Karin Fickerson, QEP, CPP, CAPP, works as the Air Quality Team Lead in
Environmental Services for SoCalGas. Prior, she worked as an environmental air
quality consultant for 20 years where she provided air quality compliance and
permitting support to the oil & gas, power, and manufacturing sectors.
Karin is the current Chair of the West Coast Section and a Past Chair of the Channel
Islands Chapter. She has previously presented papers at the A&WMA Annual
Conference & Exhibition on topics including the Evolution of the Power Market and
Energy Efficiency Programs.

Wayne Nastri was unanimously appointed by the SCAQMD Governing Board as Executive Officer in December
2016. Previously in his career, he served from Oct. 2001 through Jan. 2009 as U.S. EPA's Regional Administrator
for Region 9 – Southwest Region, which has jurisdiction over California, Arizona, Nevada, Hawaii and the Pacific
Islands. In that position, he was responsible for policy development and operations, exercising management
oversight for nearly 1,000 employees and an annual budget exceeding $700 million. Mr. Nastri also focused
Region 9 efforts on development of strategies to address emissions associated with ocean-going vessels and
marine ports. Before his federal position, he served as Governor's Appointee on the SCAQMD’s Governing Board
from Aug. 1997 to Aug. 1998.
Earlier in his career, Mr. Nastri served on the site mitigation external advisory committee for Cal/EPA's
Department of Toxic Substances Control (DTSC), the zero-emission vehicle implementation advisory committee for
the California Air Resources Board, and the site manager's advisory committee for the Office of Environmental
Health Hazard Assessment (OEHHA). He also served as the Legislative Director for the Cal Env Bus Council.
In his earlier private sector experience, Mr. Nastri served as co-president of E4 Strategic Solutions, Inc., a
consulting firm focused on negotiating mutually effective solutions for complex environmental & energy issues
faced by regulatory authorities, elected officials, and executive management at local, state and federal
levels. Earlier employments also include: Senior Vice President and Co-Chair of the Energy & Environment
Practice of mCapitol Management; Sr. Vice-President of Dutko Worldwide; President of Environmental
Mediation, Inc.; and Vice President, Environmental Affairs of the Jefferson Group in Washington D.C.
Mr. Nastri holds a bachelor's degree in Biochemistry from the University of California, Irvine.

Dr. Krishna Nand is the Principal at the Environmental Management Professionals (EMP). He
established EMP in 2005 and has been participating and managing the preparation of air permit
applications for power generating facilities, California as well as EPA Risk Management Plans and
Process Safety Management Plans for power generating facilities and water treatment facilities.
Prior to establishing EMP, Dr. Nand worked at Parsons (Pasadena, CA) for 22 years and was
responsible for managing environmental projects, including air quality impact assessments, compliance
studies, preparation of air permit applications, management of the preparation of AFCs for power
plants, air emissions estimation, emission inventories for criteria pollutants, toxic air contaminants,
including AB2588 “Hot Spots” emission inventories, air dispersion modeling, multipathway HRAs, risk
assessments for the release of toxic and flammable materials, and California as well as EPA Risk
Management Plans and Process Safety Management Plans.
Dr. Nand has worked as Environmental Program Manager for a wide range of industrial projects,
including power plants, incineration, petrochemical, petroleum refineries, gas processing plants,
pipelines, water, wastewater and water reclamation plants, transportation, and other development
projects. During his professional career, Dr. Nand has managed or participated in more than 300
environmental projects and authored more than 50 technical papers. Dr. Nand is a current Board
Member and past chair of the A&WMA’s West Coast Section.

