K-State MPH Faculty Advisory Council Minutes January 11, 2013 – Trotter Hall, Mara Conference Center (4th Floor)

Dr. Cates called the meeting to order at 1:15 PM. There was a quorum present.
Approval of minutes The minutes from the November 12, 2012 meeting were approved.
Old Business
Dr. Cates provided the status of MPH designation/cross listing of core courses and field experience.
o On January 22 the proposal goes to Faculty Senate Academic Affairs committee and if passed on February 12 it will be voted on by Faculty Senate; we do not anticipate any problems In anticipation of approval, on January 14, all MPH faculty will be surveyed (via Axio) for approval to change the Graduate Catalog wording and use the MPH designation. If approved by MPH faculty, expedited proposal will go forward.
o It was confirmed that nothing is changing about how the courses are currently being handled. Existing departments will continue to teach and get “credit” for the enrollment. The MPH designation only applies to MPH students enrolling in the courses.
o The MPH designation will become effective Fall 2013.
The research and service goals for the self-study were discussed. (Self-study Tables: 1.2.c, 1.6.d., 1.7.2., 1.7.i., 1.8.1., 4.3.f.) (Attachment 1)
o Research goals: The council felt that goal 2.a. need to be higher than 50%, and that goal 2.b. could stay the same. For others, the group wanted to see other examples for future discussion; Dr. Cates reminded the group that there are multiple examples posted on the K-State Online site. Revised service goals are below:

o Service goals. After some discussion, the group voted to remove the mention of emphasis areas in the objectives and raised the target for 3.b. to 50 activities. Revised service goals are below:

3.a. Faculty and/or students will actively support community workforce development education and service projects. (See Tables 3.2.2.; 3.3.1.; 3.3.2.)

(confirmed) o Dr. Blair will not be teaching Biostatistics after this semester due to health
problems. Dr. Cates updated the group on the search for a new assistant professor to teach Biostatistics. The search committee’s initial review and recommendations have now gone to the faculty of the Statistics Department. The Search Committee Chair hopes to have the faculty recommendations by the end of this week, with invitations for on-campus visits to go out shortly after that. Dr. Cates suggested that any student who needs STAT 701 go ahead and take it this semester, since it will not be available in Summer 2013, and we do not yet know any details about that course for AY 2014.
o Dr. McElroy informed the group that the move of Kinesiology from the College of Arts and Sciences to the College of Human Ecology has been approved and implemented. This move should not affect the MPH program’s emphasis areas, two of which will now be in Human Ecology. Dr. Cates told the group that a revision of the Support Agreement has already been submitted to Dean Richardson, based on the change.

Assignment of students to advisors (Chapes) (Attachment 5). A new procedure for assigning initial advisor to students was discussed. It was decided that after the application is reviewed by the emphasis areas, if the student is acceptable, an initial advisor be assigned for processing through the Graduate School. The initial advisor will meet with and advise the student for initial enrollment but tell them that as a graduate student they may select from the list of MPH graduate faculty one to serve as their major professor. Faculty to serve as initial advisors will be: Abbey Nutsch for FSB; Michael Cates for IDZ; Ric Rosenkranz for PHN; and PHPA will advise the MPH program office who will advise the student (Dzewaltowski, Heinrich, Irwin, McElroy, or Mailey).

MPH elective courses for students / role of supervisory committee (McElroy) (12-11-2012 e-mail from Dr. Cates; Attachment 6) The council discussed who approves elective courses not listed on the approved course and curriculum set forth for each emphasis area. After a lengthy discussion, it was determined that the curricula approved by our MPH faculty and the university’s faculty senate in 2012 are all aligned with the approved emphasis area competencies. Actual substitutes for curricular requirements will need major professor, supervisory committee, and MPH program director approval, as stated in the university’s approved curricula for our program. There may be some extra hours available (2, 3 or 4 hours, depending on the emphasis area), if a student takes the minimum combination of required courses and credits approved to meet the competencies.

Attachment 6. December 11, 2012 e-mail from Dr. Cates Faculty Advisory Council members, As some of you know, with some recent staff changes at the Grad School, some of our Program of Study submissions have been handled in ways different from past submissions. For example, some were stamped “REJECTED” by the Grad School staff and returned to the student, with a demand for “justification” of specific substitute courses from the student’s committee and program director. Since this way of handling Programs of Study by the Grad School was new to me and others, I met with the Associate Dean of the Grad School today, Dr. Crawford, to discuss this topic. Here is his clarification:
(1) In the future, the Grad School will contact us if and when they have concerns over MPH student Programs of Study, instead of just stamping the form as “REJECTED.”
(2) The Grad School would like us to provide an additional note with any Program of Study
that includes courses which deviate from the published curriculums. The note should simply acknowledge the substitution and the reason for it. This will help the staff know that the change is not an error and that the committee and program director do approve of the different courses.
(3) Since we have had several curriculum changes in recent years, I will also make sure the
Grad School staff knows the requirements which pertain to the individual student when we submit their Program of Study.
We have the current curriculums, as approved by MPH faculty last year, listed under each area of emphasis on our website (follow the specific link to each area on http://www.k-state.edu/mphealth/ areas/), and we have included links to the old requirements on each emphasis area’s page. An alternative method to finding the curricular requirements is to use the MPH Graduate Handbook for the year the student was admitted; we have all of those handbooks on our website (listing on http://www.k-state.edu/mphealth/handbook/ ). Bottom line: The Grad School Dean wants her staff to look for deviations from approved curriculums before she will approve specific Programs of Study.
