StudentsdesiringtoobtaintransfercreditmustprovideanOfficialProofofTrainingDocumentfromalicensedCaliforniaSchoolofCosmetology.Anout‐of‐statetransferstudentmusthaveanevaluationfromtheCaliforniaBoardofBarberingandCosmetologygrantingthestudenttheequivalentCaliforniahours.AcceptanceoftransferhoursisatthecompletediscretionofthePresident/CEO.Transferhoursfromanotherinstitutionthatareacceptedtowardthestudent’seducationalprogramarecountedasbothattemptedandcompletedhours for thepurposeofdeterminingwhen theallowablemaximumtime‐framehasbeenexhausted.SatisfactoryAcademicProgressevaluationperiodsarebasedonactualcontractedhoursattheinstitution.
NOTE: The Institution doesnot accept transfer hours in excess of 900 hours for the Cosmetologyprogram. An outgoing student will receive an Official Proof of Training Document crediting hourscompleted. FEEADJUSTMENTFORTRANSFERSTUDENTS‐TheInstitutionmayadjustthetuitionfeeschedulefortransfer studentsona case‐by‐casebasis. Inordertopreventdisruptionofon‐goingtheoryclasses,studentsmustarriveandclockinontime.Classstartspromptlyat8:00a.m.Nostudentispermittedtoclockinandentertheoryclasseswhiletheyareinsession.
Ifastudentarrivestoschoollateanddoesnotclockinby8:00a.m.,he/shewillnotbeallowedtoclockinuntil9:10a.m.andnolaterthan12:00noon.
Astudentcanonlyclockinaftertheoryoncepermonth.Ifastudentistardyasecondtimeduringthemonth,he/shewillnotbeallowedtoclockinlateandcannotattendschoolthatdayunlesstheyprovidesupportingdocumentation.
Inordertoallowadditionaltardiesinacalendarmonth,astudentmustbringinsupportingdocumentationthatconfirmsanextenuatingappointmentorcircumstancethatresultedinthelatearrival(i.e.doctornote,courtpaper,automechanicinvoice,etc.)Thestudentneedstobringinthedocumentationatthetimeofclockingin.Latedocumentationwillnotbeaccepted.Ifthestudentdoesnotcomewithproperdocumentation(approvedattheClinicSupervisor’sdiscretion),theywillnotbeallowedtoclockin.

MAKE‐UPWORK
Ifastudentisabsentontestdayagradeofzeroor“F”willbeissuedforthattest.Thestudenthastheopportunitytomake‐upthemissedtest,howeverfive(5)percentwillbedeductedfromthefinalscoreasapenaltyforbeingabsentontestday.Thetestmustbemadeupthenextavailabledatethestudentattendsschool.Ifstudentfailstomakeuptestonnextavailableday,thenthezerowillbethefinalgrade.Ifastudenttakesatest(firsttime,notmake‐up)andreceivesagradebelow75%,thestudentcanre‐takeiftheysochoose.Thestudentmustretakethetestthenextavailabledayattheinstitution.StudentswhomissatestduetoanapprovedLeaveofAbsence(LOA)orsuspensionwillnotreceiveaninitialgradeofzeroor“F”,butmustmakeupthetestwithin2weeksuponreturnfromLOA.TERMINATION

Formal termination alsomay occur in caseswhere a student fails to return from an official leave ofabsence.WhenastudentdoesnotreturnfromaleaveofabsenceanddoesnotnotifytheInstitutionthatheorshehasmitigatingorextenuatingcircumstances,thewithdrawaldatewouldbethestudent’slastdayofattendance,andall refundswillbedue45days fromthedeterminationdate.The institution’sdeterminationdatewouldbetheearlierdateofexpirationofLOAordatestudentnotifiesinstitutionthatheorshewillnotbereturningfromtheLOA,whicheverisearlier.Inaddition,anystudentwhofailstomaintain satisfactory academic progress or fails to abide by the Institution’s policies and rules andregulationsissubjecttoterminationofenrollment.

