An international author, a nationally acclaimed poet, a library curator and special events such as a spelling bee all added to the experience.
Paul Diamond, curator of the Maori collection at the Alexander Turnbull Library in Wellington visited the college along with well-known teenage � ction writer, Stacy Gregg, who conducted writing workshops, while poet, Paul Burrell, spent a morning with years 8, 9 and 10 at the college.
Throughout the week English teacher, Sarra Harvey, ran a popular ‘all American style spelling bee’ competition and library manager Lisa Salter organised a caption competition.

Dargaville High School student, Katie Humm, was awarded $1,000 as � rst prize at the Zone 3 Young Ambassadors ceremony held recently at the Memorial Park kiosk in Dargaville with second prize of $200 going to Ciara Swords from Bream Bay College.

Otamatea Christian School and Bream Bay College were judged on academic achievement, sporting performance and community involvement as well as an interview and a � ve-minute speech.

Paparoa ‘the village in the valley’ is marking the 150th anniversary of the arrival of the Albertland settlers in the Kaipara harbour with three days of festivities at Labour weekend.
The organising committee chair Graham Taylor says registrations are � lling fast and local accommodation providers say booking early is recommended.
“A couple of Bed and Breakfasts in Paparoa still have spaces and several families are willing to billet people but people need to get in quick,” says committee member in charge of registrations, Roybn Skelton.
The Albertland settlers arrived in the Kaipara from 1862 onwards in a series of ships sailing from England. They settled a total of 70,000 acres of land around the Northern Kaipara, including Port Albert, Pahi, Paparoa, Whakapirau and Maungaturoto.
Each adult received 100 acres of land, with an addition of 20 acres for each
child, from the colonial government of the time, and many of their descendents still farm the original grants to this day.
The Paparoa celebrations will feature a street parade, a dance, a landing re-enactment and a banquet among many other activities.
The organising committee began preparations 18 months ago and they are now meeting weekly to ensure the success of the weekend.
“It’s not just for people that have Kaipara heritage connections — we’re involving the whole community with events to suit everyone,” says Mr Taylor.
There will be additional charges for some events, including the planned Bush Dance and a banquet featuring the best of Kaipara produce.

Main Coachline is set to carry on with its well patronised passenger service between Dargaville and Auckland much to the relief of many in the district.
Pieter and Audrey Fakkers had decided to call it a day and place the business on the market, following a spate of ill health for Pieter earlier this year.
However, Pieter, who is the main coach driver, has made a recovery and is able to continue with the service with assistance from another driver.
“I stopped driving due to ill health but I’m pleased to report I now have clearance from the doctor.”
The buses have been carrying backpackers, parcels, packages and even � owers between Dargaville and Auckland for over 20 years. Pieter also collects students on Friday afternoons from eight boarding schools around Auckland, delivers them home and then drives them back to school Sunday night.
Pieter who has been the sole driver for 12 years will be assisted by a new driver who will share the schedule.
There are two changes to the coach timetable, the Friday 9.30am Auckland to Dargaville service has been cancelled and there will be no Friday 1.30pm Dargaville to Auckland service.
Aside from these two changes, the service will run as normal.
“My father, George, was apprenticed to a builder but the dust aggravated his chronic asthma and had to give it up. He tried to � nd a job in Auckland but it was hard times and had no success.
“When he heard that Mr Davey wanted to sell his furniture retail business in Dargaville he borrowed the money and bought the business. That was in 1936,” says Don Munn.
By 1938 George’s brother Maurice had come on board along with younger brother Reg. The trio were joined in the 1950s by the next generation, Don and Graeme.
Don’s wife, Noeline, joined the sales team in 1975 when the new two-storied showroom building was opened and the � ooring business allied with Flooring Xtra and moved across the road into the old Hobson County Council building.
George Munn not only survived the Great Depression but went on to build a reputation in town for good quality furniture and carpets at fair prices through sheer hard work and good old fashioned business acumen.
“The planned succession for Shane, the third generation of the family, to carry
on Munn’s Furniture and Furnishings, was stalled because of a serious decline in business due to the recession and a rising cost of living,” says Mr Munn.
“Along with this, all residents in our town and district are now being faced with the prospect of increased property rates also affecting disposable incomes and has given rise to concern about an uncertain future for the business and its future owners.
“It is with great sadness that we have had to make the decision to close the doors after 76 years of providing house furnishings, service and support to our community.
“Thank you Dargaville for your support.”

