The annual Beautification Awards Program will be held on Friday, June 19, 2015 in the “Garden Room” at the Madonna Inn, 100 Madonna Road in San Luis Obispo. The evening will begin at 6:00 pm with a cocktail reception, followed by dinner and the presentation of awards. Chapter Outreach at Inspired Homes Expo May 2-3On May 2 and 3, the San Luis Obispo Chapter hosted a booth at the Inspire Homes Expo in San Luis Obispo. Members greeted the public and answered questions regarding how to hire a land-scape contractor and general landscaping concerns. See page 6 for more photos.

Have you ever been asked to make due with less? It’s not always such a bad thing.

That’s where we were a few months ago when the state legislative committee was asked to put on a legislative confer-ence with significantly less funds. In the past, CLCA would have a two day event inviting about 30 or so member represen-tatives from around the state to attend. With a one day grass roots training to get representatives up to speed on the issues, the second day was alloted to meeting with legislators to urge support or opposition on impending legislation. Given the downturn in the economy and therefore membership, the legislative committee did not have a legislative con-ference in 2013 or 2014. To make ends

meet, the 2015 conference would need to be done on a much stricter budget.

This year the group attending the legis-lative conference was limited to 8 mem-bers of the legislation committee and CLCA state President Javier Lesaca. We were accompanied by CLCA Executive Director Sandra Giarde, CLCA Assistant Executive Director Larry Rohlfes, Com-munications Director John Sassaman and our political consultant with Greenburg Traurig Maria Garcia.

On Tuesday, March 24, the group first met briefly at the office of Greenburg Traurig to go over the legislative bills that we were to discuss with our local Assemblymember and State Senator that afternoon.

The focus of the group was on three

topics:1. Water Conservation - Four legisla-

tive bills dealt with this issue. Two of the bills dealt with tax rebates for converting existing landscapes into drought tolerant landscapes. The last two bills dealt with requiring govern-ment owned properties to abide by the same water restrictions that the public is being asked to adhere to. CLCA is supporting all four of these bills.

2. Excavation (SB 119) - This bill deals with the protection of subsurface installations. Although CLCA appre-ciates the spirit of the bill, CLCA is opposed to the bill unless it is amend-ed. The bill indicates that DigAlert or 811 must be called prior to excavation so that existing utility pipes and lines can be located and marked off. Howev-er, the definition of “excavation” as per the bill is any penetration of the ground plane. This would include routine maintenance activities, such as weeding, aeration, planting flats of annual color, and so on. CLCA felt that this was not the intent of the bill and is urging that an exemption be made for most landscape maintenance activities. CLCA is trying to negotiate a depth that is acceptable to all parties when non-power tools are being used to do the digging. Early talks with utility companies appear to be going well, with both sides being willing to establish a happy compromise.

3. Underground Economy - CLCA is in favor of legislation that battles the un-derground economy because it creates an uneven playing field for those who play by the rules. Unlicensed parties have a definite advantage in being able

to outbid licensed contractors who are required to be bonded and insured. Even licensed contractors, who game the system by not reporting employees or under reporting employees so as to avoid paying or paying less for Work-ers’ Compensation Insurance, have an unfair advantage over those who ad-here to the established requirements. CLCA urges that the recommendations contained with the “Little Hoover Commission” report be considered. It is estimated that California loses $8.5 billion in uncollected tax revenue due to the underground economy.

Javier and I had an appointment to meet with Assemblywoman Shannon Grove, however when we arrived at her office, we were informed she had been called away to attend to an urgent matter. Instead, we met with Greg Burt, her Communications Director. Her staff member seemed to be receptive to our points of view on the issues and said that they would look deeper into the bills.

An hour later, we arrived at State

Senator Jean Fuller’s office for another scheduled meeting, We found she had been called onto the senator floor to discuss a water bill. So, we met with the senator’s staff member, Maddie Dunlap. Once again, we made our views known and the staff member seemed to think that our positions on the bills were reasonable. Following our two meetings, Maria Garcia, our lobbyist, arranged for the entire group to be allowed onto the Assembly floor where we met with Assemblywoman Susan Bonilla. After a little tour around the Assembly side of the Capitol, we regrouped at Frank Fat’s for dinner. Assemblywoman Bonilla join us for dinner, and we discussed current and upcoming issues with her.

