identified the complete networkfor the city.
Concerns:

3. Future growth centres
NB: the authorities did not spend
time on the route alignment,
preferring to take the shortest
distance between 2 points.

The authorities had initially decided to implement light rail, but then they went ahead
with the bus rapid transit system under JnNURM.
Metro started undergoing construction before the BRT was completed.

1. Why do cities decide on one thing, change their mind halfway through, and then go
ahead with another thing with modifications to old ones? What lead to this change
of mind?
2. What will be the probable impact of these decisions on the mode? What will be the
final outcome of the transit plan?