ItisthepolicyofOceansideCollegeofBeautytoallowstudentstoinitiategrievanceprocedureswhenthestudent believes he or she has been subject to unjust action or the denial of rights as stipulated inpublishedcollege regulations, state laws,or federal laws. The Satisfactory Academic Progress Policy is consistently applied to all students enrolled at theInstitution.Itisprintedinthecatalogtoensurethatallstudentsreceiveacopypriortoenrollment.ThepolicycomplieswiththeguidelinesestablishedbytheNationalAccreditingCommissionofCareerArtsand Sciences (NACCAS) and the federal regulations established by the United States Department ofEducation.EVALUATIONPERIODSStudentsareevaluatedforSatisfactoryAcademicProgressasfollows:

QUALITATIVE(ACADEMIC)PROGRESSREQUIREMENTSThe qualitative element used to determine academic progress is a reasonable system of grades asdeterminedbyassignedacademic learning.Studentsareassignedacademic learningandaminimumnumberofpracticalexperiences.Studentsareassessedontheorytopicsweeklyorbiweekly(dependingon length ofmodule) by amultiple choicewritten examination. Practical assessments are evaluatedaccordingtotextproceduresandsetforthinpracticalskillsevaluationcriteriaadoptedbytheschool.Practical assessments take place periodically throughout the student’s enrollment. The FreshmanInstructorwillobservehands‐onperformanceweeklyandassessthestudentsonpracticalworkattheendofeachmodule.Duringthetimeontheclinicfloor,studentswillreceiveapracticalassessmentbeforetheendofeachscheduledevaluationperiod.Numericalgradesareconsideredaccordingtothefollowingscale:

TRANSFERSTUDENTSTransferhoursfromanotherinstitutionthatareacceptedtowardthestudent’seducationalprogramarecountedasboththeattemptedandcompletedhoursforthepurposeofdeterminingwhentheallowablemaximumtimeframehasbeenexhausted.Themaximumtimeallowedfortransferstudentswhoneedlessthanthefullcourserequirementswillbedeterminedbasedon125%ofthescheduledcontractedhours. SAPevaluationperiodsarebasedonactualcontractedhoursattheinstitution.SAPevaluationperiods will occur at the midpoint of the contracted hours or the established evaluation periods,whichevercomesfirst.

TheAdministrativeOfficemustreceivethisappealwithinfive(5)business(Tuesday–Saturday)daysfromthedaythestudentreceivesthenoticeofwithdrawal.Shouldastudentfailtoappealthisnotice,thedecisiontowithdrawwillstand.Anappealhearingwilltakeplacewithinfive(5)businessdays(Tuesday‐Saturday)ofreceiptofthewrittenappeal.Thestudent,thePresident/CEOand/orhisdesigneewillattendthishearing.Adecisiononthestudent’sappealwillbemadewithinthree(3)businessdays(Tuesday‐Saturday)bythePresident/CEOand/orhisdesigneeandwillbecommunicatedtothestudentinwriting.Thisdecisionwillbefinalandtheresultsoftheappealaredocumentedinthestudent’sfile.ShouldastudentprevailuponhisorherappealandbeplacedonSAPPROBATION,thestudentwillbeautomaticallyreinstatedtoeligiblestudentstatus.RE‐ESTABLISHMENT OF SATISFACTORY ACADEMIC PROGRESS AND REINSTATEMENT OFFINANCIALAIDELIGIBILITYStudentswhohavelosttheireligibilityforfinancialaidmayre‐establishsatisfactoryacademicprogressandTitleIV,HEAprogramfunds,ServicemembersandVeteransEducationBenefits,asapplicable,bymeetingminimumattendanceandacademicrequirementsbytheendoftheprobationaryperiod.LEAVEOFABSENCEPOLICY
Anauthorizedleaveofabsence(LOA)isatemporaryinterruptioninastudent’sprogramofstudy.LOAreferstothespecifictimeperiodduringaprogramwhenastudentisnotinattendance.TheinstitutionrestrictsLeavesofAbsencetoMedical,Military,orFamilyEmergency.InorderforanLOAtoqualifyasanapprovedLOA,allrequestsforleavesofabsencemustbesubmittedinadvanceinwriting,includingthereasonforthestudent’srequest,andincludethestudent’ssignature.Therequestmustalsobedatedandincludethedatesthestudentexpectstobeunabletoattendschool,including the date the student expects to return to school. The administration will make the finaldeterminationtoapproveordisapprovetheleaveofabsencebasedontheinformationprovidedintherequest.Theinstitutionwilldetermine,beforeitgrantsanLOA,thatthereisareasonableexpectationthatthestudentwillreturnfromtheleave.Fortheschooltomakesuchadeterminationandensurethatthestudentmeets thecriteria in the institution’sLOApolicy, the institutionmustknowthestudent’sreasonforrequestingtheleave.AstudentmustapplyinadvanceforanLOAunlessunforeseencircumstancespreventthestudentfromdoingso.Forexample, ifastudentwereinjuredinacaraccidentandneededafewweekstorecoverbeforereturningtotheinstitution,thestudentwouldnothavebeenabletorequesttheLOAinadvance.TheinstitutionmaygrantanLOAtoastudentwhodidnotprovidetherequestpriortotheLOAduetounforeseencircumstances,iftheinstitutiondocumentsthereasonforitsdecisionandcollectstherequestfrom the student at a later date. In this example, the beginning date of the approved LOAwould bedeterminedbytheinstitutiontobethefirstdatethestudentwasunabletoattendtheinstitutionbecauseoftheaccident.TheinstitutionwillnotassessthestudentanyadditionalchargesasaresultoftheLOA.TheLOA,togetherwithanyadditionalleavesofabsencemustnotexceedatotalof180daysinany12‐monthperiod.AstudentgrantedanLOAthatmeetsthesecriteriawillnotconsideredtohavewithdrawn,andnorefundcalculation is required at that time. The institution will extend the student’s contract period and