The next day, March 25, was a very busy day. The CLCA conference mem-bers were divided into two groups of six. Commencing at 9:00 am until 12:00 noon, each group had scheduled meet-ings with different legislators every 30 minutes to discuss the same issues as the previous day. Then we had a two hour lunch break where we met at

Ella’s, a nearby downtown restaurant, accompanied by Cindi Christenson, the Registrar of Contractors with the CSLB. We were able to speak to her over lunch about CSLB’s enforcement efforts on the underground economy. Following lunch we returned to the Capitol for four more appointments with legislators.

This was the third legislative confer-ence that I have had the pleasure to take part in. In my opinion, it was also the most productive of the three. We were able to meet face to face with far more legislators than at previous conferences. Since the members of the legislative committee were more acquainted with the issues, it eliminated the need to dedicate an entire day to the grass roots training. We were able to ask the legisla-tors to allow CLCA to be part of the dia-log in solving some of the problems that affect our industry and businesses. Many thanks go out to Larry Rohlfes and Maria Garcia for doing the upfront legwork needed to coordinate each of the many meetings, meals and lodging for the out of town members. Great job!

Chapter Represents at Inspired Home Expo May 2-3

The SLO Chapter of the CLCA was well represented at the Inspired Home Expo at the Alex Madonna Expo Center in San Luis Obispo on May 2-3. Thank you to the following chapter members for their help in building the landscape display at the entrance to the show: KD Janni Landscaping Inc., Air-Vol Block, Central Coast Landscape Products, Rainscape, A Landscape Service Company, and Ultimate Green Lawns. Also, thank you to The Home Depot and Idler's Home for helping with this beautiful display!

The CLCA San Luis Obispo Chapter also hosted a booth in the show geared toward educating homeowners about the benefits of hiring a licensed landcape contractor and CLCA member. Thank you to our volunteers who greeted the public and answered their questions regarding landscaping their properties. We hope this public outreach will benefit all our members and reinforce the mes-sage that CLCA members are professionals and are the go-to people for land-scape construction and maintenance projects. Watch for information on chapter involvement in other shows and get involved!

CLCA SLO: Board Minutes

The Board of Directors for the CLCA San Luis Obispo Chapter met on Wednesday, March 18 at Ewing Irrigation, 1175 Prospect Street in San Luis Obispo.

Past MinutesJonathan moved to approve the minutes from the January 2015 meeting as presented by Mike Kneeskern. Evan seconded, motion passed.

President's ReportMike asked the events committee to reach out and inform all contractors about the Zurn Wilkins tour on April 15. He also stated that the member list for the SLO Chapter is finally complete. Scholarship applications need to be printed before the Evening Under the Stars event at Cal Poly.

Treasurer's ReportIt was brought to the board's attention that the money for the beautification awards was not allocated correctly. In addition, more money needs to be set aside for the golf tour-nament and dinner.

Brandon moved to approve the revisions to the January Treasurer's report. Jonathan seconded, motion passed.

Evan moved to approve the revised February Treasurer's report. Jonathan second-ed, motion passed.

VP MembershipEvan reported that James Walker, CLCA's Director of Membership, sent a list of all C-27's in the SLO County area to the chapter. There are 12,700 C-27s in California that are not a part of the CLCA. It was also brought to the board's attention that new membership information and packets are being sent to all non-members of the CLCA. CLCA Insurance Solutions and Flyer's Petroleum have also agreed to make a large number of cold calls to recruit new contractor members for the CLCA.

Events CommitteeThe committee reported that the golf commit-tee needs to meet to decide the location of the 2015 golf tournament.

Old BusinessThe chapter needs a Beautification Awards committee chair.

The CLCA will have a large and very visible booth at the Inspired Homes Expo on May 2-3. This will provide a good opportunity for the CLCA to get exposure with the general public.
