Labour Welfare Provision’s
The Gulbarga University P.G. Centre Nandihalli department consisted of
many department among social department of social work is one. Social work
department consist its own subject in the optical and practical based subject it
consist its own element.
Studies in Social work department has its own specific aspect Viz; there
is a Social work done for first semester student study tour and third and fourth
semester there is a project work and black placement respectively fro the point
of view of improving knowledge and they compulsory for social work students
to serve the society and maximum level as profession social works at beginning
from training stage social problems in huge depth and with scientific
knowledge.
In third semester having project work is one of curriculum activity
means what ever social work students learn in the class room about a particular
subject that al l students study particularly in the field, through it students will
get perfect knowledge and idea about particular subject or problems. This
project work has taken sufficient time to study.

CHAPTER: - 1
Defines it as the Voluntary efforts of the employers to establish, within
the existing industrial system, working and some times leaving and cultural
condition of employees beyond what is required by law, the customs of the
industry and the condition of market.
Welfare is a broad concept referring to a state of living of an individual or
a group in a desirable relationship with the total environment ecological
economic and social. Define Labour welfare include both the social and
economic contents of welfare. Social welfare is primarily concerned with the
solution of various problems of the weaker section like prevention of
destitution and poverty. It aims at social development by such means as social
legislation, social reforms, social work and social action, the object of economic
welfare is to promote economic development by increasing production and
productivity and through equitable distribution. Conceptually and
operationally. It covers a broad field and can notes a state of well being,
happiness, satisfaction, conservation and development of human resources.

INTRODUCTION

Concept of Labour welfare
Labour welfare may be viewed as a total concept, as a social concept and
as a relative concept. Is a desirable state of existence involving the physical,
mental, moral and emotional well being. These four elements together
constitute the structure of welfare, on which its totality is based. The social
concept of welfare implies the welfare of man his family and his community. All
these three aspects are interrelated and work together in a three dimensional
approach. The relative concept of welfare implies that welfare is relative in time
and place. It is dynamic and flexible concept and hence its meaning and content
differ from time to time, reason to reason industry to industry, and country to
county, depending upon the value system, level of education, social customs,
political system, degree of industrialization and general standard of the socio-
economic development of the people.
Labour welfare implies the setting up of minimum desirable standards
and the provisions of facilities like health, food, clothing, housing and so on.
Such facilities enable the worker and his family to lead a good work life, family
life and social life. Labour welfare also operates to neutralize the harmful effects
of large scale industrialization, urbanization and Globalization.

Labour welfare provision
Washing Facility: -
It was the royal commission on labour which noted that the
provision of suitable washing facilities for all employees through
desirable was deficient in many factories. The worker who lives in
crowded areas has inadequate facilities for washing and bathing at
home. Provision of such facilities would add to his comfort, health and
efficiency. The workers engaged in dirty processes. Suitable washing
place and water should be made available compulsorily.
Section 42 of the factories Act lays down that every factory has to
provide adequate and suitable washing facilities separately for the fuse
of mal and female workers.
Facilities for storing and drying clothing: -
It is only the factories Act which has incorporated such a provision
under section 43 of the Act, a state government my make rules for the
provision of suitable places for keeping clothing not worn during working
house and for the drying of wet clothing. As per the Maharashtra Factories
rules 1963, such facilities shall include the provisions of separates room,
pegs. Lockers. Or other arrangement provide by the chief inspector in all
class of facilities such as engineering worker shops, Iron and Steel worker,
oil mills, chemical factories, motor garages, tanneries and the like.

Facilities for Sitting: -
Every factory has to provide necessary sitting arrangements
particularly for workers who are obliged to work in a standing position. It
enables them to take advantages of any opportunity for rest which may
direct the occupier of any factory to provide suitable searing arrangements
as far as practicable.
First Aid Appliances: -
The royal Commission on Labour recommended that, in the case of
all factories where mechanical power is used a first aid box of prescribed
standard, which need not involve any great out lay should be provided and
maintained indifferent departments according to the basis to be laid down
by local governments. Steps should be taken to ensure that there are person
on the appliances in the proper manner in case of need. Every factory must
provide and maintain first-aid boxes or cupboards equipped with the
prescribed contents. The number of such boxes or cupboards must not be
less than one for every 150 workers. Each first aid box or cupboards is to be
kept in the change of separate responsible by the state government. These
should be readily accessible during all working house. In case there are
more than 500 workers, an ambulance room of the prescribed equipment is
to be provided under the charge of qualified medical and nursing staff.

Shelters, Rest rooms and lunch room: -
Every factory employing more that 150 worker must provide
adequate and suitable shelters or rest rooms and a lunch room, with
provision for drinking water where workers can eat meals brought by
them. But in case a canteen is maintained in accordance with the a lunch
room exists no worker will be allowed to eat food in the work room.
These are to be sufficiently lighted and ventilated and to be maintained
in a cool and clean condition. The state government may prescribe the
standards in respect of construction, accommodation, furniture and
other equipment for shelters, rest room and lunch rooms. It may be
notification in the official Gazette, exempt any factory or class or
description of factories from the requirements of section 47.
According to section 9 of the motor transport workers at the employer is
required to provide rest room or any other suitable alternative
accommodation at places where motor transport workers employed in
motor transport undertaking are required to halt at night. They are to be
maintained in a clean and comfortable condition and are to be provided
with proper lighting and ventilator arrangements. The Mines rules have
laid down that in every Mine where more than 150 persons are
ordinarily employed adequate and suitable shelters at or near loading
wharves, open cast workings, workshops and the like are to be provided
for taking food and rest. Any canteen maintained under these rules may
be regarded as per of the requirement of this rule.

