JSPS Research Fellowship for Young Scientists (PD)
Guidelines for Applicants (FY2020)
We have revised a part of the Application Guidelines and so read it carefully for preparing an
application.
1. Purpose
It is very important to provide young excellent researchers with an opportunity to focus on a
freely chosen research topic based on their own innovative ideas at the first stage of their
research career when we foster creative researchers who shoulder the future of the academic
research in this country.
For this purpose, the Japan Society for the Promotion of Science (hereinafter referred to as
“JSPS”) appoints those who have excellent research capability and wish to focus on research at
universities and other research institutions from among postdoctoral researchers as “Fellow-
PD” and monthly stipends for them.
In addition, in view of the growing need to foster and secure young researchers with research
capability of world-highest level, JSPS appoints particularly excellent postdoctoral researchers
as superlative postdoctoral researchers-SPD by screening and monthly stipends for them.
Said recruitment targets for those who are engaged in research at our research institutions
including universities (See (i) – (iv) of “7. Host research institution”) after appointment.
2. Fields of Research All fields of the humanities, social sciences and natural sciences are included under this
program.
3. Division of Appointment/Number to be Appointed Fellow - PD (postdoctoral researchers, etc.) about 350 researchers Fellow – SPD (superlative
postdoctoral researchers) 18 researchers *The number to be appointed may change, depending on the budget.
4. Application qualification Application qualification is as below. It is necessary to meet this application qualification even
at the time of appointment. Furthermore, those who have previously been awarded a fellowship
(hereinafter referred to as “Experienced Fellows”) are required to meet “5. Application
qualification of Experienced Fellows.”
(1) Fellow - PD (Postdoctoral researchers, etc.)
(i) Obtaining, etc. of Doctoral Degree.
Those who fall under any of the following (a):
(a) Those who received a doctoral degree less than five years ago as of April 1,
2020 (those who have received a doctor degree after April 2, 2015 and it is
acceptable if the applicant is scheduled to receive a doctoral degree at the time of
application.)
(ii) Selection of host research institution (See “7. Host research institution”)

It is particularly important for young researchers who have just received a degree to
develop liquidity as a creative researcher while having liquidity for a certain period of
time in a completely different environment while acquiring a free thinking and a broad
perspective. The special researcher - PD is not simply a continuation of the research in
the doctoral program but rather the ability as a researcher of the researcher with a new
research environment, because it is extremely effective and vital for cultivating academic
disciplines and interdisciplinary fields.
Therefore, we will qualify to satisfy the following conditions.
(Conditions)
Fellows – PD should change their research environment in order to challenge a new
research theme which should not be merely a continuous work from the doctoral
research. In order to encourage this, the applicant must select a host institution that
is different from the university where they were enrolled in a doctoral course
(hereinafter referred to as “home institution” (Institution where they got master
degree was not recognized as home institution)) (hereinafter referred to as “transfer
of research institution”).
PhD supervisor should not elect as a host researcher.
We have a guideline for the recognition of real “transfer of research institution” at our
web site (https://www.jsps.go.jp/j-pd/pd_sinsa.html).
“Special Measures”: If you have following unavoidable reasons, the Selection
Committee have a possibility to admit it (hereinafter referred to as “Special
Measures”). However, such applicants will not be selected as a fellow if the special
measure is not approved.
- Impossible to change the research institution due to physical disabilities, childbirth,
nursing, etc.
- Extremely difficult to execute proposed research under the condition of “transfer
of research institution”, judging from the research condition of domestic
research institutions.
Those who wish to obtain Special Measures (hereinafter referred to as “Applicant
Wishing to Obtain Special Measures”) are required to attach “Reasons to Choose
Host Research Institution (Applicant Wishing to Obtain Special Measures)”
(Exhibit form) and explain the reasons for not being able to change the host
institution relating
(iii) Nationality
Those who have Japanese nationality or foreign researchers who are granted permanent
residency to Japan.
(2) Fellow – SPD (Postdoctoral researchers)
For fellow – SPD described in appointment division, we appoint superlative researchers
from among those who passed the upper level screening test of fellow – PD for FY2020
Recruitment and meet the following requirements. 5. Application qualification of Experienced Fellows
Experienced Fellows cannot make an application again.
However, Experienced Fellow-DC1 or DC2 may apply for Fellow-PD again
(hereinafter referred to as “Reapplication”). (This includes those who apply for Fellow
DC1 or DC2 and whose qualification is changed to Fellow-PD at the time of appointment or
during the tenure) (Reapplication is not applicable to those who were appointed as Fellow- PD
or SPD in the past informally but were appointed as Fellow-DC2 because they failed to
obtain a doctoral degree, etc. and changed their qualification.)

