42nd Annual General Meeting
The Managing Committee of the Association in its meeting held on 21st June 2016 has decided
to hold the 42nd Annual General Meeting of the Association at 10.00 a.m. on Monday the 22nd August
2016 at ‘Harshal Hall’, 153 Karve Road, Near Karishma Society, Pune - 411029 to transact the
following business. All the members are requested to make it convenient to attend the meeting.
AGENDA
1. To condole the death of Bank’s Pensioners/Family Pensioners/Associate Members whose
names have been reported to us after 23rd August 2015.
2. To confirm the Minutes of the last Annual General Meeting held on 23rd August 2015 at
Nagpur which were printed in “SAMVAD” for January 2016.
3. To felicitate Chief Guest and other dignitaries.
4. To present the “Late Shri.L.N.Pabalkar Memorial Gold Medal" to Shri. Chander N.
Vazirani, Nagpur
5. To approve the audited Financial Statements for the year ended 31st March 2016.
6. Report of the Managing Committee for the year 2015-2016 to be read, discussed and
adopted.
7. Biennial Elections of the office-bearers of the Circle Association (i.e.President, Secretary,
Jt. Secretary & Treasurer) for the period 2016-2018. The detailed procecedure of Elections
is given on page No.6.

Instructions for outstation Members :-
1) This year, due to limited capacity for ‘Lodging’ in the above Hall, we could make
arrangements for ‘Lodging’ for out station members (upto a maximum number of 40 persons
(approximately) on first come first served basis) who will be reaching at Pune on the previous
day evening (i.e. after 6.00 p.m. on 21st August 2016) at the venue of the meeting. Kindly note the
following instructions meticulously and avoid inconvenience to the organizing unit as well as to
yourself and the other participants. If the number of outstation members (coming on 21st August
2016 evening) exceeds 40, then the members who will come late will have to make their own
arrangements for lodging only. Food will be served on 21st evening and Breakfast on
22nd August 2016 in the morning to ALL the outstation Members at the venue on
scheduled time. On the day of AGM (i.e. on 22nd August 2016) the LUNCH will be served
to ALL the Members attending the meeting between 1.00 p.m. and 2.00 p.m.
2) The venue will be available from 6.00 p.m. on 21st August 2016 till 6.00 p.m. on 22nd August
2016 only. Prior and after the above mentioned timings, the members coming from outstation will
have to make their own staying arrangements, if required, due to the timings of Bus/Rail as
per return journey reservarions made by them.
3) The above arrangements at the venue have been made for both - Ladies and Gents. Please
note that No Individual Rooms will be provided, but the common facilities will be provided
to all. Further, the Lodging facility is available only for Pensioner members/Family Pensioner
members & Associate members and will not be available for ‘Guests/Relatives’ etc.
4) It may not be possible to make arrangements for food for those outstation members who will be
reaching at the venue after 9.30 p.m. on 21st August 2016. The breakfast will be served to
outstation members between 8.30 a.m. and 9.30 a.m. only on 22nd August 2016 (i.e. on the day
of AGM). In the afternoon between 1.00 to 2.00 p.m. the Lunch will be provided to all the
members attending the AGM.
5) The instructions regarding Tea/Coffee etc. will be announced at the venue separately.
6) The outstation members who will require the above Lodging/Boarding arrangements on 21st
August 2016 are requested to inform the organizing Committee Members in writing, (whose
Names, Addresses & Phone numbers are given hereunder), well in advance ( i.e. latest
by 15th August 2016) in order to enable the committee members to finalize the arrangements.

GROUP MEDICLAIM POLICY FOR CONTINUING MEDICAL BENEFITS TO THE
MEMBERS OF SBI RETIRED EMPLOYEES MEDICAL BENEFIT SCHEME (SBI-REMBS) :
POLICY - 'A'
Please refer to our e-circular No. CDO/P&HRD-PPFG/78/2015-16 dated 28thDecember, 2015
advising introduction of two group mediclaim policies for SBI retirees (Policy ‘A’ & ‘B’). As envisaged
in the e-Circular, Policy-A meant for SBIREMBS members is now ready for commencement on
01.06.2016 and the validity of policy will be from 00.00 hrs. on 01.06.2016 through 23.59 hrs. on
31.05.2017.
2. The benefits of the Group Mediclaim Policy-A will be available to existing members of SBI-REMBS
on the following lines :
(i) As the minimum plan amount under the Group Mediclaim Policy is Rs.1.00 lakh, the policy
will cover existing members of SBI-REMBS, their spouses and disabled child/children, if
any, having residual balance of Rs. 1.00 lakh and above. Medical benefits under the policy
will be available to the members as per the instructions contained in e-Circular referred to
above. A brief chart is as under :

