KnRC drafted the first rules and regulations with consultation from CBOs, camp committee, religious leaders, and well respected people from community.
The Rules and Regulation are:• Based on Customary/traditional belief (such as
cleansing ceremony, compensation with chicken, blanket…etc)
• Reference from Myanmar Penal Law / Myanmar Traditional Law
• The implementation of camp rules and regulations are:• Based on Myanmar criminal procedure code and police
manual/ court manual
• The outcome of agreed solution is required to be done in the form of promissory note/ compensation/ detention as punishment.

• There is only first instance and there is no further review in the case of dissatisfaction of the outcome.
• Inability to trace escaped perpetrator who escape out of camp
• Lack of enough staff who has the knowledge of law.• Staffs changing ( Camp security, Camp Justice, etc.

• Limitation of unregistered to be referred to Thai Justice System
• No basic support to the camp detainees.• Not enough security staff to operate
• According to the camp rule and regulation, there is a time limit to use detention facilities so if the case is very serious the time limit is still imposed.
• No proportionality in case of a more serious crime.• No guideline on imposing the fines and leave too
much for the judge’s discretion.