Dr. Philip Fine is the Deputy Executive Officer for the Planning, Rule Development & Area
Sources Division at the South Coast Air Quality Management District. In this role, Dr. Fine
oversees all activities of the Division, including development of State Implementation Plans
and the Air Quality Management Plan, strategies and rules for air pollution control,
meteorology and forecasting, air quality evaluation, air toxics risk assessment, emissions
inventories, transportation programs, and enforcement for area sources. Dr. Fine serves as
SCAQMD’s member for the California Air Resources Board legislatively mandated Research
Screening Committee. Prior to his recent positions, Dr. Fine’s responsibilities at SCAQMD
included oversight of ambient air monitoring, laboratory services, quality assurance, and
source testing.
Prior to joining the SCAQMD, Dr. Fine was a Research Assistant Professor at the University of
Southern California, Los Angeles where he taught courses and conducted extensive research
on particulate pollution and its health effects, resulting in over 45 peer-reviewed scientific
publications. He received his Ph.D. from California Institute of Technology in Environmental
Engineering Science, and his bachelor’s degree in Mechanical Engineering and Materials
Science & Engineering from the University of California, Berkeley.

Tracy Goss is a Planning and Rules Manager with the South Coast Air Quality
Management District (SCAQMD) and has been with the agency for more than 29 years.
He currently oversees rulemaking activities for New Source Review, Particulate Matter and
NOx/SOx Strategies, including the RECLAIM program, in the Office Planning, Rule
Development, and Area Sources. He has a Bachelor’s Degree in Mechanical Engineering
and is a licensed Professional Engineer in that area of discipline.

special projects manager to plant manager of a gas turbine plant in Argentina.

electric utility and another 2 years as a Sr. Project and Department Manager at
large US based engineering firm. His responsibilities included managing SCR
projects on both new and retrofit applications firing fuels such as coal, gas and
biomass as well as simple and combine cycle SCR gas turbine projects. For the
last 11 years Mr. Jones has been with Haldor Topsoe, Inc. as Sales and Business
Development Manager, Power Generation focusing on the design and sale of SCR
catalyst, including process engineering and consulting functions, for all types of

industrial applications, involving Selective & Non-Selective Catalytic
Reduction, Low NOx Burners and Continuous Emissions Monitoring systems.
Prior to joining MHPS, Bob worked for Research Cottrell, Environmental
Labs, Applied Utility Systems and Johnson Matthey in the field of air
pollution control. He has worked throughout the world in North & South
America, Asia and the Middle East.

Dr. Laki Tisopulos is the Deputy Executive Officer (DEO) of the Office of Engineering & Permitting at
SCAQMD. This multi-unit office of approximately 160 skilled professionals engaged in permitting of
equipment, processes and state-of-the-art control equipment employed by more than 27,000 local
stationary sources. In his current capacity, he is actively pursuing efforts to upgrade, modernize and
streamline SCAQMD’s permitting activities, improve transparency and customer service.
Prior to his current position, Dr. Tisopulos served as the Assistant DEO for the Office of Science &
Technology Advancement at the SCAQMD, where he led the ambient air and special purpose
monitoring, source testing, laboratory analysis, and quality assurance functions of the agency. During his
tenure with the Office of Science & Technology, he actively pursued modernization efforts of SCAQMD’s
monitoring and analytical capabilities through the introduction and experimentation of state-of-the-art
instrumentation, fenceline optical remote sensing technologies and air quality sensors. Dr. Tisopulos has
also served as Assistant DEO of Planning, Rule Development & Area Sources and was extensively
involved in developing many regulatory flexibility programs, as well as coordinating development
activities of the Air Quality Management Plan.
Dr. Tisopulos joined SCAQMD in February 1988. He holds a Doctorate and Master's Degree in
Chemical Engineering from the University of Southern California. He is a member of and volunteer for
the A&WMA, where he previously served as a Director and Vice President for its Board of Directors
and Chair of its West Coast Section.