(ii) Members having residual balances below Rs.1.00 lakh in REMBS account shall not be
migrated to Mediclaim Policy-A and they will continue to avail benefits upto their residual
balances as per the provisions in the REMB Scheme from the concerned Zonal Offices
where these are presently maintained.
(iii) Members who have exhausted / utilized their full plan amount under SBI-REMBS shall stand
dropped from the Scheme.

3. To avoid confusion in the minds of operating functionaries and existing members as to who are
likely to be migrated into Policy-A and who are not, Circle / A.O. wise lists of members (as on
12.05.2016 at 5.25 pm) having residual balances of Rs. 1.00 lakh and above as also below Rs.1.00
lakh have been shared with all the Administrative Offices / LHOs separately. These two files have also
been placed at the Pension Portal (https://www.sbi.co.in/sbipension/user.htm). Additionally, data can
be generated by USERs of REMBS site through the menu –> Reports -> Residual Limit Report ->
Generate Excel File. SMS and e-mail communications have also been sent to all REMBS members
having mail ID and mobile no. registered with us, regarding migration of scheme into Policy-A. The
said lists will be regenerated at our end based on residual balance to identify the final group of members
for migration or retention in SBI-REMBS.
4. Detailed process of migration of existing members of SBI-REMBS to Group Mediclaim Policy-A,
settlement of claims and roles and responsibilities of Third Party Administrators (TPAs) and Insurance
Brokers M/S Anand Rathi Insurance Brokers Ltd. have been explained under Annexure-II of e-Circular
no.CDO/P&HRD-PPFG/78/2015-16 dated 28th December, 2015.
5. Cost of medical treatment undertaken by the members prior to the date of migration to Group
Mediclaim Policy shall be paid / reimbursed, as admissible under SBI-REMBS, out of SBI-REMBS
fund and residual entitlement under the insurance policy will be arrived accordingly. Cost of treatment
taken on or after the migration date will be claimed and settled only under the Group Mediclaim
Policy. It may be clarified that in case of continuous hospitalization starting before date of migration
but ending after such date, the bills will be settled only under the terms of SBI-REMBS even if a part of
the treatment has taken place after commencement of the Insurance Policy.
6. The policy (Policy-A) will be renewed annually and at the time of renewal, only the residual balance
of individual member will be carried over. At each year’s renewal, Bank will decide the cut off limit for
the residual balance of individual members to extend the medical benefit either through Group
Mediclaim Policy or through SBI-REMBS, as per the respective scheme, and the decision of the
Bank will be binding on the members. Members having exhausted their original plan amount as in
REMBS would be dropped from the list, as usual.
7. The TPAs would upload the e-Medical ID Cards under Policy-A within one week from the date of
inception of the policy. Arrangements have also been made by the TPAs to send hard copies of
Medical ID Cards to Pension Paying Branches within 15 days. Any delay in receiving the same by the
Branches may be notified to PPG Department at Corporate Centre for immediate action. Once cards
are received by the Branches, these should be distributed to the individual members. As per the
practice, separate Medical ID Cards will be issued to all enrolled members of the family. However,
cashless treatment would not be held up for want of Medical ID Card. In cases where Medical ID
Cards have not been received by the members and there is a need for hospitalization, Administrative
Office / Pension Paying Branch will contact the TPA concerned for immediate hospitalization.

