The meeting of the Hospital Bids and Awards Committee (HBAC) held on 5 November 2019 at the OPD Conference Room, 2nd Floor, OPD Building was called to order at 9:40am and was presided by Ms. Natividad Sarmiento, Vice-Chairman of HBAC-A2.

Business Matters: 1. The Vice-Chairman introduced herself, the members of the HBAC-A2, the end-users and

technical working group.

The following requirements and advisory were announced and discussed by the Vice-Chairman through a Power Point Presentation:

Reminders: (Early Procurement Activity) With reference, GPPB Circular 06-2019 dated 17 July 2019

Under No. 2.2 that the PE shall expressly provide in the beginning documents and

through PhilGEPS posting that the procurement Project is undertaken through EPA.

Likewise, the PE shall ensure that the prospective bidders are properly informed,

through the bidding documents and during pre-bid conference, of all the implications

of Procurement Project undertaken through EPA.

Under No 3.2 that the award of contract for procurement project undertaken

through EPA may be made only upon:

3.3.1 approval and effectivity of their respective funding source which in our case in

the General Appropriation Act FY 2020 (GAA)

3.2.2 The reenactment of the previous year’s budget which constitutes the current

year’s authorized budget, when authorized by the Constitution, law or rule.

Under No. 4 Bid Validity,

The PE may request the bidders to extend validity of their bid securities beyond one

A change in the form of the bid security is allowed if this is made prior to the

expiration of the bid validity sought to be extended.

If the bidder refuses to extend the bid validity, the PE shall reject the bid submitted by

the said bidder.

Samples to be submitted by the lowest bidder will be notify once the bid opening is done and all suppliers with existing drugs used by the hospital are no longer needed for submit sample.

Certificate of Good Manufacturing Practice (CGMP) (issued by the Philippine FDA) Certificate of Good Performance (at least two (2) government hospitals, Year 2018-

2019) Certificate of at least two (2) years in the local market (Certificate of Product

Registration approved by the Philippine FDA) o in lieu of CPR with near expiry date and expired CPR: Renewal of Registration. No

application for renewal shall be accepted unless the prescribed renewal fee is paid.

There shall be automatic renewal of the CPR when the following conditions are satisfied: The application is filed before the expiration date of the registration; The prescribed renewal fee is paid upon filing of the application; and A sworn statement indicating no change or variation whatsoever in the product is

attached to the application. Certificate of Compliance with the Electronic Drug Price Monitoring System (EDPMS). All winning bidders must submit “Material Safety Data Sheet” (MSDS) during initial

delivery.

PRESCRIBED FORM for OMNIBUS SWORN STATEMENT should be use.

Each Bidder shall submit two (2) envelopes. The first envelope shall contain one (1) original and three (3) photocopies of legal, technical and financial eligibility requirements. The second envelope shall contain one (1) original and three (3) photocopies of financial Bid Proposal.

Discussion Proper:

Representative from Brady Pharma Inc. inquired about the Certificate of Good Manufacturing Practice (cGMP) and asked if the cGMP from the manufacturer from abroad is acceptable and added that they have a CPR from the Philippine FDA.

Mrs. Pausal asked the representative from Brady why they can’t secure a copy of it and replied that they have applied for it but it will took time to be released

The TWG’s then replied that it is okay to submit the cGMP from abroad or the manufacturer since they had applied for it.

Representative from Innogen Pharmaceuticals Inc. asked in regards to their expired CGMP but was already applied for renewal ahead of its expiration if it is acceptable.

The TWG replied that they should attached the application for renewal. Representative from GB Distributors, Inc. said if they can just submit the EDPMS for the

third quarter since the fourth quarter is for January 2020. The TWG clarified that they should submit the fourth quarter since it was

already November and due to different opinions the TWG and the BAC declared that they will verify it and the final decision will be included in the Bud Bulletin.

Brady Pharma Inc. asked what if their product is not included in EDPMS? The TWG said that it’s a requirement that all products must be

submitted/uploaded in the EDPMS or they won’t be able to request a certification.

Analgesic Drugs, Anesthetic Drugs & Muscle Relaxant Representative from Madecs Pharma Corp. queried in regards to Item # 30 Paracetamol

Inj.: 10 mg/ml, 100 ml (IM,IV) Vial if plastic was acceptable. The TWG checked the PNF and replied that plastic bottle is acceptable provided

that quantity is the same. Item # 30 Paracetamol Inj.: 10 mg/ml, 100 ml (IM,IV) Vial was then modified to

Paracetamol Inj.: 10 mg/ml, 100 ml (IM,IV) Vial /plastic bottle. Representative from Abott asked if it is possible to transfer Item # 42-44 to Cardiac

drugs and the TWG agreed.

Item # 42 Terazosin 1mg tablet, Item # 43 Terazosin 2mg tablet and Item # 44 Terazosin 5mg tablet was transferred to Cardiac Drugs

Oxytocics & Tocolytics

Representative from Sandoval Distributors, Inc. queried in regards to Item # 2 Carboprost Inj.: 250mcg Ampule if vial is acceptable.

