I attended the Cochise Amateur Radio Association Hamfest in Sierra Vista, Arizona. I had a great time and enjoyed meeting everyone there. Conversations with amateurs there and the food that was served for breakfast and lunch was good. This was a very good event to attend with tailgating and food what more could you ask for. Congratulations to those who took and passed their amateur exams at this event. Reminders to all ARRL Affiliated Clubs please update your club information by 30 June 2013. Contact Tom KE7VMG if you need help He will be contacting you to remind you and see that this is getting done. Last month I stated I would start to introduce my staff to you, first up is Thomas K. Fulmer KE7VMG, Assistant Section Manager Affiliated Club Coordinator. Still enjoying Ham radio since 2008! Both my wife and I studied and received our licenses at the same time. She missed 1 less than I did! I enjoy using VHF &UHF I also have a Yaesu FT950 That isn’t hooked up as yet, as we recently moved to Yuma Arizona and being in a rental, it's hard to put up the antenna. My VHF/UHF antenna is in my home office and I can talk from Phoenix AZ to San Diego CA. Currently studying for the general exam as well. We now live in Yuma AZ. We love to go 4 wheeling in our Jeep and we love to Geocaching and of course, Amateur Radio. We love most everything outdoors, camping, hiking and exploring. We are very active in the Yuma Amateur Radio Club, and also Yuma Auxiliary Communications Service. We both participate in several nets each week, and recently became SKYWARN spotters. My wife’s call is KE7VMF - Her name is Linda. I'm on Echolink - node 477764 ARRL Field Day is the single most popular on-the-air event held annually in the USA and Canada. On the fourth weekend of June of each year, more than 35,000 radio Amateurs gather with their clubs, groups or simply with friends to operate from remote locations. Field Day is a picnic, a campout, practice for emergencies, an informal contest and, most of all, FUN! OBJECTIVE: To work as many stations as possible on any and all amateur bands (excluding the 60, 30, 17, and 12-meter bands) and to learn to operate in abnormal situations in less than optimal conditions. Field Day is open to all amateurs in the areas covered by the ARRL/RAC Field Organizations and countries within IARU Region 2. DX stations residing in other regions may be contacted for credit, but are not eligible to submit entries. If your club or group is doing Field Day here in Arizona, please notify me so I can make arrangements to have a representative from our section visit you for the extra points. Please make sure you register your Fields Day event with ARRL. Thank you.

May was a very busy month here. I attended the Cochise Amateur Radio Association Hamfest in Sierra Vista, Arizona. I had a great time and enjoyed meeting everyone there. Conversations with amateurs there and the food that was served for breakfast and lunch was good. This was a very good event to attend with tailgating and food what more could you ask for. Emergency Coordinator

Summer is amongst us and that means fire season and July 1st are approaching fast. Have you

completed your FEMA Training Classes IS-100, IS-200 and IS-700 yet? Many of you have and you’ve

forwarded your certificates your DEC. But, some of you have not. With the Monsoon and fire seasons

approaching don’t be someone who has to sit on the sidelines when other ARES members get deployed.

Amateur Radio vanity call signs Fee Increase Possible The FCC released a Notice of Proposed Rulemaking (NPRM) on May 23, seeking to raise the fee for

Amateur Radio vanity call signs by 20 cents. Currently, a vanity call sign costs $15 and is good for 10 years. The new fee, if approved, will go up to $15.20 for 10 years.

The FCC is authorized by the Communications Act of 1934, as amended to collect vanity call sign fees to recover the costs associated with that program. The NPRM can be found in PDF format at, http://transition.fcc.gov/Daily_Releases/Daily_Business/2013/db0523/FCC-13-74A1.pdf

2013 ARRL Southwest Division Convention is September 6th through 8th in Santa Barbara, CA. Looking for a little more than a hamfest? How about attending the ARRL SW Division Convention in

Santa Barbara, CA. in September. The dates are Sept 6-8, 2013. The location is the Santa Ynez Valley Marriot Hotel and Convention Center, 555 McMurray Rd, Buellton, CA

Arizona Official Observers Needed

If you live in Arizona and would like to become an ARRL Official Observer, you are invited to

become one. The Official Observer program has been sponsored by the American Radio Relay League

(ARRL) for more than 50 years to help amateurs help each other. OO appointees have assisted thousands

of amateurs maintain their transmitting equipment and helping ensure operating procedures are in

compliance with the regulations. The object of the OO program is to notify amateurs by mail of

operating/technical irregularities before they come to the attention of the Federal Communications

Commission (FCC).

The OO performs his function by listening rather than transmitting, keeping an ear out for such

things as frequency instability, harmonics, hum, key clicks, broad signals, distorted audio, over deviation,

out-of-band operation, etc. The OO completes his/her task once the notification card is sent. In hard-core

rule violation cases, OO's refer problems to higher echelons of the Amateur Auxiliary, and may be

requested to gather evidence for possible FCC enforcement actions.

Requirements:

1) Must take and pass an exam to be certified as a member of the Amateur Auxiliary, an FCC requirement,

based on study of the ARRL's Amateur Auxiliary Training Manual.

2) Must be an ARRL Full Member and have been a licensee of Technician Class or higher for at least 4 years.

3) Must report to the OO Coordinator regularly.

4) Maintain regular activity in sending out advisory notices as needed. Five hour minimum monthly.