ROLL OUT OF POLICY-A
Please refer to our e-circular No. CDO/P&HRD-PPFG/25/2016-17 dated 19th May, 2016 advising
likely roll out of Policy-A for the existing members of SBIREMBS. In this connection, the said Policy-A
has been rolled out w.e.f. 1st June, 2016 under the Family Floater Group Mediclaim Policy of United
India Insurance Co. Ltd. on the basis of residual balances of REMBS members standing as on
30.05.2016.
2. Members of REMBS having a residual balance of Rs. 1.00 lakh and above have been enrolled
under the policy. Medical benefits under the policy will be available to these members as per the
instructions contained in our e-Circular No. CDO/P&HRD-PPFG/78/2015-16 dated 28th December,
2015. However, members having residual balances below Rs.1.00 lakh in REMBS account will continue
to avail benefits upto their residual balances as per the provisions in the REMB Scheme from the
concerned Zonal Offices where their accounts are presently maintained. Members who have exhausted
/ utilized their full plan amount under SBI-REMBS stand dropped from the Scheme.
3. We have placed two files (one with members having residual balances below Rs.1.00 lakh and the
other with members having residual balances of Rs.1.00 lakh and above), generated on 30.05.2016,
in the homepage of Pension Portal (https://www.sbi.co.in/sbipension/user.htm) for convenience of
pensioners. We have also sent SMS and e-mails to members with their mobile nos. and e-mail IDs
registered in the REMBS site advising roll out of the policy on 01.06.2016.
4. An e-mail regarding roll out of the policy has also been sent to all Zonal Heads, AGMs (HR), CMs
(IR), CMs (HR) enclosing Claim Formats for use by the members. Additionally, lists of members have
been placed in FTP site ftp://10.1.16.149/ under the folder named ‘Group Mediclaim Policy’. All Zonal
functionaries are requested to preserve the data distinctly as permanent record for these two groups
– one for Group Mediclaim Scheme Beneficiaries and the other for SBI-REMBS members for future
reference and appropriating claims into respective head. They will also make available the Claim
Forms to Branches who will in turn provide the same to the members. Specimen of the Claim Forms
is also attached to the circular as Annexure-I, II & III. Settlement of claims under the policy will be done
by the Third Party Administrators (TPAs) with active support by the Insurance Brokers M/S Anand
Rathi Insurance Brokers Ltd. As yearly renewal of membership will be based on the residual balance

of the member out of original REMBS plan amount now migrated to Mediclaim Policy, submission of
bills (domiciliary as well as hospitalization) will be done by the members through the Zonal Office
where the account is registered. On receipt of bills, Zonal Office will provide the same to the
representative of TPA / Insurance Brokers for payment and the utilized amount will be charged against
the member’s account to arrive at residual balance. 5. The e-Medical ID Cards under Policy-A will be
uploaded within one week. Hard copies of Medical ID Cards will be sent to Pension Paying Branches
within 15 days by the concerned TPAs. Any delay in receiving the same by the Branches may be
advised to PPG Department at Corporate Centre for immediate action. Once cards are received by

Family Floater Group Medical Insurance Scheme

the members who have taken policy may visit our above mentioned website and verify the
particulars against their names, (especially your name, spouse's name)
We have given in our website the step by step actions to be taken for opening the file and
how to find out the name of your pension-paying branch which is given 'Zonal Office-wise' in the
list. On finding your record, If you find any discrepancy in any particulars against your name
given in the list, please immediately contact the 'TPA' stationed at respective zonal office who is
supposed to guide you how to get rectified the same. Also, verify the correctness of the name of
yourself as well as spouse and other particulars given in the Med-Id, when received in due
course on your recorded postal address given in the list.
Though the Med-Id card is not received, you can get medical facility / treatment etc.
under the policy cover for which you are requested to contact the TPA of your ZO who

letter dated 30.04.2016.
We are happy to note that IBA has already set the process in motion of collecting the latest data/information
from all Public Sector Banks as suggested by the actuary to assess the cost factor and also the provision
requirements as per AS-15(R) regarding 100% Dearness Relief to pre Nov. 2002 Retirees w.e.f 01.05.2005,
Improvement in Family Pension, Updation of Basic Pension, Pension to all leftover Retirees including Compulsorily
Retired Employees and Resignees. We also appreciate your willingness to meet the representatives of our
Organisation for submitting inputs/representations regarding Bank Pensioners' and Retirees issues.
CBPRO is the body of apex level Retirees Organisations covering almost entire Bank Pensioners and Retirees
community from SBI, Public Sector Banks and Private Sector Banks and the purpose of CBPRO is to
facilitate a proper, meaningful and full scale discussions and dialogues in regard to the issues concerning the
Bank Pensioners' and Retirees. Just as Workmen Unions and Officers Associations discuss and negotiate
with IBA in respect of issues concerning the serving Employees and Officers, the Retirees Organisations also
expect their views to be heard and grievances redressed. So far they had not got any opportunity to discuss
their issues with IBA though their number is galloping with massive retirements and the number of such Retirees
may even exceed seven lacs. This large section of Senior Citizen population from the Banking Industry should
not feel left out. It is with that concern CBPRO requested for a formal discussion that too when the issues are
pending unduly for a long time.
We are hopeful that IBA will accord the due status to the Bank Pensioners' and Retirees Organisations
acknowledging their yeomen service to the nation in implementing all the policies of the Government, especially
after nationalization contributing their best to the phenomenal all round economic development of the Nation.
Meanwhile, we appreciate the spirit of the contents of your communication and wish to avail the opportunity of
meeting your good selves to submit inputs and representations from our side in regard to the issues. Hence