maximumtimeframebythesamenumberofdaystakenintheLOA,andthestudentwillreturntoschoolinthesamesatisfactoryacademicprogressstatusaspriortotheLOA.Changestothecontractperiodontheenrollmentagreementmustbeinitialedbyallpartiesoranaddendummustbesignedanddatedbyallparties.IfastudentdoesnotreturntotheinstitutionattheexpirationofanapprovedLOA,thewithdrawaldateforthepurposeofcalculatingarefundisalwaysthestudent’slastdayofattendance,andallrefundswillbedue45daysfromthedeterminationdate.Theinstitution’sdeterminationdatewouldbetheearlierdateofexpirationofLOAordatestudentnotifiesinstitutionthatheorshewillnotbereturningfromtheLOA,whicheverisearlier.OnepossibleconsequenceoffailingtoreturnfromanLOAisthatastudent’sgrace period for a Title IV program loan might expire. The grace period starts on the last day ofattendance.WITHDRAWALS/COURSEINCOMPLETESStudentswhowithdrawpriortocompletionofthecourseandwishtore‐enrollwillreturninthesamesatisfactoryacademicprogressstatusasatthetimeofwithdrawal.Studentswhowithdrawmayapplyforre‐enrollment.
RE‐ENTRYPOLICYStudents previously withdrawn, who wish to re‐enroll must first submit a written request for re‐enrollment.TheymustthenmeetwiththePresident/CEOorhisdesigneetodiscussthepossibilityofreenrolling. It is onlywith the approval of the President/CEO or his designee that a studentwill beallowedtore‐enroll.Basedonthestudents’prioracademichistoryandthelengthoftimethathaselapsedsincewithdrawal,thePresident/CEOorhisdesigneewilldetermineifthestudentwillbeacceptedforre‐enrollment. Students who re‐enter will re‐enter under the same Satisfactory Academic Progressstatusasatthetimetheyleft.Ifastudenthasbeenoutofschoolformorethan60months,thestudentwillberequiredtoretakethefullprogramover.