The week’s activities came to a colourful conclusion at the end of the week when staff and students were invited to come to school dressed as a favourite book character.
“I chose Alice in Wonderland as my favourite book character because I grew up reading the story and I really enjoyed it — I think Alice is a fun character,” said year 12 student, Anna Beale.
“The school rose to the occasion and many weird and wonderful and hilarious characters populated the college’s classrooms and roamed the corridors and playing areas,” added Head of English, Huw Turner.
“This certainly gives us something to build on for the future. Obviously we take literacy very seriously and have a responsibility to enhance the language experience of our students. It was very heartening to see students getting excited about spelling and taking the trouble to come to school dressed as a favourite book character.” The theme for UNESCO International Literacy Day this year is literacy and peace, adopted to demonstrate the multiple uses and value that literacy brings to people.

Set in the ’60s, the play is a comedic ‘whodunit’ where two critics, Birdboot and Moon, are drawn into the murderous plot.
Director and drama teacher, Kate Davison, said rehearsals have been going well and students taking part have connected with the material.
“They seemed to click with the style of the comedy — it’s quite strange and quirky, a bit over the top and a bit dark as well.”

IS DARGAVILLE uP foR tHE CHALLEnGE?A group of people from Dargaville are seeking to make a difference for our community. Their aim is to develop our model of the successful project that has been running in Otorohanga.
Over the last five or six years Otorohanga has managed to dramatically reduce youth unemployment, and in doing so has managed to significantly reduce the amount of anti-social behaviour such as youth crime and graffiti.
The change began about seven years ago when a small group from the local community decided to investigate why Otorohanga district school leavers were not taking up locally available trade jobs and apprenticeships. They discovered that young people were leaving Otorohanga to take up pre-employment qualifications and study elsewhere.
So, with Mayor Dale Williams at the helm, the group decided to establish the Otorohanga Trade Training Centre in partnership with the Waikato Institute of Technology (Wintec). Research was undertaken to identify the industries with the greatest uptake of apprentices, and specific courses were developed to train school leavers in skills that local employers needed. Some employers even guaranteed jobs following the completion of certain courses.
Dale Williams says it all began because Otorohanga businesses had grown so desperate for workers that many were thinking seriously about leaving town.
“Employers were all asking the same thing,” Dale says. “How come our local kids weren’t applying for local jobs and apprenticeships.”
“What we found,” says Dale, “was that kids were leaving the district to do apprenticeships and study elsewhere — and these kids were never coming back.”
At the end of the day it is education that is the real winner here; living proof of what we know to be true — that educating people, to whatever level, brings its own rewards, to the individual and to the wider community.
At present there is group in Dargaville, co-ordinated by Andrew Wade, taking the first steps along this path. One of the initiatives is to provide a supervised space for apprentices to do the theory in their workbooks. This is one of the big stumbling blocks that they have to overcome to complete their qualification.
Can this be a success story that we here in Dargaville will be motivated enough to emulate?
A number of our Drama students will be putting on a performance of “The Real Inspector Hound”. This is a multi-dimensional dark comedy (a play within a play). The hilarious dialogue and deeper meaning will appeal to a wide audience. The performances will take place in our Drama Room at 7:30pm on the 14th and 15th of September. Prices are $10 for Adults and $5 for students.

Secondary students living in Mangawhai, Kaiwaka, Maungaturoto and Paparoa are eligible to apply for the Maungaturoto and Districts Rotary Club, President Scholarship.
The successful applicant will receive $1,000 to go towards tertiary education, not limited to universities but polytechnics and other recognised courses as well.
“One of the purposes of Rotary is to actively encourage youth and this is another way that we are helping in this area,” says President of Maungaturoto and Districts Rotary Club, Keith Shadbolt.
Students that are involved in community work, sports, arts or academic achievement will be considered and can collect an application from their school of� ces.
Scholarship opportunity
While the principal aim of the KCTDG is to increase visitors to the kauri coast, their focus is on adopting an overarching strategic approach to support tourism in Northland as a whole.
The group collectively provides business acumen, knowledge and experience in the tourism industry, and has been working together for over 12 months.
The members are owner of Waipoua Lodge, Ian Farrant, CEO of Matakohe Museum, Betty Nelley and owner of Copthorne Hokianga and Footprints Waipoua, Shane Lloydd.
Together with James Brackenbury, who represents Dargaville and surrounds, the group brings a strong representation to the regional picture through their role on the Northland Tourism Development Group.
“This is a really exciting opportunity and is gaining a very positive momentum. We are adopting a strategic, collaborative and cohesive approach to strengthen the awareness and promotion of the kauri coast as a whole. Although a strategic approach is not a new concept, it has been dif� cult to achieve in the past, but now it’s happening,” says member, Ian Farrant.

