Adopted JOINT MINISTERIAL STATEMENT OF THE EIGHTEENTH (18 TH ) ASEAN SOCIO-CULTURAL COMMUNITY (ASCC) COUNCIL 13 September 2017 | Tagaytay City, the Philippines 1. We, the ASEAN Socio-Cultural Community (ASCC) Council Ministers/Heads of Delegation of Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Viet Nam met on 13 September 2017 in Tagaytay City, the Philippines, for the 18 th ASEAN Socio-Cultural Community Council, under the chairpersonship of the Philippines. 2. We noted with pleasure the commemorative activities that celebrate ASEAN’s 50th year and promote awareness and community building. We commended the efforts of ASEAN Member States particularly through the sectoral bodies’ under ASCC pillar in engaging with various stakeholders in pursuing the priorities for 2017 in line with their respective mandates. The list of commemorative activities under the purview of ASCC appears in Annex 1. 3. We noted with satisfaction the achievements made under the ASCC pillar in building the People-Oriented and People-Centred ASEAN, including through the realization of the 2017 theme “Partnering for Change, Engaging the World” and the six thematic priorities identified and spearheaded by the Philippines. 4. We congratulated the ASEAN Labour Ministers for successfully finalising the ASEAN Consensus on the Protection and Promotion of the Rights of Migrant Workers. We look forward to its signing by the ASEAN Leaders during the 31 st Summit this November and expressed our support to its nature as a living and evolving document, as well as its full and effective implementation. We also noted with satisfaction the successful convening of the Special Session of ASEAN Labour Ministers on Occupational Safety and Health on the occasion of the XXI World Congress on Safety and Health at Work 2017 hosted by Singapore. We noted the ASEAN Labour Ministers Statement on Improving Occupational Safety for Sustainable Economic Growth and look forward to its implementation by the Senior Labour Officials of ASEAN. 5. In pursuit of this year’s priorities for the ASCC, we supported the following Declarations/Joint Statements for the consideration of the ASEAN Leaders at their 31st ASEAN Summit on 13-14 November 2017 in Manila: For signing by ASEAN Leaders a. 1. We, the ASEAN Socio-Cultural Community (ASCC) Council Ministers/Heads of Delegation of Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Viet Nam met on 13 September 2017 in Tagaytay City, the Philippines, for the 18th ASEAN Socio-Cultural Community Council, under the chairpersonship of the Philippines.

2. We noted with pleasure the commemorative activities that celebrate ASEAN’s 50th year and promote awareness and community building. We commended the efforts of ASEAN Member States particularly through the sectoral bodies’ under ASCC pillar in engaging with various stakeholders in pursuing the priorities for 2017 in line with their respective mandates. The list of commemorative activities under the purview of ASCC appears in Annex 1.

3. Resilient, Healthy and Harmonious Society;

g. ASEAN Joint Statement on Climate Change to the 23rd Session of the

Conference of the Parties to the United Nations Framework Convention on

Climate Change (UNFCCC COP-23);

h. Joint Statement on Promoting Women, Peace and Security in ASEAN

i. First ASEAN Youth Development Index;

j. ASEAN Joint Declaration on Hazardous Chemicals and Wastes to the 13th

Meeting of the Conference of the Parties to the Basel Convention (BC COP-

13), the 8th Meeting of the Conference of the Parties to the Rotterdam

Convention (RC COP-8); and the 8th Meeting of the Conference of the

Parties to the Stockholm Convention (SC COP-8) / 2017 Meetings of the

COPs to the Basel, Rotterdam, and Stockholm (BRS) Conventions

6. We encourage the sectoral bodies under the ASCC to follow up the aforesaid documents with concrete programs and activities which would benefit the ASEAN peoples. With the spirit of the Culture of Prevention, we would like to support the ASEAN Youth Interfaith Camp (AYIC) which will be held on 28-30 October 2017, in Jombang, Indonesia, as a real example of how we can promote peace and tolerance. 7. We congratulated the Philippines for the successful convening of the ASEAN Women Business Conference on 28-31 August 2017 in Manila and took note of the Manila Statement on Mainstreaming Women’s Economic Empowerment (WEE) in ASEAN. We support the endorsement of the Action Agenda of the Manila Statement on Mainstreaming Women’s Economic Empowerment (WEE) in ASEAN by the ASEAN Economic Ministers’ Meeting for adoption by the ASEAN Leaders at the 31st ASEAN Summit. We encouraged the relevant sectoral bodies under the ASCC to contribute to the implementation of the Action Agenda for the advancement of gender equality and women’s empowerment in ASEAN.

8. We also noted with satisfaction the progress made in the implementation of the

ASCC Blueprint 2025 and development of the work plans of the various sectoral

bodies of the ASCC, including cross-cutting initiatives and community-building issues.

We encouraged sectoral bodies under the ASCC, with the support of the ASEAN

Secretariat, to continue to implement effectively their respective sectoral work plans

and to share their reports to the ASCC Council.

9. We congratulate the Philippines for having successfully completed her term as

Chair of the ASEAN Socio-Cultural Community (ASCC) Council in 2017. In this

regard, we expressed our high appreciation to the Philippines for the excellent

leadership and very warm hospitality as Chair of the ASEAN Socio-Cultural

Community (ASCC) Council meetings in 2017.