CBPRO MEETS IBA
It is a red letter day for Bank Pensioners and Retirees when the CBPRO leadership met the Senior IBA
Officials and held detailed discussions on 26.05.2016 at IBA office Mumbai in respect of Bank Pensioners and
Retirees long pending issues. The wise move by the Apex Bank Retiree Organisations to come together and
form a coordinated body named as Coordination of Bank Pensioners' and Retirees Organisations led
to this welcome development of getting an audience with the IBA. This facilitated a meaningful dialogue. This
also ensured dignity and self respect to the Senior Citizens of the Banking Industry. The IBA response throughout
the discussion had been one of cordiality, concern and solemn assurances on their intentions and keenness
to sort out the issues.
The IBA team was led by Shri K. UnniKrishnan, Deputy Chief Executive accompanied by Shri K. S.
Chauhan, Senior Vice President. The CBPRO team consisted of Com. A.Ramesh Babu, General Secretary
SBI Pensioners' Federation and Joint Convener CBPRO, Com. K.V.Acharya, President AIBPARC and Joint
Convener CBPRO, Com. Ramesh Deshpande, General Secretary RBONC, Com. R.K. Acharya, General
Secretary AIRBEA, and Com. M.D. Deshpande, President FORBE. The team was also assisted by Com. K.S.
Rengarajan of AIBPARC, who had made exhaustive calculations in respect of 100% DA, Improvement in Family
Pension and Pension Updation. The CBPRO also submitted a representation to the IBA emphasising the need
to show great urgency in resolving the issues. The list of the issues to be discussed was also submitted.
Shri K. Unnikrishnan, Deputy Chief Executive IBA, in his initial remarks expressed the keenness of IBA to
resolve the long pending issues but at the same time also expressed anxiety of IBA about the health of various
Banks which has become a hindering factor in meeting our expectations. He informed us that IBA is in the final
phase of getting the Actuary's report as all the data pertaining to the issue of 100% DA Neutralization and
Improvement in Family Pension have been received from the Member Banks and already handed over to the
Actuary.
Com. A.Ramesh Babu, Joint Convener CBPRO, thanked the IBA for giving the opportunity to CBPRO to
discuss the issues and described the event as a satisfying development and hoped that the deliberations
would culminate in the resolution of the issues. He also explained to the IBA about the formation of CBPRO
and hoped that this would facilitate meaningful dialogues with Bank Pensioners' and Retirees Organisations.
During the course of the meeting IBA pointed out about the cost implications and the huge provisions
Banks have to make to meet the requirements of AS 15 (Revised) in respect of provisioning. However the
CBPRO responded elaborately and some of the main observations from our side are mentioned hereunder :
1. As regards Uniform DA Relief, the Number of the Retirees deprived are less than one third of the total
Number of Retirees including SBI and out of that nearly thirty thousand have already crossed the age
of 85 and looking at their very advanced age justice should be delivered to them before it is too late.
2. As regards Family Pension, it is an emotional issue apart from being a humanitarian issue. The bulk
of the Family Pensioners are widows of the Retired Employees and going by the sensitivity involved
the IBA should initiate improvement of Family Pension to 30% from the present 15% without any
ceiling.
3. Regarding Pension Updation, IBA expressed its reservations to take up the issue immediately. We
submitted that non updation from 1989 onwards has resulted in great and unimaginable distortions

