SUMMER DOG SAFETY Too hot for you, too hot for them!

Other than the love of their humans, pups have everything going against them in the Phoenix summers: heat, hot sidewalks, thunder, lightning, fireworks and pool parties. Warm Walks: Sidewalks are too hot this time of year for daytime walking. They easily reach 160 degrees; black asphalt 200 degrees. If you can’t press the back of your hand onto the ground for 5 seconds, it’s too hot for your pup’s paws - regardless of how tough their pads are or how fast they are moving. Dogs sweat only through their paws, and cool through panting. Booties are an option, or just stay inside until temps drop below 90 and sidewalks cool (usually 1.5 hour after sunset). Overheating: The ground radiates heat onto your doggie's tummy and chest, so your pup can overheat quickly. Dogs cool by panting, and as their body temperature rises, they can’t pant fast enough to cool down. If you see an extended tongue, drooling, and rapid panting, get your pup to a cool area immediately. Wet towels on his head & chest can cool him off. It’s counterintuitive, but ice or very cold water will make things worse. The cold causes blood vessels to constrict, so overheated blood moves away from the skin and deeper into the body; organ failure or death can happen.

ARIZONA DEPARTMENT OF TRANSPORTATION PUBLIC MEETING

The Arizona Department of Transportation (ADOT) will host a public meeting about proposed changes planned for the traffic interchanges at Interstate 17 and Happy Valley and Pinnacle Peak roads. The proposals include plans for a Tight Diamond Interchange at Pinnacle Peak road and a Diverging Diamond Interchange at Happy Valley Road.

GLENDALE UNION HIGH SCHOOL DISTRICT NEWS

GUHSD Participates in the Federal Nutrition Program Glendale Union High School District participates in the National School Lunch and School Breakfast Program, which allows the district to offer reduced prices for breakfast and lunch to students who meet the program guidelines. Walk-Through Registrations: More than 15,500 children will be returning to Glendale Union High School District schools for a new year of learning on August 7. Before school begins, all GUHSD students, whether they are a new student or returning, must participate in walk-through registration. Schools offer a walk-through registration on their campus. Walk-through registrations take place between July 24-28. At the registration, students will receive important information related to parking, fees, testing, yearbooks, extracurricular programs, class schedules and more. Students have a mandatory designated date and time for their registration; please visit your school’s website for details. DEER VALLEY UNIFIED SCHOOL DISTRICT NEWS

***School in DVUSD begins Monday, August 7*** The Virginia and David McElyea Scholarship for Educational Excellence Recipient: Kailash Raman, Sandra Day O’Connor High School.

In 2011, long-time education leader and former DVUSD Superintendent, Dr. Virginia McElyea, created the Virginia and David McElyea Scholarship for Educational Excellence as a tribute to her late husband David. Since its inception, this scholarship has provided more than $10,000 to assist Deer Valley students in fulfilling their dreams of pursuing a career in STEM: Science, Technology, Engineering, or Math.

Although, Dr. McElyea passed away in March of this year, her legacy lives on through her many educational contributions including this scholarship. The recipient of the 2017 scholarship is Kailash Raman, an all-state honor choir member who was selected to sing at his graduation from Sandra Day O’Connor High School.

With his unique blend of talents spanning art and science, he organized the first ever district-wide STEM Conference this spring and has won numerous science and technology awards. A teacher who nominated him for this scholarship says Kailash “is a bright star in the future of our country and the world.” He was ranked first in his class based on core academic classes, and he plans to attend Stanford University this fall to study chemical engineering. Congratulations to Kailash Raman for receiving the Virginia and David McElyea Scholarship for Educational Excellence!

WASHINGTON ELEMENTARY SCHOOL DISTRICT NEWS

Thanks to a new state-funded grant from the School Safety Program, the WESD was one of 30 school districts awarded School Resources Officers (SRO)! The WESD was awarded eight SROs for the following schools: Cholla Middle School, Desert Foothills Junior High, Mountain Sky Junior High, Palo Verde Middle School, Royal Palm Middle School, Sunnyslope School and Washington Elementary. Summer construction projects are moving along at many WESD schools in District 1 thanks to your tax dollars: Campus-wide flooring replacement is currently taking place at Cholla Middle School. The administration area includes a variety of flooring –

porcelain tile in the lobby area for durability; due to high traffic, luxury vinyl tile is being installed in the health office, student services office and hallways, as well as carpet tile in staff offices. Classrooms and library are mostly carpet tile. Science labs, Makerspace lab, and art room will have epoxy flooring installed. To enhance the installation of new flooring and provide our staff and students with a “fresh” appearance, the Cholla facility staff and maintenance paint crew have been busy applying new coats of paint to walls and interior door frames and railing. At Abraham Lincoln Traditional, renovations to the building’s exterior, new lobby, the health tech’s office, teachers’ workroom and new student restrooms are moving along! At Sunburst, new playground equipment has been installed and new shade structure will be completed before the end of the month.

