CommentTo have one president resign mid-term may be unfortunate but to havea second follow suite would tend to indicate something must be amiss.

Last year saw a number of departures from the Glass and GlazingFederation. Following a root and branch, much needed, reorganisationwhich saw the federation's commercial interests separated from itsmember services the then president,Andrew Glover resigned.A yearlater another president has seen fit to step down.

The reorganisation resulted in the formation of the Helix Group inwhich were vested FENSA and BFRC along with other GGF relatedcompanies. Soon after, Chris Mayne, the MD of FENSA and BFRC,resigned.The decision of the chief executive, Nigel Reece to retire atthe end of 2016 was said to be unrelated and must be seen as co-incidental.

Following Glover's departure, immediate past president Brian Bakerstepped back into the role as an interim measure. Alan Burgess wasvoted president elect in September and inaugurated in February of thisyear.

For Burgess to resign from the presidency after such a short time musthave been a tough decision. He has been a GGF member for 20 yearsand has worked within the federation on a number of committees;currently he chairs the heritage windows group and the homeimprovement group.

Beyond saying that his resignation was on a matter of principle,Burgess declined to go into detail also saying that he remained loyal tothe GGF. His resignation also sees him leaving the GGF board and theboard of Helix. He said that his continued chairmanship of the HWand HI groups was 'under consideration'.

Another source close to the GGF commented that any major re-organisation takes time to 'bed in' and in such a scenario there arelikely to be differences of opinion. My source also speculated that wemay see further resignations in the near future.

Meanwhile the board has elected vice-president John Agnew ofIndependent Glass as president.

Following the Grenfell fire tragedy andseveral terror attacks in London and

Manchester, the GGF has formed a newgovernment advisory panel (GAP) thatwill be part of the GGF’s politicalstrategy committee.

Forming this new panel will allow theGGF to co-ordinate its internal resourceand members’ opinions to enable swifterand more focused (but fully considered)responses to emergency situations. It isanticipated the panel will be particularlyeffective when government (local andnational) may require expert advice onthe many products, services and sectorscovered by the GGF membership.

Phil Pluck, GGF chief executive, says:“It is important that the GGF offersgovernment solutions and support whenincidents concerning glass and glazingoccur. The new government advisorypanel will help the GGF pull together itsinternal resources and members’expertise more effectively andefficiently.

Andrew Wright Windows has put 18fabricators through their Scottishvocational qualifications (SVQs), in ayear that also sees the companycelebrate 80 years of trading.

The family-run company is already oneof the most prominent employers inIrvine and the surrounding areas, withalmost 100 employees across its headoffice, showroom and manufacturingplants. The 2017 FIT Show was the ‘bestshow in 20 years’ according to

Phoenix Doors, which unveiled anumber of new composite doordevelopments on a shared stand C58with its parent company Masco UKWindow Group.

Winning the best stand design over80m² at the FIT Show awards was the‘icing on the cake’ that topped anincredibly successful show.

Alan Burgess of MasterframeWindows has resigned from his

position of president of the Glass andGlazing Federation with immediateeffect.

His resignation follows the mid-termresignation of previous presidentAndrew Glover who quit mid-termfollowing the reorganistation of the GGFlast year.

Burgess has been involved with theGGF for over 20 years and as well ashaving two terms on the GGF board, hehas also been chair of the GGF windowand door group and home improvementexecutive. He told The Fabricator that hehas also left the GGF and Helix boards.

Burgess says:“It is with real regret thatI feel unable to continue in this role andto step down prematurely.”

GGF vice president, John Agnew ofIndependent Glass has now been electedby the GGF board as the new presidentwith immediate effect.