In addition, for Fellow – RPD (return support fellowship for those who interrupted research
due to maternity leave), we do not prevent Experienced Fellow - RPD from applying to
Fellow – PD again as described in the guidelines for applicants.
In addition, for those who are appointed as FY2019 Fellow RPD informally, they cannot
apply for FY2020 appointment except for the case where they decline to take the
RPD appointment by the time of application for PD.
6. Tenure
(1) Fellows – PD: A period of three years from April 1, 2020 to March 31, 2023
(2) Fellows – SPD: A period of three years from April 1, 2020 to March 31, 2023
7. Host research institution Eligible host institutions are limited to the following institutions specified by Article 2 of the
Rule to Handle Grants-in-Aid for Scientific Research (Notification by the Ministry of
Education, Culture, Sports, Science and Technology, which is hereinafter referred to as
“MEXT”) (i) Universities and jointly-used institutions with universities (ii) Institutions which conduct academic research from among institutions including
facilities of MEXT
(iii) Higher professional schools
(iv) Institutions designated by MEXT
(a) You may change host research institution basically once a year due to the reasons for performing
research. (Change to the home institution is not approved.)
(b) If it is judged to be necessary to do so in performing research, you may conduct research at other
institutions (including foreign institutions) for a certain period. If a research is being planned to
be conducted at a research institution other than the host research institution from the start,
consult with the host research institution and the host researcher then inform JSPS in advance.
If, however, you conduct research at a foreign institution, the period shall be within 2/3 of
tenure for Fellow. You may not study abroad as a student.
8. Monthly Stipend Monthly stipend for FY2020 is as below. In addition, the amount of stipend may change.
(1) Fellow- PD: ¥362,000 per month
(2) Fellow – SPD: ¥446,000 per month
9. Research Expense Grant Fellows are given the qualification for applying for Grants-in-Aid for Scientific Research
program (for fellows) and are granted research expenses (direct expenses) within ¥1,500,000
(within ¥3,000,000 for Fellow – SPD) each year after being screened by the Grants-in-Aid for
Scientific Research Committee of JSPS. In addition, indirect costs (*) are expected to be
granted. (*) Indirect cost are necessary costs for management, etc. of the host research institution accompanied by
implementation of research plans (the amount equivalent to 30% of the direct costs) and are used by the
host research institution.
10. Application Procedure (See “Outline of Application Procedure”) [Applications are

Application for fellows is accepted through the e-application system. (Applications by mail are

(1) Institutions to conduct application procedure
An applicant must submit an application through the host institution where the applicant
is scheduled to work as a fellow (hereinafter referred to as “Applying Institution”).
(2) Procedures by the e-application system
An applicant must obtain an ID/Password in advance through the Applying Institution
and submit application by the e-application system.
For more specific procedures, see “Researcher Fostering Program” from “Introduction to
Online Application”(http://www.shinsei.jsps.go.jp/) within JSPS website.
(3) Materials to be submitted (Applications by mail are not accepted)
(i) Application documents (for PD)
Application documents consist of the below four items.
(a) Application Information (Language: Japanese)
The application information includes academic records, research subjects, etc. Enter
the information in the e-application system.
(b) File of Details of Application (Language: Japanese or English)
This file includes research status up to the present, future research plans, research
achievement, etc. Download the form from the JPSP homepage or the e-application
system, and prepare the application file, and upload it in the e-application system.
Application materials will be printed in black and white (gray-scale) and distributed
to reviewers. Please make sure your application to be clear when printed in black
and white.

