Strategy for 2014

• Continue work on the Re3gistry• Work on validation/conformance testing• Address some small missing items

• Focus on our core task to help implement INSPIRE in a ‘reusable’ way The ‘Re3ference Platform’

Page 10: Join the ARE3NA - Infrastructure for Spatial Information ...inspire.ec.europa.eu/.../172/Join_The_Are3na.pdf · The Live3Tutorial - ‘lifting the lid’ •Going into more detail

Goals

• Gather and share details about needs around existing and new tools

• Go beyond simple lists to have demos and tutorials explaining how to use them

• Help countries benefit from each other’s investments and identify partners (demand and supply) for further work

• Show how INSPIRE can be re-used and extended in e-government, e.g. for Open Data & its portals

• Engage stakeholders in order to have a sustained activity- we start today!

•The De3mo •The Live3Tutorial

Page 12: Join the ARE3NA - Infrastructure for Spatial Information ...inspire.ec.europa.eu/.../172/Join_The_Are3na.pdf · The Live3Tutorial - ‘lifting the lid’ •Going into more detail

The e3xpo

• Virtual social arena to display components/tools for implementation tasks and reuse

• Identification of building blocks (open source and proprietary), users and gaps Descriptions of tools for different tasks, including reuse,

and identify who is using them Discussion of gaps/needs with partners and providers,

(ARE3NA survey+)

• Collaborative developments (e.g. Funding common developments- Session 2)

Page 13: Join the ARE3NA - Infrastructure for Spatial Information ...inspire.ec.europa.eu/.../172/Join_The_Are3na.pdf · The Live3Tutorial - ‘lifting the lid’ •Going into more detail

The e3xpo

• Build on existing platforms (JoinUp, INSPIRE Forum, YouTube etc.)

• Stakeholders manage and identify existing and new content

• INSPIRE as an enabler: the ‘INSPIRE apps stall’: Illustrate INSPIRE powering diverse applications Bring INSPIRE closer to the minds of end-users and show

how content can be reused ARE3NA Case Studies provide initial content EULF pilots and mobile apps can also be showcased

– provide links to apps and supporting tools– Run a competition for the best INSPIRE apps

Page 14: Join the ARE3NA - Infrastructure for Spatial Information ...inspire.ec.europa.eu/.../172/Join_The_Are3na.pdf · The Live3Tutorial - ‘lifting the lid’ •Going into more detail

The De3mo• Closing the gap between INSPIRE TGs (with the

developer in mind) and implementers’ tasks• Demonstration films illustrating how to implement INSPIRE (from start to end) to (re)use INSPIRE data and service for added value

(across sectors), including EULF examples different tools work together to create, share and

consume INSPIRE metadata, data and services

• In constructing the De3mo, recommendations on interoperability issues can be fed back to the JRC and the e3xpo

Page 15: Join the ARE3NA - Infrastructure for Spatial Information ...inspire.ec.europa.eu/.../172/Join_The_Are3na.pdf · The Live3Tutorial - ‘lifting the lid’ •Going into more detail

The Live3Tutorial - ‘lifting the lid’

• Going into more detail than the De3mo via an interactive workflow Common terms for tasks and types of tools Showing how different tools support different

tasks (related to the e3xpo) Linking tools to INSPIRE TGs and IRs Build on open data portals & RDF/PIDs studies

to show how INSPIRE can be reused in e-government Contribute ‘assets’ for referencing in the ISA

(EIRA and EFIR etc.)

Page 16: Join the ARE3NA - Infrastructure for Spatial Information ...inspire.ec.europa.eu/.../172/Join_The_Are3na.pdf · The Live3Tutorial - ‘lifting the lid’ •Going into more detail

The Live3Tutorial - ‘lifting the lid’

• Providing guidance on how to use various tools Installation and configuration in typical/basic

organisational settings Multilingual where appropriate (or supporting this via the

crowd/community discussion)

• Using real data: Select cases, creating an entire implementation of

INSPIRE using various tools Going further by making some data available as RDF Illustrating steps towards the conformity/interoperability

of tools and discussion points for the e3xpo• Keeping it open… For maintenance and the inclusion of other outputs from