Michael Krause earned his Bachelor of Science in Petroleum Engineering from the Colorado School of
Mines in Golden, Colorado. Mr. Krause worked in the oil industry and the environmental consulting field
before launching his 26-year career with the South Coast Air Quality Management District (SCAQMD).
Recently promoted to Planning and Rules Manager, Mr. Krause oversees the preparation and release of
the Draft 2016 Air Quality Management Plan (AQMP) complimenting his work as Program Supervisor
over the 2012 AQMP. Previously, he oversaw the preparation of all environmental assessments in
accordance with the California Environmental Quality Act (CEQA) for SCAQMD rule development and
air quality permit projects, as well as the led the effort to create the California Emissions Estimator
Model (CalEEMod) in 2010, chairing the statewide CalEEMod Focus Group within the California Air
Pollution Control Officers Association (CAPCOA), periodic updates and improvements to the model,
along with assisting and advising users in its operation. Mr. Krause began his career at the SCAQMD as
an Air Quality Engineer permitting a variety of air polluting and toxic sources followed by preparing
over 120 environmental assessments in accordance with the requirements of the CEQA for new and
modified rules and regulations as an Air Quality Specialist; and managing the development of CEQA
documents for 45 permit projects, including large refinery and utility projects. Mr. Krause has co-
designed and developed the SCAQMD’s CEQA website, was co-creator of SCAQMD 400-CEQA form,
and has been an active member on a number of working groups developing approved significance
thresholds for PM2.5, localized impacts, and greenhouse gases (GHGs) for industrial sources.

Kevin Durkee is SCAQMD’s Senior Meteorologist, supervising the
Meteorology/Air Quality Evaluations and Point Source Modeling group.
His group’s responsibilities include: air quality forecasts and public alerts;
air quality data evaluations for routine and special monitoring;
implementation of meteorological field measurement programs; and permit
modeling. Based on his experience with measurements and providing air
quality information to the public, Kevin has a lead role in the rule team for
development SCAQMD Proposed Rule 1180, Refinery Fenceline and
Community Air Monitoring.

Clinton MacDonald is a Vice President and manager of the Meteorology,
Measurements, and Outreach Division at STI. His responsibilities include
designing field programs to meet clients' scientific objectives, overseeing
projects to ensure that they meet client needs and the highest quality
standards, and supporting the design and implementation of data analysis
and modeling solutions to address scientific questions. His areas of
expertise include meteorological and air quality analysis; air quality
forecasting; air quality meteorological measurements; and designing and
managing complex field studies. He has extensive experience with
instrumentation, data validation, data analysis, and modeling.

regulatory compliance, litigation support, expert witness work, and risk management. Specific
projects have ranged from multi-pollutant air pollution control evaluations for cargo vessels, to
managing the installation and start-up of multi-million dollar air pollution control systems in
wood fired boilers and glass furnaces. Joe also leads Ramboll Environ's work in the area of
emissions trading. His service on the South Coast Air Quality Management District (SCAQMD)
Advisory Council for nearly five years has provided him with an excellent understanding of
regulatory processes. He uses this information to negotiate complex technical agreements and
permits with agencies, assist facilities with compliance programs and provide technical
expertise to litigation teams. Joe teaches air quality permitting and air pollution control
courses at the University of California-Los Angeles. He also serves on the American Association
of Port Authorities Environment Committee. Joe is a current Board Member and past chair of

Heather Tomley is the Director of Environmental Planning for the Port of Long
Beach. She joined the Port in 2005 and progressively moved into positions of
greater responsibility. She was named to her current post as Director in
February 2014.
Ms. Tomley leads the Division most directly responsible for the Port's signature
environmental programs, such as the Green Port Policy, and coordinates
programs to improve air, water and soil quality, preserve wildlife habitat and
integrate sustainability into Port practices. She co-wrote, implemented, and
assisted with updates to the San Pedro Bay Ports Clean Air Action Plan (CAAP),
which serves as a guideline for programs focused on cleaning Port related air
emissions. She is also responsible for developing the Port’s Energy Initiative.
Ms. Tomley earned her Bachelor of Science degree in Chemistry from California
Polytechnic State University, San Luis Obispo, and her Master of Science degree
in Environmental Science from the University of North Carolina at Chapel Hill.

