CILTHK was one of the non- financial sponsors of the event, whereas Shell Hong Kong Limited was the financial sponsor. The objectives of the symposium were to provide a forum for local and overseas academics and transport professionals to exchange views and share their experiences and latest results on road safety researches and practices; and to promote the public’s awareness of road safety issues in Hong Kong. The First International Symposium on Road Safety was held in 2002. Since then, it has become a popular rendezvous for academics and related professionals from around the world to come together and share their experience and visions on road safety. This time, the ISRS’ 2006 attracted over 160 engineers, transport operators, academics, transport planners, consultants, contractors, medical professionals, enforcement agents, members of other road safety and transport related organizations to attend. The theme of ISRS’ 2006 was “Developing Road Safety Strategies: Methodology and Policy”, which aimed to solicit international expertise in the methodology and policy research on road safety to pave the way for the formulation of sustainable road safety strategies in Hong Kong. The symposium started after the welcome address by Prof. Joseph Lee, Pro-Vice- Chancellor of the University of Hong Kong, and the opening address by Mr. Alan Wong, Commissioner for Transport of the HKSAR Government. Eight papers were presented by five world-leading professors in road safety research and by three prominent local speakers. The topics of the papers covered a wide range of subjects. The first paper titled Britain’s 11-year Road Safety Strategy beyond Mid-Term and in a European Context was presented by Prof. Richard Allsop (University College London, UK). The UK is one of the growing number of European countries adopting a strategic approach to reducing death and injury in road accidents. The current road safety strategy for Great Britain was launched in 2000 with casualty reduction targets for 2010 as its focus. The European Union has set a target for reduction by 2010 of death on the roads. This paper gives an overview of the strategy adopted and discusses the challenges to emerge for the coming years and beyond 2010. The second paper titled Road Safety in Hong Kong: Past and Present was presented by Ir. T.F. Leung(Transport Department, HK). In recent years, despite the increase in the number of vehicles and trafficon the road, the road safety condition continues to improve. In particular, there has been a decliningtrend in fatalities and serious injuries. This paper reviews the trends of road casualties and gives abrief account of the road safety work done in Hong Kong so far, in particular, the development of aRoad Safety and Vision and Symbol.

To enlighten attendees on different approach to road safety, Prof.Guohua Li (Johns Hopkins University of Medicine, USA) presented

his paper titled Public Health Approach to Road Safety. The public health approach to road safetyhas been deployed to tackle the traffic injury problem in the United States in the past four decades.The reduction of injury morbidity and mortality from the motor vehicle crashes is recognized as oneof the greatest public health achievements in the United States during the twentieth century. Thispaper describes the rationale, theoretical framework, and principles of the public health approach toroad safety.

Another paper from medical profession was presented by Dr. K.L. Tsui (Tuen Mun Hospital, HK). Thetitle of his paper was Road Casualty Information System - A Pilot Project in Hong Kong. A newsurveillance system on road traffic injury sourced from police and two regional hospitals was formedin Hong Kong and known as Road Casualty Information System (RoCIS). This paper describes RoCISand its way forward.

In the afternoon session, the paper titled Economic Appraisal ofRoad Safety Measures in Great Britain was presented by Prof.Andrew Evans (Imperial College London, UK). The most important

component of the benefit of improving road safety is the prevention of casualties. The valuation ofthe prevention of casualties is based on the “willingness to pay” approach, which was adopted forthe prevention of fatalities in 1988 and for injuries in 1992. This paper reviews the development anduse of the monetary valuation of road safety in Great Britain.

Another paper on road safety methodology was presented by Prof. Mike Maher (Napier University,UK). His paper was on Estimating the Effectiveness of Remedial Treatments. In road safety engineering,remedial treatments are applied at sites that have been recognized as “problem” sites: usually becausethe number of accidents at the site over some specified period has exceeded a threshold. When theeffectiveness of the treatment is estimated by means of a comparison of the accident frequency in an“after” period with that in the “before” period, the estimate is often biased, due to the phenomenonof regression to the mean. This paper describes how such bias can be avoided.

