Executive Summary The Kabul Municipality (KM) has initiated an urban roads rehabilitation project in different selected districts of the city. It is financed through Afghanistan Reconstruction Trust Fund (ARTF), to support and rehabilitate the existing urban roads being devastated from decades. This Environmental and Social Management Plan (ESMP) has been prepared to address the potentially negative environmental and social impacts of the proposed Project.
The KUTEI includes a comprehensive package of possible municipal infrastructure sub-projects whereas; the subprojects include road surface pavement, sanitation, pavement of the sidewalks and street lighting. KUTEI is a follow up of the Kabul Urban Road Improvement Project (KURIP) supported by the Bank. The total lengths of the selected roads are over 30 km in the most congesting parts of the city. Other components of the project include technical assistance and implementation support.
The selected sub-projects may have some potential negative social and environmental impacts. To address these impacts, ESMP has been prepared, which identifies the appropriate mitigation measures, defines the institutional arrangements for environmental and social management, specifies monitoring requirements, describe the documentation and capacity building protocols for effective implementation of ESMP.
The effective implementation, reporting and monitoring of ESMP will require capacity building of the core project staff that also include the staff of the potential contractors, and key representatives of the communities. The ESMP includes institutional arrangements for the environmental and social management of the project. Under these arrangements KUTEI has hired a safeguards specialist as well as an Environmental and Social Focal Points will also be nominated by each contractor. Furthermore, ESMP identifies the training needs of those of the focal points and the site engineers. The Focal Points will ensure implementation of ESMP in the sub-projects under KUTEI. The Project Management Unit (PMU) will be responsible for preparing ESMP implementation reports which will also be shared with the Bank.
A Grievance Redress/Complaint Handling Mechanism is a part of this ESMP. It also includes a separate mitigation plan for each type of sub-project. The plan will be made an integral part of the sub-project designs from proposal development through approval and implementation process.

I INTRODUCTION This document briefly described the project, its benefit, the policy and legislative framework, as well as the aims and objectives of this Environmental and Social Management Plan (ESMP). KURIP was the first phase of the current KUTEI project which completed in December 2011. This Phase included the design of a 70 km priority road network in selected four primary road corridors and the reconstruction of around 10 km roads through NCB. The Japanese International Cooperation Agency (JICA) and Kabul Municipality (KM) own force took up some twenty kilometer of the remaining priority road network. Accordingly, there remained about 38 km of road needing reconstruction from the initial priority road network at the end of KURIP.
2 DESCRIPTION OF THE PROJECT The proposed follow on project builds upon KURIP (2007-2011) and its primary objective is to improve road conditions and traffic flow on the selected priority road segments. This would be achieved through improvement of the surfaces of the priority roads, provision of adequate side drains systems, improvement of traffic flow at intersections, provision pedestrian crossings and footpaths to reduce traffic congestion and promote safety.
The development objective of the project (PDO) is to improve transport services efficiency in selected corridors and build institutional capacity to strengthen service delivery. The grant from Afghanistan Reconstruction Trust Fund (ARTF) will finance: Component A– Investments in Road Improvements and Transport Efficiency will be undertaken through two subcomponents, namely road rehabilitation on selected corridors and essential measures to improve transport services efficiency. Subcomponent A1 Civil works for road rehabilitation on selected corridors: The civil works are focused on the deteriorated road sections of about 32 km on the selected four corridors. The civil works include rehabilitation of road infrastructure. The work includes, where necessary: roadside drains; pedestrian sidewalks, street lights and traffic signals. The four corridors are either key radius roads or circular connecters of national highways to alleviate through traffic from coming into the city center. The sections to be rehabilitated have been selected in consultation with the MOI’s traffic department, and detailed designs were prepared under KURIP. Major aspects considered for the selection includes level of deterioration; observed or forecasted high volume of traffic; bottleneck in between rehabilitated sections, and potential corridors for public transport.
Subcomponent A2 Measures to improve the municipality’s efficiency of transport services: In light of the urgent needs for O&M, and improvements of overall transport services, including public transport; the