1. STUDENT’SRIGHTTOCANCEL
Astudenthastherighttocancelhisorherenrollmentagreementforacourseofinstruction,withoutanypenaltyorobligations,throughattendanceatthefirstclasssession,ortheseventhcalendardayafterenrollment,whicheverislater.
Noticeofcancellationshallbeinwriting,andawithdrawalmaybeeffectuatedbythestudent'swrittennoticeorbythestudent'sconduct,including,butnotnecessarilylimited,toastudent'slackofattendance.Youwillbegivenanoticeofcancellationformonorbeforethefirstdayofclass,butyoucanuseanywrittennoticethatyouwish.Cancellation shall occurwhen the student giveswritten notice of cancellation at the address of theInstitutionshownatthetopofthefrontpageoftheEnrollmentAgreement.Thestudentcandothisbymail,emailorhanddelivery.Thewrittennoticeofcancellation,ifsentbymail,iseffectivewhendepositedinthemail,properlyaddressedandpostagepaid.IftheInstitutionhasgiventhestudentanyequipment,includingbooksorothermaterials,theequipmentshallbereturnedtotheInstitutionwithin20daysfollowingthedateofthenoticeofcancellation.Iftheequipmentisnotreturned—includingbooksorothermaterials—ingoodcondition(re‐issuableasnew)withinthe20‐dayperiod,theInstitutionmaydeductthedocumentedcostoftheequipmentfromanyrefundthatmaybeduetothestudent.Oncetheequipmentispaidfor,itisthestudent’stokeepwithoutfurtherobligation.IfthestudentcancelshisorherEnrollmentAgreement,theInstitutionwillrefundanymoneythatwaspaid,lessanon‐refundableregistrationfee(ifapplicable)nottoexceed$250.00andanydeductionforequipmentnottimelyreturnedingoodcondition(re‐issuableasnew),within45daysafterthenoticeofcancellationisreceived.2. The institution strictly employs a pro rata refundmethod for all withdrawal calculations. b) Allamountspaidbythestudentinexcessofwhatisowedascalculatedinsubdivision(a)shallberefunded.
c) Ifastudentobtainedequipment,asspecifiedintheagreementasaseparatecharge,andreturnsitingoodcondition(re‐issuableasnew)within20daysfollowingthedateofwithdrawal,theInstitutionshall refund the charge for the equipment paid by the student. If a student fails to return theequipment in good condition (re‐issuable as new)within this 20‐dayperiod, the Institutionwillretainthefullcostofequipment.Foralistofthesecharges,seeaddendum“A”ofthecontract.
d) Returningoffund(s)inaccordancewithReturnofTitleIVAid–R2T4treatment,combinedwithPro‐ratacalculation,willbereflectedineithertheBalanceDueorTotalRefundontheStudentRefundCalculationandNotificationletter.Therefundwillbeissuedwithin45daysofthedeterminationdatethatastudenthaswithdrawn,whetherofficiallyorunofficially.
If the student has received federal student financial aid funds, the student is entitled to a refund ofmoneysnotpaidfromfederalstudentfinancialaidprogramfunds.IFTHEAMOUNTTHATYOUHAVEPAIDISMORETHANTHEAMOUNTTHATYOUOWEFORTHETIME YOU ATTENDED, THEN A REFUNDWILL BE ISSUEDWITHIN 45 DAYS FROM DATE OFDETERMINATION OFWITHDRAWAL. IF THE AMOUNT THAT YOU OWE IS MORE THAN THEAMOUNTTHATYOUHAVEALREADYPAID,THENYOUWILLHAVETOMAKEARRANGEMENTSTOPAYTHEDIFFERENCE.
NOTE:Loanamountsarereturnedinaccordancewiththetermsofthepromissorynote.Thestudentisliabletoreturn50%oftheunearnedamountoftheGrant.Thestudentdoesnothavetorepayagrantoverpaymentof$50.00orlessforgrantoverpaymentsresultingfromthestudent’swithdrawalper34CFR668.22(h)(3)(ii).
Astudentshallbedeemedtohavewithdrawnfromthecoursewhenanyofthefollowingoccurs:
StudentnotifiestheInstitutionofhisorherwithdrawalortheactualdateofthewithdrawal.
TheInstitutionterminatesthestudentenrollment. Studentfailstoattendclassesfora14consecutivecalendardayperiodwithoutbeingon
anapprovedleaveofabsenceorotherofficialnon‐attendancestatus.Unofficialwithdrawalsforclockhourstudentsaredeterminedbytheinstitutionthroughmonitoringclockhourattendancedaily.
StudentfailstoreturnfromanapprovedleaveofabsenceasscheduledwithoutnotifyingtheInstitutioninadvance.Theinstitution’sdeterminationdatewouldbetheearlierdateofexpirationofLOAordatestudentnotifiesinstitutionthatheorshewillnotbereturningfromtheLOA.
Anyapplicantrejectedfortrainingwillberefundedallmonies.
3. COURSECANCELLATIONIfacourseiscanceledsubsequenttoastudent’senrollmentandstartofclasses,theInstitutionshallatitsoption:

Course cancellation applies to students who have never actually started training. If thestudenthas started trainingand theCourse is canceled,ataminimum, thestudent’srefundwillcomplywiththeaforementionedrefundprovisions.
4. PERMANENTLYCLOSEDSCHOOLIftheInstitutionispermanentlyclosedandnolongerofferinginstructionafterthestudentenrolled,thestudent shall be entitled to a pro‐rata refund of tuition as described in the aforementioned refundprovisions.

