LODGE BULLETIN
July, 2016

Exalted Ruler’s Message
On June 12th, the Elks celebrated Flag Day in the finest tradition. I was hon-ored as Exalted Ruler of our Lodge to lead this tradition in 2016 and celebrate the symbol of the finest nation on Earth. The Veterans at Clyde Lasson turned out in force and all those in attendance were not disappointed.
Great things are happening at the Lodge meetings. We had a presentation in June by the Boy Scouts requesting funds to help build a Black Smith Forge. Our Secretary submitted paperwork for an Elks National Foundation Grant and we received a $2000.00 grant to help with the project. Way to go Mike!
As I have said before, we have a team of officers that are dedicated to ritual. We are planning events to help send our team to competition and win! There will be flyers and emails regarding upcoming events.
On July 30th, We are having Family Day. All the new officers will be there along with some celebrity members from local government and law enforce-ment. Come out and taste our Chicken BBQ, burgers and dogs, along with the famous Gebert beans and other goodies. We will have plenty of activities for the family and the kid in everyone. A few of the events are; car show, face painting, games, dunking booth, and water slide.
Our Inner Guard, Jean Lamblin is donating some nice lady’s tops, jewelry, and hats that are loaded with Elks bling! Don’t worry men, shirts are coming for you too! Come check them out in the lounge. All proceeds go to Team Spirit.
It is an honor to greet all the new Elks that are coming in to the Lodge. Each month there is a new group eager to be a part of such a great organization. I am grateful that the Elk sponsors are explaining to the new members what Elks are truly all about. We are a group of Loyal Americans dedicated to the principles of Charity and Brotherly Love.
More exciting changes to tell you about at our lodge. Starting in July, Friday night dinner will have servers. The dining room has had some upgrades, such as an artwork display, tablecloths, and rearranged table settings in order to pro-vide our members with a pleasant restaurant atmosphere. In keeping with the changes to the dining room I am asking that gentleman wear collared shirts and long slacks and the ladies dress accordingly.
We have a new member who has jumped in with both feet. I want everyone to welcome Tim Harrell, who is my Elk of the month. Right off the bat he told me about his passion for cooking. He and his wife, Debra are quite a team and if you have not been to Tiki bar Sunday, you have missed out. Not only do we have great music on Sunday but also Tim has set a new standard for fresh ground burgers, homemade fries and secret chicken burgers. Please welcome him, his wife Debra and family!

ENF Corner
How the ENF Works
In 1928, one man's dream became a reality for all Elks and
the communities we serve. Then-National President John F.
Malley envisioned a plan that would “unite the forces of the
Order into a mighty army for the service of mankind.” During
the annual Grand Lodge Convention in Miami that year, Mal-
ley's call to service inspired delegates to take action by voting
to establish the Elks National Foundation with an initial
$100,000 grant. More than 85 years after Malley shared his
vision with the Order, the ENF continues to unite all Elks in
service to their communities.
Our Mission
The mission of the ENF is to help Elks build stronger commu-
nities. We fulfill this pledge by investing in communities
where Elks live and work. We provide tomorrow's leaders,
our youth, with lifelong skills; honor the Elks' pledge to never
forget our veterans; help the state Elks associations accom-
plish their charitable objectives; and fund projects that im-
prove the quality of life in local Elks communities.
Our Impact| Since inception, the ENF has contributed more than $429.6 million toward Elks charitable projects nationwide. These funds enable programs that support youth, honor veterans, and meet needs in areas where Elks live and work. Our pro-grams continue to grow each year, allowing Elks to do even more to build stronger communities. Go to http://www.elks.org/enf for details on all ENF programs. Bob Kershner, PER

SPECIAL MEETING ANNOUNCEMENT
Initiation of new members has moved from the regular busi-
ness meetings to a special initiation meeting on the 4th
Wednesday of the month. This change should help to short-
en our regular meetings. Initiation will begin at 7:00pm with
the short form of opening and closing. No business other
than initiation of new members will be conducted at this
meeting. We anticipate the meeting being approximately 1
hour in length. The bar will be closed during the meeting
time. All members are encouraged to come welcome the new
members to our Lodge and witness their initiation.
Orientation meetings will be on the Tuesday preceding the
Initiation. The special initiation meetings will be announced
in the Lodge bulletin in advance. We hope that you will come
out to greet our new members at the special meeting just for
them.

