Economic News
Globally the capital markets are once again on a tailspin after the return of the 2nd
wave
of the infection and also the fact that the Federal Reserve bank (FED) came out to warn
that the unemployment rate would remain at more than 5% up until at least the end of
2022 and that the economy would have to rely on the pumping in of funds by the central
bank for ‘the foreseeable future’.
The Fed projected a 6.5% decline in gross domestic product this year and a 9.3%
unemployment rate at year’s end. The key overnight interest rate, or federal funds
rate, would remain near zero through at least 2022, a Fed statement said.
This prompted the Dow Jones and broader S&P 500 to drop by the biggest points
in close to 2-months since the sharp swing in the markets that were witnessed in
March this year.

S&P500 was down by 5.89%
Asian markets have followed suit with
Hong Kong’s Hang Seng down by close to 2%
Singapore’s STI down by close to 3%
South Korea’s KOSPI down by 3%
MSCI’s gauge of stocks across the globe shed 0.27% while the Dow industrials
and benchmark S&P 500 closed lower.
Yesterday Thai shares also plunged 22.00 points or 1.55%, closing at 1,396.77 points,
with a trading value of 82,892.56 billion baht. The plummet in the Thai market was in the
same direction of the regional market as well as the European market and Dow Jones
Futures after the Fed’s decision to maintain its policy rate at 0-0.25%, expecting the U.S.
economy to decline by 6.5% in 2020.
As the government is set to disburse a 400-billion-baht budget in the public investment
spending under the 1.9-trillion-baht borrowing plan to help the flagging economy, the
opposition Kao Klai [Move Forward] Party raised questions on transparency of
appropriations for various state projects, numbering more than 700 billion baht.
Move Forward MP for Chachoengsao Jirat Thongsuwan said he is suspicious
about the ability of the House budget probe panel’s ability to inspect more than
30,000 projects proposed by state agencies which required more than 700
billion baht. Jirat also questioned the government’s criteria when selecting
projects qualified for the funding. For example, he said projects proposed by the
Eastern Economic Corridor (EEC) Policy Committee chaired by Prime Minister
Prayut Chan-o-cha may gain preferences over regional or local projects. He
claimed that the EEC Policy Committee has come up with several projects
which are not crucial for the country’s economic recovery such as field trips
Nong Nooch Tropical Garden (Suan Nong Nooch) and Cartoon Network-
themed water park which requires a budget of 265 million baht as well as the
EEC’s charity football tournaments between Chonburi FC, Rayong FC,
Chachoengsao FC and Buriram United FC which requires a budget of 50
million baht. The Move Forward Party MP questioned if the budget probe panel
is brave enough to cut these costly budgets.
Some 31,801 projects worth up to 783.348 billion baht have applied for a 400-billion-
baht budget set for economic and social rehabilitation on the website
http://thaime.nesdc.go as of June 9, according to the National Economic and Social
Development Council (NESDC, formerly known as the National Economic and Social
Development Board (NESDB),
The request for budgets for the proposed projects is expected to reach 800
billion baht as the NESDC has yet to close applications. It is reported that the
Office of Small and Medium Enterprises Promotion (Osmep) has requested a
total budget of 150 billion baht to fund 2 new aid packages for SMEs, namely a
debt restricting scheme to assist SMEs with non-performing loans (NPLs) to
return to operations (100 billion baht) and a scheme to help SMEs and micro-
SMEs access funding sources (50 billion baht).
Finance Minister Uttama Savanayana instructed the Bank of Thailand to take care of the
rapid appreciation of the baht to be in line with the country’s economic recovery plan.
Uttama reportedly told the Central Bank to make sure that the baht is not an obstacle to
the economic recovery.
The Finance Minister’s move came after reports that the baht surged the most in a
year yesterday (June 11). The baht advanced as much as 1.1% against the dollar,
the most since June 2019. The Thai currency has breached its 200-day moving
average resistance, a technical pattern that could encourage speculative inflows.
The baht opened at 31.08 to the US dollar yesterday morning (June 11),
strengthening from its previous close of 31.35. The baht was supported by the
weakening of the dollar, and the level to beware was 31 baht to the US dollar. If
the baht strengthens beyond that level, it would trigger more dollar sales, an
analyst said.