Christopher Cannon is the Director of Environmental Management for the Port of Los Angeles, a position he has held
since October 2010. In 2015, he was named Chief Sustainability Officer of the Port.
In this role, Mr. Cannon is responsible for balancing commerce and growth with ecological sustainability and social
responsibility at the nation’s busiest container port. The Environmental Management Division provides full
environmental services related to water, soils and sediments, air and biological resources, and is responsible for
preparation of environmental impact assessments mandated by state and federal law; special studies involving
dredging, noise abatement, water quality and air quality; site restoration, remediation and contamination
characterizations; wildlife management; and establishment of policies regarding environmental quality issues.
Mr. Cannon first worked at the Port of Los Angeles as a consultant, starting in 2004, where he worked with the Port
Environmental Management Division’s Air Quality and CEQA groups, supporting the development of key air projects
such as the Clean Air Action Plan as well as the Harbor Department’s efforts to complete critical environmental impact
reports for Port-related projects. In 2008, he helped to develop and served as the Project Manager of the Port’s
highly successful Clean Truck Program.
Mr. Cannon has 21 years of experience in the environmental services industry, working on a range of projects while
employed by ENVIRON International Corporation and TRC Environmental Solutions.
Mr. Cannon also spent two years as a legislative assistant for environmental policy on the Washington, D.C. staff of
U.S. Representative Martin Sabo of Minnesota.
Cannon received a bachelor’s degree in Government from Dartmouth College and a law degree from University of
California at Berkeley’s Boalt Hall School of Law. He currently lives in Los Angeles.

Project Manager, at SoCalGas. The main focus of his area is to develop and demonstrate

infrastructure. He holds a B.S. degree in Mechanical Engineering from Cal Poly Pomona

projects including geothermal, solar thermal and wind. Kate is treasurer
and a board member of the California Energy Storage Association and

Sara J. Head, QEP, is a Principal Scientist in Yorke Engineering’s Newbury Park,
CA office. She has been an environmental consultant for 40 years. Sara’s focus
for the past 20 years has been on permitting power generation throughout the
southwest, including both fossil-fueled and renewable power plants, and she
has recently become involved with waste to energy projects. Sara is the Chair of
the Ventura Co. APCD Advisory Committee. She is also a Past President of the
Air & Waste Management Association (A&WMA), and is currently on the Board
of A&WMA’s West Coast Section and is a member of A&WMA’s Honors and
Awards Committee. Sara is the Past Chair of A&WMA’s Technical Council, where
she works with the group that is putting together the technical program for
A&WMA’s 111th Annual Conference & Exhibition to be held in Hartford, CT on
June 25-28, 2018.
Jillian is a Planning & Rules Manager at the South Coast Air Quality Management District
(SCAQMD) where she is responsible for the CEQA and CEQA-IGR, AB2588,
Socioeconomic, Point Source Modeling and Meteorology/Air Quality Evaluations
programs within the Planning, Rule Development, and Area Sources division. Jillian
received her Ph.D. in Environmental Sciences from the University of California, Riverside
where she conducted her research in atmospheric reactions of VOCs at the Air Pollution
Research Center. Prior to joining SCAQMD, she worked as an environmental consultant,
specializing in air quality analyses and health risk assessments for various CEQA and
NEPA projects. In addition to published journal articles, white papers, conference
presentations, and participation on various technical panels and advisory committees,
Jillian was the State/Local modeling co-representative for NACAA and US EPA and is
currently the Chair of the CAPCOA Planning Managers committee.

Bhaskar Chandan, P.E., QEPSupervising Air Quality Engineer

Bhaskar Chandan joined the SCAQMD in 2001, and is currently a
Supervising Engineer in the Energy, Public Services and Terminals Permitting
team. He has over 25 years of experience in the Air Quality/Air Pollution
Control field.
Prior to joining SCAQMD, Bhaskar worked for 12 years with several
private companies involved in source testing, consulting and engineering.
He has Process Engineering and Project Management experience in air
pollution control, and has implemented several NOx and VOC control
projects. In his current capacity, Bhaskar supervises a team of permitting
engineers responsible for implementing air quality regulations for the local
power plants and other sources.
Bhaskar received his Bachelor’s in Chemical Engineering from Manipal
Institute of Technology, and earned is M.S. from Oregon State Univ. He
currently servs as Vice-Chair of the A&WMA’s West Coast Section.