St. John’s Police Athletic League
The St. Johns County Police Athletic League (PAL) was started in 1991 by
former Sheriff Neil J. Perry. PAL is a non-profit 501(c)(3) youth-serving
organization with the cooperative effort of the St. Johns County Sheriff's
Office. St. Johns PAL is committed to providing safe and structured activi-
ties to the youth of St. Johns County. St. Johns PAL is operated by SJSO
Deputy Sheriff's and civilian PAL specialist to oversee these programs to
insure safety, competency and order. St. Johns PAL programs are availa-
ble to all the youth of St. Johns County, regardless of their race, religion,
or financial situation. The mission of St. Johns PAL is to reduce crime and
instill positive values, character and leadership skills by emphasizing a
positive interaction between the youthful participants and law enforcement
officers, along with other adult role models.
PAL is one of the oldest citizen-building youth programs in the nation. It
builds friendships between law enforcement officers and children within
the community and is based on the conviction that young people, if
reached early enough, can develop strong positive attitudes towards police
officers in their journey through life toward the goal of maturity and good
citizenship. Studies have shown that if a young person respects a police
officer on the ball field, in the gym or classroom, they will likely come to
respect the laws that police officers enforce. Our staff and volunteers also
have the opportunity to be a trusted authority figure that assists children
with finding guidance, setting goals, and enjoying new life opportuni-
ties. PAL has embraced traditional American values where one genera-
tion responsibly shares its wisdom and helps kids learn to work together to
be responsible for themselves, as well as set goals in their lives.

When American soldiers return home from war with disabilities, they often suffer twice — first from their combat injuries, next from the humiliation of government dependency. Wounded veterans learn they have two basic choices: They can receive almost $3,000 a month in disability benefits along with medical care and access to various other welfare programs, or they can try to find a job. Especially in this economy, it's no wonder that many find that first option hard to turn down.
Mark Duggan, an economics professor at Stanford University, reports that enrollment in U.S. veterans' disability programs rose from 2.3 million in 2001 to 3.9 million in 2014. There are also more tangible factors driving the disability boom. One is the expansion of eligibility criteria. In 2000, for in-stance, Type 2 diabetes was added as a disability because of evidence linking exposure to Agent Orange with onset of the disease. Heart disease has also been added to the list.
Another possible factor is that younger veterans seem less averse to wel-fare than their parents' generation. Veterans who have served since the 1990s are much more likely to sign up for disability than their older coun-terparts; 1 in 4 younger veterans is on disability, versus just 1 in 7 of those over age 54.
We shouldn't go back to the bad-old days when veterans were afraid to admit weakness. But Lt. Col. Daniel Gade is one of many veterans who think our disability system is harmful, psychologically, to former soldiers. “People who stay home because they are getting paid enough to get by on disability are worse off,” he warned. “They are more likely to abuse drugs and alcohol. They are more likely to live alone.”
On a more practical note, Veterans Affairs could reallocate resources to spend more on job training and less on disability. Current placement pro-grams are woefully inadequate.

We think of July 4, 1776, as a day that represents the Decla-ration of Independence and the birth of the United States of America. But July 4, 1776 was-n't the day that the Continental Congress decided to declare independence (they did that on July 2, 1776). It wasn’t the day we started the American Revo-lution either (that had happened
back in April 1775). And it wasn't the day Thomas Jefferson wrote the first draft of the Declaration of Independence (that was in June 1776). Or the date on which the Declaration was delivered to Great Britain (that didn't happen until November 1776). Or the date it was signed (that was August 2, 1776).
So what did happen on July 4, 1776?
The Continental Congress approved the final wording of the Declaration of Independence on July 4, 1776. They'd been working on it for a couple of days after the draft was submitted on July 2nd and finally agreed on all the changes. July 4, 1776, became the date that was included on the Declaration of Independence, and the fancy handwritten copy that was signed in August (the copy now displayed at the National Archives in Washington, D.C.) It’s also the date that was printed on the Dunlap Broadsides, the original printed copies of the Declaration that were cir-culated throughout the new nation. So when people thought of the Dec-laration of Independence, July 4, 1776 was the date they remembered.
How did the Fourth of July become a national holiday?
For the first 15 or 20 years after the Declaration was written, people did-n’t celebrate it much on any date. It was too new and too much else was happening in the young nation. By the 1790s, a time of bitter partisan conflicts, the Declaration had become controversial. By 1817, John Ad-ams complained in a letter that America seemed uninterested in its past. But that would soon change. After the War of 1812, printed copies of the Declaration began to circulate again, all with the date July 4, 1776, listed at the top. The deaths of Thomas Jefferson and John Adams on July 4, 1826, may even have helped to promote the idea of July 4 as an important date to be celebrated.
Celebrations of the Fourth of July became more common as the years went on and in 1870, almost a hundred years after the Declaration was written, Congress first declared July 4 to be a national holiday as part of a bill to officially recognize several holidays, including Christmas. Fur-ther legislation about national holidays, including July 4, was passed in 1939 and 1941.