(Points to Keep in Mind)
In response to the protection of human rights and the compliance with laws and
regulations, etc.
If the research should take procedures based on laws and regulations such as
obtaining the agreement/cooperation of the other party, considering handling
personal information and dealing with life ethics/safety measures in carrying out
research plans, what kind of actions and measures should be taken will be the
target of confirmation. For example, the target includes
survey/research/experiment which needs to be approved by the information
committee and the ethics committee, etc. outside research institution such as the
questionnaire survey connected with personal information/interview survey,
survey, etc. of cultural heritage in and out of the country, use of samples to be
provided, potentially invasive study, analysis and research of human genome,
experiment to modify genes and animal experiment.
(c) Evaluation documents: from two evaluators (Language: Japanese or English)
Please send a request to the evaluators via e-application system. The evaluators will
be given an ID/password to login to the e-application system and create the

evaluation document. The applicants may not read the contents of evaluation
documents.

(d) Reasons to Choose Host Research Institution (for the applicants wishing to obtain
Special Measures)
Enter the information in the e-application system. This is applicable only to those
who wish to obtain Special Measures concerning research institution working for
research after appointment
(ii) Materials to be prepared by Applying Institution
Concerning the following (a) and (b), the Applying Institution is required to prepare
them by using the e-application system.
(a) A list of the number of application for FY2020 Fellows (and Host
Acceptance Document)… 1 copy *One copy is output together with Fellow-DC, and you are required to submit one copy as a
common document.
(b) A list of application for FY2020 Fellows … 1 copy
(4) How to Submit Application Materials You are required to submit application materials to us through your Applying
Institution.
11. Term of Acceptance of the Application by JSPS
[Applicant]
Applicants must submit the application materials via the e-application system by the
deadline set by the applying institution.
*Such deadlines vary depending on the applying institutions. Please check the deadline
with your applying institution in advance.

The administrative staff must approve all applications (confirm the list of applicants) in
the e-application system, and submit (electronically send) the applications to JSPS by
the below deadline.
Submission Deadline: June 3, 2018 (Mon.) 17:00 (Japan Time) *JSPS does not accept applications sent after the above deadline. Please submit the applications in advance.
Then, submit the original copy of above 10. Application Procedures (iii) (a) and (b) to
JSPS by mail.
Acceptance period: June 3 (Mon.) – June 7 (Fri.) 2019 17:00 (Japan Time)
*JSPS does not accept applications if the originals of 10. Application Procedures (iii)
(a) the host acceptance document and (b) the list of applications do not arrive at JSPS
by the above deadline even if the applications are completed in the e-application system.

12. Selection Process and Notification (1) Selectio
n
Selection is made by the Selection Committee of Fellows, etc. of JSPS by way of first
selection (selection by documents) and second selection (selection by interview).
Depending on the results of selection by documents, however, some researchers may be
appointed informally out of the successful applicants of first selection (selection by
documents) without taking second selection (selection by interview).
(i) Second selection (selection by interview) will be made at the end of November 2018 or
at the beginning of December 2018 for those who are required of selection by interview
out of successful applicants of first selection (selection by documents).
(ii) For superlative applicants out of successful applicants of first selection (selection by
documents) of Fellows – PD who are informally appointed without taking second
selection (selection by interview), selection by interview will be made at the end of
November 2018 or at the beginning of December 2018 as candidates for Fellows – SPD.
The document review will be conducted by six members by the screening area. Main

Fellows – PD
(i) The applicant is fully expected to be an excellent researcher to shoulder the future
of academic fields;
(ii) The research plans of the applicant are specific and excellent;
(iii) The applicant's capability to carry out research plans and the preparedness of
said research is indicated;
(iv) Additional to the excellent research achievement, the applicant has enough research
plans for us to expect developing research at the doctoral course and challenging new
research projects by changing research environments instead of simple continuance of
research at the doctorate course; and (v) Except for unavoidable reasons, JSPS will not appoint an applicant who chooses the
research institution to which said applicant belongs at the time of doctoral course of graduate school (home institution) as a host research institution. Transfer within a same institution but different locations are not recognized as change institution.