following measures, including studies, designs and capacity building activities, have tentatively been selected. Component B Capacity building on project delivery efficiency: This component will support the implementation partners to strengthen their human resources and systems capacity in urban transport policy, transport planning and urban transport infrastructure construction and maintenance through technical assistance and south-south learning. This component will also support monitoring and evaluation and impact evaluation. Additionally, assistance will be offered to migrate selected functions of project implementation like financial management, procurement, monitoring and evaluation, technical and engineering design and troubleshooting to become core responsibilities of Kabul Municipality. Component C: Incremental Operating Costs, This component will support Kabul Municipality and Project Management Unit (PMU) to have adequate project management capacity to implement the proposed project efficiently by financing office equipment, furniture, consumables, and also salaries which consistent with norms approved under the Capacity Building for Results Program.
2.1 Project Locations The Project is located in the Kabul city covering 10.01 Km of few roads of district 3, 8 and 9. These roads connect most of the congesting road in the urban area which is a major concern for packaging the selected road segments where businesses shop, Government offices and other institutions are located. Therefore, the packages were designed to include roads in the close by vicinity for better management and planning.
Since the project is purely rehabilitation of the existing right of way (RoW) therefore, the pavement will follow the current roads alignment in four different lots.
The selected road segments (Lots No. 1, 2, 3 and 4) are located in five localities of Kabul city... Lot-1 is located in Macrorayn II and Macrorayan III Area, While Lot-2 is also located in two localities that the 1st is Macrorayn IV area, District 9, Kabul city. Similarly the second road of Lot-2 is located in front of Kabul Nandare building, district 8 Kabul city.
Lot – 3 covers two roads , the first location is Charahi Shahid and Pule Surkh area, District 3 and the second location is from Jamal Mena depo area to opposite of Agriculture Ministry area, District 3 Kabul city. Lot – 4 is located in one locality from Karte Mamorin area to Mirwais Maidan squear, district 3 Kabul city. Table: 1 hereunder shows the details of selected road segments for Lot 1, 2, 3 and 4, while Figure: 1 depicts the location of each subproject.

2.2 Project Benefits A well-functioning urban road system is a basic requirement for transport services’ improvement as well as for all future development and environmental protection of the city. Further, construction of a sustainable side drain network will ensure that pooling of water on the roads and blocked drains will be avoided. This will have positive impact on public health as well as enhancing the life of the road pavement.
The proposed project will also result in improved traffic flows in improved corridors or segments of the City. The smooth flow of traffic will lead to reduction in travel time, traffic blocks, engine idle time and damage to motor vehicles. The ensuing benefits to public health and economy though marginal will also justify the project. It is believed that these measures would significantly reduce traffic congestions and air pollution of the city center, improve traffic safety and enhance transport efficiency. These positive outcomes of the Project will contribute to the overall wellbeing of the citizens of Kabul.
3 ENVIRONMENTAL AND SOCIAL IMPACTS 3.1 Environmental and Social Requirements Article 13 of the Environmental Act enacted by the Government of Afghanistan in 2006 prohibits any person from undertaking an activity or implementing a project, plan or policy that is likely to have a significant adverse effect on the environment. Article 14 presents the approval procedure while article 16 provides details of submitting information to National Environmental Protection Agency to decide on the type of environmental assessment required for approval. Depending on the nature of the adverse impact either an environmental impact statement or a comprehensive mitigation plan has to be prepared.
The proposed project does not envisage significant and irreversible adverse impacts on the environment and community, both. The identified adverse impacts are localized in spatial extent and short in duration and are manageable by implementing mitigation measures detailed in the Environmental and Social Management Plan (ESMP). Further, it is expected that the beneficial impacts of the project are significant. Therefore, a comprehensive mitigation plan, as specified in article 15 of the Law, has been prepared and incorporated in the ESMP. The project is subject to the legislation of the Government of Islamic Republic of Afghanistan and the World Bank operational policies- OP4.01, Environmental Assessment and OP- 4.12 (Involuntary Resettlement.

3.2 Objectives of the ESMP This Environmental and Social Management Plan (ESMP) is prepared as part of the project preparation phase and its objectives are;
• To comply with all the environmental and Social requirements of the Government of Afghanistan, including but not limited to the Environment Act of 2007 and its Regulations;
• To comply with the World Bank Policies; • To achieve sustainable, environmentally and socially acceptable development interventions for
KUTEI; • To sensitize KM and the contractors on environmental management.
In order to achieve the above objectives the following action has been taken in formulating the ESMP.
• Outlining measures to be adopted in project planning and design to avoid or minimize adverse impacts on environment and public, both;
• Formulating specific mitigation measures to avoid or minimize the adverse impacts; • Preparing a plan to monitor the implementation of the mitigation measures and their
effectiveness in combating the adverse impacts; • Establishing an institutional mechanism for ESMP implementation, monitoring and reporting
3.3 Environmental Management Specifications The Project contract documents prepared by the consultant will specify that the Kabul Municipality and construction contractors will implement the environmental and social management plan which is the objective of this report. In order to facilitate the implementation process during the construction phase, environmental safeguard specifications have been prepared as a standalone document which is included in the technical specifications of the bid documents.
3.4 Environmental Permits/Certificates Before commencement of project activities the project proponent, Kabul Municipality will have to submit an application to National Environmental Protection Authority (NEPA) giving sufficient information to NEPA to determine the positive and negative impacts of the project. NEPA will then authorize the project with or without conditions. If NEPA considers the project to have significant adverse impacts it may require KM to submit an environmental impact statement or comprehensive mitigation plan upon receipt of which NEPA will issue the certificate of compliance.
As it is expected that around 42953 m3 of rocks would be required as base material where the contractor may have to depend on the supplies from crushers already established (eg. in Tangi Pul-e-Charkhi are in district

12/Bene-Hesar in district 8/ Sang-e-Naweshta in District 20) or establish a quarry and crushing unit for this project. In the latter case the contractor will have to obtain pollution control permits from NEPA as per requirements of the Environmental Act EIA Regulations and also a Mining Contract from the Ministry of Mines.
The established crushers are registered with Ministry of Mines and have NEPA certificate and prior to signing contract for supplies the contractor will ask for NEPA clearance document and will included in project documents.
And similarly burrow pits used for extraction of fill material and waste material disposal sites will also require pollution control permits from the NEPA.