The End-user and the TWG said its acceptable. Item # 2 Carboprost Inj.: 250mcg Ampule was modified to Carboprost Inj.:

250mcg Ampule/vial. The End-user asked why Item # 8 Sambong 500mg tablet is included in the list

and Ms. Pausal replied that it is for Neuro and will be transferred to Gastro Intestinal Drugs and Antidotes

Gastro-Intestinal Drugs & Antidotes The End-User from Department of Dermatology also asked in regards to

Dydrogesterone if it is listed for Public bidding but was found to be included in Immunologicals/ Vaccines/ Hormones/ Corticosteroids Drugs.

Dydrogesterone Oral: 10mg Tablet will be included to Gastro Intestinal Drugs and Antidotes

Antibiotic Drugs

The items were shown but there were no queries for Antibiotic Drugs. Blood Products

Representative from GB Distributor, Inc. asked if there is a requirement for 25% for Item # 1 Albumin, Human Inj.: 20%, 50 ml bottle IV Infusion but Ms. Pausal said that that there was no request for it.

Cardiac Drugs

Representative from VE Pharma asked if film coated tablet is acceptable for Item # 47 Rosuvastatin Ca 20mg tablet.

The TWG as per verification from PNF said that film coated table is acceptable Representative from Marcburg Phil. Inc. asked in regards to Item # 43 Norepinephrine

Inj.: 1mg/ml, 2ml ampule (IV Infusion) if 2mg/ml is not acceptable. The TWG said that although it is included in the PNF it is not included in the

request from the end-user. Contrast

Vice Chairman asked if there were suppliers from the list of attendees but there were no queries from them.

Immunologicals/ Vaccines/ Hormones/ Corticosteroids Drugs

Item # 7 Dydrogesterone Oral: 10mg Tablet was transferred to Gastro Intestinal Drugs and Antidotes

Representative from Madecs Pharma Corp. asked if 100mg powder vial is acceptable for Item # 11 Hydrocortisone Sodium Succinate Inj.: 50mg/ml, 2 ml vial (IM,IV).

IV Fluids & Electrolytes

Representative from Euro-Med laboratories Phil., Inc. queried if glass bottle for Item # 9 Dext 5% Water 250ml Bottle is acceptable.

The TWG replied that it is okay. Item # 9 Dext 5% Water 250ml Bottle was modified to Dext 5% Water 250ml

plastic/glass Bottle Oncologic Drugs

Item # 14 Florouracil 50mg/ml, 10ml vial was corrected to Fluorouracil 50mg/ml, 10ml vial

Representative from Ambica International Corporation if they can offer 80ml for Item no. 11 Docetaxel 40mg/ml, 2ml vial

TWG announced its just the same equivalent. Ophthalmic and ENT Drugs

Representative from Santen Philippines Inc. asked if if they can offer a combination of tropicamide + phenylephrine for Item No. 13 Phenylephrine Eye drops 2.5% 5ml bottle but the request has been denied by the Technical Working Group.

Psychiatric & Drugs

The TWG modified the title to Psychiatric & Neurological Drugs upon clarification from the end-user that not all listed were for psychiatric alone but most of it were for Neuropsychiatric.

Representative from VE Pharma asked if they can offer a film coated tablet for Item # 8 Escitalopram Oxalate 10mg tablet

The TWG said that film coated tablet is acceptable. Pulmonary Drugs

The TWG corrected Item # 10 Prednisolone 5mg tablet with ABC of ₱0.65 to Prednisone 5mg tablet with ABC of ₱0.57.

Vitamins and Minerals

Items were shown to the suppliers but there were no queries from them.

The Vice Chairman announced the following:

Similar contracts is “various drugs and medicines”.

Opening of bids will be on Nov. 20, 2019 9:00am.

All changes and clarifications shall be included in the Bid Bulletin and all

documents submitted shall be verified by the Technical Working Group during

the post qualification process and the “no contact rule” policy.

Representative from GB Distributors, Inc. inquired in regards to the ongoing and started

contracts if statement is allowed.

The Vice Chairman announced that Statement only for all Ongoing and

government and private contracts and all attachments must be included for

Single Largest Completed Contract.

Representative from GB Distributors, Inc. inquired if they can submit one complete set

of eligibility documents if they will bid for more than one category.

The Vice Chairman granted the request but make sure to submit the complete

set of documents or else it will result to Ineligibility on their part and the scope

shall be included in the Bid Bulletin.

Representative from Madecs Pharma Corporation inquired about the SLCC if what

amount will they declare whether the amount in the Notice of Award or the amount

they have served.

The Vice Chairman announced that it should be the amount they have served.

Representative from Troika Pharma queried in regards to the supply schedule and the

payment terms.

The Vice Chairman announced that it was 7 days and suggested that they may

prepare a clarificatory letter.

In reply to the inquiry of the representative from GB Distributors, Inc., the Vice

Chairman announced that they should submit the Certificate of Compliance for

Electronic Drug Price Monitoring System (EDPMS).

There having no other remaining topics to discuss for various drugs and medicines, Pre-Bidding

Conference was adjourned at 10:50am.
