Crumlin, Dublin 12, CHI at Temple Street, Dublin 1 and CHI at Tallaght, Dublin 24 and the
Paediatric Outpatients (OPD) and Urgent Care Centre (UCC), CHI at Connolly Hospital,
Dublin 15. The new OPD and UCC in Tallaght is due to open in 2020.
CHI’s Programme Office, CHI Herberton is located in Rialto, Dublin 8 adjacent to the new
children’s hospital which is on the campus shared with St James’s Hospital.
This post is based within Children’s Health Ireland at Crumlin
Context/
Background
Children’s Health Ireland (CHI) operates as a single service across the existing Dublin
children’s hospitals, Crumlin, Temple Street and Tallaght. Also, the paediatric outpatients
and urgent care centres, Connolly which opened in July 2019 and Tallaght which is due to
open in 2020. CHI governs and operates local paediatric services for the Greater Dublin
Area and all national paediatric specialist services, some of which are on an all-island basis.
25% of our population are children under 18 years of age. The majority are
healthy, however 1/4 of these are three-year olds who are obese, 16% of our
children have a chronic disease, such as, diabetes, allergies and asthma. 2% are
acutely ill or have complex care needs
CHI currently has a staff of 3,600 delivering care annually to 334,500 children,
young people and their families through 39 clinical specialities and 442 in-patient
& day care beds

best care and treatments that are available for future generations to come

The new children’s hospital, which will open in 2023 will bring together the three children’s
hospitals into a world class building on a campus shared with St James’s Hospital. This will
be a leading campus in healthcare and research in Ireland, a leading adult teaching
hospital, a children’s hospital and in time, a new maternity hospital, when the Coombe
Women and Infants University Hospital is relocated on the campus.
CHI is leading on the clinical and operational transformation on how children’s healthcare
will be delivered in the future to deliver better, safer and more sustainable healthcare in
the future. The new hospital is planned as the first ‘Digital Hospital’ in the system with the
implementation of an Electronic Healthcare Record, as well as, other evidence based
standards, such as, 100% single rooms.
Children’s Hospital Programme is a major programme of work led by CHI, focused on
transformative service change to enhance services for children, young people and their
families, to integrate the three existing hospitals, while maintaining existing and new
services, ensuring patient safety and quality until transition is complete.

To ensure the effectively functioning of the office to include:
Patient Advocacy & Corporate Services Manager (PACS) with an organisational
remit, reporting directly to the Hospital's Site CEO or nominated representative
with regard to the management of Complaints/feedback process, Legal processes,
FOI processes, Parliamentary Questions (PQ’s) and Public Representative
Questions (Reps).
Lead on the roll out and management of the HSE Your Service Your Say (YSYS)
Service User Feedback for Comments, Compliments and Complaints throughout
the hospital.
First point of contact with the patient’s family to facilitate their involvement in
patient safety reviews. Collaborating with them to ensure they submit their
questions to be included in review being undertaken. Chair and facilitate meetings
with review teams and parents.
Provision of a respectful, confidential and supportive environment for staff
required to respond to complex complaints made about their service/department.
Manage and oversee the day to day administration of FOI requests including
decision making.
Lead and manage the updating of policies, procedures, protocols, guidelines and
SOPs as they pertain to FOI/Complaints/Legal process.
To complete tasks/actions identified by the Site CEO or nominated representative.
Manage the performance of assigned staff.
Ensure absenteeism and time-keeping are actively managed.
Stakeholder Management
Monitor data accuracy of FOI management system “Respond” to ensure quality
reporting and auditing of statistics is in keeping with HSE standards.
Demonstrate proactive commitment to all correspondence with internal and
external stakeholders.
Working collaboratively and professionally with internal and external stakeholders
Establish Structures and processes to engage and listen to service users, including
children, young people their parents and staff.

Engagement with all disciplines of staff including Consultant groups and Corporate
Management Team (CMT) to support the application of the HSE YSYS User
Feedback for Comments, Compliments and Complaints.
Lead on developing an organisational culture of listening, engaging and involving
children in service planning and delivery of the service.
Chairperson of the 3 hospitals Youth Advisory Council (YAC) which is a group of
young people who share their experience of using hospital services.
Attend the CHI Parent/Patient Forum engagement sessions and lead out on CHI at
Crumlin QIPs when developed.
Member of committees/working groups to reflect the voice of our service users
feedback i.e. Hygiene Service, Infection Control, Risk Management, End of Life,
Ward Meal Services and Child Protection Committee, and a number of patient
advocacy groups representing different specialities.
Processes/Initiatives Reporting and Analyses
Co-ordinate, gather and analyse information from relevant sources and compile
responses to PQ’s/Reps and issue responses to HSE.
Develop a series of quality improvement initiatives (QIP’s) from the feedback
received from complaints/feedback.
Development and introduction of the hospitals complaints management database
"Respond".
Provision of weekly/monthly/quarterly reports on Complaints and compliments
identifying trends and escalating these to the relevant hospital
committees/wards/ department i.e. Risk Management Committee, Quality and
Patient Safety Committee, Infection Control Committee, Hygiene Services
Committee, End of Life Committee and Corporate Management Team.
Coordination of all complaints/compliments reports and reporting documentation
required to demonstrate evidence of compliance with the HSE Policy and submit
relevant reports to the HSE.
Crisis Management/Conflict Resolution/Mediation and Communication
Provision of advice, recommendations and support to local areas on the
management of complaints/challenging Parents. Setting up and attending
Multidisciplinary meetings, facilitating, chairing and recording meetings.
Mediate with staff and or Parents when communication has broken down
between teams.
Ensure composure is maintained when dealing with crises always maintaining a
sense of perspective and balance in challenging circumstances.
Advocate and provide information and support to Parents/Guardians when
making complaints about the care they have experienced.