3.5 Preparation and Organization of ESMP In preparing the Environmental Report the consultants held a series of public consultations with potential Project Affected Persons (PAPs), particularly in relation to mitigating the social impacts.

Field visits were employed to identify environmental and social impacts of the project and to consult PAPs along the selected roads to obtain their views on mitigation measures and other aspects of environmental and social impact management. Discussions were also held with Kabul Municipality (KM), the World Bank country office and the National Environmental Protection Authority (NEPA) in developing mitigation measures and preparing the Environmental and Social Management Plan (ESMP) taking into consideration ‘Environmental and Social Safeguard Framework for emergency reconstruction projects in Afghanistan as agreed between World Bank and Government of Afghanistan.

3.6 Summary of Environmental and Social Impacts The project is expected to generate several beneficial impacts. Construction of a sustainable side drain network will ensure that pooling of water on the roads and blocked drains will be avoided.
This will have positive impact on public health as well as enhancing the life of the road pavement. Further, roads in good condition will reduce traffic blocks, engine idle time and damage to motor vehicles. The ensuing benefits to public health and economy though marginal will also justify the project.
Potential adverse impacts on the environment and public, which will be mainly limited to the Construction Phase, have also been identified and are listed below.
3.6.1 Construction Phase Community mobility and small business and shop owners: The subproject may affect adversely on either side of the roads during the construction and mitigation for these impacts will have to be pre-planned and commence prior to construction.
Surface water quality: The surface water bodies in close proximity to the project construction sites may deteriorate if erosion products and silt, construction material including burrowed fill material and sand, construction waste, water used in construction activities and domestic effluent from work camps are allowed to reach the receiving water bodies.
Ground water quality: It may also adversely affected by uncontrolled extraction of water and indiscriminate discharge of polluted water on open ground
Air quality: It may deteriorate the air quality due to emissions from plants such as crusher unit, hot mix plant, batching plant and mixer. Further, haulage of construction materials and equipment and haulage and disposal of stripped material and stripping of road pavement could add to air quality deterioration.
Noise and vibration levels: In and around the construction sites could increase as a result of operating construction machinery and during unloading and loading of material.
Soil: In excavated areas may erode and may be carried over by run off; Burrowed material may also be washed away or carried away by wind if not covered. Further, soil could become contaminated by accidental spillages of petroleum products and hazardous chemicals used at construction sites.
Handling and storage of hazardous material: May also contaminate the surrounding environment if these find their way in to the environment.
Disposal of spoil and construction waste: Such as stripped pavement material may also contaminate the surroundings and also ground water.
Location and Operation of Work Camps and Temporary Yards: May not only damage the immediate environment but also contaminate the surroundings with waste.

Traffic and Pedestrian movement: May be affected adversely by road closures, storage of construction material and spoil and dust generated by construction activities.
Temporary changes to land use may occur if quarries and burrow pits are to be employed to extract base and fill material
Public health: Could also be adversely affected if water is allowed to pool in and around construction sites and camps, and by increased levels of dust and noise.
Occupational health and safety: The construction workers may be affected adversely due to hazardous working environments where high noise, dust, unsafe movement of machinery etc. may be present
Impacts on community: During the construction phase could also result from, construction workers developing conflicts with local community, spread of vector borne and communicable diseases from labor camps, and disruption of services and shifting of utilities
Land/assets Acquisition: None of the sub- project involves land/assets acquisition impacts; because the sub-projects (all four lots) work comprises rehabilitation within the existing right of way. However, some of the roads are used by mobile vendors plying their trade within the right 0f way (e.g. Road W 6, W 8, W11, & W12). Further, some roads are used as market places and also for loading mini buses and buses (e.g. Road W 11 & W12). Income generation from these road based activities may be affected during construction unless a Mobility and Access Facilitation Plan (MAFP) and a construction schedule facilitating uninterrupted businesses is prepared and alternative sites are provided for these activities whenever income generation from the activities may be adversely affected.
All the above adverse impacts of construction phase are localized in spatial extent, temporary and short in duration and can be mitigated by good standard construction practices and mitigation measures detailed in the following section.
3.6.2 Operation Phase The adverse impacts during operation phase of the project are not very significant.
Air quality - levels of air pollutants could increase marginally as more vehicles would use the roads after rehabilitation
Noise levels may also marginally increase as more vehicles use the road at higher speeds
Road accidents may increase due to higher number of vehicles using the roads at increased speeds. If control measures are not adopted this could become a hazard to pedestrians, too.

