1. SUMMARY

1.1 This is the 2017 Joint Housing Land Availability Study (JHLAS) for theCarmarthenshire area (excluding the area that falls within the Brecon BeaconsNational Park). This report presents the housing land supply for the area at thebase date of 1st April 2017. It replaces the report for the previous base date of2016.

1.2 The JHLAS has been prepared in accordance with the requirements of PlanningPolicy Wales (PPW) and Technical Advice Note 1 (TAN 1). Please refer to thesedocuments for details of the requirements for the maintenance of a five yearhousing land supply in each Local Planning Authority area and the process forundertaking the JHLASs. These documents can be accessed on the WelshGovernment web site using the following link:

1.3 Section 2 sets out details of the housing land supply and how it has beencalculated. It shows that based on the residual method set out in TAN 1,Carmarthenshire County Council has 4.2 years housing land supply.

Report Production

1.5 Carmarthenshire County Council issued draft site schedules and site proformasfor consultation between 23 May and 13 June 2017. Comments were providedby the HBF and Dŵr Cymru Welsh Water within this period. A Statement of Common Ground (SOCG) was subsequently prepared and followingconsultation with the Study Group was submitted to the Welsh Government onthe 11 July 2017.

1.6 All matters were agreed following the consultation and set out in the SoCG.

1.7 This JHLAS report has been prepared on the basis of the SoCG.

2. HOUSING LAND SUPPLY

2.1 The five year land supply comprises sites with outline or full planning permissionand sites allocated for housing in the adopted development plan, categorisedas prescribed in TAN 1.

2.2 The land supply has been calculated using the residual methodology, based onthe Carmarthenshire Local Development Plan (2006-2021), adopted inDecember 2014.

2.6 The Carmarthenshire LDP has four years left to run, as a result, the five yearrequirement (column D) should be calculated using the formula contained inTAN 1, as set out below.

Where:H = Total Housing Requirement (as set out in the adopted Development Plan) -13,352N = Number of years left in JHLAS period after the plan period expires – 1P = Total number of years in plan period – 15C = Completions from start of plan period to JHLAS base date - 6,141