Fellows – SPD
(i) That the applicant has a world-highest level of research capability and excellent research
achievement, and is fully expected to become an excellent researcher to shoulder the
academic fields in the future; and That the research plans of the applicant are specific

and excellent.
(2) Notification of Selection Results
(i) The results of first selection (selection by documents) will be notified around the middle
of October 2018 through the e-application system.
For unsuccessful applicants of first selection (selection by documents), evaluation by
evaluation item by the Selection Committee of Fellows, screening of documents/
interviews and the approximate ranking in said fields will be notified.
(ii) The results (informal appointment/substitute/disqualification) of second selection
(selection by interview) will be notified by the beginning of January 2019 through the e-
application system. (iii) In notifying the results of each selection, the same will be notified by the website of
“Fellow” to that effect. Fellow website URL http://www.jsps.go.jp/j-pd/index.html *Individual requests for selection results are not accepted.
13. Materials for Application and Selection
(i) For materials for application, use the forms designated by JSPS. Any change in the forms,
addition of other papers than the forms designated by JSPS and other attachments than
those designated by JSPS are not accepted.
(ii) After submission of materials for application, any change in described matters or
supplementation is not accepted. In addition, if the final online information of the
application form registered to JSPS through the e-application system and the application
form submitted by an Applying Institution are different in the content of the form, said
application shall be null and void.
(iii) Application shall be one case per person. In addition, if more than two cases are applied,
all the applications shall be null and void. (iv) Submitted materials for application shall not be returned.
(v) JSPS shall not bear travel expenses for second selection (selection by interview).
(vi) If serious false descriptions are found in the materials for application, JSPS may revoke
appointment even after appointment.
(vii) Selection results are effective only for FY2020 appointment.
14. Obligations, etc. of Fellows, Host Researcher and Host Research Institution (1) Except for the case where fellows are treated as interruption of appointment due to
maternity leave or illness, fellows must devote full time to their research based on the
research plan described in the application form. In addition, as a rule, fellows cannot
change their research subject and research plans. Furthermore, if it is judged that fellows
do not devote full time to their research or there is a big problem about the progress
status of their research, the appointment of fellows may be revoked from time to time.
(2) Fellows, as a rule, must not have any other position than fellows.
(3) If fellows are engaged in full-time job or a job equivalent to full-time job, such fellows
shall lose the qualification of fellows.
(4) Fellows, as a rule, cannot study abroad at university/graduate school as a student. If they
enter university/graduate school, etc. in and outside the country as a student, they
will lose the qualification of fellows.
(5) Fellows must submit research reports as soon as the fiscal year ends or their term of
appointment ends (excluding the case where the term when fellows are treated as interruption of research due to maternity leave or illness extends one full year).
(6) For those who are appointed as Fellows – SPD, in addition to the duty of the above (5),
evaluation concerning the progress status, etc. of research is made when the FY ends
each year and the term of appointment ends and so said fellows must submit necessary
materials. In addition, if JSPS judges that it is necessary to do so, JSPS may request said