ARE3NA, EULF and others

Page 17: Join the ARE3NA - Infrastructure for Spatial Information ...inspire.ec.europa.eu/.../172/Join_The_Are3na.pdf · The Live3Tutorial - ‘lifting the lid’ •Going into more detail

Stakeholder engagement

• Across these elements there is a need for stakeholder engagement and promotion aiding the sustainability of the activity, in general assessment of any potential business models, in

particular

• The ISA SIS Working Group Identifying need (Yes) Formation and promotion Initial governance body advising JRC on development decisions/requirements contributing to review and testing

Page 18: Join the ARE3NA - Infrastructure for Spatial Information ...inspire.ec.europa.eu/.../172/Join_The_Are3na.pdf · The Live3Tutorial - ‘lifting the lid’ •Going into more detail

Discussion: platform features

• The e3xpo as a ‘shop window’ for tools and apps what would be useful, what are the pitfalls?

• The De3mo sharing implementation videos Where can we reuse materials, what sort of mix of tools

would be most helpful?

• The Live3Tutorial’s a simple guided workflow Initial set of tools can be tied to tasks (Session 3) What is the most common organisational setting, which

tools could be involved today and which datasets-reusable examples?

Could ‘the crowd’ make the platform multilingual? Which cases could be most informative for (a) INSPIRE

implementation and (b) Reuse of data for eGov?

Page 19: Join the ARE3NA - Infrastructure for Spatial Information ...inspire.ec.europa.eu/.../172/Join_The_Are3na.pdf · The Live3Tutorial - ‘lifting the lid’ •Going into more detail

Discussion: Barriers and sustainability

• Your interest?• Any (interoperability) issues?: Legal Organisational Cultural/Social Semantic Technical: the right tools Technical: the right content

• Varying priorities/speeds of implementers vs. Varying offers/supply capacity of software

• Time and resources for all involved- where can we make the biggest impact?

The Survey

• Validated our approach Confirmed where we should act Indicated where we could act

• BUT Some items were not common but maybe for particular

communities We risked spreading our focus too wide We risked spreading our resources too thin

• We will publish this content in the Platform

Page 24: Join the ARE3NA - Infrastructure for Spatial Information ...inspire.ec.europa.eu/.../172/Join_The_Are3na.pdf · The Live3Tutorial - ‘lifting the lid’ •Going into more detail

… & another part of the ‘reuse’ puzzle

• Who is already using software X, and for what?• Who would like to improve software X or start

work on software Y?• Who could pool resources to fund such common

developments?• How could we, as an INSPIRE community, do

this?• What are the possible approaches and what are

the barriers?

Page 25: Join the ARE3NA - Infrastructure for Spatial Information ...inspire.ec.europa.eu/.../172/Join_The_Are3na.pdf · The Live3Tutorial - ‘lifting the lid’ •Going into more detail

Discussion: approaches

• Crowd-funding experiences- where could it have a role?

• Some collaboration cases do exist- what can we learn from existing collaborations (e.g. Nordic group)?

• What are the implications of open source and proprietary technology mix?

• What other conditions can we identify: public procurement, competition, legal and other agreements…?

Page 26: Join the ARE3NA - Infrastructure for Spatial Information ...inspire.ec.europa.eu/.../172/Join_The_Are3na.pdf · The Live3Tutorial - ‘lifting the lid’ •Going into more detail

• Are there other sorts of partnership which could lead to missing items being addressed

• Should we organise a meeting on how users could specify needs and developers respond to them as part of the platform?

• What role could/should the MIG/ISA have?: MIWP-15: Overview of INSPIRE coordinating structures,

architectures and tools? ISA WG: broader INSPIRE and eGov/Interoperability

discussion.

Something for now… and for later1. Split into pairs/groups

2. Write your names & about tools for the first three Types

3. Decide which are ‘the best’ in each type

4. Note how you made this decision

Something for the coming days…

• You are the first ‘users’ of the platform-congratulations on your pioneering efforts!

• You are now players of the ‘game’: If you want to play sign the note by your name, add e-

mail address and hand it in today Talk to delegates about the platform and the form

(available at the JRC stand and elsewhere), ask them to reply and make other suggestions

Sign the back of their forms and we will see who is the most ‘influential person’ in INSPIRE– We will be eternally grateful and you will have not only the

prestige but also prize (hopefully before the end of the conference!)