groups throughout Northland including the newly formed Economic Development Agency (EDA) which has replaced Enterprise and Destination Northland.
KCTDG member Shane Lloydd is tourism sector representative for the Northland Economic Advisory Group (NEAG) and will provide a strong voice for Northland and the Kaipara.
The NEAG, which comprises 14 representatives across the major economic sectors, is an advisory group to the EDA which promotes tourism and economic development in Northland.
“The recent changes within the key tourism industry structure has provided an ideal platform for the group to launch a promotional strategy for the region.”
“Our aim is to work collaboratively with a diverse range of interested
parties as an increase in numbers to the region also bene� ts non-tourism businesses, for example supermarkets and petrol stations.”
Mr Farrant stresses that ‘the group does not seek to replace the work of community groups or how they represent themselves.’
The � rst initiative is the coordination of the kauri coast composite advertorial which will feature from the Brynderwyn to the Hokianga in a dedicated Northland supplement in the NZ Herald, September 11.

This is a major provision in the Terms of Reference which have been laid down for the four Commissioners who now effectively govern the Kaipara district. Triennial KDC elections were supposed to take place along with the rest of the country, in October next year.
The commissioners will remain in place until the day after the new council is elected at an election set to take place in 2015.
Appointed to take over the debt-beleaguered council are John Robertson (chair), Richard Booth, Colin Dale and Peter Winder.
They were briefed last week by Greg Gent, the chair of the Review Team which had been appointed by the Minister of Local Government, David Carter, in the wake of the KDC declared debt of $80 million.
Incurred in part by the Mangawhai Wastewater Scheme, the debt and proposed rate rises sparked a ratepayers revolt, with threats to withhold their payments.
Mr Gent said his brie� ng centred around recommendations laid out in the review team’s report to government last month.
“I came away from our meeting feeling very enthusiastic and reassured,” he added.
“Engaging with the community was highlighted as being very important. Kaipara has some big issues to work through but I have every con� dence that the commissioners will be doing so very methodically, thoroughly and professionally.”

The Department of Internal Affairs has established terms of reference for the commissioners set out in four phases covering from now until 2015.
Their tasks include ‘to work through issues raised by council’s Annual Report and Long Term Plan that relate to the � nancial risks faced by the council’ and to ‘undertake actions to enforce the payment of 2012/2013 rates and any unpaid rates from previous years.’
Commissioners are directed to ‘work with the Kaipara community and ratepayers and the Department of Internal Affairs to identify options

They will ‘identify the capacity of the Mangawhai Community Wastewater Scheme, whether it is � t for purpose and the ideal funding model for the scheme for the future. This work is to have regard to the � ndings from the Auditor-General’s Inquiry into the Mangawhai Community Wastewater Scheme.’
The commissioners are also required to, ‘begin initial engagement with the community and iwi to rebuild con� dence and trust in the council. This may include the establishment of community and iwi reference groups.’

Council is $80 million in debt with the majority of that debt currently held by banks.
In a recent letter to council Audit NZ stated that, ‘council is reliant on the continued support of its bankers, with at least one possible breach of its banking covenants.’
“There is a big difference in the interest rates charged by the bank and those charged by debt provided via the LGFA. We estimate council will save in the order of $250,000 to $350,000 a year by having access to this funding source,” said chief executive, Steve Ruru.
The LGFA which is owned by local and central government is supported by a Joint and Several Liability guarantee.
“Council will join the LGFA as a guaranteeing local authority. If it did not join as a guaranteeing member it would have been unable to access loans of more than $20 million,” added Mr Ruru.
He acknowledged that “during consultation on the Long Term Plan
some were concerned about joining as a guaranteeing member. They thought it might put council at risk from having to bail out other indebted councils.”
Mr Ruru added, “while there was a guarantee being provided the chances of it ever being utilised were minimal.”
LGFA chief executive, Phil Combes said that, “councils who join as a guarantor effectively agree to guarantee the company’s � nancial obligations to its bond holders. The guarantee will never be called unless LGFA defaults on its obligations — the ‘default risk’ is regarded as extremely unlikely.”
“There are multiple forms of funding and security in place and these are provided by all local authorities who borrow through the agency. These arrangements allow the LGFA to draw upon the resources of all local authorities to avoid defaults should a problem ever arise,” said Mr Ruru.
“We haven’t joined the LGFA yet — this is something that we will be looking to work through in the next few months.”