fellows to make verbal presentation/status report, etc. Furthermore, for those who are
appointed as Fellows- PD, evaluation may be made from time to time.
(7) If fellows violate the above obligations, etc., or they do an improper act as fellows such
as dishonest acts in research, improper use, etc. of research expenses, JSPS may suspend
payment of stipend and request them to return paid stipend or revoke the
appointment as fellows. In addition, JSPS requests the fellows to submit a written
pledge at the time of appointment. The details are specified by “JSPS Fellows’ Matters
to be Complied with and Guidance for Various Procedures” to be distributed at the time
of procedures for appointment.
(8) Host researchers and host institutions shall submit an acceptance letter at the time of
procedures for appointment to show that they agree that they are responsible for accepting
fellows and have them comply with the matters specified by “JSPS Fellows‘ Matters to
be Complied with and Guidance for Various Procedures.”
(9) JSPS suggests host researchers and host institutions to improve working conditions so
that fellows- PD and SPD may use facilities/equipment/literature/sample
materials/communication environment (information system, mail account), etc. of said
institutions necessary to carry out research by granting necessary authority and formal
position to them based on the regulations, etc. within the institutions.
(10) We suggest host researchers and host institutions to conduct necessary guidance based
on the regulations, etc. within the institutions concerning safety and health
management related to fellows. In addition, we suggest them to consider acceptance
of health check for fellows when they carry out health check within the institutions.
(11) If fellows-PD and SPD wish to apply for a part of research subject of grants-in-aids for
scientific research(hereinafter referred to as “Kakenhi”) which they can apply in addition
to fellows stipend, host institutions shall grant “Qualification to Apply for Kakenhi” to
them.
15. Encouragement of Overseas Research Activities It is very important for researchers to have overseas research experience in carrying out world-
level research and so it is hoped that we promote overseas research activities of young
researchers actively judging from the viewpoint of fostering excellent researchers.
Under the circumstances, we encourage those who are appointed as fellows – SPD or fellows-
PD to conduct overseas research activities (including field work, material/literature collection,
presentation at academic conferences, etc.) at overseas research institutions actively during
the term when they are appointed. But the period of overseas activities are limited to less than
2/3 for their fellowship period.
*Fellows may not study abroad as a student.
16. Enrolling in and Completing the Educational Program for Research Integrity
The applicant must complete at least one of the following educational programs for research integrity before the submission of acceptance of adoption such as e-Learning Course on
Research Ethics[eL CoRE], Read the book “For the Sound Development of Science -The
Attitude of a Conscientious Scientist-” published by JSPS, CITI Japan e-leaning program on research integrity and an equivalent research integrity program provided by your institution
based on the MEXT guideline “Measures to Prevent Fraud in Research Activities and
Subsequent Measures - For the Healthy Improvement of Science -” (August 26, 2013).
17. Various Procedures after Informal Appointment (1) Procedures after informal appointment
For various procedures after informal appointment, if a successful applicant fails to submit
necessary materials including a doctoral degree certificate by the submission deadline,
said applicant is not formally appointed because the qualification for appointment
cannot be confirmed, etc.

(Doctoral Degree Certificate)
Even if the successful applicant obtains the doctoral degree after April 2, 2019, if
said applicant submits a document certified by the university which grants the
doctoral degree to the effect that a doctoral degree is decided to be granted to said
applicant by April 1, 2019, the submission date of a doctoral degree certificate shall
be extended to the date of a doctoral degree certificate being granted.
(Permanent residence permit certificate)
For foreigners only (refer to "4. Application Eligibility (3)) , please submit a copy
of certificate of the permanent residency (such as a copy of the residence card etc)
to indicate that the date of certificate is prior to the application.
(2) Other fellowship/stipend, etc.
(i) During the term when being appointed by JSPS, fellows cannot receive
fellowship/stipend of the same kind from other organizations than JSPS.
(ii) If it is confirmed that fellows have received money of the same kind from other
organizations during the term when being appointed by JSPS, JSPS may revoke
appointment of fellows and request them to return stipend which were already paid from
time to time.
(3) Taxation of Stipend
Stipend to be paid to fellows is subject to taxation as employment income.
(4) Receipt of other research expenses
Due to change in handling of Kakenhi, fellows – PD and – SPD can apply for a part of other research subjects in addition to fellow’s stipend during the term when being appointed. In addition, it is possible for fellows to receive research expenses to be granted by other organizations than JSPS or to receive a distribution of research expenses from other fellows who receive aids.
In order to receive said research expenses, fellows need to meet the designated
requirements specified by “JSPS Fellows’ Matters to be Complied with and Guidance for
Various Procedures.” For necessary procedures and details, see “JSPS Fellow’ Matters to
be Complied with and Guidance for Various Procedures” and “Guidance for Application
of Kakenhi” within the website of JSPS.