Canteens: -
The ILO, in its recommendation 1022, mentioned this facility and
felt that a competent authority in each country should guide
establishment with regard to nutrition, hygiene, finance etc. In India the
factory act places responsibility on state governments to make rules that
in any specified factory with more that 250 workers, a canteen or
canteens, should be provided and certain standard have responsentation
in the management of the canteens. Each state government has framed
its own rules.
Crèches: -
The factories act lays down that in any factory, with more than 50
women workers, a crèches should be provided and maintained for
children under 6 year in clean and sanitary conditions. The Act states
that the crèche should be under the care of women trained in child care
and the crèche should be under the care of women trained in child care
and should have adequate accommodation, lighting and ventilation. The
state government is empowered to make rules in respect of standards,
equipment and facilities. Mothers are also to be given time to feed their
children at necessary for the crèche staff. The need for kinder garden
classes in crèches for children 3 and 6 years was also felt.

Recreation facilities: -
Though there is no statutory provision in this sphere, a good example
has been set by many progressive employers both in the public and
private sector like the tutus, Hindustan lever, mill owners, Association
(Bombay now Bombay) Hindustan steel, Air India, BHEL, LIC, the
Railway and the defense services to name few. This is in contrast to the
situation 25 years ago, when the provisions of facilities for recreation,
sports and culture activities were made reluctantly. Today, employees
take pride in the extra-curricular achievement of their workers and it is
often a prestige issue. The facilities provided for recreation, broadly
speaking. Are deter mined by the resources available for this purpose in
the enterprise and the importance accorded to it by the employer.

Education facilities: -
Education whether for the citizen or the industrial worker, is of
equal importance since the latter even if he workers in a factory, has to
cope with change, which is most often technological. The literate worker
is naturally more essential, sense in a sense, it is an investment in
training the work force of the indicate that no tangible efforts have been
made to eradicate illiteracy among workers.
Housing: -
Recommendation 115 of the ILO states that housing should be a
matter of national policy. The Indian industrial commission (1918) and
the Royal commission realized the importunacy and necessity of
improving housing condition of industrial workers and suggested
various measures. In 1944, the labour investigation committee reviewed
housing condition in principal-urban areas and found industrial housing
from satisfactory.

Statement of problem
The problem of labour has been world wide problem. Workers appears
in several in million of workmen in almost all the various of industries like
factories, mines, automobile industry, transport sector and plantations. In order
to protect them from exportation by the employees all of legislations are
proposed. Among this legislations. A few are in nature of providing labour
welfare and social security measures to these labour class or factories act
maternity benefit act ESI Act and minimum wage act these legislation are
mandatory in nature imposing on the employees to extended the benefit
provided by in these legislation to all the labour with out fail.
In this project study an attempt has been made to indentify the problem
faced by the labour at their work place and find out whether all the provision or
labour welfare are implemented and monitory properly at Jindal South West
Limited in Sandur detailed in suggest alternative method for implementing in
the industry.

COMPANY PROFILE
Jindal organization is the fastest growing group with enviable business

Labour working Rules and Regulations
HOURS OF WORK and WEEKLY HOLIDAYS:
The administrative office begins at 9:00 am to 6:00 pm. The plants have
timings that are regulated by services conditions prevailing at the locations.
The administrative office is closed on every Sunday.

ATTENDANCE:
Being at work regularly and on time important past of the overall job
performance, prevents employees from coming to work, telephone should be
done to the concerned supervisor at the earliest possible on first day of absence.
For extended illness a doctor’s certificate is asked by the organization.
PAID HOLIDAYS:
Holidays are given to the calendar year system and will be from January
to December. The employees are eligible for 10 paid holidays in a year. The list
of holidays for the forthcoming year is released by the end of December every
year.
LEAVE:
An employee is entitled to avail EL only on confirmation and completion
of one year of service. The employee can avail casual leave and sick leave
during training/probationary period.
PROBATION:
Any new recruit who joins the company will be put on a probation
period of a period of 6 months. The probation period is to facilities assessment
of the new entrant’s competence and suitability. The period of probation would
be mentioned in the appointment letter.

On completion of production performance is evaluated and, if it is found
satisfactory, confirmation is granted. However, should the performance be
found unsatisfactory, probation period may be extended on the sole discretion
of the management.
DEPUTATION:
Jindal Organization has various group companies under its wing. At any

employee of another company for a particular assignment. In such a case the
require employee may be put on deputation for that specific job.

Research Design
Convenience Sampling design using a questionnaire method fallowed by
descriptive research on a small universe was use in this study.
Research Methodology is a way to systematically solve the research problem it
studies the various step that are generally adopted to a research in studying his
research problem.

The application of sampling techniques as been used that will be simple
random sampling method.