TheCosmetologyProgramisa1,600hourclock‐hourbasedprogram;therefore,studentscompletetheircourseofstudyatdifferentintervals,dependingupontheirindividualattendance.Cosmetologystudentscomplete the 1,600 clock‐hour program in 46 weeks maximum in order to be considered on‐timecompleters.OBJECTIVESTheobjectiveoftheCosmetologyProgramistooffertrainingthatprepareseachstudenttogaintheknowledgeandskillsnecessarytopasstheCaliforniaStateBoardExamsandbesuccessful in thebeauty industry.METHODSOFINSTRUCTION
OceansideCollegeofBeauty’sgoalistoprovidestudentswiththetools,environmentandeducatorstobeabletothriveintheireducation.Oureducationalprogramsaredesignedtoactivelyengagelearnersinmultiple learning styles. It begins in a classroom setting which focuses on building the fundamentalknowledge of both the practical and theoretical aspects ofHair, Skin andNail services. This is donethrough videos, interactive lectures, demonstrations and hands onmannequin practice. The studentscontinuetheirprogressbyincorporatingparticipationintheschool’s“clinicfloor”,oncethestudentmeetsthe requirements for promotion. Practical assessments take place periodically throughout the student’senrollment.TheFreshmanInstructorwillobservehands‐onperformanceweeklyandassessthestudentsonpracticalworkattheendofeachmodule.Duringthetimeontheclinicfloor,studentsreceiveahaircutprocedureassessmentaswellasahaircolorprocedureassessment.Studentsintheirlast400hoursofschoolareconsideredtobePre‐GraduationStudentsorSeniors.TheyareassessedontheprocedurestopreparefortheStateBoardPracticalandWrittenExamination.Theoryhours(technicalinstruction)totaltoaminimumof205hours.Theremaininghours(1,230)aretobeusedtocompleteoperationstototal1,600hours.TheInstitutionprovidestrainingintheareaofcommunicationskills that includesprofessionalethics,salesmanship,decorum,recordkeeping,clientservice record cards, basic tax responsibilities related to independent contractors, booth renters,

TheinstitutionemploystwodifferentacademicyearsfortheCosmetologyProgram.Anacademicyearfor is defined as 26weeks of instructional time and 900 clock hours. The academic year is used todeterminethestudent’seligibilityforFederalStudentAid(FSA)awardssuchasPellGrants,andDirectStaffordloans.A first‐time student loan borrower who takes out a loan must understand his or her rights andresponsibilities.BorrowerswillberequiredtocompletecomprehensiveEntranceCounselingandsignaMasterPromissoryNote (MPN)onlineatwww.studentloans.gov. Student loanborrowersmustalsofinalizeExit Counseling before they complete their course of study or leaves the school. Students orparentborrowersmayaccesstheNationalStudentLoanDataSystem(NSLDS)atwww.nslds.ed.govtoreviewtheirfinancialaidactivityandhistory.
Studentsorapersonclaimingastudentasadependentmaytakeacreditordeductiontoreducefederalincometaxesfor interestpaidoneducational loans.StudentscanlogontheInternalRevenueService(IRS)atwww.irs.govor checkwith their taxpreparer todetermineeligibility for federal educationalcreditandtheamountofdeduction.Generally,awardsfromtheFSAprogramsmustbepaid inat leasttwodisbursements.Studentsmustmaintain SatisfactoryAcademicProgress aswell as complete the required clockhours andweeksofinstructional time in a payment period before proceeding to the next payment period. The firstdisbursementoffundsistypicallybetweenthestartdayandonemonth.FortheCosmetologycourse,thesecondandfuturedisbursementsmaybemadeat450,900and1250hours.
