In line with the DOLE conver-
gence initiative to promote
productivity, RTWPB - Caraga,
together with NCMB, DOLE,
ECC and OSH conducted a plant-
level Labor – Management Com-
mittee Convergence Program and
LHP Seminar to the management
and employees of SOCOTECH
last May 8 at the SOCOTECH Li-
brary, San Francisco, Agusan del
Sur.
SOCOTECH has been a
productivity training benefi ciary
of the Board since 2013, having
availed of the 5S and ISTIV PAP
training programs. At present,
SOCOTECH is one of the seven
(7) regional nominees for the
RTWPB Caraga teams up with DOLE, attached agencies
RTWPBs CAR, IV-B and X
approved an increase in the
minimum wage in their respective
regions.
Wage Order No. CAR-17,
which takes effect on June 29,
2015, granted a P2.00 to P8.00
basic pay increase, bringing the
minimum wage in non-agriculture
and retail/service employing 11
or more workers in Baguio City
and municipalities of La Trinidad,
Itogon, Sablan, Tuba and Benguet
(BLIST) to P285. In the rest of the
region, minimum wage earners in
these sectors will receive a daily
minimum wage of P265. In agri-
culture and retail/service establish-
ments with 10 or less workers, the
new minimum wage is P270 for
BLIST and P255 in the non-BLIST
areas.
By January 1, 2016, the
minimum wage classifi cations
in the region shall be simplifi ed
into “All Industries/Sectors” and
“Microenterprises” for both BLIST
and non-BLIST areas.
The Wage Order does not
allow exemption.
In MIMAROPA, Wage
Order No. IV-B-07, which will take
effect on July 3, 2015, approved a
P10 – P30 daily wage increase to
be given in four tranches. This
brings the new minimum wage,
upon effectivity, to P260 – P280
in non-agricultural establishments
with 10 or more workers; P210 –
P220 in non-agricultural establish-
ments with less than 10 workers;
P220 – P230 in agriculture and;
P280 in all mining companies,
regardless of location.

national Labour Conference (ILC),
held last May 31 – June 13 in
Geneva, Switzerland.
The DOLE delegation
was headed by Undersecretary for
Labor Relations, Social
Dialogue and Internal Affairs
Cluster Rebecca C. Chato.

Discussions on
Labour Protection.
This year,
the committee dis-
cussions focused on the cover-
age and level of and compliance
to minimum wages, working
time arrangements, maternity
benefi ts and occupational safety
and health.

During the seminar, the
Board emphasized the impor-
tance of promoting a work culture
of productivity towards ensuring
labor-management cooperation in
continuous process improvements.
For its part, the NCMB discussed
the creation of LMCs and its role
in promoting productivity. The
DOLE-RO discussed the family
welfare program and the Labor
LawsCompliance System (LLCS).
Twenty three participants
from SOCOTECH attended the
activity.
The launching was
attended by partner government
agencies like DOST, DA, DTI,
DOLE and private groups such
as PLDT-SME, ECHOsi Foun-
dation and the sponsor country,
Canada represented by Mr. Neil
Reeder, ambassador of Canada to
the Philippines

launching and gave message of
commitment to project implemen-
tation with the goal to boost the
women empowerment in the fi eld

In line with the implemen-
tation of the ASEAN Free
Trade Agreement (AFTA) and
the General Agreement on Tariff
and Trade (GATT) in relation to
the the proposed wage increase,
RTWPB-X convened a dialogue
with the Bukidnon Mill District
Development Council Founda-
tion to discuss the economic
situation of the sugar industry in
the region.
The Bukidnon Mill Dis-
trict, representing more than
27,000 planters, proposed
pakyaw rates for the sugar
(agricultural) workers based on
the uniqueness of the industry.
The Board, however, has yet
to deliberate and decide on the
proposed rates.
On improving the produc-
tivity of the sugar industry, the
Board suggested that the Council
benchmark with ASEAN countries
like Thailand. The Council, how-
ever, implied that other countries
have low loan interests and taxes,
enjoy strong support from govern-
ment and are fully mechanized.
The Board committed to
carefully study the proposal of
the Council.

Work processes cover all
the business activities that take
place inside an organization. DED
Damo said everyone in the organi-
zation should be familiar with all
its standard operating procedures
to ensure continuity and uniformity
in the delivery of its programs and
services.
Work environment consists
of working conditions, ventilation,
lighting, workspace, noise, and
facilities. DED Damo explained

RTWPB- VII initiated a motu
proprio review of its current
wage order, having reached its
anniversary date last March 21.
The Regional Board, in its
regular meeting, invited resource
persons from the Department of
Agriculture and Bureau of Agri-
cultural Statistics, Department of
Trade and Industry, National Eco-
nomic Development Authority,
and the Department of Energy to
provide updates on major econom-
ic indicators as well as the supply
and price of basic food and non-
food commodities.
The Board has also been
conducting a series of wage
consultations last May in Bohol
and Dumaguete. The third leg
of its consultation will be with
the sugar industry and other stake-
holders affected by Typhoon
Yolanda in Northern Cebu.

Documenting the Quality Manage-
ment System, facilitated by Ms.
Ma. Cecilia M. Fabian of Rosehall
Managament Consultants, Inc.
at the BWC Conference Room,
Intramuros, Manila last June 8.
The objective of the
workshop was for participants to
understand the ISO 9001:2015
documentation requirements. The
workshop covered topics on docu-
mentation requirements, creating
and updating documented infor-
mation, and processes in control-
ling documented information.

information, whether maintained or
retained, are important to an organiza-
tion because it serves as knowledge
management reference, guide for train-
ing new and multitask-oriented employ-

Held at the Eagle’s Point
Resort in Mabini, Batangas on
July 15-16, the NWPC’s team-
building was attended staff and
directors headed by Executive
Director Maria Criselda R. Sy.
In her opening remarks, Execu-
tive Director Sy emphasized the
importance of working together

which, in NWPC’s case,
has resulted to an impres-
sive performance in 2014.
The annual team-
building exercise is an
opportunity to further build
camaraderie among staff
and engage in activities that
will foster collaboration and team
spirit. “Our sincerest goal in
conducting teambuilding is for us
to know ourselves more than the
usual work-related dealings,” says
Executive Director Sy. This in-
cludes strengthening the relation-
ship within and among the various
divisions of the organization.

all the teams for meeting the goals
of the team building exercise. She
said that as one family, the NWPC
staff should strive to continue
being happy in fulfi lling the
Commission’s mandate.

awarded seven (7) regional win-
ners for 2015 Productivity Olym-
pics which will be the region’s
nominees to the national search.
The said activity was held at Al-
mont Inland Resort, Butuan City
on June 23, 2015.
The seven (7) regional

Course for Effectiveness (LACE)
on May 7- 8, 2015 at the El Bajada
Hotel, Davao City.
The training discussed the
leave policies and the methodology

in the one-day 5S training
conducted by the board.
All participants to the
productivity training by the board
are expected to develop and
implement action plans. The re-
sults of its implementation will
be monitored by the board at least
three months after the completion
of the training.