Team Management – Mentoring, Coaching and development
Promote the development of staff to maximise potential in line with personal and
organisational goals.

complex complaints or issues they are faced with in their department/ward.

Legal Liaison Lead
Oversee the administration of paperwork and reports for coroners cases, legal
cases and related matters.
Facilitate communication, pre trial consultations and settlement meetings
between hospital personnel and relevant Solicitors, Insurance Inspectors and
Engineers.
Oversee the organising and facilitation consultations between legal teams and
witnesses.
Attend pre trial consultations, coroners court, court cases and settlement
meetings.
Liaise with Hospital Solicitors on an ongoing basis with regards to the legislation
pertaining to disclosure of records, medico legal issues and the preparation and
signing of affidavits.
Liaise directly with Clinicians to ensure that accurate clinical information is
included when submitting medico legal reports.
Oversee all in house legal advice with Hospital Solicitors and Solicitors for Clinical
Indemnity Scheme.
Change Management
Promoting an organisational culture where patient safety, learning and quality
improvements are recognised as the underpinning principles of service user
feedback.
Engagement with relevant stakeholders to support the change processes required
following recommendations made in complaint resolutions.
Member of the Children Health Ireland (CHI) organisational group charged with
responsibility for the amalgamation and streamlining of the three existing Patient

Advocacy services to prepare for a smooth transition to the New Children's
Hospital.

Bachelor’s degree in a related business, clinical or healthcare discipline and 7 years
of increasing responsibility and scope in patient education and support, public
policy, patient and professional group relations, and/or related fields in the
healthcare environment

Terms and Conditions of Employment
Permanent Grade VIII
Duration of post
This is a permanent role.
Remuneration
Remuneration is in accordance with the salary scale approved by the
Department of Health: Current salary scale with effect from 1st January 2020:
[Grade, Code 0655]. Rising in increments annually from point 1: €68,310 to
€81,883 incl. LSIs).
Annual Leave
Annual Leave entitlement is 30 days per annum
Working Week
The hours allocated to this post are 37 hours/ 7.4 hours per day as a standard working day. The allocation of these hours will be at the discretion of the Department Head and in accordance with the needs of the service. HSE Circular 003-2009 “Matching Working Patterns to Service Needs
(Extended Working Day / Week Arrangements); Framework for
Implementation of Clause 30.4 of Towards 2016” applies. Under the terms of
this circular, all new entrants and staff appointed to promotional posts from
Dec 16th 2008 will be required to work agreed roster / on call arrangements
as advised by their line manager. Contracted hours of work are liable to
change between the hours of 8am-8pm over seven days to meet the
requirements for extended day services in accordance with the terms of the
Framework Agreement (Implementation of Clause 30.4 of Towards 2016).
Probation
All employees will be subject to a probationary period as per the probation
policy. This policy applies to all employees irrespective of the type of contract
under which they have been employed. A period of 6 months’ probation will
be served:
• On commencement of employment
• Fixed term to permanent contract
• Permanent employees commencing in promotional posts will also
undertake a probationary period relating to their new post.
Pension
Employees of Children’s Health Ireland are required to be members of the
Hospitals Superannuation Scheme. Deductions at the appropriate rate will be
made from your salary payment.
If you are being rehired after drawing down a public service pension your

Maternity Leave
Maternity leave is granted in accordance with the terms of the Maternity Protection Acts 1994 and 2001.
Payment of sick leave
Children’s Health Ireland operates a Sickness Absence Management policy in line with the new Public Service Sick Leave Scheme as introduced in 31st March 2014.
Pre-Employment Health Assessment
Prior to commencing in this role a person will be required to complete a form declaring their health status which is reviewed by the hospital’s Occupational Health Service and if required undergo a medical assessment with this department. Any person employed by Children’s Health Ireland must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Validation of Qualifications & Experience
Any credit given to a candidate at interview, in respect of claims to qualifications, training and experience is provisional and is subject to verification. The recommendation of the interview board is liable to revision if the claimed qualification, training or experience is not proven.

Garda Vetting
Children’s Health Ireland will carry out Garda vetting on all new employees.
