Mr. Richards also has dispute resolution, litigation and claims experience to avoid or mitigate project problems. Mr. Richards also has significant startup commissioning experience and is a licensed power plant operator. In 1996, Mr. Richards founded Power Plant Consulting LC to provide specialized independent management consulting services to worldwide clients and their power plant projects. 2014: Confidential Client, Conducted “operational readiness” review of third party Operations and Maintenance contractor.

2013: Confidential Client, Manila, Philippines (April 1 until November 14), PM support. Conducted turnkey contractor compliance inspection and pre-construction advisory on two power plant projects on behalf of equity owner.

2013: Aramco Services, Houston, TX (Jan until March), Developer PM support of front end engineering and design (“FEED”) study for new 4,000 MW project.

2012: Jamaica Public Service, Developer support (Project Director) to complete development activities (i.e. environmental assessment, finalize EPC Contractor scope, outline permitting, PPA technical clarifications, equipment supply) for a proposed 360 MW LNG-diesel dual fuel fired combined

cycle project. Project was cancelled due to Government’s inability to secure LNG fuel.

2012: Jubail Water and Power, Saudi Arabia. EVP support. Writing contractual warranty recovery claims on behalf of equity owners (against EPC Contractor).

2009 – 2011: Tata Power, Mundra, India: Owner’s Head of Construction and Commissioning to direct 105 site engineer staff to oversee numerous EPC Contractors performance to deliver 5 x 800 MW supercritical coal fired units and balance of plant (Greenfield).

2009 – 2009: Zorlu Constructors, Istanbul, Turkey. Management Project Director for EPC Contractor (reporting to Director of Projects) to establish site specific project execution plan and systems related to 1,200 MW combined cycle greenfield project (Dorad) located in Israel. Zorlu withdrew due to political tension between governments.

2007 - 2009: Arabian Bemco, Saudi Arabian EPC Contractor, Senior Project Director for Qurayyah Phase I Project, simple cycle, 2,000 MW. Contract completed, no objection certificate issued.

2005 – 2006: Western Greenbriar Cogeneration Company, Greenbriar, WVA. Senior Project Director leading development support for 105 MW waste coal project (design optimization, technical specifications and EPC contractor selection). Project cancelled due to lack of fuel supply.

2005 – 2006 Aker Kvaerner, Management Consultant for EPC Contractor to establish site specific project execution plan and systems related to support for new 850MW supercritical coal fired unit.

2005 – 2006 Kansas City Power & Light, Management PM Consulting, provided construction management and preparation of detailed commissioning program and procedures for use by Owner to certify various EPC contractor’s compliance related to delivery of 850MW supercritical coal fired unit.

2003 – 2006 Insurer’s and Adjuster’s Project Manager/Expert to Oversee Damage Repairs, Commissioning and Restart.

2006: Cerro Prieto, (Mexico), 800MW geothermal facility. (2) 30 cell cooling tower replacements damaged by earthquake.

2006: Salamanca Station (Mexico), 158MW oil & gas fired thermal unit. Boiler replacement damaged by over fueling explosion.

2006: Altimira Station (Mexico), 120MW gas fired thermal unit. Boiler repairs damaged by over fueling explosion.

2005: El Dorad (AZ), 2000 MW. Replacement and re-test of GT static starting module due to electrical fault damages.

2004: Guayama (PR) Unit 1, (PR), 600 MW. (Coal) Steam turbine water quality related damages.

2004: Fluvanna Project,(VA). 800 MW. H.P pipe explosion related damages.

1998 - 2000: Marubeni, EPC Contractor’s Project Director to “turn around” and recover distressed 205 MW Combined Cycle Project located in Cali Colombia. Responsible for correcting engineering short comings, construction workmanship failures and poor commissioning.

1997 – 1998: Owner’s Due Diligence Inspector to report findings of EPC Contractor’s performance for: 1) Seng Kang Project, Indonesia (135 MW combined cycle facility) and; 2) Uch Project, Pakistan (500 MW combined cycle facility).

1996 – 1997: LS Power, Owner’s Engineer to witness EPC contractor’s performance during commissioning of two 250 MW combined cycle facilities, Whitewater, (WI) and Cottage Grove (MN) and contract close out matters. Whitewater and Cottage Grove projects were managed concurrently.

1995 - 1996: Northland Power, Owner’s Engineer to witness EPC contractor’s performance during commissioning and contract close out matters, Iraquois Falls, Canada. 120 MW combined cycle facility.

1994 – 1995: NEICO-State, EPC Contractor’s Project Management, Cardinal Project, Canada (150 MW combined cycle facilities). Responsible for “turn around” and mitigation of late delivery and overseeing OEM technical related delay claims.

1993 – 1994: Owner’s Project Manager to relocate 60MW diesel generator facility from U.S.A to Philippines. Responsible for engineering, procurement, construction and commissioning.

1991 – 1992: Intercontinental Energy Corporation. Owner’s Project Manager overseeing EPC contractor performance to engineer, procure, construct and commission two 300 MW combined cycle facilities located in Sayreville (NJ) and Bellingham (MA). Sayreville & Bellingham projects were managed concurrently.

1991: Hawker Siddley, Houston, Texas. EPC Contractor’s Commissioning manager for two 200 MW combined cycle facilities located in Richmond (VA) and Roanoke Rapids (NC). Richmond and Roanoke Rapids were commissioned concurrently

1990: Brown & Root, EPC Contractor’s Commissioning manager for one 350 MW pulverized coal fired unit located in Springerville (AZ). Unit was mechanically complete for one year prior to my arrival.

1988 - 1990: Fluor Daniel. EPC Contractor’s Commissioning manager for twelve GT unit, Midland nuclear plant converted to 1600 MW combined cycle facility.

1987 – 1988: General Electric EPC Contractor’s Commissioning manager for one 150 MW pulverized coal unit in Dominican Republic.

1985 – 1987: Saudi Electric Company, Saudi Arabia, O&M Operations and Commissioning Supervisor for four 650 MW gas and oil fired thermal units (Qurayyah station)