(5) Remuneration
Remuneration can not be received during the fellow period except for some special cases
approved by the JSPS based on the purpose of the fellowship program. Please see detail
in guidance.

18. Handling of Personal Information Personal information contained in application materials shall be strictly controlled under
“the Act on the Protection of Personal Information Held by Independent Administrative
Agencies, etc.” and “the Rules for Safeguarding of Personal Information” of JSPS and be
used only for the purpose of performing work of JSPS (including provision of personal
information to entrust electronic processing and management of data to outside private
companies, etc.). After the appointment, JSPS may provide Fellow’s overseas travel
information to JSPS overseas offices for the purpose of Fellow’s smooth research conduct.
In addition, if an applicant is appointed as a fellow, the name, screening area, title of proposed
project, institution working for research, job/name of a host researcher and research report of
said fellow shall be announced.
19. Duty of Cooperation with Survey after Completion of Appointment In order to promote academic fields and to make more perfect fellowship of Japan, JSPS makes
a site research including employment for experienced fellows at the time of completion of
appointment and for about ten years after such completion. We suggest you to keep in mind that
cooperation with said research is a condition for appointment of fellows.
In addition, we may contact you even after the completion of appointment when we discuss
said research and fellowship and so we suggest you to let us know promptly any change in your
address/company name/e-mail address, etc.

JSPS is also recruiting fellows for foreign researchers and fellows – RPD (return support
fellowship for those who interrupt research due to maternity leave) and RRA for FY2020.
You may apply for fellows for foreign researchers/fellows-RPD/foreign researchers-RRA/
fellows-PD concurrently. Be careful because the application reception term of each
programs is early May and is different from these guidelines for applicants. For more
details, see the guidelines for applicants of each program or the website of JSPS.

(Outline of Application Procedure)
(1) Person in charge of the applying institution sends an application to use the e-
application system of JSPS (for Researcher Fostering Program) to JSPS by mail.
(The applying institution which has already obtained ID/Password for Researcher
Fostering Program does not need to obtain them again because they can continue to use
them.)
(2) JSPS issues ID/Password and sends them to the person in charge of the applying
institution by e-mail and mail.
(3) Applicant requests the person in charge of the applying institution to issue ID/Password
for the applicant.
(4) The person in charge of the applying institution accesses the e-application system by
ID/Password for the applying institution and obtains ID/Password for the applicant.
(5) Applicant receives ID/Password for the applicant from the person in charge of the
applying institution (*).
(6) Applicant downloads “File on the content of application” from “Forms of application
form, etc.” of “Guidelines for Applicants (PD/DC2/DC1)” of “Application procedure”
of JSPS “Fellow” website (https://www.jsps.go.jp/j-pd/index.html). (ID/Password is not
required.)
(7) Applicant accesses the e-application system by ID/Password which said applicant
received and inputs necessary data to the application information (items to be input on
the website)
(8) Applicant confirms if there is any discrepancy in the application information which said
applicant input (items to be input on the website) and, if there is not any discrepancy, said
applicant clicks the “finish” button and sends the application information (items to be
input on the website) to the person in charge of the applying institution (*).
(9) The person in charge of the applying institution confirms if there is any discrepancy
in the content, etc. of the application information. If there is not any discrepancy, the
person in charge of the applying institution approves the application information (decision
of “Application List”) and submits (sends) the application information to JSPS.
(10) The person in charge of the applying institution prints out the application lists and
submit the original copy to JSPS by mail.
Concerning a part of the work of the person in charge of the applying institution marked (*),
the person in charge of the department of applying institutions may be different, depending on
applying institutions.
