The Metcalfe County Board of Education met at 109 Sartin Drive on Tuesday, June 10, 2014 at 6:00 PM for the monthly meeting. The following members were present:

The regular board meeting must be adjourned at this time to conduct business as the Metcalfe County District Finance Corporation. In the preparation of the deed and survey of the Board Annex property it was discovered that .04 acres of the property was owned by the Metcalfe County District Finance Corporation. In order to properly transfer the .04 acres, we have to conduct business as the MCS District Finance Corporation. A resolution has to be passed and then we will go back into session of the regular board meeting.

Metcalfe County Board of EducationJune 10, 2014

9) Call to Order

Chair Shive called the regular June meeting of the Metcalfe County Board of Education back to order.

10) Superintendent & Director Reports

Dr. Lile Dr. Lile officially welcomed Mr. Michael Gill, the new principal of the Metcalfe County

Elementary School. We are glad to have him here and on board with us

Dr. Lile accepted a plaque at Relay for Life on behalf of the Metcalfe County Board ofEducation for Multiple Team Participation. This award is given an entity that has four or more teams to participate. The Central Office donated $470.55 from our fundraiser. We have the award in display in our office and this is a story on the website also.

The consent items are mostly routine. We do have one job description for Digital Learning, should that become necessary. We don't have anything right now, but should we have a need under the grant program and the work Matt Shirley will be doing at the

high school, we will be ready. Instead of bringing back the entire MCS Salary Schedule for approval, we will bring those as amendments as you will see in your packet tonight.

The board meeting dates for the remainder of 2014 will continue to be the second Monday of each month.

Policy and procedure updates are in your books. A lot of those are because of laws that were passed in the last General Assembly that will take effect July 1. Some of the updates are changes that we have been working on and sharing with the board for the last couple of months which are also reflected in these updates. This is the first read on the policy updates, second read will be on the July agenda. Procedure updates do not require approval, only notification to the Board.

There is a contract update which is reflective of Dr. Lile's salary increase which includes the following: the 1% increase given to all employees; clarification of the personal/sick day issue that was discovered last year in his contract and the issue of the professional association dues. Regina Jackson, the board attorney prepared the contact amendment.

Bennie Stephens The District Assurances for 2014-15 must be approved by the Board. Then submitted

electronically and this means we agree to comply with state and federal regulations. This also releases our money to the district for the 2014-15 school year.

We have received tentative approval on the certified evaluation plan which was presented last month. There is some language cleanup to be done. Final approval is expected Friday.

Jamie Moss One agenda item is to abolish the contract with Sivic Solution and the other item is to

approve a contract with KSBA for Medicaid Billing Third Party agreement. We have not been happy with the service from Sivic Solutions. KSBA will go back and bill for this past school year as Sivic Solution only billed for one cycle.

Beth Miller We are going to be able to extend the Community Eligibility Program to the middle

school. There has been a substantial increase in direct certified students at the middle school. MCS Food Service ended May @ $92,000 to the good. We have had a good turn around this year. Federal law states we have to increase our lunch price a the high school by one nickel for the upcoming school year which makes full pay lunch for students be $2.05.

Chairman Shive asked where we were at with the money owed for school for charges for lunch and breakfast. At the current time $1200 is what is owed at the middle school and that is substantially better. Hopefully parents will continue to pay this down next

year. The amount owed at the high school is around $4,000, this is probably half of what was owed at this time last year. We are actively trying to collect this money.

Chairman Shive also asked about the policy changes regarding vending machines. He wanted to know if that was a lot different from what we had last year pertaining to what can be offered. Beginning July 1 vending machines will open one half hour after the last lunch period ends. Snack that are offered in the machines must meet state guidelines. State guidelines are much more rigid that the federal guidelines. We are hoping got some lead way from the state on what can be offered. The sales from the vending machines go in to the school activity funds and these restrictions will decrease these funds greatly. Every school district is going through this. Beth hopes to have an update in July on what can be put in the machines.

Dwight Ross On the surplus buses we would like to accept the bid on one bus and reject the bid on

four buses because we have received a better office on each of them. Indirect costs is a cost for administrative fees that can be reimbursed to the general

fund from food service or federal grants. The rate has already been approved by the state. We do not have to collect indirect costs, but in order to be able to if we decide to this item requires board approval.

There is a sample bond in your packet, the calculations from the KDE website were incorrect. Each of the bonds will be for $200,000 each. New bonds are being issued.

The amount of the Bond of Depository was calculated from the KDE website.Edmonton State Bank will serve as the Depository.

Only one bid was received for insurance from Glass/Thompson Insurance Agency. The bid was a very good bid and we have the option to renew for up to three years. This will be for following insurance coverage: Property, General Liability, Inland Marine,Automobile, Umbrella and Workman's Compensation.

Dr. Lile shared as a reminder that RBS and Alliance will be here Thursday morning to meet with us and begin our first joint official conversation. We will begin to build the scope of work from that. This will be the first deliverable they give us and once we get that we will know where we are. After that, we will begin to see things move. One additional item we need approval on is resolution of deed from the BOE on the Board Annex property.

We hope the efforts continue to bring all staff together as one common family/group. We also appreciate Dr. Lile's openness to all staff, community members, student and parents making each of them feel important. He is very visible in the community at all events and the community is very pleased. Dr. Lile has clearly been a positive asset for the school system. He has made great gains and has the school system headed in the right direction. We look forward

to continuing this great partnership for the Metcalfe County Schools to continue to be successful."