4 ENVIRONMENTAL AND SOCIAL IMPACT MITIGATION 4.1 Environmental and Social Criteria Proper plans and engineering designs which take into consideration environmental and social aspects will avoid or minimize most of the potential adverse environmental impacts.
The environmental criteria used in planning and design phase are presented below as a check list which may be referred to in ascertaining whether environmental considerations have been incorporated.

4.2 Environmental Safeguards Although several objectives were cited earlier the main purpose of formulating the ESMP is to recommend a set of environmental and social safeguard measures to address the adverse environmental and social impacts of the project.
In preparing the safe guard measures the following order was adopted:
1. Avoiding the occurrence of adverse environmental impacts was the first priority;
2. Minimizing the adverse impact was considered next;
3. Mitigating the adverse impact to its full extent was considered next;
4. Compensation was considered when mitigation was not adequate.
4.3 Mitigation Measures In formulating the mitigation action for all three phases of the project the following approach was used:
Mitigation measures proposed should be:
1 Pragmatic - measures should be readily implementable, effective and practicable
2 Efficient - measures should effectively achieve the objectives of environmental management within the limits of available information, time and resources;
3 Adaptive - measures should be flexible in order that they can be adjusted to the realities, issues and circumstances of the project without compromising the ultimate objectives.

The following mitigation activities have been formulated based on the above order of priority.
4.3.1 Pre-Construction Phase The Project related environmental and social impacts to be addressed during the pre-construction phase are mainly the social impacts e.g. disturbance of mobile vendors caused by construction activities and road closures. While community in the vicinity of the roads to be rehabilitated will be affected by road closures and marginal air quality deterioration and enhanced noise levels during the construction phase, the main groups of project affected persons (PAPs) are the small business and shop owners on either side of the roads.
Further, some part of the roads is used by mobile vendors plying their trade within the right of way (e.g. Road W-6, W-8, W-11 and W-12). Further, some roads are used as market places and also for parking (e.g. Road W-11). Income generation from these road based activities may be affected during construction unless a Mobility and Access Facilitation Plan (MAFP) and a construction schedule facilitating uninterrupted businesses is prepared and alternative sites are provided for these activities whenever income generation from the activities may be adversely affected. If it has been determined that construction schedule interrupts the businesses KUTEI ESSO in coordination with contractor and design review consultant will prepare MAFP and present to Kabul municipality for implementation.
Social Impacts (1) The objectives of the ESMP in regard to social aspects are:
• To ensure that adverse impacts on the community is avoided, mitigated or compensated • To ensure similar or better living conditions for project affected persons (PAPs) for the limited
period of time their livelihood may be interrupted.
(2) The mitigation measures recommended are:
• Schedule the construction activities to avoid or minimize impact on road side shops, businesses and houses.
• Prepare a coordinated Mobility and Access Facilitation Plan (MAFP) and construction schedule to avoid or minimize impact of construction related road closures and blocking of access to properties.
• Inform the potential PAPs of the MAFP and the schedule of construction activities and road closures.
• Provide alternative sites for vendors/micro businesses using or are in the right of way. These sites should be selected to facilitate equal or enhanced income/living conditions.
• Conduct public consultations on selection of alternatives site for vendor/micro business • Implement the Compensation Plan where necessary

Preparation of the MAFP is of prime importance to avoid significant adverse impacts on the community, in
general, and on the, businesses and shops flanking and within the ROW, in particular. MAFP should be
prepared as soon as the contractor submits his construction plan to the Engineer. Kabul Municipality will be
instrumental in preparing the MAFP with the assistance of the Consultant and Contractor. This plan will take
into consideration the views expressed by the community on mitigating adverse impacts, recorded during the
Public Consultation process of the project design phase and presented as Annexure 2 of this document. By
careful planning and scheduling the construction activities and facilitating traffic on each road this plan will
ensure that the adverse effect on the income of the businesses and shops will be avoided or minimized, and
impact on access to all properties including businesses will be minimal. This plan will also include the
provision of alternative and acceptable sites to mobile vendors who conduct their business within the ROW.
KM/KUTEI Engineer will instruct the Contractor to amend his construction schedule to satisfy the
requirements of the MAFP.
It is also essential to ensure that significant adverse impacts on the above categories of people are avoided by
adopting the MAFP. In case where significant adverse impacts cannot be avoided by the MAFP an inventory
of losses (IOL) of the PAPs will have to be prepared to decide on the compensation required. Based on the
findings of the IOL a compensation plan will have to be prepared with the participation of the PAPS.
Hydrological Impacts (1)The objective of the ESMP in managing hydrological impact is:
• To facilitate efficient and uninterrupted drainage of surface peak runoff
(2) Mitigation measures recommended are:
• Design cost effective side drains to cater to runoff
Accessibility Impacts (1) The objective of the ESMP with regard to accessibility impacts is:
• To ensure that no accessibility problems would occur due to raising of road profile
(2) Mitigation measures recommended are:
• The road designs should match in with the existing footpaths and property entrances

