Jawaharlal Nehru National Urban Renewal Mission (JNNURM )

The official and combined website for the JNNURM, one of the flagship program of the Ministry of Urban Development (MoUD) and Ministry of Housing and Poverty Alleviation (MoHUPA), Government of India is http://jnnurm.nic.in. The main page screenshot of the website is as above:

On this page one has the option for selecting the Ministry, to browse the JNNURM related information of the Ministry.

After selecting the MoUD, one gets following options as shown in the screen shot below:

A separate website (https://jnnurmmis.nic.in) for JNNURM MIS is also created for monitoring this program’s various components like City Development Plan (CDP) submission and appraisal, Detailed Project Report (DPR) submission and approval and release of funds for the approved DPRs, Memorandum of Agreement (MoA) negotiations and signings activities and further different kinds of reports being created based on the inputs.

JNNURM MIS is a role based and login based application, which enables users to access the application according to his / her access rights and roles for accessing the application. Different users have different rights and roles because each user has to perform different set of operations and usage of the application for making the project a success. Roles and rights restrict the access of the application and security is also maintained on the access of the data and for consistency and this stringent access rights maintain authentication of the data. Salient Features1. The web site has been security audited by

independent 3rd party security auditors;

2. The website has been hosted at the NIC’s Storage Area Network, with firewall protections;

3. The website works under https environment rather http environment;

4. The website is dynamic and real time. All data updation is done by the role players of the entire application; and

5. The website has a Digital Certificate for encryption of the passwords.

1. Ministry: All decisions are taken by the MoUD. eMail account for Respected Secretary, JS (MoUD), Director (JNNURM), JNNURM Technical Cell (JTC) and JNNURM Technical Advisory Group (JTAG) has been created. Separate accounts for data entry has been created to carry out data entry for the project.

2. City Development Plan (CDP) Appraisal Agencies: They evaluate the project, which is submitted by the individual cities. Cities can submit as many projects as they wish to for central government funding. NIUA is one of the appraisal agency as mentioned below.

3. Detailed Project Report (DPR) Appraisal Agencies: DPRs are examined by the appraisal agencies. CDP appraisal agencies are different from DPR appraisal agencies. CPWD is one of the appraisal agency as mentioned below.

4. City: Each city, 63 in numbers, have been given user accounts. These are the cities from which the DPRs and CDPs are being generated for Central Government funding, which are processed by the MoUD

5. State Level Nodal Agencies (SLNA): SLNA interact with the MoUD and forward the Plan of Action to the MoUD for funding of the project. These are located at State Capitals. Each state capital has one SLNA. Role based account for each SLNA has been created.

6. Cabinet Secretariat (CS): CS has an very important role to play in national eGovernance. An user account for CS has been created for viewing reports online. MoUD has to communicate the same to them.

7. Ministry of Finance (MoF): The funds are released by the MoF. An user account for them has been created. MoUD has to communicate the same to them.

8. Planning Commission (PC): This apex organisation also monitors the functioning of this project. A user account for Planning Commission has been created. MoUD has to communicate the same to them.

9. Prime Ministers Office (PMO). The office of the Hon’ble PM has been created an user account. MoUD has to communicate the same to them.

10. World Bank: Donor agencies have been created their user accounts. MoUD has to communicate the same to them.

12. General Public Account. This is basically for guest users under provisions of RTI Act and certain reports are made online in the real time mode and available for the General Citizens of the country.

b. Appraisal Agency wise CDP status report. In this report the number of CDPs, which have been sent to different appraisal agencies and their status vis-à-vis approved and not approved are depicted.

c. Urban Reforms Signed: Each city has to sign a Memorandum of Agreement (MoA). This agreement is tripartite with City Municipality, State Government and MoUD.