and if not set right the gap between the recent Retirees and old Retirees would further steeply widen.
We also stated that the Courts have held that Wage Revision and Pension revision are
inseparable.
4. Extending Pension entitlements to Resignees is a well settled matter with the Judicial pronouncement
by the Highest Court of the Land and their number being just less than four thousand the IBA should
implement the Court order in respect of all eligible Resignees. So also in respect of Compulsorily
Retired, the Pension eligibility should be given to all Retirees irrespective of the fact that they are award
staff or officers. Here also we pointed out that there are decided cases where Courts have upheld the
right to Pension to the Compulsorily Retired Persons.
5. As regards domiciliary treatment entitlements from the newly introduced Medical Insurance Scheme,
the IBA showed us the serious correspondences they have undertaken with the Insurance Company
insisting on the Insurance Company to implement the Scheme in its original form without any distortion
and assured us that they would ensure the full implementation of the scheme. We also pointed out
that the Government communication in the year 2012 had asked IBA to come out with a Medical
Insurance Scheme both for Serving Employees as well as Retired Employees and never intended the
scheme to be different for Serving Employees and Retired Employees. The Insurance Company can't
and should not meddle with the provisions of the last wage settlement between the Unions and IBA in
respect of the Medical Insurance Scheme. We also requested IBA to advise all member Banks to
extend the Medical Insurance Scheme to all Ex-Employees and Officers even if those ex-Employees/
Officers have undergone extreme penalties in disciplinary proceedings. The reason being that
Medical treatment is an issue of extreme sympathy and also the persons covered are ready
to pay the premium from their own sources and the Insurance Company also wants to cover
large number of persons.
6. We also had discussions on leave encashment to Compulsorily Retired persons without any cutoff
date and also permitting Retired Employees and Officers to defend those who are unfortunately
subjected to charge-sheets even after retirement.
Comrades, from the repeated assertions made by the IBA during the course of our discussions, we hope that the
extension of 100% DA neutralization and improvement in Family Pension would get top priority by the IBA. On Updation
also the IBA will take a favourable view and ensure that the legal and statutory requirements are given due consideration
and help in removing the serious erosion that has taken place in the Basic Pension in the case of Past Retirees due to
various subsequent wage settlements. We had also pointed out that Pension is coming under the Defined Benefit
Pension Scheme and also being a close ended scheme the availability of huge corpus should enable the resolutions of
the issues without any further burden on the Banks. Moreover, since Pension Regulations are statutory Regulations,
these Regulations get precedence over all other provisional requirements including provision for NPA.
We are extremely thankful to Shri K. Unnikrishnan, Deputy Chief Executive IBA who sat through for one hour
though he was busy with ongoing interviews in IBA. He set the tone for the meeting in a very positive way. The meeting
continued for another one hour along with Shri K.S. Chauhan, Senior Vice President, where issues were discussed with
further details and he warmly appreciated the homework done by CBPRO in collecting the required information and
arriving at calculations. The inputs submitted by us were duly received and appreciated.
Comrades, we have given in a nutshell the important points of discussion. We hope with this meeting a new era
has started for Bank Pensioners and Retirees and formation of CBPRO had been a great effort by the Apex Retiree
Organisations who exhibited throughout a spirit of comradeship to achieve the common objective of ensuring justice to
the Bank Pensioners and Retirees. We once again appeal to all to join the CBPRO and further strengthen the Bank
Pensioners and Retirees Movement.
CBPRO is also seeking the support of UFBU to use their good offices with the IBA and help us in achieving the
objectives of Retirees Movement. CBPRO firmly believes that it is an organisation which strives for the benefit of all Bank
Employees and Officers, PAST, PRESENT and FUTURE and with the number growing and vibrancy demonstrated we

We bring to your kind attention that the dispensaries maintained by the Bank at the District Centres
are experiencing shortage of medicines/short supply of medicines causing greater inconvenience to the
pensioners/family pensioners. In this connection we have to advise that the Branches do not follow norms
for supply/stocking of medicines as per the extant circular instructions presuming itas an expenditure item
for the branch which ultimately results in drain on the profits of the Branch though the Branch is aware that
the expenditure incurred is reimbursable at the end of the financial year by debit to Local Head Office of the
respective circles. We on our part tried to impress up on the Branch Managers that theimpact of the
expenditure is purely temporary in nature but in vain and the position of shortage continued as before.
Another area of concern is, the Doctors appointed on contract basis are shy of requisitioning of medicines
like insulin etc. on the pleas that they are not supported by any assistance to keep the stock of medicines
and storing thereof. Consequently they are requisitioning only those medicines which can be easily handled.
Therefore, we request you to reiterate the circular instructions once again to all Circles. Kindly do the
needful.