Terrie Vazey made history at the annual Aratapu Tavern wild boar hunt being the � rst woman to successfully get a boar since the category was added to the competition four years ago.
Broadie Ruatara also achieved a � rst as it is the only time an under 16 year old has successfully hunted a pig at the Aratapu competition.
The hunt began midnight Friday in secret hunting spots around Northland and ended at Aratapu Tavern on Sunday afternoon for festivities and prize giving.
“It was a great success for the hunters — they brought back the most pigs this year with 14 boars as well as the � rst lady and junior to actually get a pig,” says proprietor of the tavern, Donice Hall-Morris.
Carl Wrathall took home $500 for heaviest boar weighing in at 68.5 kilograms and he also snagged the prize for average weight.
Around 100 enthusiasts joined the hunters to celebrate with a spit roast, ice cold beers and tunes played by Urban Country from Ruawai.

The Kaipara Citizens and Ratepayers Association (KCRA) deplores the absence, from the terms of reference for the newly appointed Commissioners, of instructions to pursue accountability for what went wrong in Kaipara District Council.KCRA had asked the Minister in writing:• that as well as addressing the future, the Commissioners be
directed not to sweep the past under the carpet.• that they independently, fully and transparently investigate
the actions and inactions of the Council’s former and current members, employees, contractors, consultants, advisors and auditors, and Audit New Zealand.
• that the terms ensure they had no confl ict of duties that would interfere with getting redress, including against the Audit Offi ce.
The terms leave it unclear whether the Commissioners can do any of that. The KCRA will ask the Commissioners whether they think they have any confl icts, and what priority they will place on accountability.It is neither fair nor reasonable to burden citizens and ratepayers with unsustainable and illegal debt if those who incurred it are not held accountable.KCRA notes that despite the illegalities the Terms of Reference ‘phase one’ directs that the Commissioners are to:undertake actions to enforce the payment of 2012/13 rates and any unpaid rates from previous years;Consequently, a ratepayer petition re-enforcing KCRA’s demands to the Minister is to be launched this week.It will be available throughout the Kaipara. Thirty three walking enthusiasts enjoyed the outdoors and got off the beaten track with the Dargaville walking group recently.
The trek began at the Kai Iwi Lakes and ventured across Waikare Farms where farm manager, Bruce Clare, kindly turned off electric fences to let the group pass through.
It continued along the beach to Maunganui Bluff then looped back through farmland taking a total of three and a half hours.
The group spotted a stingray basking in the shallows along the beach, petri� ed kauri and black swans swimming in the farm lakes.

Community must be involved
Dear Sir,I have earlier congratulated Greg Gent
and his team on their report.I have consistently gone public in
suggesting that the Minister of local Government ensure that commissioners to be appointed include community members who have deep local knowledge.
Here is one important reason, the Mangawhai Endowment Fund Act 1986 is a very important foundation stone for both the Kaipara and Mangawhai Districts.
Historically this fund stretches back to 1860 when harbour fees were charged for shipping access. When the councils were merged according to the
Ellsworthy plan, deeply criticised by Mangawhai residents, the fund required its very own Act of Parliament. This fund has been used to � nance community projects, ie the land where the skatepark is, and assist the Mangawhai Harbour Restoration Society.
When I was Chairman of the Society it came to my attention that this fund was being mismanaged at best. The trustees of this fund were successive Mayors and Councillors.
As well, as Chairman of the MHRS it was clear that the MHRS annual levy was insuf� cient to fund the work, pay the interest on the MHRS loan and reduce the indebtedness.
It is public record that when I became Chairman of the MHRS the Society owed $982,000 bank debt and $130,000 to creditors. Today the society owes very little comparatively.
Our community use the frequently quoted statement, ‘The Health of our Harbour is the Health of our Community’ and we the community continue to pay the annual levy of $78.40 per annum.
As Mr Gent’s report says and I quote him ‘the Commissioners will have to establish strong community links’ because our communities trust in the KDC on many fronts has been smashed.