Agnew has been on the GGF boardfor many years and is the chair of theGGF’s glazing executive. He says: “Iwould like to thank Alan for hiscontribution to the federation and I look

There have been calls for stability in the insurance backedguarantee market following the failure of Elite insurance, thesecond Gibraltar-based insurer to go under this year.Elite insurance announced that as of 5th July it was no longerwriting new business. Elite provided insurance backing for anumber of IBG brands offered in the window industry.Originally based in Grantham, Elite Insurance Company wasformed in 2004. It was acquired by Litcomp in 2005 andsubsequently became part of Torridon Capital in 2010.Thiswas in turn acquired by Torridon (Gibraltar) in 2011, when theentire business moved its place of domicile to Gibraltar.The company has stated that all policies issued up to date willremain in force and policyholders will not be affected. Claimsshould continue to be submitted to the company’s claimhandling agents as stated on policy documents. CEO JasonSmart says:“Elite has today taken the decision to ceasewriting new business.The board is confident that it will beable to conduct an orderly runoff and is working with itsadvisors to ensure that obligations to policyholders and othercreditors will be satisfied in full.”Claims on Elite motor policies are now being handled byManaged Fleet Services.An industry spokesman says:“Over the years we have seenpeople trying to cheapen the product by buying offshore.Thisyear we have seen two Gibraltar-based insurers cease to writebusiness when there are UK-based insurers who can readilyback these guarantees.What we need more than anythingnow is a period of stability.” ❐

In terms of theeconomic climate at

the time, you mighthave been considered atad bonkers taking thedecision to set up yourown business back in1992 with the UK inthe grip of recession.However, there was afeeling that things wereon the up and it wasthen that my father,Malcolm Kemp,identified a growingtrend for IGU gasfilling. He establishedInagas and starteddistributing importedmachinery,manufactured by FDRDesign, in Minnesota,USA.

Initially, the machinery that we imported revolutionisedthe UK market. The one hole gas filling method provedhugely successful and we supplied machinery to suit everylevel of production. Subsequent demand grew, as did thedesire for faster, more efficient machinery. In 2002,demand was such that we needed more manpower so Ijoined Inagas and we took the decision to develop andmanufacture our own range of Argon and Krypton gasfilling equipment which we launched 2003.

IGA SeriesThe IGA series was a complete range of equipment with

models that met the argon gas filling requirement forsmall to large IGU producers, as well the growing marketfor Krypton gas filled IG. A raft of new features over theFDR range included adjustable gas fill settings, overfilltimer and semi automatic calibration. At this point Inagasstarted to grow its international distribution network.

Smartfill launch: a series of firstsIn 2010 we made two big announcements. Firstly, that

we would be exhibiting at Glassbuild America with ourAmerican distributor Edgetech. Secondly, we would belaunching a new type of gas filler, the Smartfill range.Available as either a one, two or four line machine. It wasthe first gas filler to feature a touchscreen menu and therevolutionary Smartstart system. For the first time,Smartstart allowed an operator to remotely start the gasfilling process by pressing a button on the lance bodyinstead of having to return to the machine.The lance body

after Brexit, somethingthat doesn’t directly affectStuga customers. Wepurchase all componentsin this country. Ifmachines or componentsfor machines come fromoutside the UK this mightbe seen as a is a risk rightnow. One that willinevitably increase overthe next two to threeyears. Nor do we usespecial components onlyavailable from Stuga. Evenengineered componentscan be manufactured by

most engineering companies.Fit Show visitors were also

able to see the onboardcamera system working. Thisis especially helpful when itcomes to analysingintermittent faults. These fullHD cameras also havemicrophones so that Stugatechnicians can listen tomachines as well as watch. Aneducated ear is often as usefulas an educated eye when

machinery is running. Some fabricators work shiftsoutside of the working hours for Stuga service and, if afault occurs during one of these period, cameras can be setto record events which can be reviewed by techniciansonce the service desk is open.

The latest Stuga software was very interesting to currentcustomers and potential customers alike with live views ofthe bars and operations progressing through the machineplus management data to show efficiency and outputfigures.

All in all the Fit Show 2017 was a very positiveexperience for Stuga and two large orders have alreadybeen achieved on the back of the show with hopefullymore to come. ❐

MACHINERY

The Fabricator 201714

The ZX5 is still in the output range of 800 to 1,000 ormore windows per week but enhancements have been

introduced to further improve performance, usability andreliability. We listen to our customers and strive to learnfrom them. Improvements are made, whenever technicallypossible, to create a better experience with every newrelease.