Dr. Becky Loo (The University of Hong Kong), also the chairpersonof the symposium, presented her paper titled A Spatial Analysis of Road Crashes in Hong Kong. Shefirst introduced the hot zone terminology in road safety research, followed by her analysis of thespatial characteristics of road crashes in Hong Kong in 2004, using the hot zone methodology. Theresults are important both theoretically in changing our ways of conceptualizing and identifyingdangerous road locations, and practically in providing useful information for addressing road safetyproblems.

The final paper titled Cops, Cameras and Crashes: The Effectiveness of Traffic Law Enforcement waspresented by Prof. Richard Tay (University of Calgary, Canada). The effect of traffic enforcement onvehicle speed and crashes has been a topic of research interest for over four decades because of theintense public interests and debates surrounding the related issues as well as the desire of road safetyprofessionals to improve the health and well being of all road users. This paper adds to the currentd e b a t e b y e x a m i n i n g t h edifferential impacts of automatedand manned speed enforcementson motor vehicle crashes.

At the end of each presentation, there was a short Q&Asession, and the audience participated actively in thediscussion. The symposium was certainly a fruitful one. Allparticipants gained new insights and obtained first handinformation from the speakers. The symposium finally cameto an end after the closing speech delivered by Dr. BeckyLoo, the chairperson of the symposium.

The Annual General Meeting 2006 of the CILTHK was successfully held on 21stSeptember 2006 at the Hong Kong Football Club. It was followed by a buffetdinner. About 80 members and guests attended the meeting and the dinner.

New Council Members for the term 2006-2008 as shown in the table belowwere elected. Mr. Anthony Lau was elected the new President. Mr. AndrewChan and Central & Co., CPA have been re-appointed as the Institute’s Hon.Legal Advisor and Hon. Auditor respectively for the ensuing term for the periodfrom 1 October 2006 to 30 September 2008. At the AGM, five newly electedChartered members were present and received their certificates; six Best PaperAwards were given to five students for their outstanding performances in the2006 Professional Qualifying Examination.

“Advanced Arbitration” two-day course on 15-16 July 2006The two-day course jointly organized by CILTHK and the City University of Hong Kong was held at the City University of Hong Kong andattended by 160 persons.

YMC MentorshipProgram 2006-2007In the new Mentorship Program of YoungMembers Committee, 7 senior membersjoined as mentors and 14 student or youngmembers joined as mentees. During thesecond gathering of this program, mentorsand mentees had a one-hour sharing sessionin CILTHK office on 11 August 2006. Throughsmall groups sharing, mentees gainedvaluable views from their mentors ondifferent areas, including further studies andthe working environment of the logisticsindustry. They found that this type ofgatherings are very meaningful to theirstudies and career life.

Member ProfileMr. Kelvin Leung, CMILTVice President for Hong Kong, South China and MacauDHL Global Forwarding

Mr. Kelvin Leung graduated from the University of Cambridge, Magdalene College with a Master Degreein General Engineering Science. He is Vice President of DHL Global Forwarding for Hong Kong, South Chinaand Macau, and is responsible for the long-term strategic planning, sales and operations as well as businessdevelopment of the regional DHL Global Forwarding logistics markets. Kelvin played an instrumental rolein making the company the market leader and more than doubling the size of the company’s business from2002 to 2005. Prior to joining DHL, Kelvin started his career with Cathay Pacific Airways, and held severalmanagerial positions including his final position as Manager of Global Network Revenue Operationsoverseeing the global passenger revenue. Kelvin is a distinguished member of Hong Kong’s business industryholding a number of important positions in both the private and public sectors. He was appointed by the Chief Executive of theGovernment of the Hong Kong Special Administrative Region to the Advisory Committee on Admission of Quality Migrants andProfessionals. And, he has been serving as the Chairman of Hong Kong’s Association of Freight Forwarding and Logistics Limited since2005.