4.3.2 Construction Phase
Orientation for Contractors/Workers (1) The objectives of orientation for contractors/workers are:
• To ensure that the contractors and the workers understand the environmental requirements of the project and implementation of mitigation measures.
(2) The mitigation measures proposed in this regard are:
• Conducting special briefing and/or on-site training for the contractors and workers on the environmental requirement of the project
• Conducting briefing session as and when required
Water Quality (1) The objective of the ESMP with regard to water quality management is:
• To ensure adverse impacts on water quality caused by construction activities are minimized
2) The mitigation measures proposed in this regard are:
• Proper construction management including, training of operators and other workers to avoid pollution of water bodies by the operation of construction machinery and equipment
• Storage of lubricants, fuels and other hydrocarbons in self-contained enclosures • Disposal of water and waste products arising from the site via a suitably designed temporary
drainage system in a manner that will not cause pollution problems or other nuisance. • Proper disposal of solid waste from construction activities and labor camps • Cover the construction material and spoil stockpiles with a suitable material to reduce material
loss and sedimentation. • Temporary construction facilities including structures and material stockpiles shall be located at
least 50 m away from water bodies • Avoid disposal of wash water, solid waste as discarded packing etc., waste from concrete
agitator cleaning operations and excavated material on water bodies and wetlands adjacent to or in the vicinity of the sites

• Servicing of vehicles, machinery and equipment at properly managed and equipped workshops where waste oil is collected and disposed of at approved locations

Air Quality/Dust (1) The objective of the ESMP in relation to air quality management is:
- To minimize the air borne particulate matter released to the atmosphere
(2) The mitigation measures recommended to achieve this objective are:
• All heavy equipment and machinery shall be fitted in full compliance with the national and municipal regulations
• Plant and equipment using fuel that may produce high levels of air pollutants shall be used only with prior written consent of the National Environmental Protection Agency(NEPA),
• Stockpiled soil and sand shall be slightly wetted before loading, particularly in windy dry conditions
• Stockpiles of sand and aggregate greater than 20 m3 in volume shall be enclosed in walls extending above the pile and beyond its front face.
• Areas within the site where there is a regular movement of vehicles shall have an acceptable all-weather surface.
• Weigh hoppers shall be vented to a suitable filter. • Fuel efficient and well maintained haulage trucks with proper exhaust baffles shall be employed
to minimize exhaust emissions • All vehicles, while parked on the site shall have their engines turned off. • Using efficient equipment, machinery and vehicles with regular checking to affect necessary
corrections or repairs to ensure compliance with safety and air pollution requirements • Soil, sand and other construction material in storage and in transit shall be covered • Effective water sprays shall be used during the delivery and handling of all sand and aggregate
and other similar material when dust is likely to be created and to dampen them during dry, windy weather.
• Providing barriers in locations where strong winds are likely to blow away dust and debris • Spraying of bare areas and roads used for haulage of material with water • Washing of tires and lower body of vehicles when moving out from the construction site • Selection of sites for material extraction away from residential areas to reduce impact of dust
Noise/ Vibration
(1) The objectives of the ESMP in relation to noise and ground vibration management are:

• To minimize noise level increases during construction operations. • To minimize/avoid ground vibration due to construction operations
(2) The mitigation measures recommended in this regard are:
• All powered mechanical equipment and machinery shall be fitted with noise abating gear such as mufflers for effective sound reducing, in full compliance with the national and municipal regulations.
• As far as possible, the operation of heavy equipment shall be conducted in daylight hours. • Construction equipment which generates excessive noise/vibration shall be isolated • Well maintained haulage trucks will be used with speed controls • Taking reasonable measures as installing acoustic screens to minimize noise near noise sensitive
areas such as schools and places of worship • Responsibility for rectifying damages caused by vibration generated from or by the use of any
equipment, machinery and haulage vehicles to be borne by the contractor.
Soil Erosion/Surface Run-off (1) The objectives of the ESMP in relation to soil erosion/surface run-off management are:
• To minimize soil erosion • Minimize carryover of eroded soil particles by surface run-off
(2) The mitigation measures recommended include:
• Back-fill should be compacted properly in accordance with design standards. • In the short-term, either temporary or permanent drainage works shall protect all areas
susceptible to erosion, flood damage and silt transport/sedimentation. • Measures shall be taken to prevent ponging of surface water and scouring of slopes. • Newly eroded channels shall be backfilled and restored to natural contours • Use of silt traps where earthworks are carried out adjacent to water bodies,
Handling and Storage of Hazardous Materials (1) The objective of the ESMP in relation to handling and storage of construction material management is:
• To minimize contamination of the immediate surroundings
(2) The mitigation measures recommended include:
• Hydrocarbons and hazardous materials shall be stored on impervious ground under cover; the area shall be constructed as a spill tray to avoid spread of accidental spills.
• Safe ventilation for storage of volatile chemicals shall be provided. • Access to areas containing hazardous substances shall be restricted and controlled. • All hot mix plant, crushing plant, workshops, depots and temporary workers accommodation
facilities shall be sited in approved locations

