    In a candid interaction with CII Members, Mr Sarvjit Singh, Finance Secretary, Chandigarh Administration shared his

    views on the growth and development of Chandigarh. The time is opportune to work for the economic development and

    growth of Chandigarh. The Chandigarh Administration is working towards implementation of MSMED Act and transfer

    of plots from leasehold to freehold. Every economy requires income generating activities and Chandigarh needs industrial

    activity for its residents to work and flourish. Inviting concrete proposals from CII members for the development of

    Chandigarh, Mr Singh mentioned, Evolution is the key to development of Chandigarh.

    Assuring the Companies in the IT Park, Mr Singh mentioned that procedural delays in construction / operations of these

    companies would be removed soon. He also shared that a Museum of Knowledge is being constructed near the Open AirTheater to boost the tourism sector in Chandigarh.

    Emphasizing on the need to strengthen industry academia interface, members suggested creating & promoting entrepre-neurial ecosystem in Chandigarh by connecting all EDCs in Chandigarh.

    Chandigarh has tremendous untapped potential as a Film city to cater to the Punjabi and Bolly-wood film industry. If we have a proper full fledged film city here, it would save the directors

    from a lot of transportation costs and booking troubles. Further, it will boost Chandigarhs econ-

    omy by creating huge employment as also will bring Chandigarh on national and global map as a

    preferred filming and shooting destination, said Ms Kirron Kher, BJPs Lok Sabha Candidate

    from Chandigarh.

    Sharing her vision for the city, she informed that she would work to Retain the old character and

    beauty of Chandigarh and add modern technology, economic advancement and eco-friendly in-

    dustries to it. A lot of slums have come up in the city that needs to be rehabilitated. Further,

    Citys sewerage system has turned old, drinking water supply is from one canal. Hence, we needto re-plan this citys infrastructure by linking pipelines, establishing new sewerage disposal sys-

    tems and rehabilitating the slum population in a planned manner.

    MSMEs are my top priority, because they are largely dependent on Administrations support

    and sound policies and impact lives of a huge population positively. Infrastructure is also a

    critical factor on which I would like to put a lot of thrust. Our city needs a lot of under passes,

    underground and multi level parking spaces, flyovers etc as the population would continuallyexpand here, she added.

    For Chandigarh, CII expects the new government to work towards development of this region

    as a Greater Chandigarh Region (GCR), removal of inter-state trade and travel barriers between

    Chandigarh-Panchkula-Mohali region, creation of conducive business environment for light

    manufacturing as well as services sector, supporting the MSMEs, implementing key policies,enhancing land/ air connectivity and focus on sustainable development of the city keeping its

    heritage and character alive, said Mr Darpan Kapoor, Chairman, CII Chandigarh Council.

    Meeting with Mr Anil Kumar, Home Secretary, Chandigarh Administration30 April 2014, UT Secretariat, Chandigarh

    A meeting with Home Secretary cum Secretary Industries, Chandigarh Administration, Mr Anil Kumar was to discussvarious issues & concerns in the industry. CII has been actively instrumental in drafting the Industrial Policy and has sub-

    mitted its recommendations on Draft industrial Policy 2009 and Development of MSMEs in Chandigarh & that the indus-try in Chandigarh mainly consists of the Micro and Small enterprises.

    The Government of India has enacted Micro, Small & Medium Enterprises Development (MSMED) Act, 2006 for the

    growth and promotion of this sector. Since, Chandigarh is land locked and no new investments in industry could be at-tracted for the economic development of Chandigarh, it was requested that the MSMED Act is implemented in totality so

    that the industry could take benefits out of the provisions of the Act. It was proposed that Department of Industries & CII

    could jointly organize the next edition of Chandikrit to make it bigger & better. Buyer Seller meets & Vendor Develop-

    ment Programmes could also be organized alongside the exhibition giving MSMEs of the region an opportunity to supply

    to the large companies.

    Taking a step forward to promote Chandigarh as Weekend City, Chandigarh Tourism and Con-

    federation of Indian Industry (CII) jointly launched a campaign called Happening Weekends of

    Chandigarh. With so much of activity happening due to elections in the city that it was coinedrightly as Festival of Elections. This is the first organized weekend being celebrated in the city

    from 5 April to 11 April 2014 to encourage and motivate the Tricity residents especially the

    youth to vote

    The campaign which aims to celebrate the spirit of democracy includes Live Bhangra & Gid-

    da performances by seasoned artists at Sector 17 Plaza and Sukhna Lake on 5 & 6 April 2014

    A meeting was held with Ms Tanvi Garg, Director, Chandigarh Tourism regarding the promotionof Happening weekends of Chandigarh. MOU between CII and Chandigarh Tourism on Happen-

    ing Weekends of Chandigarh will be signed shortly. The logo of Happening weekends of Chandi-garh to be advertised/ publicize at all the Chandigarh Tourism events (Particularly at all the

    events happening at Hotel Mount View), events organized by CII, Kapsons, Aroma and other

    partners. CII to check & filter all the uploads onto the website of Happening weekends of Chan-

    digarh in close coordination with team from Kapsons. Everyone together (Chandigarh Tourism,CII & Industry partners) to create channels to create and collect the website upload data.

    Deliberating upon the CIIs initiatives towards upscaling of MSME sector,Capt Alok Sharma, Co-Chairman, CII NR Com-

    mittee on MSMEs said that CII is actively engaged with the central and state governments on a lot of issues like amend-

    ment of the MSME Act, 2006, change in investment thresholds for MSME sector by linking it to Wholesale Price Index to

    encourage the investment in Plant & Machinery, payment terms, easy financing options etc. CII would soon release a Com-

    pendium to showcase all the state and centre government schemes to remove the hurdle of ignorance among SMEs and

    MSME players.

    Giving information about hedging, Mr Aman Chugh, Advisor Capital Markets Group (NIRC) Institute of Chartered Ac-

    countants of India, said, Hedging can work wonders for the Micro, Small & Medium Enterprises (MSMEs) through whichthey can take a position in the futures market that is opposite to the one in the physical market. Reserve Bank of India (RBI)

    and Stock Exchange Bureau of India (SEBI) have taken initiatives such as Regular USD intervention, Relaxation of laws

    and setting up Alternative Investments Funds to help boost equity financing & control the currency volatility.

    There has been a consistent cry from MSMEs about not getting adequate funding to carry out their business. At the same

    time the lenders raise multiple issues, which act as barriers to lend to this sector. This not only affects the fortunes of the

    units but also has a direct bearing on the employment, exports and other areas which has a direct impact on the GDP of thecountry. This conference acted as a great platform to address all the issues and to provide a common platform to both

    MSMEs and financial institutions to resolve the issues hampering the growth of the industry, said Mr Darpan Kapoor,

    Chairman, CII Chandigarh Council.

    Pricing pressure, high competition due to absence of entry barriers in the market and lack of Research & Development

    (R&D) are the major bottlenecks of the MSME sec-

    tors. This sector can only scale up when these issues

    are addressed and advanced technical support is pro-vided. Also, there a dire need innovation in terms of

    designing and packaging, said Mr Manish Sinha,