An open letter to The Trustees of the Dargaville Community Cinema Charitable Trust.
The authority you claim to have to desecrate the Northern Wairoa Memorial Hall is very doubtful. It is not to be used as a cinema entrance.
The Northern Wairoa Memorial Hall was built by the Ministry of Internal Affairs and erected in Dargaville as a memorial to the 258 members of the New Zealand armed services who made the supreme sacri� ce and were unable to return to their families.
Their names are on the Memorial Wall outside the Nothern Wairoa Returned Services Association clubrooms and are also embroidered with their family names on the large New Zealand � ag inside the War Memorial Hall.
The hall is registered in Wellington and is subject to the rules governing it’s use, predominately that it is not to be used for commercial gain or pro� t. If there should be any surplus it has to be donated to a recognised charity.
The Kaipara District Council do not own this hall and at best acts as guardian for maintenance and overseeing it’s correct use. When the cinema stunt was discussed at a recent KDC monthly meeting, KDC were asked
to guarantee a loan being raised by the Dargaville Community Cinema Charitable Trust. This was agreed in council with the mayor saying that there was not to be any cost to the ratepayers.
There needs to be a substantial rethink on this issue with the KDC and the Northern Wairoa Memorial Hall taken out of it.

Bee Gees tribute band, the Gee Bees, reminded around 150 baby boomers what it felt like to dance until their muscles ached at the Mangawhai Club in the weekend.
“It was absolutely brilliant, everyone had a fantastic time. The whole show was so professional, they packed the dance � oor all night,” says club manager, Wayne Williams.
The tribute band sang two sets, delighting Bee Gees fans with their white disco suits and sparkling grins.
Mangawhai resident, Alison Cox said a highlight for her was when the tribute band diverted from the Bee Gees to perform YMCA and asked the audience to remind them of the legendary moves causing one man to lead the way on a table top.
Before the show, fans enjoyed a buffet with mouth watering roasts, a wide variety of seafood, sides and dessert put on by the club caterers.
“Everyone was raving about it, and I know I’ve got sore feet from dancing,” says Alison.

Yep, I shore did cos’ Mum fed me briskit an’ stuff, an I stacked on a bitta wait. Thena Boss come home, an for a cupla weeks it wuz orl OK because he’s bin gittin inta a bita French queesine he reckined. Patay an’ pidgin an’ lots sumthin’ corled foy grass. Anyway, he stacked on some poun’s too.
Well, I reckin that’s orl come ta a screamin’ halt now, cos’ we just hada populashin exploshin here ona proppitty. Yep, the woolies bin droppin lambs all over up ina hilly country, an’ down ona dairy block, there’s blimmin calves all over.
Boss wuz tellin ’is mates ata pub (I wuz ona tray ofa ute beside tha pub door an’ I herd wot they wuz sayin’. Don’t wurry, I won’t tell Sharlene evrything eh Boss?)

Boss keeps eyein’ me an’ tellin Sharlene I needs ta “lose a bitta condishin.” Well, Sharlene give’s me a wink win she hears this eh.
“Yes DEAH,” she tells a Boss, an’ thin she serve’s him upa a bowla soop an a bitta tohst fer ’is lunch.

Kaipara must stand up for itselfThe disgraced Kaipara District Council was told at its � nal meeting that if it did not adopt the Long Term Community Plan, the Kaipara district and its people would be facing ‘Armageddon’
With this message from the Review Team chair, Greg Gent, the council then adopted the Plan by majority vote.
I believe the Kaipara District is still facing Armageddon. The council’s consultants and bureaucrats are still forging ahead with the District Plan, in particular Variation 1 (Landscapes) which is a major threat to private property
(Landscapes), in its current form will I believe, threaten the establishment of Meridian’s wind power generation plans for the Pouto Peninsula. This project has the potential to provide enough electricity for in excess of 250,000 households, which will make Kaipara an exporter of power and provide much-needed security of energy for future Northland development. If Meridian’s plans fail, we all fail.
Farmers of New Zealand and Meridian Energy have lodged appeals against Variation 1, and also against the Environment Defence Society, which receives funding from the government, and is trying to introduce wide-ranging Visual Amenity landscapes that will have a huge impact on Kaipara — it’s farmers, businessmen, and property owners — on all of our citizens.
Positive change will only happen if we support the new commissioners, and also deliver a clear message that we are prepared to be fair and be involved, but we will not be taken for granted. We will not accept our property rights and businesses being compromised by a District Plan that has no recognition of the economic well-being of the overall Kaipara community.
Otherwise the end will indeed be Armageddon.

The commissioners over the next three years will give us a great opportunity to engage and work with an extremely experienced group of individuals who have been directed to regain our trust and con� dence. We have won the war, but we must win the peace, if we are to survive and prosper as a district. We must ensure the commissioners see that the Plans deliver the economic development vital for economic recovery and survival.