• Refrigerants and fire extinguishing agents shall be in accordance with the “Montreal Protocol”.
Spoil and Construction Waste Disposal (1) The objectives of the ESMP in relation to spoil and construction waste disposal management are:
• To minimize the generation of spoil and construction waste • To optimize the reuse of spoil and construction waste • To ensure safe and proper disposal of spoil and construction waste
(2) The mitigation measures include:
• Estimating the amounts and types of spoil and construction waste to be generated by the project; It is expected that a large quantity of pavement material including bitumen will be generated by the project
• Investigating whether the waste such as stripped pavement material can be reused in the project or by other interested parties.
• Identify potential safe disposal sites close to the project sites and in consultation with NEPA and KM investigate the environmental conditions of the disposal sites and prepare recommendation on most suitable and safe sites.
• Unsuitable excavated material (bitumen and other construction debris) should be transferred and disposed in designated locations agreed to by relevant organizations.
• The disposal site shall be far from ground water resources and away from low-lying areas. • Unsuitable excavated materials should be systematically carried away from areas prone to
erosion. • Reuse of waste materials wherever possible. • Used oil and lubricants shall be recovered and reused or removed from the site in full compliance
with the national and local regulations. • Oil wasted, debris or other waste material must not be burned.
Work Camp/Temporary Yard Operation and Location (1) The objective of the ESMP in relation to work camp /temporary yard operation and location is:
• To ensure that the operation of work camps does not adversely affect the surrounding environment and residents in the area
(2) The mitigation measures recommended in this regard are:
• Identify location of work camps in consultation with the KM and Shura committee/Business
association; where possible, camps shall not be located near settlements or near water supply intakes.

• Cutting of trees shall be avoided and removal of vegetation shall be minimized. • Water and sanitary facilities shall be provided for employees. • Solid waste and sewage shall be managed according to the national and municipal regulations.
As a rule solid waste must not be dumped, buried or burned at or near the project site, but shall be disposed of at the nearest sanitary landfill or site having and complying with the necessary permits.
• The Contractor shall organize and maintain a waste separation, collection and transportation system.
• The Contractor shall ensure that all liquid and solid hazardous and non-hazardous waste are separated, collected and disposed of according to NEPA and KM requirements and regulations.
• At conclusion of the project, all debris and waste shall be removed. All temporary structures, including office buildings, shelters and toilets, shall also be removed.
• Exposed areas shall be planted with suitable vegetation. • The Engineer shall inspect and report that the camp has been vacated and restored to pre-project
conditions.
Safety Precautions for the Workers (1) The objective of the ESMP in relation to safety precautions of the workers is:
• To ensure safety of workers
(2) The mitigation measures recommended include:
• Providing adequate warning signs • Providing workers with skull guard or hard hat and other safety gear • The Contractor shall instruct his workers in health and safety matters, and require the workers to
use the provided safety equipment. • Establish all relevant safety measures as required by law and good engineering practices • Training and briefing of workers on safety precautions, their responsibility for their safety and
the safety of others, • Ensuring that vehicle and equipment operators are properly licensed and trained • Arranging for provision of first aid facilities, rapid availability of trained paramedical personnel,
and emergency transport to nearest hospital with accident and emergency facilities • Allocation of responsibilities to ensure that these arrangements are in place • Arranging for regular safety checks of vehicles and material, and allocation of responsibility for
checking • Ensuring that material extraction operations are supervised and carried out by trained and
experienced staff