The ZX5 has a CNC drive on the rotation of the mainsawing unit making the machine quieter and ultimatelymore reliable; it also makes it slightly quicker. Constantchanges in profiles are making them harder to grip soStuga has developed the ‘Tru-Loc’ gripper system whichnot only grips more easily but also more accurately. The‘V’ notching unit has been changed to improveperformance and reliability and the ‘Y-drive’ saw functionhas been utilised following its very successful introductionon the Stuga AutoFlow-2. The ‘Y-drive’ is a way toproduce ‘Y’ notches simply,quickly and accurately and, aswith all Stugas notches, areautomatically produced onboth sides of any profile, afeature lacking on some othersawing and machining centers.Reverse sided notches do occurquite often; with thistechnology there is no need toput notches through a manual‘V’ notch saw in a separateoperation.

A bonus factor at the FitShow was that many fabricatorswere also exhibiting and foundit easy to come across to the Stuga stand to see the ZX5running in demo mode. Some were established Stugacustomers looking to add to or upgrade existingequipment. Some were new to Stuga and looking at thecompany’s products for the first time. All visitorsappeared to really like the ZX5 and were pleased to havethe chance to run through the many features with theStuga technical team. In-depth questions were addressedwith in-depth answers and follow-up meetings have sincebeen made or arranged.

We also benefitted from the fact that we manufacture inthe UK and have design, build and back-up here. This isalready a great benefit to customers and some expressedconcerns regarding supply of parts from the continent

For the last 12 years the ZX4 sawing and machining center has been the mainstay workhorse formany PVC-U window and door fabricators. Each change, improvement, or upgrade has beenacknowledged with a small change to the designation from MK1 through to, currently, MK6.The latestversion was going to be the ZX4-MK7 but with a step change in one or two key areas of theoperational technology, we decided it was the right time for a name change, hence the ZX5.The nameand product were launched simultaneously at the Fit Show 2017.The event at the NEC gave us thefirst opportunity for many years to be able to demonstrate a full size sawing and machining center.Perfect for the launch of the Stuga ZX5, writes Steve Haines

Cultural or behavioural interventions will only besuccessful if engineering, technical and systems aspectsare in place and adequately managed. Therefore,before sites embark on a behavioural safetyprogramme, they need to ensure that they have satisfiedthe following conditions:● all hazards have been identified● performance issues have been identified and

managed● the ‘hierarchy of control’ has been applied to

prevent the realisation of identified hazards, or minimisetheir consequences should they occur

● the site has the required engineering, operating andmaintenance capability and experience (includingappropriate staffing levels)

● accurate operating procedures are available for alleventualities, including process upsets and emergencies

● operators are fully prepared to deal with allconditions, including process abnormalities

● have been learnt from site, company and industryexperience

● safety management arrangements and risk controlmeasures have been reviewed to ensure that they remainusable and relevant.

HEALTH & SAFETY MATTERS

There has been a large uptake of “behavioural safety”approaches over the past decade or so. These

approaches are based on the premise that a significantproportion of accidents are primarily caused by thebehaviour of front line staff, such as drivers, productionoperators or maintenance technicians.

In justifying behavioural interventions, it is oftenclaimed that 70-80% of incidents are caused by ‘humanerror’. However evidence has shown, companymanagement usually see the ‘human’ in human error asreferring to front line personnel. Therefore, behaviouralsafety interventions tend to focus on the behaviours offront line staff but often management and organisationalfactors have a large influence on accidents and incidents.

It is these management decisions etc. that are usuallyexcluded from behavioural safety approaches. In fact, themanagement decision to initiate a behavioural approachmay itself be flawed.

A higher error of judgementAlthough the immediate causes of major incidents

frequently involve ‘human error’ of operators ormaintenance personnel, the reasons that these errorsoccurred in the first place are usually the responsibility ofthose more senior in the organisation.

The high profile BP Texas oil refinery and theDeepwater Horizon accidents both identified that systemsdesigned to avoid accidents or to warn of impendingdisasters had failed in part because the seniormanagement believed a culture was in place that wouldimmediately respond if technology failed.

Management and organisational failures, such asinadequacies in competency assurance systems, poorlydesigned equipment, or a lack of resources, have thepotential to influence the behaviours of everyone in theorganisation.