CITY MANAGER’S REPORT:

Economic Development & Education On July 13-15; the Convention Center hosted the Origami Owl 2017 Annual Convention with 8,000 estimated delegates. Origami Owl is a direct sales custom jewelry company with over 60,000 independent sales consultants who buy materials and tools from the company and sell products to individuals, primarily at in-house sales parties. This year’s convention was filled with training, business tools, inspiration, and networking. On July 18 at 9 a.m., the Fire Department hosted more than 50 high school foreign exchange students who learned about our firefighters and careers in public safety. The event was held in the Phoenix Fire Department’s Special Operations facility at 2430 S. 22nd Avenue. Earlier this year, Community and Economic Development staff met with Dalsin Industries leadership team and were recently notified that they have successfully achieved a GOLD Zero Waste Certification status by United States Green Business Council. It is their understanding that Dalsin Industries is the first Zero Waste Manufacturing facility in the state of Arizona per the US Green Business Council.

Neighborhoods and Livability On June 30, Water Services staff submitted an application to the National Park Service Rivers, Trails, and Conservation Assistance Program to seek community outreach support in order to engage partner and stakeholder participation in Tres Rios Wetlands projects. The program promotes community-led natural resource conservation and outdoor recreation projects across the nation, specifically to conserve and improve access to areas like Tres Rios. Partners including the Gila River Indian Community, the Maricopa Audubon Society, and the Maricopa County Parks and Recreation Department submitted letters of commitment as part of the submission. The Neighborhood Services Department was awarded $2.9 million from HUD for the Lead-Based Paint Hazard Control (LBPHC) Grant. The funding directs critical funds to cities, counties and states to eliminate dangerous lead paint and other housing-related health hazards in thousands of privately-owned, low-income housing units. The LBPHC Program fills a critical need in the community where no other resources exist to address substandard housing that threatens the health of vulnerable residents by reducing the number of families living in homes with significant lead and other home health and safety hazards.

Social Services Delivery On July 3, Desert West Senior Center members delivered 59 chemo beanie caps and 65 blankets to the Phoenix Veterans Hospital. Members expressed their commitment to volunteerism through on-going donations to veterans.

Infrastructure Public Transit is preparing a draft map of areas to be considered in Phoenix for a pilot project that will test coordination with Lyft, a Transportation Network Company, to connect riders to the transit system. Areas to be considered are north Phoenix (north of Loop 101) and the southwest Phoenix region (Laveen area) where a grid bus network is incomplete at this time. Residents from these areas are required to either make multiple transfers to their destination or walk a long distance to reach a bus stop. The intent of the pilot program is to partner with Lyft to connect the first and last miles of a trip for our riders. With the partnership, riders may receive a discount on their Lyft ride to and from the nearest bus stop to areas where public transit service is sparse. The map Public Transit is preparing for Lyft is to help them create potential zones for which a discount code will be valid. The discount amount and the length of the pilot program is to be determined. Construction work continues on the digester gas processing facility and treated digester gas pipeline route to facilitate the sale of excess raw digester gas produced at the 91st Avenue Wastewater Treatment Plant to Ameresco. The project is expected to result in close to $1.2 million in revenue to be shared among the Sub-Regional Operating Group (SROG) cities that operate the plant. Approximately 50 percent of the revenue will go to Phoenix.

Phoenix Team Phoenix Municipal Court was notified this week that it will be recognized with the Maricopa County Bar Association’s (MCBA) 2017 Excellence in Court Administration Award. The award recognizes a court program or administrator that demonstrates dedication, innovation, and a significant impact on the justice system in Maricopa County. MCBA will present the award at its Annual Meeting and Awards Luncheon on Oct. 26, 2017.