Traffic Management (1) The objective of traffic management is
• To minimize disturbances to vehicular traffic and pedestrians during road closures for construction activities, haulage of construction materials, spoil and equipment and machinery
(2) The mitigation measures recommended are:
• Formulation and implementation of a construction related traffic management plan • Installation of traffic warning signs, and enforcing traffic regulations during transportation of
materials, equipment & machinery • Conducting awareness programs on safety and proper traffic behavior in densely populated areas
near the construction sites • Assign traffic control personnel • Providing alternative access to pedestrians • Select quarry and borrow sites that are served by roads of adequate capacity for heavy trucks;
Where minor roads cannot be avoided include provision for repair and restoration • Loading and operating speeds of haulage vehicles shall be controlled • Repair damages to roads caused by haulage of construction materials, spoil and equipment and
machinery • If local road are used for transportation, approval shall be taken from local authorities
Social Impacts The sub projects do not involve acquisition of private land/asset because the project will be implemented
within the available right of way. However, the activities will cause localized and temporary impact such as
disturbance to the street vendors and other foreseeable social related impacts, would be limited to the
following listed below;
(1) The objectives of the ESMP in relation to social impact management are:
• To ensure minimum impacts from construction labor force • To ensure minimum impact on public health • To minimize impact of severance of utilities during construction
(2) The mitigation measures proposed include:
• Conflicts with local community should be avoided • Potential for spread of vector borne and communicable diseases from labor camps shall be
avoided • Competition with locals for resources will be avoided • Workers should be made aware to avoid conflict situations • Inform the public on timing and duration of any disruption to water, electricity, postal,
telecommunications or other services

• Avoid damage to utilities by ensuring that vehicles and equipment are operated by trained personnel, and that operations are adequately supervised
• Inform the affected community of schedule if utilities have to be moved or services interrupted
4.3.3 Operational Phase In order to achieve sustainability of the development works, it is necessary to ensure the effectiveness of
mitigation measures even after construction, as some adverse environmental impacts may result from the
operation of the Project facilities.
As the proposed rehabilitation work will facilitate smooth flow of traffic it is expected that exhaust emissions
and noise emanation from vehicular traffic will not increase significantly. However, if the number and speed
of vehicles plying these roads increase there may be marginal increases in exhaust emissions and noise
levels. Therefore, in order to reap the full environmental benefits of the proposed activities and ensure
environmental enhancement it would be necessary to implement the following which are beyond the purview
of this project and may require national level involvement.
Air Quality (1) The objective of the ESMP in relation to air quality management is
• To minimize air pollution from road usage.
(2) The mitigation measures proposed are:
• Formulation and strict enforcement of regulations on vehicle emissions subsequent to an awareness program
• Provision of a vegetated barrier on either side of the roads to arrest the spread of air borne particles to residential areas
Noise
(1)The objective of the ESMP in relation to noise /ground vibration management is:
• To minimize and/ or avoid the noise level enhancement resulting from road traffic.
(2) The mitigation measures recommended for this purpose are:

• Formulation and strict enforcement of regulations for noise level control, subsequent to an awareness program
• In sensitive areas such as schools, places of worship, hospitals and libraries, sound barriers including beams and tree linings will have to be employed.

The complete Environmental Management Plan for KUTEI is summarized as Table – 3 below.
4.4 Good Construction Practices Guideline and Contractor’s Checklist The environmental specifications included in the tender documents have specified safeguard measures to
protect the environment and public. However, to further assist the contractor in achieving environmental and
social objectives of the project the ESMP also includes Good Construction Practices Guidelines as Annexure
- 3 and Contractor’s Check list as Annexure - 4
The Guidelines for the Contractor on good-practices for key activities and operations are not exhaustive or
complete and thus the Contractor may adopt practices which are more suitable or specific to the nature and
type of actual works to be undertaken considering the possible / potential risks / hazards involved with due
regard to proposed environmental and social mitigation measures.
The Contractor’s Checklist provides a tool for planning and managing environmental issues proactively. It
contains the key environmental and social issues that the Contractor should address during the construction
phase. It will also assist and guide the Contractor in determining the mitigation measures required during
construction.

5 ENVIRONMENTAL AND SOCIAL MONITORING PLAN The mitigation measures proposed in the environmental management plan will be carried out by the
responsible agencies. However, to ascertain whether the mitigation measures are implemented
properly and whether the implemented measures are capable of mitigating the adverse impacts as
intended, it is essential to conduct environmental monitoring.
Air quality of Kabul is already polluted according to NEPA and the general water quality in Kabul is
also reported to be below the acceptable standards. Further, the increase in air and water pollution
and noise levels due to project activities are anticipated to be marginal. Considering the above and
the paucity of agencies capable of conducting environmental monitoring in Afghanistan a practicable
monitoring plan has been prepared including only the essentials.
Among the environmental monitoring parameters considered in the environmental management
plan, the items mentioned below were prioritized for inclusion in the monitoring plan:
Water quality (surface water and ground water)

Noise levels
Social impacts
Regarding sampling locations for monitoring, the EMO/EMR will identify these in consultation with
KM, NEPA and considering the lay out and nature of each site and public complaints.
5.1 Water Quality (1) The objective for monitoring water quality is

5.4 Social Impacts Monitoring of social impacts will be carried out based on the guidelines prepared by the Consultant
prior to commencement of construction.
(1) The objectives of monitoring social impacts are:
- To ensure access to houses and business premises/shops are not blocked and alternative accesses
and, when required, alternative sites for businesses/services are provided
- To ensure minimum disturbance to community mobility
- To identify residual adverse impacts on income generation of PAPs
- To ensure that PAPs are compensated for their losses during construction
(2) The items to be monitored are:
- Adverse effects of road closures and blocked access to houses, business places and social
infrastructure etc.
- Impact on income levels
- Suitability of alternative accesses and sites
- Impact on female headed families and disadvantaged PAPs
- When payment of compensation is required implementation of compensation plan

(3) Monitoring will commence as soon as construction is started and continue till the completion of
the project.
(4) Monitoring will be assigned to a monitoring committee (MC) consisting of KM(KUTEI, SE),
Consultant (EMO), a representative nominated by NEPA and representatives of Business
associations and community.

