that the law is being misused. This tendency is misuse of legal provisions is also with all legal provisions and misuse of legal provisions is unabated as the people are tend to misuse it for their own benefits. This tendency of misuse of legal provisions to be addressed separately. The study of atrocity cases against SC's and ST's needs to be tackled in the light of the Apex court order. Atrocities on SC's and ST's is an indicator of social conflict between traditional casteist forces and asserting Dalits which needs to be assessed empirically and the social conflicts must be studied by applying holistic and empirical approaches. This problem of study of atrocities on SC's and ST's is a multi dimensional and hence, it is necessary to employ empiricism to study it by involving all faculties to evolve multi-thronged strategies to fight the atrocities and heinous crimes against SC's and ST's in India. It is intended to provide a platform for all stake holders ranging from academics and administrators alike to throw light on the multi-faceted issues of atrocities on SC's and ST's through this National Seminar. The proceedings and deliberations of this National Seminar will be communicated to State and Central Governments to adopt them to ensure protection to SC's and ST's and also it helps criminal administration to evolve strategies to minimise crimes against SC's and ST's.

Registration Details:

Dharwad is a district head quarter and the cultural capital of north Karnataka. The town is built on seven hills and lakes. It is also called as Chota Mahabaleshwar. Dharwad in the fringe of Malenadu is a centre for higher education with several universities, including the recent addition of IIT. It is known for its great traditions in music and literature. The twin cities Dharwad and Hubli occupy an important place in the state. Dharwad is 425 KMS northwest of Bangalore on NH 4 between Bangalore and Pune. It is well connected with Bus, Train and Air facilities. The nearest airports are (Hubli 22 kms) Belgavi Sambra Airport (80 kms), Goa Panjim Airport (160 kms) form Dharwad. Dharwad has one thousand years history. All the north Karnataka dynasties ruled the region until 1818 where the British began their rule after facing Kittur Chennamma and Babasaheb of Nargund. The British Dharwad was a humble town. The town has fort built by the Vijayangar empire in 1403 Dharwad palyed a siginificant role in India’s struggle for Independence. Great leaders like Tilak (1907) Gandhiji and Lala Rajapathrai (both in 1921) Rajaji (1927). Bose (1938). Savarkar (1940) have paid their visit to this town. Progressive king of Kolhapur Shahu Maharaja was educated at Maratha Mandal School in Dharwad. The Dharwadians celebrated at the circle now known as Jubilee Circle in 1947 when India got its Independence. Great humanist, Epoch maker Dr. B.R. Ambedkar and his wife Smt. Ramabai Ambedkar visited this place and had stayed here at a place now known as Buddha Rakkhit School at Dharwad. Hence the city of Dharwad is surely going to lay a milestone in organizing this national seminar under the auspicious of joint KSTRI, Mysuru and Karnatak University, Dharwad. 6

Dr. B.R. Ambedkar & Dharwad – A Unique Relationship :

In 1856 A Mahar (oppressed class) boy sought admission to pursue his education in Dharwad. Then the East India Company was ruling India. Because of the social restriction imposed by Hindus on depressed classes it could not take decision in favour of Mahar boy. Therefore the company reffered the case to the then Queen of England. When Babasaheb Ambedkar was pursuing higher education in U.K. (1920), in the India Office Library he came across record of plea of Mahar boy. Babasaheb Ambedkar was thrilled to see the letter of the boy. In this connection Babasaheb Ambedkar wanted to visit Dharwad. In 1929 he started a Boarding for untouchable boys. In the year 1930-31 when Babasaheb Ambedkar went to England to participate Round Table Conference, during those days Matoshri Ramabai came to Dharwad and stayed with the inmates of the boarding and in the time of distress she had to pawn her gold bangles to provide ration for the poor inmates of the boarding. Sir Siddappa Kambli then Minister for Education who hailed from Dharwad was very close to Dr. B.R. Ambedkar. In the year 1925-26 Bombay Government appointed a University Reform Committee. Sir Chimanal Setlavad was appointed as a Chairman. Though Ambedkar was not a member of the Committee, the Committee sent a questnaire to him. Babasaheb Ambedkar gave a written report to the committee in which he recommended to consider Dharwad as a potential higher education centre & to start a University.

Dharwad has moderate climate in winter. The nearby tourist places are Dandeli, Goa, Kittur Fort,

Savadatti, Gotagodi Badami, Aihole, Pattadakallu, Hampi, Bijapur, Buddha Vihar at Sannati and Gulbarga &

Goa.

Cultural Activities : A Cultural programme is organized on the first day evening of the seminar at the Golden Jubilee Hall.