The Central Bank’s senior director Don Nakornthab commented that the BoT will
maintain its relaxed monetary policy in order to support the economic revival. He
added that the key to bolstering the economy in this crisis was to boost liquidity in
the business system.
The BoT is set to announce its forecast of the country’s gross domestic product
(GDP) this year on June 24.
Following Kaohoon Turakij newspaper’s report of Noble Development Plc (NOBLE)’s
plan to takeover L.P.N. Development Pcl (LPN) by acquiring a big lot of NOBLE shares,
it is noticed that the shareholding structure of LPN has been changed (as of June 5).
LPN sees 4 new major shareholders led by BTS Group Holding (BTS), with a
1.36% stake or 20 million shares, followed by Thiraphon Noprampha, aka
“tycoon Pow” who served as former secretary-general to the late prime minister
Samak Sundaravej, with 35 million shares or a 2.37% stake, Wiboon Arpornwirat,
with 11,656,000 shares or a 0.79% stake and GLODMAN SACHS INTER
NATIONAL, with 8 million shares or a 0.54% stake.
It is noticeable that 7 major shareholders of the company were missing from the
list. These include Bank of Singapore Limited, Aberdeen Standard Growth Equity
Fund, Aberdeen Standard Small Cap Fund, open-ended Aberdeen Standard Long
Term Equity Fund, BNP Paribas Securities Services, London Branch, open-ended
Aberdeen Standard Smart Capital-Retirement and Kitti Thanakitamnuay.

Deputy Prime Minister and Public Health Minister Anutin Charnvirakul came under
criticism for how he handled a scandal over allegations that 186 state-run hospitals have
received suspicious donations from pharmaceutical companies.
The scandal was exposed by an academic after Public Health Permanent Secretary
Sukhum Kanchanapimai ordered the abrupt transfer of Dr Charnchai
Chanworachaikul, director of Khon Kaen provincial hospital, to assist with work
at the Ministry over a yet to be proven allegation that his hospital has accepted
donations from drug companies.
The transfer was triggered by the allegations concern demands by hospital staff
for donations, or kickbacks, worth 5% of the value of the products that a hospital
buys from drug companies. It is reported that the amounts go to the welfare fund
of each hospital, to cover expenses which are beyond budgetary limits.
Dr Charnchai himself said he ordered his hospital to stop accepting donations
from drug firms in November 2018, after Public Health Ministry instructed all its
hospitals not to.
Anutin instead responded to reports that he had instructed the permanent secretary
for public health and other ministry executives to not permanently transfer Dr
Charnchai.
He warned that whistle-blowers may be held accountable if it is proven that their
allegations are groundless.
Anutin also announced that he had established a fact-finding committee headed
by Dr Somchai Chakrabhand, the chief adviser to the public health minister, to
look into the accusation of “suspicious donations” involving 186 hospitals or
more than 20% of all state hospitals under the ministry’s jurisdiction as claimed
by an academic.
The CARE political group led by Phumtham Wechayachai, an adviser to Pheu Thai
leader Sompong Amornwiwat, plans to introduce itself to the public on June 17 from
14:00hrs to 17:00hrs at Voice Space, Viphavadi Rangsit Road.
In addition, the group will hold a seminar called “150 deadliest days: Do or Die”.
The event will be joined by economic expert Banyong Pongpanich, Renowned
architect Duangrit Bunnag, Supavud Saicheua and Surapong Suebwonglee, a
former key member of the disbanded Thai Rak Thai (TRT) Party.
Following the reported undercurrent being whipped up within the Democrat Party which
showed rising internal rifts, key Democrat key figures like House Speaker Chuan Leekpai
and Deputy Prime Minister and Commerce Minister Jurin Laksanawisit as the Democrat
Party leader came out to deny rumours of internal rifts in the party that may force
changes at the top.
At Parliament, Jurin came out to deny reports that more than half of Democrat
Party executive committee members are enlisting MPs to support his removal as
party leader. Jurin dismissed reports of the undercurrent among factions as
baseless. The Democrat Party leader said he is in good relationship with MPs
from the northeast to the south.
Party spokesman Rames Ratanachaweng also denied rumours of an attempt to
oust Jurin as party leader. He insisted that the party operates freely under Jurin’s
leadership as Jurin allows all MPs to carry out their duties independently.
Jurin also received strong support from House Speaker Chuan Leekpai who urged
MPs not to create problems and put their personal opinion aside to avoid conflicts.