Hazard perception - four key pointsEvidence from companies shows that these approaches

can be successful in reducing unsafe behaviours in theworkplace. Due to the nature of these approaches, thereare a number of other less tangible benefits, including:

1. Management demonstrate their commitment toimproving safety and the impact is an increased discussionbetween employers and employees;

2. Managers/supervisors learn to act promptly onunsafe acts;

3. Managers/supervisors may improve their safetyleadership;

4. Managers/supervisors learn to think about aspects ofhuman factors. ❐

It has long been said, that if it wasn’t for people, we wouldn’t have accidents.That may wellbe true, but although our industry has computerised certain processes and introducedmany innovations into the workplace, we still rely on our people to maintain and monitor,writes Phil Pinnington

The Council for Aluminium in Building recentlylaunched a new CAB skills card for fabricator/installer

members, which has been developed to demonstrate basiccompetency. The initiative, which sees CAB partneringwith GQA Qualifications and Total Support Training,involves one day classroom based sessions which eachincorporate three NVQ level two units.Candidates who are successfully assessed can then applyfor a CAB skills card and will also receive a certificate fromGQA confirming the knowledge requirements of the threeunits. The card is linked to the GQA’s web based systemproviding proof of identification and access to training andqualification records by using the QR code.

CAB has developed the training days after muchdiscussion with the members and the aluminium inbuilding supply chain. The aim is not only to encourage aculture of training within our sector but also to link otherassessed CAB training to the skills card. Candidates cancomplete the rest of the NVQ units at a later date includingpractical competency, without the need to repeat unitsalready covered.

The initial training days will cover the following units inboth the fabrication and installation courses:

Maintain Health and Safety in the Fenestration InstallationWorking Environment – FI1 / FGSS1

Locate, Transport, Handle and Position Materials andComponents in the Fenestration Installation – FI13 / FGSS4

Courses will then be customised for either fabrication orinstallation with either:

Roto Frank has furthered itsexpansion plans for the window and

door technology division with theacquisition of Union. Both partiesagreed not to disclose the purchaseprice.

Union is an established supplier ofcomponents and semi-finished parts forwindow and door hardware and isbased south of Shanghai. The takeover isexpected to come into effect within thenext three months.

The purchase of the family ownedspecialist company is based on a long-established business relationshipaccording to Roto Chairman Dr.Eckhard Keill. Union supplies zinc andaluminium die-cast parts. The rangeincludes powder coating as well as die-casting and injection mouldingprocesses.

Roto’s chief financial officer MichaelStangier says: “It is our strong andsustained financial position that makesthis acquisition possible. Roto has astrong economic stability.We achieved aturnover of e622 million in 2016 with

around 4,500 employees.”The management responsibility for

Union will transfer to Roto in the shortterm. However, the company willcontinue as an independent business inthe future and will not be integratedinto the group. According to Keill, thedecision is based on “respect forexisting customers of our newsubsidiary, some of which arecompetitors to Roto”. ❐

Homeowners are very clear about wanting security –85% of the homeowners we asked said it is their top

priority when buying a new door i. And with reports in themedia that police in London and Manchester don’tinvestigate more than half of all burglaries ii, homeownersare looking to home improvements to bring additionalsecurity.

Homeowners want to know that a new door is going tokeep their home and family safe from intruders.Astonishingly the Office of National Statistics’ (ONS)latest report says burglars gained entry through the doorin 76% of burglaries last year, one in three by attacking thelock, mostly by snapping the cylinder. And as many as58% of burglaries happened when someone was home,with 27% of homeowners actually seeing the intruder iii.With approved document Q there is a growing focus onsecurity in the industry.

A lot rides on the lock sold with a new door, but manyinstallers don’t know enough about the one they’re selling.It is difficult to make security easy to understand.When itcomes to cylinder locks there are many different standardsand a lot of jargon – difficult for even the mostexperienced installer to understand what it all means forthe end user. And it’s even more difficult to interpret andexplain it simply to the homeowner.

So instead of throwing facts at installers, it is easier andmore effective to show them, making the lock a tool thatsells doors, rather than just a necessary cost and extracomplication.