AZ S 1218 – Wireless Devices While Driving This bill was introduced on January 28, 2013 by Senator Farley (D). This bill prohibits the operator of a motor vehicle on the highway from using a "wireless communication device to send or receive a written message." This bill does not apply to emergency communications. This bill also provides penalties for violations. This bill was referred concurrently to the Senate Committee on Transportation, the Committee on Government and Environment, the Committee on Public Safety, and the Committee on Rules. It is currently pending in the Senate Committee on Transportation. AZ S 1241 – Wireless Devices While Driving ARRL State Legislative Report Prepared by The Chwat Group April 2013 Page 2 of 27 This bill was introduced by Senator Melvin (R) on January 29, 2013. It prohibits a driver with a permit Class D or G license from using a wireless communication device while operating a motor vehicle, except in emergency situations. This bill was referred to the Senate Committee on Transportation. It was then referred to the Senate Committee on Public Safety, which recommended that the bill pass. This bill was then referred to the Senate Committee on Rules, which also recommended the bill pass. It is currently pending on the floor of the Senate. AZ S 1268 – Wireless Devices While Driving This bill was introduced by Senator Farley (D) on January 29, 2013. It prohibits the use of a wireless communications device by any permittee (class G) driver, except in case of emergency. These restrictions are removed upon the driver’s 18th birthday. This bill was referred to multiple committee, and is currently pending in the Senate Committee on Transportation. AZ S 1277 – Antennas This bill was introduced by Senator Shooter (R) on January 30, 2013. It allows local governments to set the maximum heights and dimensions for amateur radio station emergency services communications antennas and structures. It also allows zoning boards to provide for dimensions of amateur radio station emergency communications service antennas and structures with respect to general zoning regulations. This bill also allows (homeowner) associations to provide the heights and dimensions of amateur radio station emergency communications antenna and structure. This bill was referred to the Senate Committee on Government and Environment, where it is currently pending. AZ S 1393 – Wireless Devices While Driving This bill was introduced by Senator McGuire on February 4, 2013. It prohibits the use of a "handheld wireless communication device" while operating a mass transit vehicle. This bill was referred to several committees, including the Senate Committee on Transportation, where it is currently pending.

56th JOTA: October 19-20, 2013! Jamboree on the Air provides the opportunity for millions of Scouts around the world to meet on the air via Amateur Radio. Get ready for the 56th year of this annual on-the-air event! Let me know what you are planning.

I keep hearing that there are no young hams at club meetings. Why don’t we all bring a young ham to the meeting? I went to my first year of club meetings with my Elmer. Don’t think I would have gone otherwise. Don’t have an Elmer; let me know I will find one for you.

- Arizona Emergency Net – Maricopa (AEN-MAR) meets every Monday at 9:00 PM local time, for training and exercise in the public service communication arts on the Mt. Ord 146.92(-), Shaw Butte 147.24(+) or Scottsdale Airpark 146.760(-) repeaters. The repeaters require a 162.2 Hz tone. The repeaters are linked and cover most of Maricopa County and portions of Pinal, Gila, Coconino and Yavapai Counties in central Arizona. http://www.aen-mar.org - Saguaro National Traffic System (NTS) Net ( www.saguaronts.net ), meets daily at 6:30 PM MST (0130Z) on the Eastern Arizona Amateur Radio Society (E.A.A.R.S.) (http://www.eaars.org/ ) repeaters. We are always looking for people to take messages and deliver them via telephone to hams and non-hams. The net is open to all ham operators regardless of license level and there’s no membership requirement associated with this net. Traffic is not required to check into the net. Training is conducted as needed or when someone asks. This a GREAT way to get involved with Emergency Communications (EMCOM) and learn how it’s done prior to an actual emergency. Ralph R Barley, K7YUM of Yuma Arizona, became a Silent Key on the evening of 29 May 2013. Ralph held a General Class License and was a member of ARRL. First licensed June 24, 1995 as KC7TFY. Ralph worked many years for the U.S. Border Patrol as a Radio Technician. Rest in Peace

Ellis Rackoff, KE7NAP Silent Key FEBRUARY 2, 1946 TO APRIL 30, 2013 Vice President of the Yavapai Amateur Radio, DISTINGUISHED TOASTMASTER, the memorial held for Ellis Rackoff, there was standing room only. It was asked by some of the neighbors next to the Ruffner Waklin Funeral Home, “Who is the very important person in there?” Most of us just said, “A most unforgettable man!” Rest in Peace.

2014 ARRL Southwestern

Division Convention.

Dates: September 12 - 14, 2014

The ARRL SW Division Convention sponsored by SANDARC will be held at the Sheraton

Four Points hotel located on Aero Drive near the Montgomery Field airport which is the

same location of the 2010 convention.

Admission tickets will be on sale on 1 September 2013. Download the admission forms

when they become available. Ticket prices will be listed starting as “early bird”, “pre-

registration” and “door price.” Please check for the upcoming dates. Our convention will

feature tech forums, vendor’s exhibits, on site radio station, grand banquet, flea market

and many more activities. Check this site often to get the latest news regarding our

ongoing convention events.

Future vendors please check with Paul Rios at [email protected]. Check with Ann Rios,

KC6TBG at [email protected] if wish to conduct a tech forum. Our keynote speaker for the

grand banquet has not been selected. If you wish to be the keynote speaker, please contact