6 INSTITUTIONAL ARRANGEMENTS
Overview Well defined roles and responsibilities and adequate institutional arrangements are central to the
effective implementation of the environmental safeguard measures outlined in the foregoing ESMP.
Accordingly, details of institutional arrangements and the roles and responsibilities of the various
institutions in the implementation of the ESMP are discussed below.
The KM’s PMU has hired a Safeguard focal point with a clear ToR, who will be responsible for day
to day monitoring, reporting and conduct of safeguards training and capacity building to both PMU
and relevant contractor’s staff.
6.1 Key Agencies The Key Agencies which have to play major roles in the implementation of the ESMP are:
1. KUTEI, Kabul Municipality
2. Consultant
3. The Contractor;
4. National Environmental Protection Agency
5. Wherever feasible, the Shura Committee/Business Associations
The ESMP implementation organ gram is shown in Annexure - 5. This illustrates the linkages
between the key stakeholders. More specifically, the above mentioned Agencies are involved in
ESMP implementation during construction stage.
6.2 Role of Involved Agencies The Kabul Municipality is the Project executing agency. Kabul Municipality also has the
responsibility of ensuring that the ESMP is properly implemented. Therefore, it is expected that KM
will facilitate establishing best construction practice modality together with the Consultant and the
contractor(s), particularly in regard to ESMP implementation.
The planning and design of the project for the full 70 km has been entrusted to the consultant
(SMEC International). The Consultant supervised the construction of 11.7 km. Thus, the main
responsibility of monitoring and reporting on the implementation of the ESMP will lie with anew
Consultant for the 31.85 km for KUTEI projects. Therefore, the Consultant through their EMO will
be responsible for regular supervision and reporting on ESMP implementation by the contractor.

The contractor(s) entrusted with the task of rehabilitating the roads and drain system will be the main
player(s) responsible for implementing the environmental mitigation measures recommended for the
construction phase. The implementation of the ESMP will be managed by the contractor and the
contractor’s Environmental Management Representative (EMR) will be primarily responsible for
daily inspection and monitoring of ESMP implementation. The Contractor will submit to the
Engineer an Action Plan for implementing the ESMP, before commencing construction activities.
EMR will conduct day to day inspections and regular auditing with assistance from the EMO to
ensure the
Action Plan is followed.
6.3 Reporting and Follow up EMR will prepare monthly and incident reports which will be submitted by the contractor to the
consultant who will submit the reports to KUTEI, KM with their comments, observations and
recommendations. KUTEI, KM will send feed back to the contractor through the consultant or
directly when urgent action is required. The monitoring and reporting on the implementation of the
follow up action will also be part of the duties of the EMO.
The KUTEI, KM has already assigned Environmental Safeguard Specialist who will be responsible
to track the implementation of ESMP, also the consultant has role of supervision and report any
deficiencies to KUTEI Environmental Safeguard Sepcialist.
KUTEI, KM will prepare and submit quarterly project environmental and social management reports
to NEPA who will convene project environmental management meetings when necessary to discuss
and instruct on the environmental and social management aspects of the project. KUTEI, KM, the
Consultant and the Contractor will participate at the meetings.
Wherever possible, representatives of Shura Committee/Business Association will also be co-opted
to the meeting when required for investigation of complaints.

6.4 KUTTEI Grievance Committee
If a grievance cannot be resolved through community dialogue and or at project level, a copy of the registered submission will be forwarded by a member of the PMU to a designated member of the KGRC. This committee will be comprised members from KM, local district office, contractor, KUTEI Safeguards Officer, and community member. Please see annex-7: Complaint Registration Form.
7 IMPLEMENTATION SCHEDULE The implementation schedule for the ESMP has been prepared taking into consideration the
provisional time schedules for preparing bid documents, awarding of tenders and start of
construction.
As soon as the notification to proceed is received the contractor is expected to prepare and submit a
plan of action detailing the means by which the construction related environmental and social
mitigation measures recommended in the ESMP will be implemented. While the Contractor will
strictly follow the Action Plan, mitigation action required at the pre-construction phase already have
been implemented by KM.
Key elements of the implementation schedule are as listed below:
• Preparation and submission of the Action Plan • Nominating Environmental Management Representative • Finalizing site(s) and layout plan(s) for construction camps/temporary yards