Phoomsan Seneewong Na Ayudhaya, the party’s strategist for the Northeast, said
the report of a party leadership change push was “fake news”. He said MPs in the
northeast give full support to Jurin.
Another report said Democrat secretary-general Chalermchai Sri-on held an
urgent meeting with MPs to weigh up on their opinions over the party’s
leadership conflict At least 27 MPs joined the meeting. After the meeting,
Chalermchai ruled out the possibility that more than half of executive committee
members will resign to pave the way for the election of new party leader. He
believed that a majority of MPs wants the party to stay with the coalition.
Chalermchai then ruled out the chance of Abhisit Vejjajiva’s return as party
leader because Abhisit wants to break away from the coalition. He believed that
Jurin will receive full support from Democrat senior members and the party is
likely to see resignations of more MPs and party members.
Another interesting movement from the Democrat Party is that the party is said to
approach several prominent figures to contest the Bangkok gubernatorial election. One of
interesting names is national police chief Chakthip Chaijinda.
police chief Chakthip is set to undertake a mandatory retirement on September
30th
this year as he hits 60 years of age.
It is said that the party is keen on Pol Gen Chakthip. Although the party may
decide not to field Pol Gen Chakthip as its candidate, the party will likely tip him
for a political position like a ministerial seat despite some legal concerns due to
his dual roles as a senator and civil servant.
Even after Pol Gen Chakthip retires from the police force, he is required to
take a 2-year gap before re-entering political offices by law.
The Phalang Pracharat Party (PPRP) looks set to hold a general assembly to elect a new
executive committee on July 3 as announced by PPRP spokesman Thanakorn
Wangboonkongchana.
The PPRP spokesman said he was notified by Finance Minister Uttama
Savanayana as PPRP acting leader that he had called a meeting of the executive
board on June 19 to decide on the date for a general assembly which is tentatively
scheduled for July 3.
Another report confirmed speculation that Deputy Prime Minister Gen Prawit
Wongsuwan, the PPRP’s chief strategist, is tipped as new party leader while
Deputy Finance Minister Santi Prompat is the most likely candidate for the
secretary-general’s post, replacing Sontirat Sontijirawong, the incumbent
secretary-general.
Prime Minister Prayut Chan-o-cha could face the prospect of being taken to the
Constitutional Court over his allegedly unlawful occupation of an army residence after
the court accepted a ruling request against Prime Minister Prayut Chan-o-cha over his
prolonged stay in a military house, according to Pheu Thai Party spokesman Anusorn
Iamsa-ard.
Pheu Thai Party leader Sompong Amornwiwat lodged a complaint with the court
asking it to rule on Gen Prayut’s tenancy of the army house which constituted a
conflict of interest according to Sections 170 (4) (5), 160 (5) and 184 (3) of the
Constitution that might result in him being removed from office.
Former senator and well-known academic Kraisak Choonhavan passed away yesterday
(June 11) at the age of 72.
Kraisak, son of former prime minister Chatichai Choonhavan, had been treated
for cancer for the past 4 years.
Kraisak, who also served a stint as an MP, played an important role as a member
of the advisory team of his late father when the latter was prime minister in 1988-
1991. He was also known for his active role in environment and human rights
movements.
General News
The Centre for Covid-19 Situation Administration (CCSA)’s meeting presided over by
Prime Minister General Prayut Chan-o-cha is scheduled today (June 12) to consider the
lifting of the curfew.
National Security Council (NSC) secretary-general General Somsak Rungsita
already came out to urge the public to wait for “Good news” about the curfew
today.
Earlier, the NSC proposed lifting the curfew for a 15-day trial period while
maintaining the state of emergency. The 15 days would be used to evaluate
whether a return to normal life minus the curfew had any effect on the spread of
Covid-19.
It will be interesting to see if Gen Prayut will send a positive signal for the lifting
of the state of emergency due at the end of this month amid growing resistance
from the Opposition camp.
The Centre for Covid-19 Situation Administration (CCSA) Thailand yesterday (June 11)
reported no new coronavirus infections or deaths, maintaining the total of 3,125
confirmed cases and 58 fatalities.
It was the 1st time in nearly 3 weeks that no cases were reported and the 17th day
without a local transmission. All recent cases have been found in quarantine
among Thais returning from abroad, according to CSSA spokeswoman Panprapa
Yongtrakul.
